00:01:13Now we're able to say, after all of those years, the perpetrator has finally been identified.

00:01:27Serial killers always have a pause between their events.

00:01:31But as time moves on, the hunger returns.

00:01:34Let me do this again, because God, it was good the first time.

00:01:43I spent my career closing murder cases.

00:01:46But I'm not the only one who answered the call.

00:01:53It takes a rare breed to solve the unsolvable.

00:01:57To catch a ruthless killer.

00:02:00To find justice for the dead.

00:02:02That's what it takes to be an American detective.

00:02:09At about 5.30 in the evening,

00:02:30two park policemen respond to a 911 call

00:02:35reporting an accident on the Colonial Parkway.

00:02:42They are flagged down by an individual.

00:02:47They follow him a short distance to an embankment

00:02:50above the York River, which flows through the park.

00:02:56They see a 1980 white Honda sedan.

00:03:01Nose first in the river.

00:03:05They immediately work their way down

00:03:08to see if there's someone trapped in this car.

00:03:24They find two women in the car

00:03:27with a ghost-like appearance.

00:03:30and their throats have been deeply slashed.

00:03:39This is not an accident.

00:03:41It's a homicide.

00:03:42What you see in front of you

00:03:54is the actual Colonial Parkway.

00:03:57My name is Danny Plott.

00:03:59During the Colonial Parkway murder investigations,

00:04:01I was a special agent with the Virginia State Police.

00:04:04Back when the 1986 murder occurred,

00:04:11the Colonial Parkway was similar,

00:04:14but it wasn't as well maintained.

00:04:19It was a beautiful scenic drive.

00:04:24But in the late 80s, when these murders occurred,

00:04:27it was a pretty dark and spooky place.

00:04:32Plott is an old-time cop.

00:04:38Danny has suffered the slings and arrows like me

00:04:41of the press and the public

00:04:42and the two-bit politicians

00:04:44and so on and so on.

00:04:46So it was a natural thing

00:04:48that he and I became friends.

00:04:50Hey, man.

00:04:51Joe.

00:04:52How are you?

00:04:53Good. Yourself?

00:04:55The same.

00:04:55I'm still walking around.

00:04:57Me and you both.

00:04:58Danny first called me

00:05:00because he liked my show.

00:05:02I watched an episode of Homicide Hunter

00:05:05and Joe's show was wonderful.

00:05:08You know, he would say something

00:05:09and then there'd be the my, my, my.

00:05:11I was impressed.

00:05:12And he let me know that

00:05:14and asked me what it was like

00:05:15to live in Colorado Springs

00:05:17and I informed him I had moved.

00:05:19And he said,

00:05:20I live in Suffolk, Virginia.

00:05:22No shit.

00:05:22He asked if we could meet for lunch.

00:05:25I said, yes.

00:05:30Talking with Joe is an experience in itself.

00:05:32His ability with murders is amazing to me.

00:05:37I talked to him for hours

00:05:39about the Colonial Parkway murders.

00:05:41which I had vaguely heard about

00:05:502,200 miles away in Colorado.

00:05:52They meant nothing to me at the time

00:05:54because they were outside my jurisdiction.

00:05:57But now they interested me.

00:05:59Danny Plott mentioned

00:06:00that there's been an enormous amount of press coverage.

00:06:03There's been a book written about him,

00:06:05all kinds of things.

00:06:06and I did not disagree

00:06:08with his thought process

00:06:09on the entire case.

00:06:12He was certainly on the right track.

00:06:15For 37 years,

00:06:17the killer was unknown.

00:06:19And the Colonial Parkway murders

00:06:20was his torturous career case.

00:06:23Solving the case

00:06:24became an infatuation.

00:06:26It became frustrating.

00:06:28Sometimes we felt like

00:06:29we were really close

00:06:31in finding who did

00:06:33these murders.

00:06:34And then something

00:06:35would knock them out of it.

00:06:38Every stone that you could think of

00:06:40was overturned.

00:06:41Yet, here we were.

00:06:43Nobody was in handcuffs.

00:06:47The Colonial Parkway

00:06:49is a rural, scenic road

00:06:51that connects three

00:06:52of the biggest historical places

00:06:55in the Commonwealth of Virginia.

00:06:59Yorktown all the way to Jamestown

00:07:02and the Williamsburg area.

00:07:06And because it's a federal park,

00:07:08there are no structures,

00:07:09no businesses,

00:07:10no billboards,

00:07:11no marks of the 21st century.

00:07:13There are trees

00:07:14and bushes

00:07:15and vines.

00:07:22So if you're on this stretch

00:07:24at night,

00:07:25you're in a Stephen King novel

00:07:28for 23 miles.

00:07:30The Parkway also has

00:07:32multiple overlooks.

00:07:34You can call it

00:07:35the Lover's Lane.

00:07:36If you wanted privacy,

00:07:38it was the perfect place.

00:07:45The murders started

00:07:47in October of 1986.

00:07:49The park rangers

00:07:56were aghast

00:07:57at what they saw.

00:07:59The park police

00:07:59summoned

00:08:00the Federal Bureau of Investigation,

00:08:02the only jurisdiction

00:08:03within that park

00:08:05because it is federal property.

00:08:06The two girls,

00:08:21they were identified immediately

00:08:23because their identifications

00:08:27were in the car.

00:08:28Kathleen Thomas

00:08:29and Rebecca Dowsky.

00:08:36Their throats

00:08:37had been cut

00:08:38very badly.

00:08:42This was something

00:08:43brutal.

00:08:46What was

00:08:47very puzzling

00:08:49to the FBI,

00:08:50that blood

00:08:50was not in the car.

00:08:51The amount of blood

00:08:56would have been substantial

00:08:57and we've never found

00:08:58any bloody prints,

00:08:59any bloody clothing.

00:09:00Clearly,

00:09:01inside of that car

00:09:02is not the crime scene.

00:09:04Somewhere else,

00:09:05they were killed

00:09:05and put into that car.

00:09:06Was it driven there?

00:09:07I don't know.

00:09:08They examined the ground

00:09:12in this pull-off area

00:09:13assuming they will find

00:09:14a second set

00:09:15of tire tracks.

00:09:16They find tire tracks

00:09:18that match the tires

00:09:19on the Honda,

00:09:21but they find

00:09:21no tire tracks

00:09:22of another vehicle.

00:09:24What was really

00:09:25perplexing was

00:09:27the car was covered

00:09:28in diesel fuel

00:09:29and there were matches

00:09:33around where it appeared

00:09:38that someone had tried

00:09:40to get the diesel fuel

00:09:42to light.

00:09:47Diesel has a very

00:09:48high ignition point.

00:09:50You could light

00:09:51an entire book

00:09:52of matches

00:09:53and throw it

00:09:54into liquid diesel fuel

00:09:56and all that would happen

00:09:58is the diesel fuel

00:09:59would put out the fire.

00:10:00It was a failed attempt

00:10:01at trying to cover up

00:10:03their crime.

00:10:04Now, what does that tell you?

00:10:05Whoever this is

00:10:09has diesel fuel.

00:10:11There's a lot of people

00:10:11that carry diesel fuel

00:10:13in and around

00:10:13in their vehicle.

00:10:15Truckers do,

00:10:16people that have

00:10:16a diesel car,

00:10:17or people with boats.

00:10:19Interesting.

00:10:21This was not

00:10:22an easy case to solve.

00:10:26Why would somebody target

00:10:27two women,

00:10:29there's no money taken,

00:10:30and they're viciously,

00:10:31I mean viciously,

00:10:32attacked?

00:10:33Whoever is responsible

00:10:34for this crime

00:10:35is an organized offender.

00:10:40He has a plan.

00:10:42He somehow

00:10:42gets control

00:10:43of these people

00:10:44and then he attacks

00:10:46and kills both

00:10:47and sends the car

00:10:48over the side

00:10:50of this embankment.

00:10:52You and I both know

00:10:54it's not difficult

00:10:55to push a car.

00:10:56You kick it out of gear

00:10:57and one person

00:10:58can easily move a car.

00:11:00Sure.

00:11:00But remember

00:11:01that it's sitting

00:11:02in an overlook,

00:11:03it's a paved overlook.

00:11:04Then you have

00:11:05a patch of grass

00:11:06and there's a curb,

00:11:09not a high curb,

00:11:10but there's a curb.

00:11:11So someone

00:11:11or some people

00:11:13were strong enough

00:11:14to push it,

00:11:15pop it over that,

00:11:17but with two passengers

00:11:18in it,

00:11:19always felt like

00:11:20it was somebody

00:11:21with some strength.

00:11:22Likely a man

00:11:23could have a helper.

00:11:24Yeah.

00:11:24So now you have

00:11:27a solid view

00:11:28of what this crime scene

00:11:29looks like,

00:11:30but you're not even

00:11:31really sure

00:11:32how it happened.

00:11:33You need an autopsy

00:11:34to tell you more.

00:11:38So the FBI agents

00:11:39head to the Virginia

00:11:40State Medical Examiner's

00:11:42Office.

00:11:51The autopsy results

00:11:52show that the girls

00:11:53had been dead

00:11:54for a minimum

00:11:55of 24 hours.

00:11:59Rebecca's throat

00:12:00was cut

00:12:00and it was cut

00:12:01viciously.

00:12:06But Kathleen

00:12:07was almost

00:12:08decapitated.

00:12:12There's a brutality

00:12:13in that.

00:12:15I think that says

00:12:15that somebody

00:12:16was really angry

00:12:17for whatever reason.

00:12:19There was no evidence

00:12:20of sexual assault

00:12:21on either victim,

00:12:22but they found

00:12:23something else.

00:12:26The autopsy

00:12:27revealed

00:12:27that both girls

00:12:28suffered

00:12:29ligature strangulation.

00:12:32A ligature

00:12:33is any device

00:12:34used to put

00:12:35pressure on the neck

00:12:36to restrict

00:12:36the windpipe

00:12:37to die

00:12:38from asphyxia.

00:12:42And in Kathleen's

00:12:44hair

00:12:44there was

00:12:45a small

00:12:47piece of rope.

00:12:48The autopsy

00:12:50further decides

00:12:51that the throat

00:12:52slashing

00:12:53was accomplished

00:12:53post-mortem

00:12:54and had nothing

00:12:57to do with

00:12:58their death.

00:12:59They were dead

00:12:59when their throats

00:13:00were cut.

00:13:01They were essentially

00:13:02killed twice.

00:13:04Who the hell

00:13:19A Honda Civic

00:13:20was found

00:13:20off the Colonial

00:13:21Parkway.

00:13:22It had been rolled

00:13:23into these bushes

00:13:24almost into the water.

00:13:26The women were found

00:13:27with their throats

00:13:27slit.

00:13:30The FBI agents

00:13:31go and notify

00:13:32the two victims'

00:13:33families of their

00:13:34untimely demise

00:13:35and say,

00:13:36tell me about

00:13:36your daughter.

00:13:42My name's

00:13:45Kathy Thomas.

00:13:47She was fun

00:13:48and smart

00:13:49and a great

00:13:51friend.

00:13:53attitude was

00:13:58were drawn

00:13:58to her.

00:14:00She graduated

00:14:01in the second

00:14:01class from

00:14:02the U.S.

00:14:03Naval Academy

00:14:09on this ship

00:14:15it's during

00:14:16this time,

00:14:17though,

00:14:18investigated

00:14:19for being

00:14:20a lesbian.

00:14:22In the 1980s,

00:14:24the Navy

00:14:25remained

00:14:26archaic

00:14:27with draconian

00:14:29rules.

00:14:30homosexuality

00:14:31was not

00:14:31acceptable

00:14:32in any form,

00:14:34particularly so

00:14:35in a female.

00:14:39This was not

00:14:40going to be a

00:14:40place that she

00:14:41could live

00:14:42her life as

00:14:43a lesbian

00:14:44in an open

00:14:45fashion.

00:14:46And she resigned

00:14:47her commission.

00:14:48Even though she

00:14:49had left the Navy

00:14:50with great reluctance,

00:15:18fit in well

00:15:22senior year

00:15:23sweet,

00:15:24smart,

00:15:25extremely athletic.

00:15:26She was on

00:15:27a championship

00:15:27women's softball

00:15:29team.

00:15:30So both Kathy

00:15:31and Becky

00:15:32had this

00:15:33I can accomplish

00:15:34anything

00:15:35attitude.

00:15:36Kathy and her

00:15:37girlfriend

00:15:38were not accepted

00:15:39by society

00:15:40at large.

00:15:40Privacy

00:15:41was very

00:15:42important to
