00:00But our top story of the day actually begins in college football, a very peculiar one,
00:05by the way, because the quarterback who allegedly bet on sports is going to be able to play
00:11in college football next year.
00:12How about this?
00:13Ken Curry, a judge in district court in Lubbock County, Texas, says Brendan Soresby is eligible
00:20for next season, saying that the NCAA can't prevent him from practicing, playing, or otherwise
00:25participating on the football team next season.
00:28Now, Soresby will be suspended two games, and Texas Tech opens up against Abilene Christian,
00:33and then they play Oregon State.
00:35But as of right now, the NCAA is fighting back, saying that they shouldn't be eligible.
00:40You can't bet on sports, and they're committed to student-athletes and mental health.
00:45But what in the world is going on here?
00:47Does it allegedly mean that if you bet on sports, you can still play in college football?
00:53Can of Worms officially opened up.
00:55But Soresby will play this season, one of the top quarterbacks in all of college football.
01:00How about that?
01:01All right.
01:01In the NBA over the weekend, in case you missed it, the Knicks edged the Spurs in San Antonio
01:06again to beat them 105-104.
01:09So they now have a 2-0 lead in the best-of-seven series.
01:11And so certainly with the performance from Carl Anthony Towns, 21-13-4, they have this incredible
01:17winning streak now, 13 in a row winning playoff games.
01:20That's the second longest in the history of the NBA.
01:22So now we look toward tonight's game, and the odds makers have spoken.
01:26They finally made the Knicks favored in a game in the NBA Finals.
01:30Not a lot, though, by the way.
01:31Look at that.
01:32Knicks minus 2.5, total of 2.16.5 in this game.
01:36And certainly the Knicks are just overwhelming favorites to win the NBA championship, as they
01:40should.
01:40They're minus 500 right now.
01:41So if you think the Spurs can get back in, you can get plus 385.
01:45That's a $100 bet to make $385 if the Spurs come back and win this series.
01:50Let's hear from some of the participants.
01:51We'll start off with Jalen Brunson, who is all ready for the Madison Square Garden Madness
01:57tonight.
01:58Just what do you think it means for this fan base to have a Finals game in this building
02:02for the first time in such a long time?
02:04I think it's really cool.
02:1127 years since the last Finals game in this building.
02:14I know our fan base is really excited, as they should be.
02:18But as a team, as us inside the locker room, we have more work to do.
02:26Meanwhile, the Spurs on their side, it's going to be a raucous crowd.
02:30Tickets are very expensive.
02:31We'll get to that in a minute.
02:32I'm sure you know by now.
02:33De'Aaron Fox, one of the key players on the Spurs, talked about what he is expecting
02:37tonight in the Big Apple.
02:39You're in New York.
02:40Even when they travel, you hear New York fans.
02:45When we came here during the regular season, we hit them first, they hit us back in the
02:49mouth, and then we just kind of weren't able to get our wheels turning again.
02:53But I think we've been pretty good on the road throughout the playoffs, and obviously
02:56this team has been really good at home as well.
02:58So we just try to come out and, obviously, easier said than done, but try to take the
03:03crowd out of it as quickly as possible.
03:05I think even like our Game 7, we never really let the crowd get into the game.
03:10And like I said, obviously, easier said than done, but just try to negate some of their
03:15runs.
03:16You know, you're going to come in here.
03:18It's going to be loud.
03:20It's going to, you know, don't want to use the word hostile, but it's going to be hostile.
03:24So you just try to not let the crowd get on their toes too much, because obviously this
03:28team plays.
03:29And usually it's more so role players and star players that play better at home.
03:33And much more on the game coming up with Gilbert McGregor in just a few minutes.
03:37Now let's get to some baseball where the Tigers are seemingly getting back in the race a little
03:41bit here.
03:42They beat the Mariners this weekend 3-2, ended up taking the series 2-1.
03:47Kevin McGonigal went 2-4 with a home run.
03:49Wenzel Perez also 2-3 with two runs driven in.
03:52They're taking it game by game.
03:53And here is manager AJ Hinch on trying to bring as much energy as possible.
03:59Yeah, I mean, we get to celebrate a walk-off in front of our fans against one of the best
04:04closers in baseball, a really good team, a team that eliminated us last year.
04:08So going into the off day, it obviously feels different.
04:11We've played back-to-back series against really good teams.
04:14And you can see how small the margin is.
04:16I mean, it's right there for us.
04:19We're trying to talk about what we're not doing or what we didn't do or how May went.
04:25We're trying to focus on what we're doing now and bring in this energy.
04:29Our fans were great this weekend.
04:32You know, our energy in the dugout was great.
04:34We never thought we were out of it.
04:36It was a kick in the you-know-what when they kept tacking on runs.
04:41But, man, we got the right guy up at the right time.
04:43We earned it.
04:43We had a ton of opportunities today.
04:45The last opportunity was the most important with the right guy.
04:49Including Matty's ball in play.
04:52You know, after getting two strikes where the runners advance.
04:55So, I love this win for this team.
04:58And another series win back-to-back feels pretty good.
05:01A couple of weekend sweeps.
05:03Let's get to those.
05:04The Cardinals take care of the Reds.
05:06They win all games this weekend at home in St. Louis.
05:09Cincinnati now falls to 2-8 in their last 10.
05:12And the Cardinals keep pushing toward the postseason.
05:15Brian Torres went 1-3 with a home run in the game.
05:18On the flip side, the Reds have sort of hit rock bottom.
05:21And Terry Francona said he talked to the team after.
05:24And it's just, it's actually the same.
05:27It's, you know, when it's the hardest to believe, you have to.
05:32And when there's doubt, you've got to believe in each other and pick each other up.
05:37And, you know, I told a man, you know, run the bases with your pants on fire.
05:42And don't leave anything on the field.
05:45I just believe that's the, not just the best way.
05:49It's the only way.
05:50We're going to get where we want to go.
05:52And what I don't want them to do is walking around, you know, like, I don't want this to be
05:58a morgue.
05:58That's not the way it's supposed to be.
05:59I want them just to, because it's hard for us right now.
06:02There's a lot of things that aren't going right.
06:05But we can make it better, and we will.
06:08Meanwhile, another sweep with the Rangers taking care of the Guardians 10-0 yesterday.
06:13Great start for Jacob DeGrom.
06:14Six innings pitched, no runs, six strikeouts.
06:17Also, Josh Young hit a home run.
06:18He's off to a great start this season, although probably not a great start anymore.
06:22You know, it's more like a great first half.
06:24We're almost at the halfway point.
06:25Can you believe it?
06:26Here's Jacob DeGrom on his outing against the Guardians.
06:29It was kind of the same approach, just trying to hit the glove as many times as I could.
06:32Didn't feel like I had my best fastball today, but was able to locate sliders back to those lefties.
06:40I mean, you're facing nine of them, and then, you know, I was able to really hit that spot,
06:46and then it just helped with the fastball for, you know, some soft contact the other way.
06:51So, I was just trying to keep things simple and hit the glove as many times as I could.
06:57And, you know, having Diaz for the first time, he did a great job back there.
07:00Talked to him a little bit yesterday, and then today before the game was how I wanted to approach this
07:06lineup,
07:06knowing that there was going to be rats heavy.
07:08And, you know, we were on the same page the whole time.
07:11Meanwhile, the Atlanta Braves just keep on rolling.
07:14They beat the Pirates yesterday 3-2, and now have continued their run toward first place in the National League
07:21East
07:21and get a series sweep over Pittsburgh.
07:24Certainly a very happy ending for them.
07:27And Bryce Elder, who went six sittings pitch, got a no decision, but pitched very well.
07:31Also, Jazz Chisholm and Cody Bellinger picking up where Aaron Judge left off with Judge on the injury list.
07:36Jazz went one for four with a home run and also said that he used Aaron Judge's bat to go
07:42deep.
07:42Check this out.
07:43Jazz, what made you grab Aaron Judge's bat there in the eight?
07:48I don't know.
07:49I was swinging and missing when I thought I was hitting the ball, so I just see if the bat
07:53would have changed.
07:54That was just it.
07:55And it did?
07:56I mean, yeah.
07:57Sometimes you need a little bit more weight and a little bit less on your swing.
08:01Did you ask him?
08:02Did you tell him?
08:03Oh, no.
08:03Definitely didn't ask him, you know?
08:05Like a big brother, little brother thing.
08:07All right.
08:08I probably want to see if he actually used Judge's bat knowing Jazz.
08:12I don't know.
08:12We'll assume he did.
08:13All right.
08:13Phillies beat the White Sox 9-5.
08:15What a season it's been for Brandon Marshy.
08:17Homer in his third straight game.
08:19What a year he is having.
08:20He has been incredible.
08:21The Angels, how about that?
08:22They finally beat the Dodgers 13-5.
08:26And Benj ended up going 5-5 for the Mets as they beat the Padres 7-3.
08:30Blue Jays beat the Orioles 6-4.
08:32They win the series there.
08:33And the Brewers, no surprise, sweep the Rockies 12-4.
08:40Pat Evans is with us from Legal Sports Report as we get this Monday kicked off discussing
08:45prediction markets and legislation.
08:47Always fun topics.
08:48And Pat is here with us on this Monday.
08:49Pat, thanks for coming on.
08:50All right.
08:51Let's start off in the state of Illinois.
08:53You can read this article over at LegalSportsReport.com, by the way.
08:57A $56 million budget, new taxes, fantasy sports, and prediction markets.
09:02So am I led to believe here that prediction markets have to pay taxes now?
09:06Pat, is that what we're saying here?
09:07Or is this just something that they decided and prediction markets are going to say, no,
09:11not so fast?
09:12That's what, you know, J.B.
09:14Pritzker is hoping.
09:16This is a whole kind of pie-in-the-sky hope for Illinois, which, you know, coming into
09:21this legislative session, I heard from a lot of sources saying, hey, we've got federal
09:26funding drying up for states, so they're going to try to come back and look for new ways to
09:30raise revenue.
09:32Of course, one of the easiest ways to do that is look at gambling.
09:35And Illinois has done that the past two years, you know, raising sports betting taxes in
09:40various forms, first creating a tiered tax system and then implementing their strange
09:44per-bet fee for sportsbook operators.
09:47And so this year, I think they came back and they were like, all right, let's leave sports
09:50betting alone.
09:51We don't want to do that.
09:52What is out there that we can figure out in tax?
09:55And while prediction markets is the obvious one, and we know all about how state regulators
09:59and, you know, lawmakers are looking at these, for lack of a better term, unlicensed sportsbooks
10:05is how they're viewing them and saying, hey, we've got to rein you in.
10:09We've got to either figure out how to license you.
10:11You can't be offering what sportsbooks are paying a lot of money to the state for for free
10:15for us.
10:16And so in Illinois, that's one way they're going to look at it is creating a tax system.
10:21And it is, they're hoping that the prediction markets will pay.
10:25It would generate quite a bit of revenue for them.
10:29But ultimately, for right now, it's just kind of a budget list item to make everything,
10:33make the ends meet.
10:35Because to your point, so far, prediction markets are just saying no to state regulators and
10:42state legislators saying, you know, we don't have to comply to your laws.
10:46We're federally regulated through the CFTC.
10:48So we can offer whatever they say we can offer anywhere in the country.
10:51And you can't do anything about it.
10:53So why would a state tax law change that?
10:56So I think what's going to happen is they'll probably sue Illinois.
10:59And say, hey, we don't want to pay these taxes.
11:01So we're not going to.
11:02And you can't do anything about it.
11:04And so this is just going to add to the long list of lawsuits that prediction markets and
11:08the CFTC are fighting with states.
11:12And ultimately, nothing will matter until the Supreme Court rules on what can happen.
11:17So, you know, we've seen a couple other, you know, Minnesota filed a regulatory law for prediction
11:22markets.
11:22And we saw the prediction markets go, no, we're not going to follow that for now.
11:26Right.
11:27And so we're just going to kind of go in circles, I think, for a while still with this
11:31industry.
11:33But also of note, they weirdly finally have decided on a tax rate for daily fantasy sports.
11:39And so now that there's going to be regulatory language in Illinois for fantasy sports, which
11:44there was not really before.
11:47Yeah, they're going to have to do that.
11:48By the way, I'm not going to hold you to this prediction because it's not fair.
11:52But Pat, do you think that the Supreme Court, before we get to our next topic, do you think
11:56the Supreme Court, they will hear about prediction markets.
12:00That's a foregone conclusion.
12:01Is that a this year thing?
12:04Is it a next year thing?
12:07Is it a year after that thing?
12:09Like, I mean, I hate to put a number on it, but I can't imagine going, I can imagine closing
12:15out this year without it, but I can't imagine closing all of 2027 also without the Supreme
12:20Court hearing about this.
12:22I think there's been enough momentum.
12:24I mean, you're hearing more and more federal lawmakers calling for action about this.
12:29We've had several congressional hearings that have revolved around prediction markets and
12:33plenty of bills introduced to say, hey, let's rein this in a little bit on the federal level.
12:38So I think that combined with the just amassing lawsuits at the state level that are now going
12:46through courts of appeals and the like, I think the Supreme Court will look at it probably,
12:51I think, to your point next year, and say, okay, let's get this and figure it out.
12:56And of course, how they rule, we have no idea because so far the courts are pretty kind of
13:01go back and forth and are kind of split on the issue, which I think sets it up perfectly for
13:06a
13:07Supreme Court ruling.
13:08And yeah, anybody's guess on what they would actually end up ruling when the time comes.
13:13Yeah, me too.
13:14All right.
13:14Still very murky.
13:15Let's get to Pennsylvania.
13:17Some safeguards on deposits going into sports betting.
13:20We know that the, I think the state of Colorado last week said no more credit card
13:24deposits, I think also.
13:25So this is just a groundswell coming across the board.
13:28They're not going to stop sports betting entirely.
13:30They're just going to have to make you prove you have the money to bet, right?
13:33It sounds what it is.
13:34Yeah.
13:35And this is kind of, again, to your point, the groundswell of state lawmakers saying,
13:39hey, we legalized this.
13:40Maybe we didn't put enough protections to make sure our residents are safe and responsibly
13:46gambling and the ones that are at risk are fully protected in the ways they should.
13:50But so, yeah, there was a couple pairs of bills being introduced, actually pretty tightly
13:56copied off of that Colorado package that went through.
13:59And then kind of the main one is the restrictions on daily deposits.
14:04So you can't do more than I think it's five in a day.
14:06There's also ad restrictions.
14:09And you cannot target people who have voluntarily self-excluded themselves from the sports books,
14:17which kind of makes sense.
14:18And I don't know that a lot of sports books are probably doing that, but just in case,
14:21you might as well codify it.
14:23And then, like you said, in Colorado, they have also banned the use of credit card deposits.
14:29So it is just kind of another state in that long list of states we're starting to see lawmakers
14:34come back and say, okay, are we doing enough for consumer protection?
14:39Are we making sure our vulnerable populations that could have problem gambling are fully protected?
14:46We're not putting them at any more risk.
14:48You know, the lead sponsor on it said, this is something we did.
14:52We're in Pennsylvania.
14:54Everybody here can access an online sports book, slot machines, whatever they want from
14:59the couch.
15:00Let's make sure it's not just a free-for-all.
15:02And that's kind of what they're going to do.
15:03So we're going to see how this progresses.
15:06But to your point, Colorado passed it.
15:08You know, Connecticut passed a few safeguards, including some advertising on, prohibiting advertising
15:13on college campuses.
15:14So just another one of those states that lawmakers just want to make sure they're doing everything
15:20right while they're bringing in that state revenue that they passed, you know, sports
15:25betting and online casino laws for.
15:27Okay.
15:28We'll get to North Carolina now here.
15:29They have a low tax rate on sports betting as compared to some of the bigger states, New
15:35York, Illinois, et cetera.
15:36I see 18% is their betting tax rate.
15:39What do they want to raise it to, Pat?
15:41Is it significant?
15:43It's not terribly significant, I think, to your point.
15:46It's a very middling tax rate.
15:48It's not, you know, some of the lower ones like 10% or the like.
15:50But this is something we've seen in North Carolina.
15:53For last year, the Senate came out and said, let's double it from 18% to 36%.
15:58They passed it.
15:59The House passed their budget with the 18% and they didn't compromise on the two-year
16:05bill.
16:05So both chambers have had to come back and figure this out.
16:09And like I said at the beginning of the segment, you know, states came into this session really
16:14trying to figure out how to make sure they can make up the deficit that they're going
16:17to have from the missing federal dollars.
16:20And here we are in North Carolina saying, let's do this.
16:24And both chambers apparently, reportedly, according to WRAL in North Carolina, have come to an
16:29agreement.
16:30The discussions had been between 20% and 30%.
16:33And so far, the reporting is suggesting on the lower end of that.
16:36So not probably just a few percentage points here and there.
16:40But still, that can be meaningful dollars to North Carolina, where a lot of the money ends
16:46up going to youth sports, 13 UNC system schools, not University of North Carolina itself, but
16:52you know, it's sister schools.
16:54And so it does sound like it's an agreement.
16:55It does sound like it's going to get bumped up a little bit.
16:58And it's interesting because, again, as I mentioned, a lot of sources said this was going
17:01to be a topic to watch of tax services raises.
17:05And so far, this is really the only one with any real legs.
17:09And I think that is kind of because lawmakers are looking at prediction markets and sweepstakes
17:14casinos and still saying, hey, these guys are, you know, offering what they're offering,
17:19but not paying state license fees or taxes.
17:21So let's maybe take it easy on the people who are playing ball.
17:27Let's wrap it up, Pat, with this question for you.
17:30You know, certainly the sports betting world is very focused right now on the NBA
17:35finals.
17:36Do you think that the World Cup, just to ask for you, think the World Cup kind of comes
17:40in play this year as one of the most bet sporting events in years?
17:43Or do you think that's much ado about nothing?
17:45I don't know.
17:46I think it will, because I think, you know, U.S.
17:48loves the World Cup when it's happening.
17:50But now that it's here, I think it'll get more traction.
17:53And if the U.S. has any sort of run, I think that could make a big difference.
17:57Great point.
17:58It starts Thursday.
17:59Thanks again, Pat, for coming on.
18:00We'll talk soon.
18:01Thanks as always, Craig.
