01:16Okay, so you have to tell me why did you write a book like this?
01:21Let's go back to the half empty, glass or half full
01:25Okay
01:28Maybe towards 30 years ago, when the Berlin Wall came down
01:33And East Germany and West Germany were being combined
01:36I took a group of men, investors from New Jersey
01:42To meet with the mayor of Berlin
01:45And to talk about investing
01:48And near the end of the conversation
01:51They had a rather famous professor
01:54From a Berlin school
01:57Give a presentation on climate change
01:59Environmental issues
02:02And I listened
02:03And then they asked me if I would please comment
02:08I commented that
02:10Yes, that was a nice presentation
02:13If you think the glass is half full
02:17Many people around me think it's half empty
02:21In fact, I disagree with both
02:24I think the glass is empty
02:26Covered with urine stains
02:29And that was the end of the discussion with the mayor of Berlin
02:35But the book has to do with
02:39My spending a couple of years
02:42In Vietnam
02:45Watching humans destroy the landscape
02:49Destroy each other
02:50And destroy themselves
02:53And so when I came back
02:56It was tough to reconcile
03:00But anyway, I worked on it
03:02But the important thing for this David Hawke story
03:07Is that in 1975
03:11I began a major project
03:14This was while I was a student at the Wharton School
03:17University of Pennsylvania
03:19And they would not let me do this project
03:22It had to do with the environmental deterioration
03:25The business process
03:28And they felt that was too negative
03:30I couldn't do that
03:31So I went to the Stockholm School of Economics to do it
03:35And founded what was called
03:37The Institute of International Business
03:41Which we attracted about $100 million
03:44And started quite a wonderful institute
03:47Where the first project was on the issue
03:51Of environmental deterioration
03:53And how business caused it
03:56I advertised that I was going to do a major project
04:00Based on the ad
04:0120 companies
04:03And six governments
04:05Signed up for that project
04:08One of the companies
04:09Which the audience will be interested in
04:13Happened to be Exxon
04:16So I worked with the CEO of Exxon
04:18And chief scientist for two years
04:20They're the ones that convinced me
04:23To change it
04:24From environmental deterioration
04:27To climate change
04:28Because they felt climate change
04:30Was on its way
04:31And it was going to remove most life from Earth
04:35Imagine that
04:38So we did the three-year project
04:40And then I did three volumes
04:43Of reporting that came out of it
04:46I had trouble with many people at the end
04:49Because they thought I was too pessimistic
04:53And then in what?
04:55Probably 81
04:56People sort of forgot about the report
05:00Then they forgot about
05:01Much of what I was doing
05:03But in fact in 79
05:05I had written a book
05:07Where that book was written
05:0940 years before the one you're talking about
05:12Of too early, too late, now what?

06:13Because once they knew precisely
06:15What they had to do
06:16Then they found ways to avoid it
06:18And ways not to have to do it
06:21And so I invented an approach
06:23Called negotiated order
06:25Which was to replace legal order
06:27In other words
06:28Lawyers were a major problem
06:31In the climate change issue
06:32I wanted to get rid of lawyers
06:34I wanted to get rid of the regulation
06:37And have people see that in essence
06:39Their children weren't going to be around
06:41If they kept on acting like they do
06:43And regulation had no impact
06:46On slowing them down
06:48So it was a very controversial
06:50Research project
06:52But it came out
06:54With tremendous support
06:57By some of the governments
06:58The Prime Minister of Sweden
07:00Was very much behind it
07:02The head of EPA in the US
07:05Was furious about it
07:08He collected all copies
07:10Of my reports he could find
07:12Sent them back to me in Iowa
07:15And said
07:15Dear Mr. Hawk
07:17We have no further use
07:18Of these reports
07:20Nor you
07:21Nor anything you propose
07:23To research
07:24What?
07:26You can imagine the anger

07:30They were angry
07:31I was making fun of EPA
07:35In fact
07:36I felt we needed
