00:00We are bringing the big breaking news at this hour.
00:03In the neat leak gate hearing in the Supreme Court,
00:06the court has now again asked the HRD ministry, the centre,
00:10to file an affidavit on how the exams are being conducted,
00:14what kind of institutional mechanisms are going to be put in place,
00:18because as the Supreme Court bench headed by Justice P.S. Narsimha noted,
00:23this is an investment of many emotions and years of studying by the students.
00:27At the same time, the centre informing the court that the Prime Minister
00:31is personally supervising this issue.
00:34Remember, the centre, the NTA and the centre had been asked to file a reply
00:40to two petitions that had said that the NTA is not working properly,
00:44that this paper leak shows that the NTA should be dissolved.
00:49Now the Supreme Court once again asking the centre, the HRD ministry,
00:53to file a detailed affidavit on the manner and process through which examinations are conducted
00:59year after year, to indicate the mechanism for ensuring that there is institutional memory,
01:06continuity of research, expertise, a specialised personnel, experts and composition.
01:13The court has observed this very clearly, that even if there are good officers
01:19holding positions at the present, it may be that once they retire,
01:24there will be nobody to take up the slack.
01:26So institution must be put in place to ensure that incidents like the current paper leak fiasco,
01:34the 2024 paper leak scandal and the 2020 examination scandal do not occur.
01:41Now the HRD ministry is expected to file its affidavit within six weeks,
01:45but today's hearing was also very, very crucial, viewers,
01:49as the National Testing Agency, the NTA, through its affidavits,
01:55tried to justify the steps that it has already taken.
01:58But the Supreme Court bench was not very convinced.
02:02It specifically asked when there are monitoring mechanisms in place,
02:06when there is a high-powered monitoring committee,
02:08then how exactly did this particular leak happen?
02:17This is a very crucial issue that has affected students,
02:22thousands and lakhs of students across the country,
02:24as the retest is expected on the 21st.
02:28The centre, through the Solicitor General, telling the Supreme Court today
02:31that the monitoring is being done at the highest levels.
02:35The Prime Minister himself is also involved in personally monitoring the matter.
02:39The centre also saying that we have put in place certain safeguards
02:43to make sure that the retest is not affected.
02:46In fact, the NTA affidavit clearly saying that AI-based randomisation,
02:51as well as background checks of the testers, etc., will be done.
02:56Srishti Ojha is joining me live on the story.
02:59Srishti, we saw the Supreme Court coming down heavily on the NTA,
03:03on the monitoring committee itself.
03:05The monitoring committee chairperson himself in the courtroom today.
03:08Srishti.
03:11Well, yes, Anisha, we saw the Supreme Court raise some very pertinent questions
03:15to the monitoring committee head, who was present before court today.
03:18The court specifically pointed out that despite the committee
03:22continuing its monitoring basis on basis of the recommendations
03:25which were earlier made by a high-powered committee,
03:27if incidents like a paper leak, which has happened this year in MeQG,
03:31if these incidents are still happening, that there is definitely something wrong.
03:34Also, according to court, it also shows that there hasn't been effective monitoring.
03:39The court asked questions with regard to how many times the committees have been,
03:43how frequently has the committee been meeting to ensure
03:47that proper monitoring and implementation of the suggestions do take place.
03:51Now, the court has also pointed out that problem,
03:54one important remark that came in from the top court was also that problem
03:57in most of our institutions is also that we have really good officers,
04:02but once they retire or transfer, the knowledge that we have does not percolate,
04:07stressing on the fact that it's important for the institution
04:09to have the capability, not just individual officers.
04:13The court has to...
04:14Srishti, one more point that has to be discussed
04:17and which is something very important for our students, for the parents,
04:21is the point that the court made about lacks of students,
04:25the youth of the country being affected,
04:26and how will the government, how will the NTA ensure that this does not keep recurring?
04:31We saw the Solicitor General of India also saying that certain steps are being taken.
04:35We also saw the affidavit that has been filed by the NTA.
04:38Take us through the details of the affidavit.
04:40What steps is the NTA taking to make sure that at least this re-exam
04:45does not see similar paper leaks?
04:49Well, the NTA has very clearly said in its affidavit
04:52that it is taking all the precautions,
04:54the recommendations are being implemented,
04:55and it is completely determined to ensure that the integrity of these exams are maintained.
05:00It understands its responsibility to do the same,
05:03but despite that, we saw the court pose several questions.
05:07The court also raised the concern that it's very important
05:10to identify the individual persons, individual officers,
05:13who are responsible when incidents like these paper leaks happen.
05:17According to court, that unless responsibility is,
05:21basically unless individuals are identified and it's determined
05:26where the problem originated and who was responsible,
05:29problems like these won't be able to find a very good solution to these issues.
05:33The court also remarked that it is the most sensitive situation,
05:37like you just said, lacks of students,
05:38it's about the lives of lacks of students,
05:41it's a very sensitive issue,
05:41and it's also about the years that they put in studying to these exams.
05:46All right. Thank you very much, Fidat Srishti Ojha.
05:48The Supreme Court questioning how the exams are being conducted
05:51and the NTA saying that they are bringing in AI-based solutions,
05:55background checks and verifications to make sure
05:58that this kind of leak does not recur.
06:01There are more than 100 recommendations given by the High Powered Committee.
06:05Now, the real question is for the country,
06:08when will these recommendations get off the paper and actually implement it
06:14so that the exams don't get affected?
06:16And that's something that we'll have to wait and watch.
06:18But on the 21st is the retest for the NEET undergraduate exams,
06:24the future of lacks of students at stake.
06:29The NEET paper leak controversy is snowballing now
06:32into a major credibility crisis for both the government and the NTA.
06:36During the hearing in the NEET-UG paper leak case,
06:39the Supreme Court raised sharp questions over how the leak occurred
06:43despite monitoring mechanisms being put in place.
06:46The centre has been asked to file an affidavit within six weeks
06:49with a detailed explanation from the Radhakrishnan panel chief.
06:53In fact, Dr. Radhakrishnan was in the courtroom answering some of the court's questions
06:58regarding the alleged failure of safeguards.
07:01The bench has also sought details on the implementation of the panel's reform recommendations,
07:06stressing the need for effective accountability.
07:09The centre, meanwhile, in full damage control,
07:12moored over one of the country's biggest exam scanners.
07:16In the affidavit before the Supreme Court,
07:18the NTA claimed that it is committing to maintaining
07:21the integrity, transparency and credibility of examinations
07:25amid the paper leak controversy.
07:27The agency had said that it is coordinating with the Education Ministry,
07:31the HRD Ministry on a major security overhaul
07:35and will be implementing the recommendations of the Radhakrishnan panel.
07:39Meanwhile, a crucial parliamentary review meeting is also underway,
07:44where the panel is expected to hear the views
07:46of the Higher Education Secretary,
07:48the NTA Director General and the CBI Director on the issue.
07:51The centre is also considering deploying the Indian Air Force
07:55to transport question papers for the June 21st retest.
07:59Remember, at the moment,
08:00the papers are transported via the India Post.
08:04The proposal now is being reviewed at a high-level committee.
08:08The meeting was chaired by Defence Minister Rajnath Singh himself.
08:12The centre now in full damage control mode.
08:16Let's listen into what the Minister Dharmendra Pradhan had to say.
08:20The Education Minister addressed the allegations on the need paper leak.
08:24And Dharmendra Pradhan told India today
08:27that the PM himself is personally monitoring the re-exam process.
08:31However, he did admit that there were lapses,
08:34that the government is taking full responsibility
08:36and assured that no guilty person will be spared.
08:40Let's listen into what he had to say.
09:10The last month, which we had done in the past,
09:13it was not necessary to say that
09:16our children's children's mental health
09:18has been affected by the year.
09:20We take care of the duties.
09:21We take care of the duties.
09:22That's why I had told him that we take care of the duties.
09:27We take care of the duties.
09:29We take care of the duties.
09:30We take care of the duties.
09:31We take care of the duties.
09:31The duties of the 21st re-neet are being held.
09:35In the past, there is a protocol for the duties.
10:07Thank you very much.
10:09This is the result of a full-proof system and the support of the government's government.
10:14This is the co-ordination of the government.
10:17This is a student-centric examination.
10:19We had the guidance for the children to help them.
10:26For the last time, the decision was canceled.
10:30We will take the decision from now.
10:33We will forgive the decision from now.
