00:01:23Serial killers always have a pause between their events.
00:01:29But as time moves on, the hunger returns.
00:01:37I spent my career closing murder cases.
00:01:42But I'm not the only one who answered the call.
00:01:47It takes a rare breed to solve the unsolvable.
00:01:50To catch a ruthless killer.
00:01:54To find justice for the dead.
00:01:58That's what it takes to be an American detective.
00:02:02At about 530 in the evening, two park policemen respond to a 911 call reporting an accident.
00:02:08on the Colonial Parkway.
00:02:09They are fled.

00:02:18At about 530 in the evening, two park policemen respond to a 911 call reporting an accident on the Colonial Parkway.
00:02:33They are flagged down by an individual.
00:02:38They follow him a short distance to an embankment above the York River which flows through the park.
00:02:47They see a 1980 white Honda sedan.
00:02:54Nose first in the river.
00:02:57They immediately work their way down to see if there is someone trapped in this car.
00:03:04They find two women in the car with a ghost-like appearance and their throats have been deeply slashed.
00:03:29This is not an accident.
00:03:34It's a homicide.
00:03:36What you see in front of you is the actual Colonial Parkway.
00:03:50My name is Danny Plott.
00:03:53During the Colonial Parkway murder investigations, I was a special agent with the Virginia State Police.
00:04:02Back when the 1986 murder occurred, the Colonial Parkway was similar, but it wasn't as well maintained.
00:04:11It was a beautiful scenic drive.
00:04:18But in the late 80s when these murders occurred, it was a pretty dark and spooky place.
00:04:27Plott is an old-time cop.
00:04:33Danny has suffered the slings and arrows like me of the press and the public and the two-bit politicians and so on and so on.
00:04:42So it was a natural thing that he and I became friends.
00:04:46Hey, man.
00:04:47Joe.
00:04:48How are you?
00:04:49Good. Yourself?
00:04:50The same.
00:04:51I'm still walking around.
00:04:52Me and you both.
00:04:54Danny first called me because he liked my show.
00:04:57Joe's show was wonderful.
00:05:00You know, he would say something and then there'd be the my, my, my.
00:05:03I was impressed.
00:05:04And he let me know that and asked me what it was like to live in Colorado Springs.
00:05:09And I informed him I had moved.
00:05:11And he said, I live in Suffolk, Virginia.
00:05:14No shit.
00:05:15He asked if we could meet for lunch.
00:05:17I said, yes.
00:05:18Talking with Joe is an experience in itself.
00:05:25His ability with murders is amazing to me.
00:05:30I talked to him for hours about the Colonial Parkway murders.
00:05:34Which I had vaguely heard about 2,200 miles away in Colorado.
00:05:45They meant nothing to me at the time because they were outside my jurisdiction.
00:05:49But now they interested me.
00:05:52Danny Plot mentioned that has been an enormous amount of press coverage.
00:05:56There's been a book written about him, all kinds of things.
00:05:59And I did not disagree with his thought process on the entire case.
00:06:04He was certainly on the right track.
00:06:07For 37 years, the killer was unknown.
00:06:11And the Colonial Parkway murders was his torturous career case.
00:06:16Solving the case became an infatuation.
00:06:19It became frustrating.
00:06:21Sometimes we felt like we were really close in finding who did these murders.
00:06:27And then something would knock them out of it.
00:06:31Every stone that you could think of was overturned.
00:06:34Yet, here we were.
00:06:36Nobody was in handcuffs.
00:06:40The Colonial Parkway is a rural, scenic road
00:06:44that connects three of the biggest historical places in the Commonwealth of Virginia.
00:06:52Yorktown all the way to Jamestown.
00:06:55And the Williamsburg area.
00:06:58It is the narrowest and longest national park in the country.
00:07:04And what's fascinating about it, while it's this narrow parkway,
00:07:08it's designed to kind of recreate a colonial road.
00:07:11So if you've been on the road, they've paved it with kind of a rumbly material
00:07:16so that you get the feeling that you're in a wagon going across it.
00:07:20And it has these incredible snaking turns and twists.
00:07:25And there's a corridor of trees that kind of encompasses this.
00:07:29It's designed to create the colonial experience.
00:07:33And because it's a federal park, there are no structures, no businesses, no billboards, no marks of the 21st century.
00:07:42There are trees and bushes and vines.
00:07:45So if you're on this stretch at night, you're in a Stephen King novel for 23 miles.
00:07:58The parkway also has multiple overlooks.
00:08:02You can call it a lover's lane.
00:08:04If you wanted privacy, it was the perfect place.
00:08:07The murders started in October of 1986.
00:08:24The park rangers were aghast at what they saw.
00:08:27The park police summoned the Federal Bureau of Investigation,
00:08:30the only jurisdiction within that park because it is federal property.
00:08:35The two girls, they were identified immediately because their identifications were in the car.
00:08:57Kathleen Thomas and Rebecca Dowski, their throats have been cut very badly.
00:09:09This was something brutal.
00:09:12What was very puzzling to the FBI, that blood was not in the car.
00:09:18The amount of blood would have been substantial.
00:09:23And we've never found any bloody prints, any bloody clothing.
00:09:27Clearly, inside of that car is not the crime scene.
00:09:30Somewhere else, they were killed and put into that car.
00:09:33Was it driven there? I don't know.
00:09:37They examine the ground in this pull-off area, assuming they will find a second set of tire tracks.
00:09:43They find tire tracks that match the tires on the Honda, but they find no tire tracks of another vehicle.
00:09:51What was really perplexing was the car was covered in diesel fuel.
00:09:56And there were matches around where it appeared that someone had tried to get the diesel fuel to light.
00:10:14Diesel has a very high ignition point.
00:10:17You could light an entire book of matches and throw it into liquid diesel fuel, and all that would happen is the diesel fuel would put out the fire.
00:10:27It was a failed attempt at trying to cover up their crime.
00:10:31Now what does that tell you?
00:10:36Whoever this is as diesel fuel, there's a lot of people that carry diesel fuel in and around in their vehicle.
00:10:42Truckers do, people that have a diesel car, or people with boats.
00:10:47Interesting.
00:10:49This was not an easy case to solve.
00:10:54Why would somebody target two women, there's no money taken, and they're viciously, I mean viciously, attacked?
00:11:01Whoever is responsible for this crime is an organized offender.
00:11:06He has a plan.
00:11:09He somehow gets control of these people, and then he attacks and kills both, and sends the car over the side of this impact.
00:11:21You and I both know it's not difficult to push a car.
00:11:24You kick it out of gear, and one person can easily move a car.
00:11:28Sure.
00:11:29Remember that it's sitting in the overlook, it's a paved overlook.
00:11:32Then you have a patch of grass, and there's a curb, not a high curb, but there's a curb.
00:11:39So someone, or some people, were strong enough to push it, pop it over that.
00:11:45But with two passengers in it, always felt like it was somebody with some strength.
00:11:50Likely a man. Could have a helper.
00:11:52Yeah.
00:11:53So now you have a solid view of what this crime scene looks like, but you're not even really sure how it happened.
00:12:02You need an autopsy to tell you more.
00:12:07So the FBI agents head to the Virginia State Medical Examiner's Office.
00:12:11The autopsy results show that the girls had been dead for a minimum of 24 hours.
00:12:28Rebecca's throat was cut, and it was cut viciously.
00:12:35But Kathleen was almost decapitated.
00:12:41There's a brutality in that.
00:12:44I think that says that somebody was really angry for whatever reason.
00:12:48There was no evidence of sexual assault on either victim, but they found something else.
00:12:55The autopsy revealed that both girls suffered ligature strangulation.
00:13:01A ligature is any device used to put pressure on the neck to restrict the windpipe to die from asphyxia.
00:13:11And in Kathleen's hair, there was a small piece of rope.
00:13:19The autopsy further decides that the throat-slashing was accomplished post-mortem.
00:13:26And it had nothing to do with their death.
00:13:28They were dead when their throats were cut.
00:13:31They were essentially killed twice.
00:13:34Who the hell are we dealing with here?
00:13:36Here.
00:13:40On I.D.
00:13:41Rebecca and Kathleen were last seen Thursday night.
00:13:56A Honda Civic was found off the Colonial Parkway.
00:14:00It had been rolled into these bushes almost into the water.
00:14:03The women were found with their throats slit.
00:14:06In 1986, I was a new reporter at Wavy TV 10 in Portsmouth.
00:14:13I was assigned to be the peninsula reporter.
00:14:17And so I covered everything that pretty much occurred on the peninsula.
00:14:20I did not operate out of the newsroom, so I was at my home in Phoebus in Hampton when I first got a call that said we need you to go up to the Colonial Parkway.
00:14:35There were two people dead and you need to go figure out what happened.
00:14:38So that's the way you start your day.
00:14:44The FBI agents go and notify the two victims' families of their untimely demise and say, tell me about your daughter.
00:14:50My name's Bill Thomas. I'm the older brother of Kathy Thomas.
00:14:59She was fun and smart and a great friend and her attitude was just so positive that people were drawn to her.
00:15:11She graduated in the second class from the U.S. Naval Academy that had women.
00:15:20She ended up first serving on this ship a submarine tender called the USS L.Y. Spear.
00:15:26Now, it's during this time, though, she's also investigated for being a lesbian.
00:15:36In the 1980s, the Navy remained archaic with draconian rules.
00:15:44Homosexuality was not acceptable in any form, particularly so in a female.
00:15:50This was not going to be a place that she could live her life as a lesbian in an open fashion.
00:16:00And she resigned her commission.
00:16:02Even though she had left the Navy with great reluctance, Kathy was actually turning a corner into a really happy, less pressured version of her life.
00:16:12She was dating this wonderful woman, Rebecca Dowski.
00:16:19Rebecca Dowski came from Poughkeepsie, New York.
00:16:23She originally attended Dickinson College and had transferred to the College of William & Mary in Virginia.
00:16:30She was a very bright student and she really fit in well there.
00:16:34She was in her senior year, sweet, smart, extremely athletic.
00:16:40She was on a championship women's softball team.
00:16:44So, both Kathy and Becky had this, I can accomplish anything attitude.
00:16:50Kathy and her girlfriend were not accepted by society at large.
00:16:55Privacy was very important to them.
00:16:57What better place than the Colonial Parkway at night?
00:17:13The FBI investigators focused on Kathy being in a lesbian relationship with Becky.
00:17:20Now, what really makes that come into play is she had been dating someone else.
00:17:25There were all of these rumors that one of Rebecca's ex-lovers had gotten angry and, you know, retaliated against the both of them.
00:17:37He was Muslim.
00:17:40The Muslim religion does not always look at gay or lesbian relationships kindly.
00:17:45Ex-boyfriend, Sharif Ali, realizes that Becky has left him for another woman.
00:17:58He is furious.
00:18:01He has very strong feelings about homosexual behavior.
00:18:04And now he's been passed over for a member of the same sex by his girlfriend.
00:18:08It makes him an astounding suspect.
00:18:18So, they bring Ali Sharif in for questioning.
00:18:20And he admits that he has been embarrassed by her departure for another female, but he would never do her harm.
00:18:34He also has an alibi.
00:18:38He was in Washington, D.C. for the weekend, 200 miles away during the time of the killings.
00:18:45He may have had a motive, but he physically couldn't have done it.
00:18:52Over the next few weeks, the investigation slows, but the notoriety of the case really starts to move.
00:19:04The two friends were last seen together in Dowski's dorm room at 7 p.m.
00:19:08Police sources think Dowski and Thomas then drove here to the Colonial Parkway.
00:19:12I remember the ratings were extremely high. People were watching. They were talking about the romantic relationship between the two.
00:19:21One of the motives for a killer is someone that is opposed to this type of lifestyle.
00:19:26Friends say driving along the Colonial Parkway was a Thursday night routine for Dowski and Thomas.
00:19:33But what happened October 9th wasn't routine. It was murder.
00:19:36It was murder.
00:19:37I don't think we understood the full gravity of what happened out there in October of 86 until September of 87.
00:19:47Then I think it took on a different life of its own.
00:19:51An Olive White sheriff's deputy is out patrolling the Ragged Island Wildlife Management Area.
00:20:12There is a black pickup truck. The door is open and no one is around.
00:20:27Something was going on. The truck was running. The radio was on.
00:20:33And there were shoes and articles of clothing in the truck.
00:20:37He calls for assistance.
00:20:45They go through the truck and they notice a wallet on top of the dashboard.
00:20:52It contains a driver's license.
00:20:54It was a gentleman named David Noblin.
00:20:58David Noblin was 19 years old. He was a resident of Newport News.
00:21:02His mother has already reported him missing because he didn't return home after an evening out.
00:21:11The last time he was seen was in the company of a young lady named Robin Edwards.
00:21:16Robin Edwards.
00:21:19Robin was also a Newport News resident and she was 14 years old.
00:21:26And was also missing.
00:21:33Now everyone is alarmed.
00:21:36So where are the occupants of this vehicle?
00:21:39And what has happened to them?
00:21:41Ragged Island is a creepy place to go.
00:21:44It's very secluded.
00:21:48This parking lot was used as a Lover's Lane type area.
00:21:55It sounds a lot like the Colonial Parkway.
00:21:57They had a feeling this wasn't going to end well.
00:22:00And they were right.
00:22:01And they were right.

00:22:4320 year old David Nobbling and 14 year old Robin Edwards were last seen Saturday night.
00:22:56His truck was found with the keys in the ignition door open and radio on near the James River Bridge.
00:23:02The Alley White Sheriff's Department launches a massive search.
00:23:13It's very difficult to search.
00:23:15There are vines and weeds and brush of all sorts.
00:23:19They could be almost anywhere.
00:23:21Personnel from multiple agencies.
00:23:27A helicopter.
00:23:29Search dogs.
00:23:30This search goes on for days.
00:23:33And unfortunately on the third day.
00:23:38They found something.
00:23:40My dad was out there at Ragged Island.
00:23:43Chest waiters.
00:23:45Walking that whole area.
00:23:46Looking for him.
00:23:47Carl Nobbling.
00:23:48God bless him.
00:23:50There were people that were telling Carl Nobbling not to go down the beach.
00:23:53He said, I, you aren't going to stop me.
00:23:56I'm going down there.
00:23:59David Nobbling's father, Carl Nobbling, found the body.
00:24:07I can only imagine what that's like.
00:24:10Because they were not in very good shape.
00:24:13Oh, he was broken hearted.
00:24:15Broken hearted.
00:24:16And we were out there with him.
00:24:19It was so devastating.
00:24:28Carl Nobbling was a broken man.
00:24:30Yeah.
00:24:31My dad didn't even have a chance to call us and give us a heads up.
00:24:33My mom and I.
00:24:38We found out on the news.
00:24:40I remember hearing my mom scream.
00:24:41My God.
00:24:42It was horrible.
00:24:43It was horrible.
00:24:47It was horrible.

00:25:01I just didn't know then that my life would never be the same.
00:25:05I would never get to see my big brother again.
00:25:09The pain my mom went through.
00:25:10The pain my dad went through.
00:25:12I can just, I can feel it.
00:25:13I can feel it.
00:25:14When I start really thinking about it, that's, I can just, I can feel that pain.
00:25:20When I was out there reporting, I absolutely thought that the police, law enforcement was in contact with the Edwards family.
00:25:33Now I knew Carl Nobbling was out there, but I never saw the Edwards out there.
00:25:39And when I was doing my reporting, I mean, they found out that David and Robin were dead from my report.
00:25:49And I've seen their reaction to that and heard them talk about it.
00:25:54And I'm devastated by that.
00:25:58It's been one of the big regrets of my career, that when everything was unfolding, I responded the best way I could.
00:26:07And I hurt people's feelings that were tremendously affected by what was going on.
00:26:12And I was giving them information that they probably should have heard from someone else like law enforcement.
00:26:18That was a surreal day in my broadcasting career.
00:26:21And it was basically a career that was, at the time, was only three years old.
00:26:30The bodies were found further down on the riverbank itself.
00:26:37The James River there is brackish or brine. It's not freshwater. It's not saltwater. It's a combination.
00:26:47And that did not do good things to human bodies.
00:26:52Both bodies are bloated from decomposition, having been out for three or four days.
00:26:57Robin Edwards had one gunshot wound, execution style, to the back of her head.
00:27:09David had two gunshot wounds. A gunshot wound to the left shoulder and one shot to the back of the head.
00:27:17I think Robin was shot first.
00:27:22And I think David knew he had one chance.
00:27:27We speculate he tried to climb a sandy clay bank.
00:27:32And he was within almost grabbing distance of a tree line.
00:27:37That's where he was shot once in the shoulder. That incapacitated enough to where...
00:27:52He was then shot in the back of the head and killed.
00:27:54I totally disagree with that. He would definitely not run from a fight. Even if the guy had a gun, he wouldn't run from it.
00:28:03So why are these bodies such a long walk from where the truck was located?
00:28:11Why would they go such a far distance from this vehicle?
00:28:15When you leave that parking lot and you want to go down here, you have to walk down this boardwalk,
00:28:22because all this is marshland, like swamp.
00:28:24So to get down to here, good little walk. But you don't walk down a wooden, older boardwalk barefoot.
00:28:33Not willingly.
00:28:35No, not willingly. So how did they end up down there?
00:28:38Two possibilities, in my opinion. They're running from somebody barefoot because they don't have time to put their shoes on.
00:28:45Or they're marched down there by the perpetrator.
00:28:48So who would want to murder these two people in cold blood? Investigators go to the families to see if they can determine suspects.
00:28:57This is the way I see my brother. Like this one.
00:29:01Just him laid back, cutting up, having fun, smiling, you know?
00:29:08I definitely looked up to David. He tried toughening me up, and he did it with kicking my butt a lot.
00:29:14He was a great brother.
00:29:18I met Robin through my cousin Jason. We went to the same school together. She was always a real cool person.
00:29:25We had sort of prepared ourselves for them to find her either hurt, possibly drowned.
00:29:35We were not prepared to find her murdered.
00:29:39Robin was the youngest of the Colonial Parkway murder victims. She was 14.
00:29:46She had been through a lot in life. She was the kind of girl that often ran away. She got into trouble.
00:29:56A lot of people look at kids that have kind of a rough start, and they go, oh, it must be trouble at home.
00:30:03That wasn't the case. I've spent time with the family.
00:30:08And I got to be honest with you, loving family. They really cared a great deal about her.
00:30:14And when you look at Robin at 14, I think what you're really dealing with is somebody who is trying to come to grips with hormones, life, school, academics, family, trying to compress all that stuff together.
00:30:30She was a rebel with a cause, and she was a pistol, and that she was headstrong.
00:30:38And it doesn't matter how much you love a headstrong child. They are going to push you every way they can.
00:30:43And Robin did that. But she did it not out of venom, not out of meanness, but probably to go have some fun.
00:30:51She could be very, very sweet, and she could be the most aggravating and irritating child in the world.
00:31:00She was very independent.
00:31:05But Robin was also at a turning point in her life. She was finally starting to apply herself to her classes.
00:31:11She was starting to turn things around.
00:31:17The big questions unanswered are, why was David with Robin at the wildlife preserve? And what happened after they got there?
00:31:24That day, I followed him out, bummed a cigarette from him, and we talked in the driveway for 15, 20 minutes, I guess, and then he left.
00:31:38I carried that through my life that I was able to say bye to him.
00:31:43I don't know why. It just seems so small now, but at the time it was big.
00:31:48So they learned that David and Robin were hanging out at an arcade in the area with their friends.
00:31:59And David agreed to take Robin home.
00:32:03They are not a couple, according to the family.
00:32:08But what does the killer see? A man and a woman.
00:32:12And what would he assume from that? They are lovers.
00:32:15In lovers' land, as were the first two women.
00:32:18Much of this is very familiar.
00:32:21The murders are the ultimate mystery.
00:32:24Where were they killed? By whom? And with what motive?
00:32:28Were they killed deliberately or by chance?
00:32:31Questions which, as of now, have no answers.
00:32:35That drove those of us that worked on the task force that we need to find this person
00:32:41because they're just heartless and brutal.
00:32:49When David and Robin were autopsied, the investigation revealed that Robin had been sodomized
00:32:56and there was still semen in her cavity.
00:33:00The medical examiner said, this sample is very degraded
00:33:04because you had bodies laying in the water for three days.
00:33:09This is 1987. DNA is in its infancy.
00:33:14DNA databases were either nonexistent or just starting.
00:33:22But the sample was preserved.
00:33:23There's a possibility the motive is sexual assault of the female victim.
00:33:36But it's only a possibility.
00:33:38But why kill them?
00:33:40There's no answer for that.
00:33:45Despite the differences, the similarities are just too great.
00:33:49Proximity, darkness, area, type.
00:33:54People don't get killed in parked cars very often.
00:33:57The odds are great.
00:33:59This is the same person or persons responsible for both.
00:34:03You've got a hunter, somebody who's busy.
00:34:06A year later, the appetite returns.
00:34:09They haven't been arrested.
00:34:11They probably haven't even been talked to.
00:34:13No, they haven't been found.
00:34:14So now they've become convinced that maybe they're pretty clever.
00:34:18Let me do this again.
00:34:20Because, God, it was good the first time.
00:34:23But I'm not going to do it where I did it before.
00:34:26No.
00:34:27But still in the general vicinity.
00:34:29They kill where it's convenient.
00:34:31Places they know.
00:34:33And I would be very worried that the bodies were going to start to pile up here.
00:34:38Four dead, and there's going to be more dead if that theory is correct.
00:34:41He's going to do it again.
00:34:43He will continue unless he is stopped.
00:34:58These murders came to be known as the Colonial Parkway murders.
00:35:00Police sources claim that two cases are so alike, the same persons may be responsible.
00:35:07This story really picked up from the very beginning.
00:35:11It was very much an East Coast highlighted story because double murders were incredibly rare.
00:35:18These young couples are violently dead in an otherwise picturesque place.
00:35:24How could this be?
00:35:25Everyone was talking about whether this is the work of a serial killer.
00:35:31Once the police realized, oh, my God, we're dealing with connected crimes or potentially connected crimes, police presence on the parkway increased dramatically.
00:35:39That was the first time we heard about the possibility of a serial killer or a pattern emerging.
00:35:49And I felt the investigation begin to shift.
00:35:53It turned this area upside down.
00:35:56I mean, people were scared to go up and down the parkways.
00:35:58And my mom was scared to death when I went out, scared to death.
00:36:04Everyone is very busy now looking for people who seem to be out of the area, seem to be doing something that doesn't look right.
00:36:12After the murders, people realized they may be going to the Colonial Parkway at their own risk, but it didn't stop them.
00:36:22Sure, the last thing they thought of is that they would get approached or grabbed on the Colonial Parkway.
00:36:30It scared a lot of people, but unfortunately, it didn't scare them all.
00:36:33The families held a vigil, a memorial, to remind us all the killer is still out there.
00:36:42The pressure exerted by the press and by the public results in the formation of a Colonial Parkway Murders Task Force, where agencies come together, more heads are better than one.
00:36:56Danny Plott was a trained and experienced homicide agent. Plott became in command.
00:37:03We were given a conference room and told to have at it.
