George and Harold head to a new school and find it to be the polar opposite of Jerome Horwitz Elementary. Things go downhill and that school's version of Mr. Meaner, Mr. Neamer, turns into villain Brainy Blabulous, the bizzaro version to The Frenzied Farts of Flabby Flabulous, as George said, calling Captain Underpants into action.
