With just one day until state parliament resumes, the final make-up of South Australia's upper house has been confirmed, with Labor Minister Clare Scriven narrowly holding onto her seat. The state's embattled Electoral Commission has copped another round of criticism for a delay in declaring the result, which some MPs say has left them unprepared for their first sitting week.

00:54The Underfire Electoral Commission, already subject to an independent review, had hoped to declare the result last Friday.
01:01But an increase in early voting and the discovery of uncounted ballots made the process more complex.
01:07Be assured that while adhering to those processes the count was done as quickly as we could manage it.
01:14While Labor will have more Upper House members this term than last, they'll still likely need two votes from the
01:19crossbench to pass legislation.
01:21That's because the government is set to nominate an Upper House president from its own side and lose a vote
01:27from the floor after the Liberals ruled out taking the position.
