While some say the staggered fines could encourage quicker payment, others believe the low early rates may not deter drivers from parking for long periods, especially in congested areas like Brickfields.

00:25In brickfields, residents say the new rates may not ease long-standing parking congestion.
00:30Long-time resident Ramachandran Subramaniam noted the fines punish those who forget to pay, not repeat offenders, and may even
00:38encourage risk-taking.
00:40I don't mind parking for one whole day, just pay 10 ringgit, it's okay, no problem, it doesn't pinch my
00:45purse.
00:46Whereas if I go and park my car in another open car park lot or anywhere else, I'll be paying
00:51much more than that.
00:52So it is not a deterrent, it is just only adding fuel to fire basically.
00:57So I would rather suggest if DBKL can come up with better solutions like having shuttle bus.
01:05I'm talking about a permanent solution where it will help like other countries.
01:09Have a shuttle bus service, let's say from KL Central, shuttle around the brickfields area.
01:14So in that way, you will find that people may not want to bring their cars over, just like a
01:22copy from Singapore.
01:23We can also have covered walkways.
01:25Then people are not going to grunge, why should they take the car and go?
01:29I can just take a walk and go, it's all shady, I'm not going to get wet in the rain
01:33or under the scorching heat or anything.
01:36It is very comfortable for me to go and furthermore it's also exercise, vitality and everything.
01:41The new structure, effective March 1st, charges 10 ringgit for payment within 1 to 7 days, 20 ringgit for 8
01:49to 15 days, 30 ringgit for 16 to 30 days and 50 ringgit after 30 days.
01:56Previously, compounds ranged from 50 ringgit to 100 ringgit.
02:01Dr Christopher Nicholas, also a Brickfields resident, said enforcement, not rates, is the main issue.
02:08Parking, like here, you only have about 100 to 200 parking all over Jalan Berhala.
02:16However, we have residents who are very, very less than the 200 people parking here.
02:23Nevertheless, car parks are fully booked every day.
02:27So, if you introduce this, even though people are parking, they are parking one day, they pay $10.
02:35Today, they are paying $8. What's the difference of an extra $2?
02:39I take the risk, I park it here, I practically get free parking.
02:43Unless the enforcement is going to be really great.
02:47If the enforcement is not great, then there's no point of making these new rates,
02:53this structured payment or whatever.
02:56Enforcement has to be enhanced.
02:58Brickfields' Rukun Tetangga chairman, SKK Naidu, added that many bays are occupied by workers from KL Central and New Central.
03:07So, now, if you say, you know, for the one week, the fine will only be $10.
03:13Then, parking the car in any central or care center, better income and park here.
03:17If I pay the fine, it's only $10.
03:20So, DBK should come up with some kind of solution, especially in Brickfields, come up with this two hours parking.
03:25The two-hour parking system is, you just have to copy what is BJ doing.
03:30You go and park there, you just have to park at the lot for only for two hours.
03:34For more than that, you automatically find.
03:36Naidu also cited DBKL's trial residence pass at Kuchai Entrepreneurs' Park, priced at RM70.
03:44GS Marniam of Tongsun Mansion said residents face similar challenges.
03:49Down here, they're facing a massive problem.
03:53Cities have been given a Kawa Kapak only six.
