The PCA does not have a stand-alone written policy governing the use of private CCTV footage in investigating police conduct, but that does not mean it does not access such footage.
The handover of such footage is completely voluntary. This was revealed in Tuesday’s senate.

00:00The authority routinely seeks and reviews all relevant evidence in matters under investigation.
00:06This may include privately owned CCTV footage, where such material is available and considered pertinent to the issues being examined.
00:15In those circumstances, the PCA formally requests the cooperation of property owners or other lawful custodians of the footage and
00:25seeks their consent to obtain and review the material.
00:28Currently, under the Police Complaints Authority Act, there is no legal compulsion requiring private property owners to provide CCTV footage
00:40to the authority where such footage is sought.
