00:00Hello everyone and welcome to this very special conversation.
00:03The monsoon session of parliament was a near total washout.
00:07The distrust between the opposition and the treasury benches was on full display
00:13and that is also continuing now outside parliament.
00:17What was on government's agenda and what is the government's game plan?
00:22Now, joining me is Parliamentary Affairs Minister Kiran Rajuji.
00:29I am going to begin with the numbers that you gave.
00:32You said that Lok Sabha productivity was at 19%, Rajya Sabha at 39.17%.
00:41Nine of the bills passed by the lower house, only with the minister speaking.
00:49My question is that the parliament is for scrutiny.
00:53It is for behest.
00:55It is for the government's agenda, which didn't happen.
00:58So, what is the formality of parliament to do with your government?
01:12So, from the business point of view, we passed 12 very important critical bills.
01:19So, we are happy that the government business has transacted.
01:23But from the parliamentary democracy, if we say that have we run the house as per the norms of the
01:33parliamentary democracy,
01:34then definitely no.
01:36Because, as a parliamentarian, I would definitely want to scrutinize the bills and all the members should get enough time
01:45to speak, to suggest, intervene, and also, if necessary, to amend.
01:51So, from the government's point of view, the bills are passed, but who is in the loss?
01:56Because it is the opposition parties who could not put forward their views during the discussion, because they did not
02:05take part in the discussion.
02:06So, my view on this entire monsoon session is in two parts.
02:13Purely from the governance, government's point of view, the business transaction was satisfactory.
02:19But from the parliamentarian point of view, and in the view of being the largest parliamentary democracy in the world,
02:30we did not debate, we did not discuss enough, especially in the Lok Sabha.
02:33In Rajya Sabha, the discussion was partial, because entire ruling party, the NDA partners, they took part in the discussion.
02:43And some of the opposition parties also did take part in the discussion.
02:47But the main opposition party, Congress, and Trinambul, and a few of them, they didn't take part.
02:54You know what happened before this session?
02:58You entered the monsoon session after historic Bengal victory.
03:03There were defections which had happened in TMC, in the Shevisena.
03:08Armed Admi Party MPs had also defected and joined the BJP.
03:12There was this confidence with which government entered the monsoon session.
03:17You were confident that you will pass the delimitation bill.
03:19We will pass the delimitation bill, which will be the future of the delimitation bill, which will be the future
03:24of the delimitation bill.
03:24And the FCRA, it was a simple majority with a bill passed, but the opposition had an upper hand in
03:34getting it sent to the JPC.
03:36No, first of all, we have not said that the delimitation bill will be the future of the delimitation bill.
03:58But the first thing that you have voted, the constitutional amendment, the House in order and division voting is the
04:05future of the delimitation bill.
04:06So you don't have to do the short goal in the short term.
04:08You don't have to do the bill on the short term.
04:10And we have said that we are going to do the same bill.
04:13So we have to do the same thing.
04:15But the same thing that we have not done, we have not done the same bill.
04:23You have the numbers to get the delimitation passed, which is essentially a constitution amendment bill, which requires two-third.
04:34Yes, but we did not press for it because we thought, let there be more consultation within the parties.
04:43So we have not done any of this.
04:45We have not done any of this.
04:46We have not done any of this.
04:46But we are very democratic people.
04:48Opposition also says that we have no other part of our six-files.
04:53Our bill is not done.
04:56We did not do it.
04:57Bill is not done before.
04:59Before we have done business advisory committee on the business committee bill.
05:03We have done some of this.
05:06And then we have listed the bill in the house.
05:11There is no such thing.
05:12It is no such thing.
05:14No such thing.
05:18There is no such thing.
05:21And the way that opposition is in the house, there is no such thing.
05:25We have to say that some opposition members have come in the house.
05:28and he said that Rahaul Gandhi and Akhiles and some people
05:34to talk about the bill. We want to talk about the bill.
05:40No, no bill. But I didn't listen to him.
05:44I did a long time from Rahaul Gandhi, Akhiles Yadav Ji
05:49and the rest of the opposition party.
05:52It was very good.
05:53It was very good.
05:58It was very good.
05:58It was very good for the opposition party.
06:11Because we already have a bill in cabinet.
06:15Then we have to clear the bill in Parliament.
06:18So the government is very clean.
06:22We have also sent some bills to the standing committee and JPC.
06:37We have to clear the bill.
06:41We have to clear the bill.
06:43We have to clear the bill.
06:56So that it is not possible.
06:58It is not possible.
06:59It is possible to make a bill.
07:00It is possible to make a bill so that opposition is not to say.
07:04And it is possible to make a bill.
07:26So we have to discuss that the need paper from the exam leak has been very warm and warm.
07:36We have to prepare it. We said we will do the trial.
07:41They say that the government doesn't listen to the answer.
07:44Just tell us if the goal is running.
07:47If the goal is running, then where is the question?
07:53Where is the goal?
07:54I also want to talk to you.
07:56You are also a senior journalist.
07:59You are also a mature.
08:01You can also understand this.
08:03If the goal is running, then the blood will be poor.
08:09How many people have been in the country.
08:11There are many people who have been in the country.
08:16How many hundred and hundred people have been killed by the goal.
08:17But the graph was killed.
08:19But the problem is that no one's gone without a resignation.
08:23Our master also came together.
08:27The problem is about the Pellet guns.
08:28I'm not saying that when I'm getting away from the deal.
08:31I tell people that they will tell me.
08:33But I tell you a common thing that everyone understands.
08:37Pellet guns have been to be a sport of thousands hundred and hundred sports.
08:44How does it feel like one thing is?
08:50There were three people who came on record, sir.
08:53There are two of them who have petitioned in the Supreme Court also.
09:23But there were a number of them whose injuries have been reported.
09:29They have come on record also to talk about their injuries.
10:02But what Rahul Ghandi said here, that he wanted a statement from the Home Minister.
10:11He's the leader of opposition, sir.
10:38So it got stuck between the Treasury benches and opposition on a particular rule?
10:43No, it's stuck.
10:44The Congress party doesn't believe it.
10:47We're stuck, right?
10:48We'll do the money and do the church.
10:50But, sir, Home Minister Amit Shah, as the Congress is saying, he offered on 12th that he will sit from
10:56that day at 3 p.m.

13:41That is when they marched towards Parliament.
13:43You have to clearly demarcate the level of tolerance
13:48where police had to break it to use force.
13:52That is only when they marched towards the Parliament.
13:55So the whole country has to know, as long as the protest is
13:59peaceful, not a single force or any coercion was used.
14:05They were protesting.
14:07Does it mean that they will be allowed freely
14:10to march into the Parliament?
14:12You tell me, how will you prevent the march of those people
14:18where some of them are from the background we know,
14:23the antisocial elements.
14:25And many of them are party workers.
14:29Genuine students, we want to hear them out.
14:33Genuine students are always right.
14:37But then who are there in the protest?
14:40It is the Communist Party.
14:50If they are following a particular ideology, how are they not students?
14:54If you are a student, you must identify yourself as a regular student.
15:00This one group called Bheem Army, Samajwadi, Aam Admi, they were there throughout the education.
15:11Students were there, but students were much lesser in the numbers.
15:16And Congress, yes, I can say that Congress did not take part in the protest.
15:22Congress leaders did visit, but Congress leaders did not take part in the protest, student protest.
15:28But in the name of student protest, who all were there, misusing the students, misguiding them,
15:35and also taking opportunity.
15:38And they tried to take the lead.
15:41And, you know, they tried to encourage the students to march towards the parliament.
15:45Interestingly, Mohan Bhagwat, RSS chief, has said that Gen Z is honest, emotional, deeply patriotic,
15:52and their grievances are genuine.
15:53That is what the Prime Minister has already said, that we have to listen to the young generation.
15:59Of course, Gen Z is not our concept.
16:01It's some Western innovative concept.
16:04But still, if you counted that age group, young group, we have to listen to the students.
16:09They are the future.
16:11But why some political parties are trying to misuse the students?
16:15Abhijit Dipke, he's an armed worker.
16:18Everybody knows that.
16:20Are you aware of that?
16:23But there are also those who are associated with them who may not be armed party workers.
16:27I'm not saying the protest is bad.
16:29What I'm saying is, some political parties, some political leaders, whose political future
16:36and political standing has completely gone, they want to revive their political fortune
16:43through the student protest.
16:46That is not good.
16:48But Mr. Rajivjuju, as a young parliamentarian yourself, you have always supported the youth
16:53of the country.
16:54Then shouldn't you be more proactive and agree with what Mohan Bhagwat Ji said, that they are
17:01our own people?
17:02Hi.
17:02Maria, I'm once again saying Mohan Bhagwat Ji what you said, you caught it rightly.
17:09What I'm quoting is, Honorable Prime Minister Narendra Bodeji has clearly told all of us,
17:15he told the nation, he addressed the students saying that we will listen to the students.
17:22Except that, let us not abuse each other.
17:25Let us conduct ourselves in a civilized manner, more civil in our approach, and we are in a democracy.
17:33If we don't protest, if we don't resist, if we don't accuse, if we don't criticize the government, where will
17:40you do it?
17:40We welcome it.
17:41We have come through so much of turbulence in the past.
17:47We were in opposition for the last 50 years, more than 50 years.
17:51We never misuse any agitation to propel ourselves into the government.
17:58I myself have worked for months and months and months in the villages.
18:02That's why, don't tell me I'm a young parliamentarian.
18:06I have had enough of my experience in the parliament, and I can definitely say that.
18:12I'm upset because the parliamentary ethics, which we all love to follow, the Congress Party has totally broken their parliamentary
18:25ethics.
18:26They have conducted themselves in such a way that I'm very upset, I'm very sad.
18:31As a parliamentary first minister, I tried to breach the gap, but the Congress Party...
18:35I had to meet and cross across the aisle, go across the aisle, go across to the opposition parties to
18:42hold meetings.
18:42How long have you tried to do it?
18:43How long have you tried to do it?
19:17What is also playing out is a very, very concerning trend, where women are almost being used as tools for
19:25scoring political points.
19:28What played out at the Congress Party's event yesterday, and then a counter which came from your party colleague and
19:37a present member of parliament,
19:40it appears that women, even in positions of power, women leaders have become fair game.
19:46Maria, we will always ensure that we don't do anything which will show disrespect and which will hurt the dignity
19:59of women.
20:01We are extremely careful about that.
20:04Yesterday, what Rahul Gandhi did was very unfortunate.
20:08In fact, it's very despicable.
20:11He had conducted in such a way that demeaned his own position.
20:17Rahul Gandhi is the leader of the opposition, and he's also son of former prime minister.
20:26Prime minister represents the country.
20:30Prime minister is the face of the country.
20:33By ridiculing prime minister's position, you are actually ridiculing your own position.
20:39It's demeaning the position which he holds.
20:41It's very unfortunate.
20:43I think because of such conduct, people will fail to trust Rahul Ji, and people will not take him seriously
20:51if he continues to conduct in such manner.
20:54But the language which was used by your party colleague, in response to the outrage which came?
20:59Which response?
21:01Nishikandu.
21:01No, no.
21:02Prime minister didn't say anything.
21:04None in the cabinet had used foul language.
21:07Nobody in the party, party president or senior function has said anything.
21:12I cannot comment about everything or everybody, but I can definitely say that the responsible people in the party,
21:21especially the ministers, we never use such words.
21:25You know, I have a couple of more questions, and this is a question that I'm asking to the former
21:29law minister, also a lawyer.
21:32How would you look at the chairman of Bar Council of India and your party MP, Manan Mishra's directive?
21:38What directive?
21:39Which he said that Nalsar students will not be allowed, and then of course there was withdrawal after the outrage.
21:48Do you see that this kind of collective punishment which was announced?
21:53No, that I think I have not gone detail into that, that the chairman of the Bar Council of India
21:59can respond to your question.
22:01But what I can say is we must be tolerant to each other.
22:09We all must respect each other.
22:11The chief justice of India is head of the Indian judiciary.
22:17His position has to be given due respect.
22:23Every institution will have to maintain its dignity.
22:28If few groups in any institution tries to take a course which is motivated or influenced by the ideology,
22:38then it will do lots of harms to the institution itself.
22:42If you don't have the capacity to listen to the person of the opposite view, then it's not good for
22:48the democracy.
22:49And when it comes to judiciary or the Supreme Court judges or anybody, I think we have to be extremely
22:57careful.
22:58I cannot comment on that incident because I have not really got information about the details.
23:05But aren't universities and campuses spaces for raising concerns and protests?
23:10That's what I'm saying.
23:11You should raise your concerns and all.
23:13How can you prevent somebody from coming to theтАж
23:16Bar?
23:16No, to the institution or anywhere.
23:18See, what I'm saying is every institution will have lots of people with diverse background, different ideology.
23:28If you are not prepared to invite or if you are there to prevent the entry of any person whom
23:36you don't like,
23:38the institution cannot run that way.
23:40My last question to you is coming from what we have seen over the last few days on social media.
23:45A lot of people from Arunachal Pradesh have put out videos and even Rahul Gandhi has now raised it.
23:50And his words are, and I'm quoting you him,
23:53In Arunachal Pradesh, China has stopped us to patrol our country.
23:59This is a very good thing.
24:02Rahul Ji, I don't have no idea about history.
24:06Because Arunachal Pradesh, whose name is Nefa, you know?
24:12I have no idea.
24:13I will take you two minutes of time to explain it.
24:17In Arunachal Pradesh, the Tawang sector,
24:21was connected with Bhairat in 1951.
24:26In 1951, they were given texts to Tibet.
24:32In 1959, Dalila Ma Ji left Tibet.
24:36And the President of China, when the President of China came here,
24:40they said that the name of Nefa,
24:44the name of Mek Mohon Line,
24:46that is your identity.
24:48This is India's identity.
24:50You keep it.
24:52China has said that.
24:54In the meantime, Arunachal was the name of Nefa.
24:56So, this is Nefa is your identity.
24:59They have never claimed it.
25:00China has never claimed it.
25:02In the meantime, they said that you don't claim it to China.
25:07And we don't say anything about Nefa.
25:10It is your identity.
25:13In the meantime, in 1914,
25:14in the similar agreement,
25:16there was a boundary in the Mek Mohon Line.
25:19China didn't claim it.
25:22But it said that Nefa is your territory.
25:25But in the meantime, India said that we can't leave Nefa.
25:28So, in the meantime, China claimed the first time of China,
25:33and then Arunachal claimed the name of Nefa.
25:37In 1972, Nefa was named Arunachal.
25:39Then, in 1987, it became the full-fledged state.
25:42So, Arunachal, the place that has been located in 1959,
25:49In the meantime,
25:51Asa Pila Range, ╨╛╨╜╨╛ all occupied in London on Longjiu side.
25:54Any place that occupied the other place,
25:56is represented in 1959.
26:00In 1962, any additional occupation did not occupy an additional occupation.
26:04In 1959, occupied us.
26:06Our people killed the assault rifle.
26:09We didn't have a road, we didn't have a maintenance, we didn't have a maintenance.
26:15After that, there was an ITBP.
26:18Indian Army is here, but in front of the ITBP is in front of us.
26:24In 2013, the defense minister of A.K. Antoni has accepted that in Arunachal Site and China's border area,
26:34we didn't have to do that because we didn't believe that we didn't have to do development here.
26:40What is the policy of China? We'll talk about it in detail, but we don't have to do that.
26:47However, the place that we occupied was in 1959 or in 1962.
26:52What we're talking about is that because it wasn't our road.
26:58The government has made a policy policy.
