Destiny Orr Clark's friend calls 911 hysterical after two men shoot and kill Destiny behind a Chuckie Cheese late at night. Police race to the scene and begin their investigation to see who killed the 19-year-old and why they wanted her dead.

06:10Terrence gave us information as to what the suspect vehicle was driving.
06:14Uh, we were looking for a mid-sized dark colored or black Chevy SUV.

06:23We need to get an identity of the victim.
06:26Um, so with Terrence being the point of contact, I was informed that it was Destiny or Clark when she was 19 years of age.

06:47Never was scared to let you know anything that was on her mind.
06:52That night, that Friday night, I got a phone call.
07:08And it was from her, one of her friends.
07:10It was from Izzy.
07:11And she was telling her that she had got a phone call from Destiny and some gunshots was out in the background.
07:18So I'm like, what?
07:20I woke up to her calling me, um, to let me know that she had just been robbed.
07:26And then she was like, well, matter of fact, here they go right here.
07:29And I'm like, what?
07:30And then I hear gunshots on the phone.
07:33And the phone dropped.
07:39And I just kept calling her name, like, as you answer me.
07:42And then the phone turned off, and I just kept calling her back, like, what happened?
07:52And then she was like, huh?
07:53And then she got my vehicle in the background.
07:54And she just, I'm not.
07:55And then she had to get a little bit of a pain for her.
07:58And then I just kept calling her again.
07:59And then I was also like, oh, oh.
08:00And then she had to get her back.
08:01And then I'm like, oh, oh.
08:02And then I got to get her back.
08:03And then I got to be an emergency room.
08:04And then she said, oh.
08:05And I got to get her back.

08:07And then I got to make her back.
08:08And then I got to take off of some train and started,
08:10set a tire track.
08:12While on scene, detectives started arriving.
08:16Upon my arrival, the car was sitting basically
08:21in the middle of 36th Street.
08:23One of the doors, if not both of the doors,
08:25were open at the time, and there were
08:27bullet holes throughout the car.
08:30We're a small town with bigger city problems.
08:32In this case, it was surprising to me
08:34the amount of gunshots.
08:36Destiny's phone was located in the vehicle.
08:46So we were able to get that phone,
08:48get it to the forensic unit, and start getting the information
08:52that we needed.
08:53That takes time.
08:55Every time we walk onto a scene, it's quite a mystery.
08:59So we take photos throughout the scene.
09:03We collected all the casings, and we processed that vehicle.
09:07There were obviously bullet holes throughout the car.
09:11There was a shattered window.
09:13You're trying to figure out why somebody would do this,
09:17and especially in this incident where it was a female victim,
09:21and trying to figure out the who, what, where, when, and why.
09:25So a lot of that's interviewing people, canvassing,
09:30trying to get surveillance video.
09:31We got somebody coming in from the Lamar, from the Motown Mall,
09:36here, to view all the cameras.
09:39How about that something?
09:41There's nothing for Famous Dave, they said.
09:43So another key aspect investigation
09:45would be checking our exterior cameras.
09:47So we came across a residence that had cameras.
09:52The residence led us into the residence to check them.
09:54We had a shooting tonight, and we believe
09:59the suspect vehicle went down the street.
10:01And we're trying to get a good picture of the suspect vehicle,
10:04so that we can solve this.
10:06About, uh, is your clock correct?

10:11Some of his cameras did have video.
10:16Then he leads us back to the room.
10:18And we're just hoping that this video
10:28helps lead us to identify, uh, who's responsible for this.

10:52and came across a residence that had cameras.
10:55They led us into the residence to check them,
10:57letting us hopefully identify who's responsible for this.

11:18Okay, so we're gonna get a shot.
11:23So in reviewing the video, several cameras revealed the sound of one gunshot followed
11:51by several other gunshots in rapid succession.
11:58And the video was timestamped at approximately 12.31 a.m. right before we get the 911 call.
12:08We wouldn't be able to, but, man, that almost reminded me of it.
12:13I go down to the police station, they've got a big screen, so they might be able to.
12:19Yeah, but we can't zoom in and get it on the plate, and that's, I know it looks really
12:24good on TV, but I wish we had that capability.
12:29Can you try to stop it right as it gets in front of your, or like, slow-mo or anything?
12:39Yeah, it looks like it's just a smaller SUV.
12:51We unfortunately weren't able to determine the specific make and model of the vehicle.
12:56Any time a homicide is on camera, to locate that is such an exciting moment.
13:04But in video canvases, you're doing a needle in a haystack.
13:07In this circumstance, it shows a black SUV.
13:11Now we, at least, had an idea of what we were looking for.
13:26Once we see this vehicle on the video, and we're back on scene, we were informed that
13:31Destiny succumbed to her injuries, and it was a homicide.
13:42My phone rang, and it was detective.
13:44They asked me, did I have a daughter named Destiny?
13:50And I said yes, and then that's when he asked me, can I meet him up at the hospital?
13:57I was praying, we were all praying.
13:59And you put yourself in the shoes of family, right?
14:22And you want some closure for them.
14:26Nobody deserves this.
14:33So they had us in this room for a while.
14:38And that's when we were told that she didn't make it.
14:44That's when we found out.
14:46After sitting in the cold room in the hospital.
14:50Out of my heart, I felt like my whole world.

16:11She just had my baby gone and was crying.
16:17And I think I just stopped listening.
16:21I went home and just cried, honestly.
16:31I didn't really call nobody or talk to nobody for a really long time.
16:35I was just mad at the whole world.
16:41I didn't know who to trust at that time, who did it.

17:02During this time, Destiny's ex-boyfriend, Cameron,
17:04was stopped by police officers in the vicinity of the emergency room.
17:10Cameron's causing some type of disturbance.
17:13So at that point, officers apprehend him.

18:36Officers on scene end up locating a firearm on his person.
18:40He is her ex-boyfriend, and he shows up to the hospital with a gun.
18:44Cameron is a viable suspect.
18:46As a detective in this case, your immediate thought is, got him.
19:01One of my officers who was at the hospital encounters Cameron.
19:06Cameron identifies himself as Destiny Orr's ex-boyfriend.
19:12And he locates a handgun with Cameron.
19:16I just want to see my girl.

19:33At that point, we're able to bring him down to the station.
19:47At this point, we're working on Cameron.

19:53So, Cameron mentioned that he was at a house party.
19:57He passes out, falls asleep on the couch, and wakes up to his phone, blowing up, as he called it.
20:03And answers the phone and responds to the hospital where Destiny's family's at.
20:08And gets later arrested by Davenport Police.
20:16Cameron provided the information that he was at a friend's house.
20:21And that's where we would be able to put him on the night of homicide.
20:25That was followed up on.
20:30The next morning, we locate and we speak with the owner of the residence.
20:34Okay, so, um, on May 3rd, we're doing follow-up, basically kind of give you a little background.
20:43He's not in any trouble.
20:45We're doing follow-up reference to Destiny or Clark homicide.
20:49Um, and her ex-boyfriend, Cam, said that he was, uh, around this area on that day.

21:06Uh, they were over here drinking.

21:11And I had to clean it up.

21:15It's probably a good thing that he made himself memorable.
21:19And she was able to corroborate, uh, where he was at the time of the homicide.
21:23We also get information, references, pistol that he had on him.
21:28That the caliber doesn't match.
21:30The gunshots on the vehicle.
21:33It was not the same caliber as the casings that were on the scene.
21:36And then he was taken off the table as a potential suspect.
21:44When we work in these cases, we're trying to get some closure for the family.
21:48That's the most important things, get these people into custody.
21:53So what it does get frustrating, striking out.
21:56You just gotta keep working.
22:01One of the most important pieces of evidence was the victim's phone.
22:05The phone was on the scene, located in the vehicle.
22:09The analysis of Destiny's phone came back, and it showed some interesting interactions.
22:13We located a Facebook conversation that she had with a Keith Smith.
22:20So Destiny was arranging to meet a Keith Smith for a drug deal in the area of the homicide just prior to the homicide.
22:30Keith Smith's profile didn't have a lot of information, but it did have a photograph of two individuals standing next to each other.
22:39We put the photograph out to law enforcement, and one of the suspects has been involved with law enforcement before,
22:47and we were able to identify him as a person named Javonte.
22:53That social media profile picture was shown to Terrence Murphy, the driver.
22:57Okay, I understand that.
23:00Terrence then points at Javonte and advises that he believes that is Keith Smith and involved in the robbery.
23:11That obviously piques our interest, and we try to focus on him and what he was doing, where he's at, and what exactly happened.
23:18At that point, we believe we have a suspect.
23:26We needed to speak with Javonte because he is definitely a person of interest in this homicide.
23:33So we formulate a plan to attempt to locate him.
23:37We set up surveillance on an address that we believe that he would be associated with and observe him going to a local store.
23:46At that point, we enter that store.

24:01If Javonte is the murderer, and we as plainclothes detectives are going in to confront him, there's always a possibility of violence.
24:07So we have to go in with the mindset of, this could be a dangerous situation.

28:36named Arthur Lobley.
28:40Art Lobley, who had recently been released from prison, was currently on probation and had
28:49a warrant for his arrest.
28:53In this circumstance, since the Keith Smith social media profile had two different people
29:00in the profile picture.
29:04Javonte eventually confirms to us that the Keith Smith profile page is a fake profile page,
29:13and it was established by the other subject in that photograph, was Art Lobley.
29:19And another law enforcement officer was able to identify him.
29:23So at that point, we're looking for Art Lobley.
29:27We couldn't find Art, and we reached out to the news media to request their assistance
29:32and help locating him.
29:34Crime Stoppers is offering a $1,000 reward for the arrest of a Rock Island man.
29:39Arthur Lobley, wanted for escape and robbery.
29:42He's considered armed and dangerous.
29:52The news media had a $1,000 cash reward for any information in regards to his whereabouts.
29:57I eventually were able to locate Art, take him into custody, and bring him down to the station

33:35When we are going to apprehend a suspect involved
33:42in a homicide, we have to take into consideration
33:46the level of violence that could occur.

37:28He's cooperative in that aspect.
37:32He states that he witnesses Art rob Terrence
37:35from the vehicle get out,
37:37and then rob Destiny at her own vehicle.
37:40And then they flee the scene.
37:42He got gas.
37:43And then from there,
37:44he drove back towards, like, behind Chuck E. Cheese.
37:46And we passed him up.
37:47When we passed him up,
37:48I looked at my little side mirror
37:51because I was in front passenger now.
37:53And I told Art, I'm like, bro, he's going to shoot you.
37:55Or he's going to shoot at you, basically.

37:58He pulled into the lane driveway,
37:59did a U-turn.

38:03And then he pulled up next to the car,

38:06grabbed the steering wheel.

38:14He believes Terrence has a firearm.
38:18Art then swings the vehicle around
38:21and proceeds to drive towards the vehicle
38:24while shooting.
38:29Craig was more forthcoming than Art,
38:31which makes us extremely confident
38:34that Art Lobley is our shooter.
38:36I would qualify this homicide as a targeted homicide that occurred for no reason outside
39:01of gun violence.
39:04A weapon was never recovered from the victim vehicle.
39:08The homicide is just useless violence.
39:17Art Lobley was charged with murder.
39:21The charges were later reduced to voluntary manslaughter and robbery first.
39:29He's currently serving 60 years in prison.
39:33Craig Coleman was arrested for murder first.
39:38He eventually pled guilty to theft first and was sentenced to 10 years.
39:47Once this case concluded, it was very nice to call Destiny's mom and let her know that
39:54the two people that we believed were responsible for her daughter's death were arrested and charged
40:01for her daughter's death.
40:06And she was sentenced in this case.
40:10Accepting that she's gone.

40:25I felt like when they were sentenced, it wasn't enough time.
