02:31All right, so word coming in, things now settling, the dust of seat-sharing heat.
02:38Now, finally settling in is what we've been given to understand.
02:43Word also coming in that NDA practically has reached a formula for seat-sharing.
02:47What will that formula rest on is the big question.
02:50Because where the NDA is concerned, it is the LJP and Chirag Paswan that have seemingly been the hurdle in terms of seat-sharing, where they wanted a sizable chunk.
03:02Mind you, the last time around, LJP was not part of the NDA.
03:06Many would say half part of the NDA because LJP only put its candidates up against the JDU at that point.
03:13But this time, officially, part of the NDA and would want a sizable chunk of seats.
03:19It's LJP proved to be a spoiler the last time around.
03:23On the other hand, where the Mahagat Bandhan comes into question, viewers, right now, seemingly, there is an understanding that after a bit of give-and-take and consensus within the Mahagat Bandhan is being reached at.
03:40The troublemaker, if one could call it that, or the party that, in the Mahagat Bandhan was the VIP party.
03:47And it does seem things there now also being addressed and under control.
03:53So, lots going on.
03:54But today was a day of swaps, viewers.
03:57You had at one end Tejasvi Yadav, who came out and announced that he will give a government job to every household in Bihar, also, where houses were concerned.
04:08All of this comes at a time where you have the NDA that has already made an announcement in terms of direct cash transfers, where the Jeevika Didi cash transfer is concerned of 10,000 rupees plus, looking at an unemployment dole.
04:25In midst of this backdrop today, you had the Jan Suraj, Prashant Kishore's party, announcing names on 50 seats.
04:33It's state of war in Bihar.
04:48While both sides ruling in opposition alliances work on the seat-sharing formula to keep the flock together, the main focus is voters.
04:56The current leader of opposition in Bihar, Assembly, promises to bring perfect governance in five years with employment and infrastructure development.
05:07Bihar has an estimated 2.76 crore households and the current employment rate of 15 years and above for the state stands at an abysmal 3 percent.
05:35Two decades-old Chief Minister of Bihar, Nitish Kumar, has announced a target of one crore jobs in next five years.
05:44He has also announced that women who are permanent residents of Bihar will receive 35 percent reservation in all state government jobs.
05:54NDA promises 1,000 rupees monthly allowance for each unemployed youth of Bihar.
05:59Right before the dates for Bihar elections were announced, Chief Minister Nitish Kumar transferred 10,000 rupees each to 21 lakh women beneficiaries under the Mukhi Mantri Mahila Rozgar Yojana through direct benefit transfer.
06:17More than 1.1 crore women beneficiaries have been selected for this scheme in Bihar.
06:23At present, as part of Mukhi Mantri, Balika Cycles Yojana, launched in 2006, schoolgirls are provided cycles to boost female education and mobility.
06:36Bihar Rural Livelihood Project started in 2006 to 2007 with World Bank's support empowers women through self-help groups.
06:4760 lakh households are enrolled in this scheme.
06:51It provides training and 10,000 to 2 lakh rupees as loan.
06:56The Bihar incumbent Chief Minister has increased educational financial grants by nearly double recently.
07:03For class 12th, unmarried girls, it now stands at 25,000 from 12,000 rupees.
07:11For undergraduates, it is now 50,000 rupees instead of 25,000.
07:19NDA feels the poll promises of employment made by the leader of opposition of Bihar is nothing but an eyewash.

08:03While both ruling in opposition alliance bicker over poll promises, the challenger in the
08:08Bihar state of war, Jansuraj, announced its first list of 51 candidates on Thursday.
08:33Prashant Kishor today released the list of 51 candidates for the first and the second
08:41phase.
08:42And of the names that have been declared, it is very much clear that Prashant Kishor is
08:48not only going to hurt the NDA, but also Mahakatbandhan in the upcoming Bihar Assembly elections.
08:56Time is running out, and therefore we are seeing that Prashant Kishor today came out with the
09:01name of some candidates for the second phase as well.
09:05Now remains to be seen that how badly Prashant Kishor is going to dent both the sides.
09:13NDA on the other hand has a tough challenge to keep all its alliance partners together.
09:19Both Jitan Ram Manji's H.A.M. and Chirag Paswan's L.J.P. are bargaining hard for more seats.
09:28While Jitan Ram Manji wants a compromise of 15 seats, LJP expects at least 40 seats.
09:35Battleground Bihar is all set as on Friday, the notification for the first phase will take
09:42place.
09:43And candidates can file their nominations for the phase one till 17th October.

10:01Deputy CM Chair in case the Mahagatbandhan comes to power, but as well a sizable chunk where
10:07seat-sharing is concerned. All right, seat-sharing talks aside viewers, let's focus on the big ticket
10:11announcements that were made today by Tejasvi Yadha, where he practically said that he's
10:16going to give a job to every household in the state of Bihar. Will it be logistically possible?
10:20Well, the RJD says yes, but let's take all the questions related to that and also the
10:26Jan Suraj coming out with its first list to our panelists this evening. Joining me, Sanju Vermas,

10:43Spokesperson, Congress and Sarika Paswan, Spokesperson, RJD. Let's begin with Sarika Paswan. Sarika
10:49Paswan, where are you going to get the money is what is being questioned. Many suggest this is a
10:55classic sign of desperation. You're trying to outdo the NDA in its slew of announcements where the
11:02cash direct transfers were concerned.
11:06The same questions that Nitiz Kumar Ji had asked us when Tejasvi Yadhao Ji said that we will
11:12give 10,000,000 jobs in the first cabinet's cabinet. So that's the same thing that Nitiz Kumar Ji said
11:17that we will give 10,000,000 jobs in the first cabinet. But Tejasvi Yadhao Ji proved that
11:22we will give 5,000,000,000 jobs in the first cabinet, take one to a longer than a minimum of

13:24you've also promised dole to the unemployed, where's the money coming from? same question ma'am
13:29You know Priti, let's get one thing very clear
13:32you need to have bona fide intent and you have to have the ability to execute big ticket projects
13:41which finally translate into employability and employment opportunities for the youngsters
13:47Bihar today has a GSDP of more than 11 lakh crore
13:53unemployment in the last two years alone is down more than 4.3 percent
13:57inflation is barely 3 percent
13:59and more importantly I want to share some data with you
14:03when the congress was in power from 1980-81 to 1989-90
14:08the average GDP of Bihar was 4.42 percent
14:13come RJD when Lalu Yadav took over as chief minister in 1990
14:18and then had to resign in 97 and Rabdi Devi took over and ruled all the way till 2005
14:23before Nitish Kumar came in between 1990 and 2005 under RJD the GDP average of Bihar was 3.08 percent
14:33the worst that it has ever been in the last four or five decades and now under the BJP led NDA
14:41since 2005 to as we speak currently the average GDP has been 7.91 percent
14:49this data is there in Niti Aayog reports it's not data that I'm doffing off my hat
14:55so the BJP in terms of GSDP has done a phenomenal job and let me tell you something
15:00if we talk about Bihar, let's talk about 1.25 crore Jal Jeevan connections given to Bihari households
15:08talk about more than 2 crore Biharis getting the benefit of Pradhan Mantri Ayushman Bharat Yojana
15:14talk about the fact that more than 57 lakh women get the benefit of Ujwala Yojana in Bihar
15:21talk about the fact that more than 64 lakh houses have been built in Bihar alone under Pradhan Mantri Awaj Yojana
15:28talk about the fact that more than 6.5 crore people in Bihar get the benefit of Pradhan Mantri
15:33Okay ma'am, time is up, two minutes over, I'll come back to you, I'm going to cut across to the Congress spokesperson
15:38because you know promising 5 lakh jobs in 2020 is very different than promising 2.5 crore households government jobs
15:46Now, how is that even possible? Well, one needs to explain that but before that I want to just quickly bring in
15:51Pawan Verma Ji, General Secretary of Jansuraj and sir, the question I want to ask you in all of this is
15:57there's so much chatter, is Prashant Kishore fighting the election or not fighting the election?
16:02You've come up with your 51 seats, the candidate names but the question still remains because the buzz is that
16:11what many say that Prashant Kishore is chickening out, won't fight this election
16:15There is no question of it, Prashant Kishore is not chickening out, as promised we came out with our first list of candidates
16:26there was no unedifying bargaining for power as you saw with the two Ghat Bandhans
16:36we have come out with a list, the list will surprise most people
16:39As far as the NDA and the Mahavad Gadman are concerned, what we are seeing now is a downpour of what I can only call jumlas
16:50Tejasvi Adav says he will provide a job to every household
16:54There are 2.97 crore households in Bihar which means that he will provide close to 3 lakh crore jobs
17:02In all of Bihar now, only 1.5% of the population has government jobs that amounts to about 22 lakhs or 25 lakhs
17:11What he is then saying is that he will provide 3 crore 25 lakh jobs in government
17:16Where is the budget coming from? The current debt on Bihar is close to 4 lakh crore 25 lakhs
17:274 lakh crores
17:29The daily debt on it, the payment of interest is 63 crores
17:34They don't have the money, they don't have a scheme and how can you give jobs to 3 crore people
17:39Which means that you will pay them jobs, money and pension, salary and pensions for no job to do
17:45Because 1 fourth of Bihar will almost be occupied in government jobs
17:49As far as the BJP is concerned, it just shows a governance deficit
17:53When you, one hour before the model code of conduct
17:57You do direct benefit transfer of 10,000 rupees to 21 lakh women
18:02It is frankly unethical and to my mind is almost an attempt amount to bribery
18:07If you have a consistent good governance record, you don't have to do such things so unethically
18:13So both the parties are trying to make up for what they have not done
18:17By these kind of jumlas, Jant Suraj and Prashant Kishore are the only parties that are fighting on issues
18:24We have released our list and we are moving confidently forward
18:28I want to circle back to you for two more minutes, I believe you need to go
18:31But I want to just bring in our other panelists before that
18:34I want to go to Dr. Sanjay Kumar
18:36Because you know, we ended on that Jant Suraj has come up with 51 names
18:40Dr. Sanjay Kumar, a deeper dive on these 51 names will reveal that 17 of those names
18:46Or rather 18 of the 51 candidates are EBC's and about 3 to 4 are Mahadhalid's
18:53So 20 to 21 of the 51 today released are directly targeting at your vote bank
18:58The fear many say, Dr. Kumar is that what the LJP did to you in 2020
19:05The Jant Suraj could do to you in 2025
19:08Okay, so Priti, thanks for asking this
19:16I also wanted to speak about Jant Suraj
19:19So, you know, the kind of list they have come out with
19:23You know, giving EBC is fine, you know, that's perfectly fine
19:27And as we feel that it's not going to cut our vote for sure
19:33Because our presence among EBC is very, very strong
19:38You know, if you look at the kind of tickets that they have shared, they have given
19:43You know, like
19:45Prashant Kisour has been talking about Paribar Vat in RJD and in other parties
19:51You know, he has given
19:52He has given
19:54RCP Singh
19:54Ticket to Lata Singh
19:55Who is also daughter of RCP Singh
19:59So that's one
20:00Then, you know, he has been talking about
20:03The quality of candidates
20:05I don't know if you have heard the song by Ritesh Pandey
20:09You should definitely listen to his song
20:11And the kind of song he has sung in Hojpuri, the vulgar song
20:15And he has got a ticket
20:17And then, you know, someone with just 10th class passed
20:20So, you know, the claim he has been making
20:23That we are going to put different kind of candidates
20:27It's not true from their list
20:29You know, so you are going to see what kind of candidates it's all about
20:34And ultimately, you know, he said that he will not play the caste politics
20:39But he is also trying to do that
20:41So, where did he find the educated, so-called educated candidates?
20:46You know, there are no
20:48You know, so he is also banking on
20:51EBCs or caste-based politics in Bihar
20:54So, whatever he promised
20:56Whatever he did put forward
20:58That he will bring a change in the candidates
21:02You know, it's all false
21:03You know, you look at their candidates
21:05And, you know, you find all of these in their candidates
21:09So, it's not like that
21:10Okay, all right
21:12But, like I said, Dr. Kumar
21:14About 17 to 18 EBCs, 3 to 4 Mahadhalis
21:18This is exactly the core vote bank of what the JDU stands for
21:22But I'm going to come back to that
21:23I just want to bring in Dr. Anshul Avijit
21:25National spokesperson, Congress
21:26Dr. Avijit, grand promises made today by our ally
21:30Where in the world is that money going to come from?
21:33You know, when you promised 5 lakh jobs last time around
21:36Questions were raised then itself
21:38But now, it's not just 5 lakh jobs
21:40You're actually, A, giving government jobs
21:43And you're, that 5 lakh has been converted into
21:47At least 2.5 crores, if not nearly 3 crores
21:50Preeti, it sounds like a very bold and a sweeping announcement
21:56But this was really the need of the hour
21:58The call of the moment
21:59We support it
22:01Congress, of course, will come out with its own manifesto
22:03But this is what was required
22:05At a time when Bihar has been brought to the brink
22:08I mean, it's been reduced to rubble
22:10And there was no other choice
22:12There was no other choice with the Mahagatbandan
22:15Or its allies to announce something like this
22:18Unemployment has peaked
22:19The economic data of Bihar is a roll call of absolute shame
22:25Some of it was enlisted
22:26Where are you going to get the money?
22:28That's an excellent question
22:30No doubt there will be challenges ahead about this
22:32But one thing that has gone unnoticed in this entire announcement
22:36Is the idea of social justice, right?
22:38When you provide government jobs
22:40You're also providing social justice
22:43And going ahead with the fundamental Mahagatbandan agenda
22:46Of social justice and economic equity
22:50Both hand in hand
22:52Government jobs give reservations to scheduled caste
22:55Scheduled tribes and the OBCs in that manner
22:58Which private jobs cannot
23:00So here there is a composite program
23:02Of a composite program
23:05Of social and economic justice
23:07Listen, the government departments
23:09Here have been completely lying
23:11Inactivated and energy-less
23:14To expand the economic sphere
23:16In this, those departments will be activated
23:19There will be more energy
23:21And therefore that will require more recruitment
23:23When recruitment will require
23:25That will expand the economic base
23:26Of the state
23:27To an extent where industry grows
23:30Where there is more employment
23:32Where there is more money
23:33In the hands of the poor
23:34And demand increases
23:35Unemployment is the biggest problem
23:38On the back of this
23:40The 2020 elections were fought
23:42We lost out narrowly
23:43The difference between was only 12,000
23:45This is again the agenda
23:47Of both those governments
23:48And will remain so
23:49As long as this government is in power
23:51Sir, you know, the fact is
23:53Social justice is a great catchphrase
23:56But where are the coffers
23:57To actually fill that kind of promise
23:59And that's a question
24:00That leave alone
24:01What Bihar will battle with
24:02It's a question that your ally
24:04Not your ally
24:05Your own chief minister
24:06The congress chief minister today
24:07In Telangana
24:08Openly states
24:09That he's burdened
24:10With all the promises
24:12That were made
24:13In terms of cash transfers
24:15And other sops
24:16That he has nothing left
24:19To actually push
24:20Or rev up
24:21The economic engines
24:23Of the state of Telangana
24:24Something that was admitted
24:25By our own chief minister
24:27I want to quickly bring in
24:28The Jansurad spokesperson

24:30Because he needs to go

33:14The per capita is absolutely the worst.

33:18In all economic indicators,
33:22Bihar is absolutely the lowest.
33:24And that is the sad situation of Bihar.
33:26We have made these promises on the back of this kind of a ruinous,
33:31disastrous Bihar, which has taken 20 years.
33:33You know, it takes 20 years for a new terminal to be built
33:36at Bihar airport, which the Prime Minister,
33:39so, you know, comes and inaugurates,
33:43very gracious of him to do that.
33:45But one promise after another in the final year,
33:48never going to materialize.
33:49Bihar needs change.
