00:00The fact that people feel they've been victims of rogue parking companies, not all of them
00:08are I accept, but nonetheless there are those that go around with a positive incentive to
00:13get as many people as possible because quite clearly it's about fines which of course goes
00:17into their coffers. It's not a new problem, this has been around for a quarter of a century
00:23or longer.
00:24The new five minute rule in private car parks applies a safeguard which is monitored by
00:28ANPR or CCTV cameras in order to ensure drivers who face difficulties paying for parking in
00:33a short time frame aren't treated unfairly. This comes following several reports of drivers
00:38who were charged hefty fines for taking longer than five minutes to pay for parking, with
00:43one motorist being charged nearly £2,000.
00:47And the reality is that these days when you go into car parks or wherever you get done
00:52as it were, you have to find either the money, but of course it's not money anymore, it's
00:58And of course for older people that's also a big problem in terms of getting on to your
01:02phone and doing quite complicated things which may be a bit of an issue.
01:08The fact that there's a bit of a clamp down will be welcomed by many motorists who feel,
01:12as I say, I use that word very deliberately, victimised. Wherever we go we seem to get
01:18sort of done for parking. Free parking seems to be now becoming a bit of a privilege.
01:24So yeah, for sure, more regulation is good, although of course I do accept that there
01:30is an issue if you have private parking, or private land rather, you don't want everyone
01:35parking on there because of course that can also become a problem. So it's a question
01:38of people parking more responsibly, but also the motorists expecting that they get a bit
01:45of respect from the companies that own the land as well.
01:50As a police officer in this country, I've got enough problems dealing with a wide scope
01:55of crime and parking problems are another sort of burden.
