Are car parks in Newcastle just a scheme to hand out fines?

Do you have concerns that some UK car parks might deliberately make things difficult for drivers just so operators can hand out excessive fines?

00:52didn't pay for it just because you don't have to pay for it but there isn't

00:56really much of an incentive and it was quite expensive as well to pay for that
