00:00I'm Tom Morris, Jr., and this is Fugitives Caught on Tapes.
00:26This guy has no regard for anybody else in the road.
00:30First up, we're in Savannah, Georgia, where state troopers are in pursuit of a man who just
00:59pulled a gun on an officer and then stole a police cruiser.
01:05Earlier, Chatham County Police got a complaint from a hotel about a man in a pickup truck trespassing
01:12in their parking lot.
01:13When Officer Philip Hutto arrived, he met the man who told him his truck wouldn't start.
01:18Where are you from?
01:19Virginia.
01:20Virginia?
01:21Okay.
01:22Just hang out for me, all right?
01:25I can't go nowhere.
01:26After Officer Hutto ran his license, the man was identified as 29-year-old Jacob Palmer.
01:32Palmer was wanted in Virginia for assault and drug possession charges and considered armed
01:38and dangerous.
01:39Officer Hutto now approached the suspect cautiously.
01:43Hey, whose truck is this?
01:44It's my truck.
01:45Okay.
01:46All right.
01:47Is it me and my brother's name?
01:48Yeah, I'm on it.
01:49Officer Hutto attempted to arrest the suspect, but Palmer fought back, and during the struggle,
02:07Hutto's body camera fell to the ground.
02:10The incident was also captured by the hotel's security camera.
02:31According to Officer Hutto's police report, the suspect pulled out a gun during the struggle,
02:36but Hutto was somehow able to pull the magazine out of it.
02:41And when the suspect broke free, the officer deployed his taser.
02:49The taser was ineffective, and Palmer jumped into Hutto's cruiser while the officer ducked
02:54behind these bushes for cover and called it in.
02:59Then the suspect fled the scene in the police cruiser.
03:02Yeah.
03:03I'm okay.
03:04I just...
03:05What the ?
03:06I pulled the magazine out of his gun.
03:17I don't know.
03:18I don't know if he's got more, but I pulled one magazine out of his gun.
03:23If you have any troopers in Townham County, we have a suspect armed and is now in a stolen
03:28patrol car.
03:29We have to be advised there's a loaded rifle in that car.
03:32Now, Georgia State Troopers Dante Williams and Aaron DiGiacomo, who were on patrol in
03:37the area, both rushed to track down the fugitive.
03:40F*** the people.
03:41Up the way.
03:43And they soon spot him as he speeds through this intersection.
03:50Bring him in north on Ogechi.
03:54After briefly going off road, Palmer drives in the opposite lane of traffic and blows through
04:05a red light.
04:06The suspect then throws an item out of the car at the pursuing troopers.
04:10Hey, he's throwing stuff out the car.
04:12I don't know what he's reaching for now.
04:15Then, without warning...
04:17I got shots fired.
04:18Shots fired.
04:19Palmer fires at Trooper DiGiacomo, cracking his windshield.
04:24Whoa!
04:25Rockmore, was that him shooting?
04:27I got shots fired.
04:28Shots fired.
04:29As the troopers continue to follow the fugitive on busy local roads...
04:34He makes a wide right turn...
04:39...and slams into this SUV, ripping off its front bumper, and then drives his truck onto the sidewalk.
04:48Going the wrong way on Victory.
04:50Then, moments later...
04:52Oh, 1050, 1050.
04:53Still going, still going, still going.
04:55He drives onto a median, knocking over a street sign, and losing one of his tires.
05:01Looks like he's lost one tire at least.
05:04We're on Victory and West.
05:06Victory heading West.
05:08With his empty wheel rims scraping the street and kicking up clouds of dust...
05:13...the suspect drives up onto another median.
05:15It's 1050 and some more.
05:16I mean, the whole front end's coming apart.
05:18This is going to end pretty soon.
05:19Before hopping a curb and crashing into this sign.
05:24But this fugitive doesn't seem to be done yet.
05:27As he exits the vehicle, gun in hand.
05:31The trooper fires on Palmer, who goes down.
05:42The Giacomo, along with Trooper Williams, carefully moves in.
05:46Hey, hey!
05:47He's got a gun!
05:48He's got a gun!
05:49He's got a gun!
05:50He's got a gun!
05:51He's got a gun!
05:52Hey!
05:53Give me a f***ing hand!
05:54I'm going to move up.
05:55I'm going to put it in my handcuffs.
05:56You better?
05:57As backup arrives and Trooper Williams gets the suspect in cuffs, a fire suddenly breaks
06:02out in the stolen cruiser.
06:06Officers quickly move Palmer to safety and provide aid, as others use fire extinguishers
06:12to douse the flames.
06:14Troopers recover a handgun at the scene.
06:21EMS arrives and takes Palmer to the hospital, where he's treated and eventually released
06:27into custody.
06:28Palmer was charged with hijacking a motor vehicle, aggravated assault on a peace officer,
06:33obstructing an officer, and fleeing or attempting to elude an officer.
06:37He pled guilty to all charges and was sentenced to 56 years, the first 18 to be served in
06:44prison and the remaining 38 on probation.
06:47No officers were injured during the incident.
06:50Palmer's assault and drug possession warrant in Virginia remains active, and that case is
06:56pending.
06:58Next, we're in Sharonville, Ohio, where police are after a suspect wanted for questioning
07:03about a recent shooting, who's now driving recklessly and fleeing from law enforcement.
07:09Weren't he just wrecked into four vehicles?
07:12Earlier, Sharonville PD received multiple hits from block cameras for a vehicle linked
07:17to a gas station shooting from two weeks prior.
07:20Dispatch spread the word, and before long, Officer Cody Herbig had tracked the suspect down
07:26in a hotel parking lot.
07:28But just as the officer pulled up, the driver took off.
07:3541, we're taking off.
07:36We're coming out.
07:37The main entrance here.
07:39After exiting the parking lot, the suspect hit the highway.
07:44He's bouncing 75.
07:45The Ford Explorer speed's at 70, but traffic's really pretty right here.
07:51Eventually, the driver exits the highway, but as he approaches this red light, several
07:57vehicles are in his way.
08:00He just wrecked into four vehicles.
08:03We're continuing.
08:04We're continuing.
08:05This car's going to be disabled here shortly, so stand by.
08:08We're right in front of Kimwood, westbound.
08:10As the chase continues on busy local roads, and through this red light, the SUV begins to
08:17break down.
08:18He's got a flat, disabled front right at least, so it's going to crash out here shortly.
08:23So if I can get some units ASAP.
08:26The driver blows through another red light, where he nearly slams into another vehicle.
08:32Then, after he zooms through another red light, the SUV literally starts falling apart.
08:40Right on Ohio.
08:41Right on Ohio.
08:42And after making this turn, things only get worse.
08:46Right on orchard.
08:48Cars on fire.
08:49Start fire.
08:50Cars on fire.
08:51Start fire.
08:52Dead end of orchard here.
08:53They're probably going to flip there.
08:55The fugitive's car catches fire, and after one final turn, it comes to a stop.
09:01All three passengers exit.
09:05The driver makes a run for it.
09:08While the other male passenger gives up, and the female passenger runs across the street,
09:13and stops.
09:14Officer Herbig jumps out of his cruiser, and goes after the driver.
09:20A second officer arrives on scene with his gun drawn, holds the two passengers at bay, and calls
09:33it in, as additional backup arrives.
09:37Meanwhile, Officer Herbig catches up with the fleeing driver.
09:52You're .
09:53Get down, .
09:54Yes, sir.
09:55I'm going to taste you.
09:56Yes, sir.
09:57I'm sorry, sir.
09:58Officer Herbig gets an assist from a Hamilton County Sheriff's Deputy, and they cuff the driver.
10:03Stupid as .
10:04And you got the right to remain silent.
10:06Yes, sir.
10:07Anything you do or say can be used against you in court?
10:08Yes, sir.
10:09I got you.
10:1021, we got driver and customer on the corner of Ohio and something right here.
10:16Officers lead the two passengers back to their cruisers, while the fire department is called
10:21to the scene.
10:22All three occupants are detained.
10:23We're good.
10:24Confirming there's three in custody, and the car's on fire, fires en route.
10:28After another fire starts in the suspect's vehicle, firefighters arrive and quickly put it
10:34out.
10:35The driver, who police say was in possession of fentanyl, was ID'd as 24-year-old Will Hughley.
10:42Hughley's record includes a previous conviction on gun charges.
10:46He was treated at a local hospital before being transported to jail and charged with possession
10:51of fentanyl, obstructing of business, and failure to comply with the order of a police
10:56officer.
10:57He pled not guilty, and his case is pending.
11:00The two passengers were not charged in the incident.
11:03As for the original gas station shooting, police say after Hughley was arrested, the
11:07victims identified him out of a lineup as the shooter.
11:11He was charged with two counts of balonious assault, pled not guilty, and that case is also pending.
11:18Next, we're in Tumwater, Washington.
11:22Her police are in pursuit of a suspect wanted for assaulting a law enforcement officer.
11:31He was charged with a police officer.
11:32Earlier, around 4 a.m. on a snowy morning, Olympia PD officer Cutter Spitholler was on patrol
11:38when he spotted a truck parked on the side of the road blocking traffic.
11:43But when Spitholler pulled up to the vehicle, it took off.
11:47Soon, Officer Jorge Perez arrived as backup, just as the vehicle suddenly stopped.
11:53But again, the driver refused to comply.
12:14The suspect manages to pull away.
12:21But when deputies catch up to the truck at this gas station, they seize the opportunity
12:27as it spins out in the slippery parking lot.
12:33Stop!
12:35The driver is surrounded, and deputies, including a canine unit, order him to give up.
12:41Stop!
12:42You're going to get bit by a dog!
12:44Exit the vehicle!
12:45Exit the vehicle with your hands up!
12:50Get back in the car.
12:54He manages to escape again.
12:57But this deputy quickly attempts a pit maneuver.
13:02My bumper's here, Donald.
13:05During the pit attempt, the deputy's bumper gets stuck in the truck's rear wheel well.
13:10Ooh!
13:11Damn!
13:12But the suspect manages to break loose and flees down the wet road in reverse.
13:25How the **** is this guy doing?
13:29He turns the truck around, and then brake checks the deputy behind him.
13:36Here, get this guy!
13:42So then they get the gun out!
13:43That makes sense?
13:44Exit the vehicle!
13:45He's his own man.
13:46I'm away!
13:47After two more pit maneuvers, the suspect spins out.
13:49But he still refuses to stop, reversing into this grassy area.
14:00After this deputy forces him up against a tree and another pulls up to block his exit
14:04path, the fugitive seems to finally be stuck.
14:07be stuck.
14:16Deputies spend almost an hour trying to get the driver to exit the truck.
14:20When he still refuses to comply, Sergeant Devin Bagby and his canine partner Igo prepare
14:26to move in.
14:37When Igo isn't able to jump up through the truck's window, the Sergeant gives him a lift.
14:53Despite struggling to fight back against canine Igo, the driver still refuses to get out
14:59of the truck.
15:00So Sergeant Bagby deploys his taser and then pepper spray.
15:10The pepper spray proves to be too much for the suspect and he finally comes out of the
15:15vehicle.
15:18Deputies move in and take him into custody.
15:23He was ID'd as 42-year-old John Joseph Payette III.
15:28Payette was arrested and charged with attempting to elude pursuing police officers, assaulting
15:33an officer, harming a police dog and resisting arrest.
15:37He's yet to enter a plea and his case is pending.
15:41One of the deputies and the suspect were treated for minor injuries sustained during the pursuit.
15:46Canine Igo also suffered minor injuries, but according to the Thurston County Sheriff's
15:51Office, he's doing well and back on the job.
15:55Next, we're in Detroit, Michigan, where local PD are in pursuit of a suspect in a semi truck, who
16:02they say just assaulted his wife, hit a police cruiser and is now on the run from law enforcement.
16:09The suspect's daughter told them that her father had fled the scene getting a ride from a neighbor.
16:21Dispatch sent out the alert.
16:23Now, just minutes later, as Corporal Adam Walker drives past this parking lot, he spots the
16:37neighbor's vehicle.
16:38One, I've got it here.
16:42Stop the car.
16:45Put it in park, shut it off.
16:46On the truck.
16:47On the truck?
16:49Don't move.
16:50The neighbor tells the Corporal that the suspect, 55-year-old Ali Zabib, is in a nearby truck
16:56in the parking lot.
16:58The Corporal calls it in.
17:00Well, the driver of that car is advising he's got to do a semi truck, which is back out of
17:05the parking lot.
17:09As the Corporal approaches the semi with his gun drawn, the truck starts moving forward.
17:14Hey, stop!
17:21Shut off the truck!
17:22Shut off the truck!
17:24Hey, shut it off!
17:25As the tension rises, backup arrives.
17:28Hey, stop the truck!
17:30Stop the truck!
17:32Including this officer, who pulls up right in front of the semi.
17:36Shut off the truck, now!
17:38But the suspect does not comply.
17:48As the semi takes off, officers run back to their cruisers and take up pursuit.
17:53Move!
17:54Easy to, I'm re-primary.
17:59Eastbound Michigan, coming up to April here.
18:03Burgundy, semi, no trailer.
18:07Notify MSP.
18:11As the pursuit enters the highway, officers become concerned that the situation may turn into
18:17an international incident.
18:19And it looks like we're going to be taking 96.
18:22Can notify the border, if it's possible, he could be heading to Canada as well.
18:25We'll let him help.
18:2696 Eastbound, border patrol is getting cold.
18:30But as he reaches the exit for the bridge to Canada, the fugitive does not take it.
18:35We're bypassing the bridge.
18:37Speeds are 95.
18:39Because officers are unable to pit the much larger truck,
18:44and because Dearborn PD does not use spike strips on moving vehicles,
18:49officers make a decision in the interest of public safety.
18:5219, we're going to terminate this.
18:55Leave it to the other agencies.
18:57We know what we did subject is.
18:58There's no interest to officers.
18:59Zabib escaped from law enforcement,
19:03but he was spotted in the area the very next day.
19:06And several locals recorded police chasing the semi on their phones.
19:17Zabib was able once again to evade law enforcement.
19:21But after two days on the run, police learned from the suspect's family
19:25that his truck was equipped with a GPS tracker.
19:28So they were able to track him down at a local market, where special ops quickly moved in.
19:36The fugitive was quickly arrested without incident and put in the back of a cruiser.
19:45Zabib was charged with domestic violence, malicious destruction of property,
19:49fleeing and eluding, and reckless driving.
19:52He pled no contest to all four charges, and his sentencing is pending.
19:57The suspect's wife suffered minor injuries to her hands and refused medical treatment.
20:03No officers were injured during the three-day-long chase.
20:07Thanks for watching Fugitive's Caught On Tape.
20:10I'm Tom Morris, Jr. We'll see you next time.
