Another day, another HDC complaint - this time from residents of Almond Court, Morvant, who say not only does their development have a number of issues, but now, they're being told that they, the residents have to foot the bill.

00:00Another day, another HDC complaint. This time from residents of Amman Court in
00:04Mofang, who say not only does their development have a number of issues, but
00:09now they are being told that they, the residents, have to foot the bill.
00:15Among the issues at HDC Amman Court, according to residents, is that the
00:20development is allegedly built on a spring, leading to several
00:23infrastructural issues, such as a well of water behind one woman's apartment, which
00:28she says became apparent almost two decades ago.
00:32Well, I'm living here for the past 21 years, and that issue has been going on
00:38since 2007. HDC would have sent their representatives, they would have assessed
00:46the situation. However, it was never dealt with, because the water just keeps
00:51coming back. Where's the water emanating from? That is what I can't say. If HDC
00:57can't say, I can't say, because they have not found a solution. Stairways have
01:02shifted and cracks have also appeared, but perhaps the most visible sign of
01:06potential issues with the land is the state of the roads. The road is almost
01:12impossible, which was due to two prefab buildings that were built about three
01:20years ago, and they were demolished because it was built on a spring. They
01:28were advised not to build it, but yet still it was built. And the drainage there,
01:34the drains, well, it wasn't itself diverted, it was blocked. So that made the
01:40roads impossible. Taxis had to drop passengers on those buildings up there.
01:48They don't go up there. Bulk waste disposal is also an issue. Well, the
01:54garbage is normally supposed to be collected twice a week, which they do
01:59sometimes. Sometimes it overflows. The bulk waste, which is supposed to be
02:05collected monthly, well, as we see here, it's not collected for the past three
02:12months. So we have rats, dogs. I don't know about that. The residents also
02:19voiced other maintenance issues, but one committee member tells TV6 News that
02:24while the majority of condos are mortgaged properties, many of the issues
02:29they face should be addressed by the HDC. However, the HDC has reportedly
02:34advised to the residents that the development is their responsibility.
02:39Buildings have not been paid for 20 years. They say we have to pay the
02:42buildings. It's over a quarter million to pay seven buildings. How are we raising
02:45all that funds? It's a lot on the residents. Even if they paid the fee, it
02:50would assist, but it wouldn't do all that is requested. We have roads, we
02:54have right now all the locker valves for all seven buildings. They're not
02:58working. In building one, when we first realized that the locker valve was not
03:02working, when they do review the locker valve, we realize water is seeping in
03:06from the mountains itself. That water never stops. Meantime, one resident is
03:11asking HDC to do an audit as to who's residing in the condos, as according to
03:17her, many of the current occupants are not leaseholders. TV6 News has
03:23contacted the HDC for a response to the issues raised. Renassa Cutting, TV6
03:29News. In an immediate response, the HDC says it is aware of the concerns raised
03:34by the residents of Almancourt, Mova, and advises that a road rehabilitation
03:39plan was scoped, tendered, and is to be awarded for the area. The HDC says as a
03:44result, the repairs will be completed during this fiscal year, subject to
03:48available resources. However, as it relates to the alleged structural issues,
03:53the HDC says they know the building has not structural cracks and the water
04:00behind the building, which is seen to be ponding, is due to rainfall, and in some
04:04cases, inadequate renovations by residents who made alterations to their
04:09units. The HDC says it must be noted that Almancourt is a mortgaged community,
04:14and as a result, residents are responsible.
