The Prime Minister announced this evening that hangings will resume in this country.


Mrs. Kamla Persad Bissessar addressed the matter in her post cabinet media conference at the Red House in Port of Spain.

00:00On the issue of crime and security, which we talked a lot about on the campaign trail,
00:05I indicated that we intend to resume hangings.
00:08And today I want to give you an update of the research that we have found
00:11with respect to carrying out anything with respect to hangings.
00:16My ministers have provided, I instructed the Minister of Homeland Security, the HE,
00:21Minister of Justice, to provide an update on the possibility of resuming hangings.
00:26The number of inmates, I am told, on death row, as of Saturday, May 10, 2025, is 38.
00:36Of these 38 inmates, only 18 are eligible to be hanged if we accept that these 18 have been sentenced to death
00:45and are yet under the five-year timeline established by Pratt & Morgan, by the Privy Council.
00:50So that is only these 18 condemned inmates under the five-year timeline.
00:57The other 20 are over the five-year timeline through, though they have appeal spending.
01:03In terms of how many condemned inmates can face the death penalty or have the death penalty be carried out at this time,
01:11that is to say, whom among the 18 can have a death warrant legally read out to be executed?
01:19Unfortunately or fortunately for some, the answer is none, is none given the state of the law.
01:25Of these 18 condemned inmates, one has an appeal pending before the Privy Council.
01:31The other 17 have appeals pending before the local appellate court, chamber of the Supreme Court.
01:36It can be said, therefore, that until these appeals are heard, the death penalty cannot be lawfully carried out at this time.
