Election results in the state's upper house may not be declared until the day before parliament returns with SA's embattled electoral commission delayed in confirming the results. The latest issue came to light as the government announced a former Australian Electoral Commissioner will lead an independent review into the many problems that occurred in the March poll.

00:23and leaving the government and opposition running out of patience.

00:55His agency hasn't fronted cameras over the latest failures, but in a statement, it's welcome to the review and says
01:01it'll support Mr Rogers to shine a light on the issues that occurred.
01:05With vote counting well progressed, there's little doubt about who the 11 successful upper house candidates will be.
01:11But if a formal declaration isn't made until Monday, first time MPs will have a single day to find their
01:18feet before Parliament begins.
01:20They are entitled to get the basic training that is required before the first day of Parliament.
01:26That's very difficult for the Parliament to facilitate when they don't know who the elected MPs are in the upper
01:31house.
