The Nitish Kumar-led NDA is striving to overcome voter fatigue and anti-incumbency after two decades in power, banking on a slew of welfare schemes and a development-driven agenda. Tejashwi Yadav, meanwhile, has centred his campaign on job creation and accuses the government of being ‘hijacked’ by national leaders. With core issues such as development, corruption, and migration dominating the discourse, the verdict on November 14 will shape Bihar’s political future.

As the first phase of polling concludes and the second phase approaches on November 11, the question remains: will caste continue to hold sway in Bihar, or is the whiff of change blowing through this part of the country? Rajdeep Sardesai explores.

00:00Hello and welcome once again to elections on my plate. We're back after a fairly long gap
00:06and it's perhaps only appropriate that we are kick-starting our journey from a state
00:12where politics is literally a way of life. Bihar breeds politics and elections. But 2025
00:20could be rather different. The Brothers Bihari, the legatees of the powerful Mandal revolution
00:27kick-started by the likes of Karpuri Thakur are now in the autumn of their political career.
00:34Lalu Prasad is too ill to even campaign, having handed over the reins to San Tejasvi. And Nithish
00:40Kumar too knows this could be his final battle. Who will fill the leadership vacuum? Will caste
00:48continue to hold sway in Bihar? Or is the whiff of change blowing through this part of the country?
00:55Or will cash handouts and gender trump it all? Those are some of the questions we'll try and
01:02answer. Join me on elections on my plate.
01:18Okay, my first stop here in Patna, not for the first time, is at the gardens near the Patna Zoo.
01:24This is where you might get a flavor of the mood, at least in urban Bihar. Now, this may not be
01:32representative of the caste identities of rural Bihar, but the walkers here, mainly upper caste,
01:39middle class, have a sharp ear to the ground. Let's find out what's buzzing in Patna's gardens.
01:46Come with me.
01:50How are you?
01:51How are you? How are you?
01:52How are you?
01:54How are you? What's happening in the election? What's happening?
01:58How are we looking for?
02:04I mean, I'm looking forward to the general, I'm looking forward to the people.
02:08So I think it's 10,000 rupees.
02:11Is this magic?
02:12No, no, no.
02:12The King has finished it in the hospital?
02:14No, no.
02:15What will happen in the hospital?
02:16We have a little bit of an accident.
02:20The President of the hospital is getting assaulted.
02:24The President of the hospital will be getting assaulted.
02:27We are seeing the soldiers in the hospital.
02:29The President has been looking for the hospital.
02:30The President of the hospital is getting assaulted.

04:56I'm a doctor.
04:57Who are you going to vote for this time?
04:59Jan Suraj.
05:00Jan Suraj.
05:01Why?
05:02Jan Suraj.
05:03You want some change.
05:04Why do you want change?
05:05What I think that what Prashant Kishore says, he is at least right in what he is saying.
05:10His thought process is okay.
05:11I don't know whether he will be able to deliver or not.
05:13Do you think he can win?
05:14I support his ideology.
05:15I don't think so.
05:16But still, I want to support him.
05:18You want to support him?
05:19How old are you, if I may ask?
05:20I am 42.
05:21So the younger generation wants change, you are saying?
05:24Yes.
05:25Younger generation.
05:26So I am against my family also in that.
05:28Who do they want?
05:29They are supporting NDA.
05:30My in-laws, my parents, everybody is supporting.
05:33But I am daily sending them a few videos and reels so that their mind changes.
05:37You are now sending them videos and reels to get them to change their mind.
05:41Yeah.
05:42This is a new generation.
05:43This is a new generation.
05:44This is a new generation.
05:45This is a new generation.
05:46Thank you madam.
05:51Okay.
05:52I have just about finished my morning walk with a little bit of talk.
05:55It's time now to get some food for thought.
05:58Let's go.
06:04Ah, breakfast time.
06:22Nashta.
06:24Hi, everybody.
06:25How are y'all?
06:25I'm good, sir.
06:26Maria, how are you, my friend?
06:27Good, sir.
06:28Good, sir.
06:28Betty of Patna, Amitabh Srivast, how are you?
06:31Oh, well, sir.
06:31Amitabh is India Today magazine's Patna bureau chief.
06:35Maria, as I call her, is Betty of Bihar, your home state, your home city.
06:40And Amitabh, you've been here for years.
06:42Come, come, sit.
06:43My God, you ordered a full breakfast for us.
06:45Yes, sir.
06:45Is this a Bihari breakfast or the Punjabi vacation of Bihar?
06:49Yes, sir.
06:49You can call it whatever you want to.
06:51But then Biharis love Pudi, Aloo ki Sabzi.
06:54I've been coming here for 30 years and the battle has always been Yadav Pariwar versus Nitish Kumar.
06:59And that doesn't seem to have changed.
07:01That's not changed?
07:02That's not changed.
07:03Nitish Kumar remains the central figure around whom this entire election revolves.
07:08If Tejasvi is responding, he is responding to Nitish Kumar.
07:11Nitish Kumar is asking a question.
07:13He is asking to Tejasvi.
07:14If Tejasvi says, if I am the chief ministerial candidate, the response has to come from the BJP,
07:19that Nitish is, there is no vacancy on the other side.
07:22But I agree with Amitabh that there is that problem with that 2.5 crore government jobs.
07:28And that's where I think Tejasvi over-promised.
07:32And the moment he over-promised, he entered that space where people started questioning,
07:37do you really have it worked out?
07:39Okay, so there is over-promise of Tejasvi, some say.
07:42But there is also Nitish Kumar and the BJP who just a week before the elections have given 10,000 rupees to women.
07:50And the final number will be over 1.5 crore women.
07:53Now there are those who are saying it's an open bribe.
07:55Has cash handouts, particularly to women, changed the equations of this election?
08:00As a matter of fact, we talk about Nitish Kumar and the kind of following that he has among the women.
08:06It really did not require him to go for that.
08:10As a matter of fact, we have spoken to women across the state and they are silent voters.
08:15They are not as enthusiastic as the youth voters are.
08:19They are actually backing Nitish Kumar.
08:21Nitish may not be that vocal in this election because of his health issues, which is being discussed here.
08:26But women of Bihar have empathy, affection for Nitish Kumar.
08:31He is seen as a leader they can trust.
08:34Interesting the way you are putting it.
08:35Preeti Chaudhary is our late Latif.
08:37No, sir. I had Amit Shah who is staying in my hotel.
08:40So the entire hotel was complete.
08:41There was a route in the hotel because he was moving out.
08:44But you should have told Amit Shah that I am also in the same hotel as you.
08:49Both of you could have come and joined us for breakfast together.
08:51Okay, Preeti, let me give you one word in there.
08:54What is, you have been traveling around.
08:55What is the one big distinctive feature you have seen in this election of Bihar?
09:02Can I give you three?
09:03No, sure.
09:03Right?
09:04Number one, the caste will be king.
09:06And everything else will play alongside that.
09:09Number two, the ghosts of Jungle Raj are more difficult for Tejasvi to shake off than the anti-incumbency against Nitish Kumar.
09:18Okay.
09:19So that is still very much.
09:20It's there and it's present.
09:22Number three, I do feel in certain areas it's come down to a seat-by-seat election where there is anti-incumbency.
09:28You know, because this is the third election I'm covering in Bihar.
09:31I have never heard people say things against the local incumbent MLA.
09:35Amidst all of this, there is of course the Prashant Kishore factor.
09:39Because here is someone who is all over social media, all over TV channels.
09:45But is he making that kind of impact on the ground?
09:48Does Bihar have space at the moment for a third player who wants to rise above caste identity?
09:53Rajdeep, look, Prashant Kishore is a disruptor in Bihar.
09:57And perhaps the state needs somebody like him who comes up and shakes up all the political class.
10:03I'll tell you why.
10:04For 20 years we have not heard any narrative around corruption.
10:07He is the one who highlighted alleged corruption against the state, you know, BJP ministers, even the J.D.U. ministers.
10:18Something that Tejasfi could have done.
10:20But he was on a back foot.
10:21He realized that if he plays on that pitch, he will not be able to explain because he has a baggage as well.
10:26Prashant Kishore might feel he's pulling in the youth vote, which he is pulling in.
10:30But a lot of them are also aligning with him on the basis of his caste and being upper caste.
10:35A lot of young voters who would have never voted a Tejasfi are now looking at Prashant Kishore as an upper caste option along with an option of him bringing in a new Bihar.
10:48So whoever leaks more in the caste dynamic holds the key.
10:51You know, the more I listen to all of you, I think the more things change, the more they remain the same in Bihar.
10:56What's the best thing about covering an election in Bihar?
10:59You start first, Amitabh.
11:00I think the best thing about talking to people, trying to figure out how exactly they have not changed, they are happy with the things that they are.
11:07It's lack of options.
11:08Biharis feel that in 2010, Nitish Kumar gave them Bihari Asmita.
11:13He gave us a sense of pride when we were studying or working outside.
11:17So-called Sushasan Babu.
11:18Sushasan Babu.
11:19But I think for me, it's Bihari wisdom.
11:21And Rajdeep, I'll sum up this conversation with one line that I heard during the course of my travel,
11:26in which someone said that 2020, Nitish Kumar baggage the, 2025, Nitish Kumar total NDA ka luggage uthaio hai.
11:37So this is beautifully put.
11:39But at the same time, the NDA cannot do without Nitish Kumar.
11:42And if the NDA wins, he will have to become Chief Minister for how long?
11:46But he will have to become.
11:47I agree with that.
11:47Because I think there is a huge constituency right now within the NDA Rajdeep.
11:51There is a reason why he hasn't been declared as the Chief Ministerial face.
11:55Those who are, you know, BJP supporters want now a BJP Chief Minister.
12:00They may want it, but the BJP will find it very difficult.
12:03I agree.
12:04Picking up?
12:04You can take up Nitish Kumar.
12:05Nitish Kumar is the central pillar around whom Bihar politics...
12:09So we are still, it's still actually in a way a proxy war between Nitish and Lalu.
12:13Okay, I'm going to be empathetic to all of you by offering you this lovely meal.
12:17Please enjoy because my doctor doesn't allow me to have half these things.
12:21But I'm having the Kachori Sabji and my Lassi.
12:25Enjoy.
12:26And we're going to hit the campaign trail in a moment.
12:28You're watching Elections on My Plate.
12:39Okay, now 30 years ago, I first came to Bihar to cover an election where the key figure was Lalu Prasad Yadav.
12:5730 years later, well, my hair has grown gray, but one thing hasn't changed.
13:03There is still a Yadav face who is now at the center of much of the attention.
13:11This time, it's Tejasvi Yadav.
13:13Namaskar Tejasvi, how are you?
13:14Very well, how are you?
13:16You're looking fit.
13:17What are you doing?
13:17What are you doing in the gym?
13:18You're a gymmer.
13:19I've gained weight.
13:21I know you've gained weight, but you're looking tough.
13:24Yeah, please come.
13:27The generation next of the other family.
13:37Thank you very much.
13:38Tell me.
13:40What if I say that this is a do and die battle?
13:43That this is an election for you.
13:46What do you think?
13:47This is your biggest battle.
13:48Look, this is the challenge of Bihar.
13:51If this is the chance of Bihar's people who have lost it,
13:54so Bhrashtashar,Young Jaurav, and Shremetree to represent Bihar.
13:59Then Berozgari and Palayan, we still haven't left it.
14:04And when Phradhan from the Nathaniel and Amishah comes up,
14:06she uses one word as a .
14:09Because if they 1900 is a challenge.
14:11There is a message of Somalia of the country.
14:13Lalu ji ki yad

16:41and I want to come to that in a moment
16:42last time you said
16:4410 lakh jobs to women
16:45sorry 10 lakh jobs
16:47that was your big announcement
16:51before 2020
16:52now you are saying
16:54every household
16:55there are only 25 lakh jobs in government
17:08you will need to create 7 lakh crore
17:10of government budget
17:12only to create jobs
17:14and the other half
17:16this is a kind of mutual

17:26We have seen it before.
17:2710 lakhs.
17:28Yes, 10 lakhs.
17:2910 lakhs.
17:30People were asking questions.
17:31My grandfather didn't say,
17:33it's a disaster.
17:34Where will it be?
17:35It will be your father's.
17:37What?
17:38Some experts, some people say,
17:40where will it be?
17:41It's true.
17:42We have seen it.
17:44So, you are one of your target voters.
17:46The young voters.
17:47The new voters.
17:48Because some voters are less than 25 years.
17:50The other target is the winner.
17:53Because NITIZ ji has 10,000 rupees.
17:5910,000 rupees have been given to more than 1.2 crore women.
18:03People are saying, this is a game changer.
18:05In Bihar, the party who gives a vote,
18:08they win.
18:09NITIZ ji has a vote bank.
18:13What do you mean?
18:14You are the target of U.A.
18:16They are the game changer.
18:18Rishwat Dena is a game changer.
18:20You say Rishwat?
18:22Rishwat is a game changer.
18:2320 years ago,
18:24it was not a game changer.
18:25You are the people who don't know about NITIZ ji.
18:27Or India.
18:28This is a game changer.
18:29Let's be complete.
18:31The money changer,
18:33the money changer,
18:35the money changer of the money changer.
18:39It is a game changer of the money changer.
18:40The money changer of the money changer.
18:41You know a day when the money changer is a deal.
18:42You are a leader.
18:43Oh,
18:44if you are paying over the money changer of money changer.
18:45You are the money changer.
18:46you are saying that, I am a scholar of theist of the Draper of the Maagadband. You tell me who is your candidate.
18:54We are telling you you are giving the celebrity, to challenge that ...
18:58to say, go, do you ...
19:00I am ...
19:01Tejasvi known as the fighter.
19:03We have made a professor of the first or two times ...
19:06because he is running away both times.
19:09But the people who have lost, the people of the world are all in the world,

19:33foreign
19:36And those three people who are retired and who are lined up are lined up.
19:45The first question I will ask you again.
19:48Is this your do or die battle?
19:50You are the chief minister candidate for the first time.
19:57Is this your political challenge?
20:02Adiv Ji, we are going to win.
20:06The people of Bihar have given us.
20:09The people of Bihar have given us.
20:11People want to change.
20:13They want to change.
20:15They want to become the number one of Bihar.
20:19And for five years they have given us.
20:22Now the people say that they have given us one chance.
20:25Let's go Bihar Ji.
20:28We will see that the people of Bihar have given us a chance.
20:33But thank you very much.
20:36We will see you soon.
20:42We are back, thank you so much.
20:45The team will be here, thank you so much.
20:47We'll be back, thank you so much.
20:49Thank you so much!
20:51Thank you so much for your attention.
20:53Thank you so much.
20:54Welcome!
20:55Welcome!
20:56Welcome!
20:57Welcome!
20:58Welcome!
20:59Welcome!
21:00To test the Tejasvi factor in Bihar politics, we've traveled 45 kilometers out of Patna
21:21to here in Raghopur, which has been the fortress, the citadel of the Yadav first family, Lalu
21:28Prasad, his wife Rabri and now Tejasvi winning here multiple times.
21:34And while the connectivity has improved to this VIP constituency, little else may seem
21:41to have changed.
21:42So why do the voters still choose the Yadavs?
21:47Let's try and find out.
21:48Thank you for the support.

26:18So we are heading back to Patna.
26:20Remember, there is another side to the Battle of Bihar.
26:25We've looked at the Tejasvi factor.
26:28What about the Neetish Kumar factor?
26:31India's chief minister who's been sworn in the maximum number of times.
26:44Now, Neetish Kumar has been chief minister of Bihar for almost 20 years with one small break.
26:56That's a tribute in a way, both to his resilience and his relevance.
27:01Some would say his survival instincts.
27:05Whichever way you look at it, as Neetish Kumar approaches his 75th birthday,
27:09his critics say that Neetish Kumar now is controlled by Delhi and a coterie within his Jantadal United.
27:17How true is that allegation?
27:19We thought we'd catch up with one of those key aides of Neetish Kumar,
27:24Sanjay Kumar Jha, the Rajasabha MP and the working president of the JDU
27:29to find out what's the secret sauce of Hindi heartland's longest serving chief minister.
27:36Is this the most difficult election in a way that you and Neetish ji are facing?
27:50Because when I met your virodhiyo, Dejasvi ji said that Neetish ji now is a puppet
27:59in the hands of a coterie and in the hands of Delhi.
28:03No, 2020 was a tougher election than this.
28:092020 was a tougher one because it was a backdrop of COVID.
28:12COVID, then alliance had issues in that background.
28:16But this time the alliance is perfect.
28:18The response is perfect.
28:19His work is there in the ground.
28:21He said that Neetish Kumar now is not in the media.
28:24He has a manifesto release, so he goes out there in 30 seconds.
28:27His mind is not in the control of his mind.
28:32He plays his videos.
28:35There are two issues.
28:37One is he knows what the result is going to happen.
28:40They have a black past record.
28:48Past record, what do they have to say to them?
28:51After that, Neetish Kumar ji's work of 20 years, you can understand in a place like Bihar, which is politically very, very volatile state.
29:02But after 20 years, you are the main pillar of Bihar politics.
29:08So, something you have done, getting people's response.
29:12Is it calm or survival?
29:13No, no, no, it's calm.
29:14I mean, Neetish Kumar ji has switched sides on more than one occasion, therefore he is seen as a survivor today.
29:20You have seen Bihar politics for long.
29:22Yes.
29:23Those who have seen that era of RJD and those who have seen Neetish Kumar's government, at least people like you have seen both the era.
29:34What difference?
29:39Having a clean chief minister, Bihar may, Bihar have not seen.
29:44Governance, you travel Bihar road, if I name it, women empowerment, probably best in the country.
29:52You mentioned women's empowerment.
29:54Now, the charge being made is this 10,000 rupees under the Mukha Mantri Rozgar Yojna was given just one week before the elections.
30:01for the elections and is being given even while the election campaign is on.
30:05According to Tejasvi Yadav, this is a bribe.
30:08Or, you know, that in the middle of an election, you are giving 10,000 rupees to women.
30:12Is that not bribe?
30:13You elected for five years.
30:17Yes.
30:18The other issue that I raised about being dictated by Delhi and that there is a coterie led by Sanjay Jha that takes decisions.
30:35No one can dictate Niti Kumar.
30:36But will he shift again after the election?
30:37There is one, there are two, there are two, there's two speculations Sanjay Ji.
30:42Ech, ki chunaav ke baad, BJP will do an eknach shinde and appoint one of their own chief ministers and Niti ji ko nahi banayenge.
30:49Niti Kumar time and again has said publicly, it was a mistake.
30:54Ho sakta hai.
30:55To leave the BJP.
30:56To leave the BJP.
30:57Public announcement had not once, maybe dozen times he said.
31:00So, wo to issue hai nahi, we are together.
31:01Sanjay Ji, you are now really, you know how to very carefully dodge all my bouncers, but Sanjay Ji has got a treat for us.
31:15He said, when you come to my house, you have to have a flavour of Bihar because this is elections on my plate.
31:34Kuch bhanai hai?
31:35Aapke lihe banavai hai hai.
31:37Satu ka paratha.
31:39Satu ka paratha.
31:40Okay.
31:41Let's have some Satu paratha.
31:43And then we are going to test the Neetish factor.
31:46Come with me.
31:58Biharun ko Satu bhaad pasand hai.
32:04If NDA wins, Neetish Kumar chief minister, 100%, no question.
32:07100%.
32:08Neetish Kumar will not be made eknach shinde?
32:10No, no.
32:11Not ever.
32:12How do you describe the relationship between Neetish Kumar and Marendra Modi?
32:15Superb.
32:16Superb?
32:17Superb.
32:18Elections on my plate.
32:19This is what I have been missing.
32:40Our travels across Bihar have now brought us to Kalyan Bigha, the village of chief minister Neetish Kumar in the district of Nalanda.
32:57Now, Neetish Kumar has over the years projected himself as Sushasan Babu or a governance guru in contrast to a Lalu Prasad who was the charismatic populist.
33:10Neetish's vote bank has silently been cultivated among women voters or the Mahila vote in particular through a series of measures including Jivika didis who have set up self-help groups, many of whom have been provided 10,000 rupees each just before the elections.
33:29Will the woman vote stay with Neetish Kumar is a crucial question or has fatigue set in after 20 years in power?
33:38Let's try and find out in Neetish's home village.
33:42Jivika didis, have you also received money?
33:49Yes, I received 10,000.
33:51Have you received 10,000?
33:53Have you received 10,000?
33:54What did he do with?
33:55He did the work of the government.
33:57They do the work of the government.
33:58They do the work of the government.
33:59So, there's a difference for you.
34:00Yes, there's a difference.
34:01Do you think Neetish Kumar has done a good job or do you think that you have done a lot after 20 years?
34:06Right, we look at the revenue.
34:07You can be миर in the business onto a line.
34:08Yes, we thank you for all this.
34:10Where you think the job is successful?
34:11And because they work as well and we will see two people.
34:13But this don't get back back to them.
34:18There's no people in this program who I have missed a business at home.
34:20Sure.
34:21Good job.
34:22Why don't you make money?
34:23Please, what am I doing on the job at home?
34:24Great job and I'm playing business.
34:26Thank you, GM.
34:27Good job.
34:28I was doing 32.
34:29With everybody having built two changes?
34:30todo servant is nothing for the person on aentre 이쪽,
34:32Right, and I won't.
34:33She's doing again because of the tre станов7ne.
