00:02:58and daughter, barbarism, right? So Rowley vows justice for Anika and dad, angered in online post

00:03:07at barbarism. So barbarism, that was the word used by Prime Minister Dr. Keith Rowley to describe

00:03:12the killing of five-year-old Anika Guerra by gunmen and an attack that also claimed the life

00:03:17of her father Enrico Guerra in Moruga on Tuesday night. Now, Anika was enrolled to begin classes

00:03:23in primary school next month. Her father was a well-known businessman and upstanding citizen

00:03:29in his community. In a social media post, Dr. Rowley described the killers as heartless

00:03:36perpetrators. He says, tonight I am shocked and angered at the barbarism that could result in

00:03:42violent criminal conduct with total disregard for human life in our country, which could see an adult

00:03:48with a firearm deliver several shots into the body of a five-year-old child. This and acts like these

00:03:55represent the worst of what we are and what we have produced. All right, so we are moving on.

00:08:27All right, so welcome back everyone. It's Friday. Yeah, it has been a week, a tough week. So take

00:08:33some time this weekend to spend some time with your family. That is very, very important in

00:08:38these times. So Trinidad and Tobago has crossed the 400 mark when it comes to murder for this

00:08:45period. This is more than what has occurred in the past five years. On the line this morning is

00:08:50Regional Strategic Security Consultant and former head of the National Operations Center, Gavin

00:08:56Hira. Mr. Hira, good morning and thank you for acceding to our request to speak this morning.

00:09:03As we look at the crime situation and a lot of things have happened over the past few weeks,

00:09:10not only what is occurring when it comes to crime, but a number of initiatives are being put in place

00:09:19by the TTPS and I'm sure other agencies to arrest the situation. But when you see a situation where

00:09:26we have now, I don't want to say the word achieved because achieved gives the impression

00:09:33that that is something good, right? But now that we have experienced more than 400 murders

00:09:41for this year and for this period alone, it is more than what has occurred in the past five years.

00:09:48What are these figures saying to you?

00:09:52Thanks again Marlon and it's always an honor to be considered to have this conversation,

00:09:57a very pleasant good morning to you and the team and to those who are streaming online

00:10:02and our viewers. Yes, it hits you hard and you know some of the sentiments echoed by

00:10:07the Honorable Prime Minister and other people really reflects how Trinidad and Tobago is

00:10:12feeling and you're quite correct it may not be achieved but it is a way we've reached

00:10:17you know 400 plus. There's been a significant shift in the atmosphere regarding crime and

00:10:23criminality and we are seeing that and look at what is happening in Tobago, we haven't even

00:10:29decided to have that conversation as yet and by reflection also many of our Caribbean islands. So

00:10:37one must not, yes we have to be concerned, yes there's tears and there's blood on the ground,

00:10:42Trinidad and Tobago we're suffering, we're seeing what's happening, but when you look

00:10:46back at it research led and geopolitically led, it's across the Caribbean islands and there has

00:10:53now been a sort of control by crime and criminality across the Caribbean islands and

00:10:59therefore we have to pay specific attention to what is happening to our area, our neck of the

00:11:04woods and many things like this happen in country, one would wonder then what are we doing now? You

00:11:10alluded to that there are a number of initiatives, I said it before and we had this conversation

00:11:14before, it is always good to have initiatives, it is always good to have some sort of direction but

00:11:20what is expected here in country is that we are facing crisis type scenarios regarding the

00:11:27homicides and the fear that is instilled into the hearts of our citizens and therefore if you are

00:11:33installing or implementing or instituting certain initiatives, you have to structure it into short,

00:11:39medium and long-term goals so as to bring results, so that you can bring back a semblance of safety

00:11:46and security within the citizenry. Well recently as you know the TTPS spoke about and this was

00:11:54following a meeting with the Prime Minister at that time, they spoke about more patrols and they

00:12:00spoke about this consistent presence of police officers on the nation's highways and byways and

00:12:09I think while it may be safe to say that we are or we have been seeing more patrols and so on but

00:12:16it doesn't change the fact Mr. Hira that we have been seeing still murders, robberies, we have been

00:12:25seeing home invasions and sometimes you get the impression that although you have this increase

00:12:32in security but the frequency at which these incidents is happening, it's unabated.

00:12:44You're quite correct. Increase in patrols high visibility is always what we call a deterrence

00:12:52factor in that if there are criminals planning to conduct a crime and there's police presence

00:12:57outside there, blue lights flashing, whatever patrol static setups, they will think twice

00:13:02and that happens. Sustaining such an operation and such a presence also takes a dent into the

00:13:09manpower and the morale of the police service but it is not the be-all and end-all of an initiative

00:13:15to reduce crime or reduce homicides or to treat with issues. I am hoping, let me ask because I

00:13:21didn't see it, I've been really busy, a lot of stuff I've been flashing past the desks for this entire

00:13:26week but was there a police conference or TTPS press brief conference on the scene, at the scene,

00:13:36in the area, in the sleepy fishing village of Moruga when this situation occurred because we're

00:13:41going to focus in a little bit on the gear ratio. Was there one because I missed it? No. No there

00:13:47wasn't and we have been seeing this over and over and this is not to tell the police how to do their

00:13:52jobs and full respect to Madam Commissioner and to all of the other executives because they have

00:13:57a good team outside, strong heads on their shoulders but we have to also shift in how we do business

00:14:02and crisis communications plays an integral role to policing. At one time with the National

00:14:09Operations Centre, there was a medium management system that was set up and I'm seeing the

00:14:14some of the facets, some of the architecture, some of the things that worked well with

00:14:19the National Operations Centre should be looked at now and be applied into this national

00:14:26approach to policing that once worked and that is part of that is the communication,

00:14:30the collaboration, the coordination and utilizing and the resources. Something like a crisis

00:14:36communication plan for instance needs to be in place and it's not always to knock yourself when

00:14:42you do the comparisons but we speak of an ability of a first world nation, we speak of

00:14:48making certain strategic decisions and putting ourselves on a map. We were just talking about

00:14:52Jareem and his capabilities outside the Trinidadian, the red, white and black in an

00:14:56international stage. We have to start to adopt these approaches when you look at some of what

00:15:00is happening. If something occurs in any one of the US states or the European states, you see a

00:15:04police presence on this scene and there's an opportunity for the journalists and then for

00:15:09the media to ask questions and you're answering them and you're providing a sort of we are on

00:15:13top of this and we're taking this thing further and there are people who speak specific to a crime

00:15:19a crime like that dictated such a plan. We didn't see that and everyone is talking

00:15:25about the whole extortion issue. I would like to speak about that after your comments Marlon.

00:15:32What does it say to you Mr. Hira because we have seen also on social media over the past

00:15:41few weeks, we have seen where incidents are really occurring in the presence of police

00:15:49officers. I believe it was the shooting or a shooting in the Arima area and you saw a video

00:15:56where there was a police vehicle stationed in a particular spot. You heard the gunshots, rapid

00:16:04gunshots, you heard them and you saw the police vehicle try to respond to what was happening

00:16:14but of course, well I shouldn't say of course, but the perpetrators were not arrested. But I'm just

00:16:21saying that some of these incidents are happening in the presence of police officers. What does that

00:16:27say about the psyche of the criminal today? Yeah, definitely. What it says is that we really don't

00:16:34care. What it is saying is that we don't even consider the police service as a threat to our

00:16:40crime, our criminality, our network, our enterprise. We just don't care about the police. That is what

00:16:46is happening. They have shown a blatant disregard for law enforcement. They've shown a blatant

00:16:50disregard for the police service in that and it's hard to say to the former law enforcement

00:16:57officer, one who would have led operations, who worked with the police, worked closely in

00:17:01national security, to have to see that because what you are seeing echoes a certain kind of

00:17:07feedback and you're quite correct. Outside of what we see in social media, you're seeing

00:17:12something like just coming up on a scene, crime is already committed, unable or perpetrators escape.

00:17:18You know, it doesn't send the right message. Now in all fairness, we are seeing an attempt by

00:17:24the police service as we saw recently after the home invasion in Freeport where there's a certain

00:17:30zero tolerance action and kudos to the police service for that because in certain

00:17:35factors, in certain sectors, you're seeing a sort of what I call commitment to respond.

00:17:43But more importantly, holistically, we have to sit back and recognize what is working and what is not

00:17:48working and definitely there is now a sort of we are in charge. Basically, that's what the

00:17:55citizen is seeing. The citizen is seeing the criminal telling national security, telling the

00:17:59police service, telling the defense force we are in charge. No, we're not all should be, as a matter

00:18:05of fact, it's open for dispute. It's alleged that they have corrupt police officers, they have

00:18:09corrupt members of the armed forces who are involved in gangs, who are being used in gangs at this

00:18:15point. That's a new thing that is starting to surface and the teams are seeing it. I'm hoping

00:18:19that the police service is seeing it where we have the involvement now of national security personnel

00:18:23with the gangs that they have infiltrated. That's a strong word to say but it's there.

00:18:28So I'm hoping that the intelligence tentacles are also seeing that and recognizing there's an

00:18:33infiltration of this whole gang thing. I stand as a position of opposing the fact that I'm not

00:18:42going to accept, nor speak, nor give credence to the gang culture as part of our social fabric.

00:18:47I'm not going to do that. The minute we start doing that, we accept and we embrace the fact that

00:18:51there's a gang culture and we're not doing that. So I'm saying there are no clear

00:18:57indicators that we have to recognize this thing is going to take a new approach, a different approach,

00:19:04a stronger approach, a more structured approach of tactical operations involved with good police

00:19:10leadership. And when I say police, it's not TTPS. I mean policing, law enforcement, embracing the

00:19:16skill sets that we have outside there, the technology that we have outside there, maximizing, as I said

00:19:20before, some of the low-hanging fruit and capabilities of what was once the National

00:19:25Operations Center and ensure that we can look at this thing from a national perspective.

00:19:31If you may permit me, Marlon, we had kidnappings in this country that threatened the country,

00:19:37threatened business people. They had to lock up their business places, leave. Some of them are

00:19:40still living away. Many people were under threat due to the fear of kidnapping. Recognizing that

00:19:48a specific system was set up through the Special Anti-Crime Unit and through the Anti-Kidnapping

00:19:52Unit of the Police Service, and the Special Anti-Crime Unit was formed to treat with

00:19:57kidnapping, to bring that thing down, because it was affecting Trinidad and Tobago. We started to

00:20:02leave. We were crumbling. We were fearful. If you remember, if you rewind the tape and remember

00:20:07that time when kidnappings were rampant, the extortion thing has started to show its head.

00:20:12It is a new trend in crime, where the criminal is recognizing easy money by instilling fear. It's

00:20:18almost terrorist activity, instilling fear to receive a reward. You know, that's what's happening,

00:20:23holding a state, holding a business enterprise, holding a merchant's role, and they are under threat.

00:20:29So if, for instance, Marlon and Garvin are a businessman, and we are faced with a text,

00:20:35or we are faced with a visit, as it's happening now, bold-facedly, or some sort of call, and now

00:20:41we are being extorted for money, you had to pay a tax, simple as it is, or we deal with it, you know.

00:20:47Who do I go to, Marlon? Who do I go to to report that? Who is trained, prepared, resourced,

00:20:56and ready to take that type of information to give me the confidentiality, to give me the trust

00:21:01in the system, to give me the insulation and the protection of my family and my property, myself,

00:21:07so that this can be addressed and investigated and dealt with? This whole thing that has thrown

00:21:14itself into the picture, this new trend of crime, extortion is a complex investigative thing. This

00:21:22is a thing that needs a certain type of approach, tactically, in order to bring a close and send a

00:21:27message, and investigational, because there's a certain type of investigation, maximizing

00:21:32technologies, and all of that stuff that comes together as a special team. So I am saying,

00:21:38before the horse bolts further, probably left already, I'm not sure, we need to consider the

00:21:44forming up of an anti-extortion team, or anti-extortion unit, with specially trained officers,

00:21:50and there's a skill set outside there. Who could treat with this thing? Because if I am faced with

00:21:55a threat right now, I don't know, and I could be wrong. Police service have not communicated it.

00:22:02I haven't heard. Who do I go to? Do I go to the normal divisional police station and speak to

00:22:06the corporal behind the desk? Is he ready to deal with this? How preserved and insulated is that

00:22:14specific dialogue and that communication to offer me the confidentiality, offer me the trust, and

00:22:19offer me the confidence that you're going to deal with this? Or are we going to continue to face

00:22:24situations that we faced in Moruga? Speak to the issue as to what has been happening, re-crime in

00:22:30Tobago. Yeah, well, definitely now, the whole thing with the crime in Tobago has shown that there is

00:22:39now an establishment of the gang issue in Tobago, and it was argued that Trinidadians are coming up

00:22:45into Tobago to conduct these crimes. And I'm saying, don't bury your head in the sand, because

00:22:49Tobagoans are also involved. Tobagoans have been recruited. So we have now what you call a presence,

00:22:55a representation of gang activity in Tobago, stupidly, for lanes and streets and corners and

00:23:04borders. And that is something that now should worry the whole issue regarding governance in

00:23:10Tobago and how we do business, because it's a small group of people that now has the island

00:23:15under threat, and it's an issue that's going to affect economically our issues in Tobago, because

00:23:19outside of the domestic tourism of Trinidadians trying to go up there and have a couple days,

00:23:24the international system is looking in. And there was the tourism aspect of Tobago was the

00:23:30breadbasket. And when the international system looks in and starts getting second thoughts,

00:23:34that is an issue. So I'm hoping that we're paying attention to that. But more importantly,

00:23:38how are these guns landing on the ground in Tobago? How are high-powered weapons now in the hands of

00:23:4415 and 16-year-olds in Tobago? How did that happen? Where is that coming from?

00:23:48We have to recognize, and I'm speaking directly to national security this morning,

00:23:52that there needs to be a border control management focus for Tobago, probably establishing a Tobago

00:24:00coastal surveillance radar center itself for Tobago, maximizing what exists in Trinidad,

00:24:06but utilizing it as a big brother to a system in Tobago that can hold the borders down,

00:24:11and there should be a capability of response. Because if you have detection without response,

00:24:18you have nothing. All you're going to have is stats and reports indicating what we saw

00:24:21and when they came in. So they have to be now a consideration of equipping and utilizing the

00:24:27technology, but having a good, strong response. That is not in place yet. So therefore,

00:24:33guns are coming across, whether it be legally or illegally, onto the ground in Tobago,

00:24:37getting into the hands of representation of gang activity in Trinidad and Tobago, and it now has

00:24:42the small little peaceful isle of Tobago under threat. Look what happened in Calder Hall

00:24:47recently, a drive-by shooting, and that is, you know, reprisal issues that are taking place.

00:24:52So there's a control factor that is happening with that activity in Tobago, and it's a

00:24:57fair factor. It's affecting the citizenry, and we are not feeling safe.

00:25:01Let's speak about an appointment that would have been made some weeks ago, and I speak about the

00:25:08appointment of the Minister in the Ministry of National Security, Mr. Keith Scotland. At that

00:25:15time, Mr. Hira, the Prime Minister, laid out certain responsibilities for Mr. Scotland. Of

00:25:22course, Mr. Scotland has met with stakeholders here, and he has met, and he has even engaged

00:25:29in walkabouts in Tobago. Is it too soon to assess how that new office has been working?

00:25:42Well, we have to assess based on what we are seeing and hearing, and in the phased development,

00:25:47and I know Minister Scotland, you know, Senior Counsel, to be a man with a good head on the

00:25:52shoulders, to be quite truthful, he understands this thing. He has taken the right approach by

00:25:57meeting all of these stakeholders, and he's just not meeting only for, okay, I met with you. He's

00:26:01meeting, and he's making commitments, and he's setting timelines, and this is what I was impressed

00:26:05with. I happened to be in the same forum with him at the Shogun's business chamber, and he gave a

00:26:11commitment, and that commitment that he gave was not speaking from a minister's perspective. That

00:26:17commitment that he gave to the Shogun's business fraternity was because he had experienced a

00:26:23scenario concerning extortion and threat as a practicing lawyer, and his client, he spoke

00:26:30of that experience, and he spoke of what took place, and we recognized in what he was saying

00:26:35a sort of passion as to we have to deal with this, and it was not I'm coming to try and bring

00:26:40a plan to you guys. It is I want to hear from you so that we could design something that is applicable

00:26:44to your domain, and that's a good approach. So, looking at results now is going to be a bit

00:26:51difficult because results are not yet coming in, but if we are to assess on his approach, I think

00:26:57he's off on the right footing. I would have advised earlier, and I do advise again, and I'm thanking

00:27:02you for the opportunity to report so to do, that he needs to surround himself with a strategic

00:27:08advisory team. That is a model that is used internationally, and the strategic advisory team

00:27:13must have an expertise in specific areas, even media management, and utilize this team to be able

00:27:20to guide the process of addressing some of the issues. The diagnostics are always good. The

00:27:26interventions are applaudable, but the implementation, that strategic advisory team must be able to drill

00:27:33it into the implementation. Look at pilot projects. Look at what is known as phase development, short,

00:27:39medium, long term. Set timelines. Set goals, and hold people accountable. So, I'm hoping that he's

00:27:45taking that sort of project governance approach to his new portfolio, and we will wait and see,

00:27:52but it's difficult to assess by results or evaluate by results, but I can assess by what I'm

00:27:57seeing, a pattern and an approach, and I think he's on the right foot. All right, Mr. Hira, please stay

00:28:02with us for a few more minutes. I won't detain you much longer, but we must go to a very short break.

00:30:40All right, so welcome back everyone. So we are continuing our discussion on the crime situation

00:31:00in Trinidad and Tomego with Gavin Hira. Mr. Hira, thank you very much for staying with us.

00:31:06Mr. Hira, I just want to touch on the statement of the Prime Minister of yesterday. He says,

00:31:12as we continue to provide alternatives in very many ways, hoping to encourage a human and humane

00:31:19response, we will also relentlessly pursue those who so wantonly assault our safety and security.

00:31:28He says, our national efforts must not waver, but heartless perpetrators will be identified

00:31:33and justice will be served towards the end of eliminating the scourge from our country.

00:31:40What do you think about the Prime Minister's statement here? And I put it in the context that

00:31:45things have happened in the past and we did get similar statements, not only from the Prime

00:31:52Minister, but I suspect from other ministers. And I suspect people may say, well, we have heard

00:32:00this sort of message before and we have not seen the required results.

00:32:07Yeah, well, in all fairness, we are in a politically charged atmosphere and you will hear

00:32:13utterances from the Prime Ministers, the ministers, the opposition, all of the politicians,

00:32:18and it is expected that we hear certain type of utterances. What is more important is that

00:32:24these utterances are backed up with certain type of actions. We as a country, we are visually

00:32:29stimulated. So Trinidadians, Trinbegonians, we want to see, okay, based on what I have said,

00:32:36this is what has happened. Based on what I have promised, this is what has been delivered. Based

00:32:40on what I have directed, this is the actions that has followed. And then therefore, it is now very,

00:32:45very important based on what the Prime Minister would have said, because he's the Prime Minister

00:32:49and when he speaks or when anybody speaks right now, Trinidad and Tobago, we speak in a global

00:32:55sense. We speak into a global mic. We no longer speak into a local system. So the world is

00:32:59watching and it is very, very important. But I think what is more important, and there should

00:33:04have been an encouragement from him. And I mean, he's tried on more than one occasion. The Minister

00:33:10himself has done that. But we need to see that reconnection into giving the confidence to the

00:33:17citizens that you can come and you can speak out and you can bring information and it will be acted

00:33:22upon. Because that has been said before, but it hasn't been supported with the confidence. It

00:33:27hasn't been supported with the confidentiality. I heard someone speak with regard to this situation

00:33:34in Moruga. And the person echoed that the entire business fraternity is paying tax. They even went

00:33:41on to say that all of the contractors on the road right now is paying tax and everybody know,

00:33:45how come the police don't know? That was the utterance of the person. And therefore, what I

00:33:51am saying is that if we have information that can assist law enforcement in order to solve crime,

00:33:58reduce crime, bring perpetrators before the courts or incarcerate them, then we need to be able to

00:34:05have a confidential platform avenue that we can do that. One that we have the confidence that what

00:34:11we bring forward is going to be acted upon or we don't become a victim now because we passed

00:34:16information. And this is where the rubber hits the road. We have to be very, very, very, what I'll call

00:34:25intimate now in how we manage this. Because there are people outside there, there are communities

00:34:29outside, they want to speak, they want to say something, but they're held under threat by fear

00:34:34of these criminals. And they are not confident that the police service is going to give them

00:34:41the law enforcement protect themselves sort of umbrella. And that is an issue for Minister

00:34:46Scotland, Minister Hines, the Prime Minister, the National Security Council, even those on the

00:34:52other side who are trying to assume office. We have to be able to have such a plan that you can

00:34:59insulate these people and protect them when they're bringing that information. I don't think

00:35:04Trinidad and Tobago is there yet. And that's why we are having this issue, people. And I'm not going

00:35:08to come forward and talk. I'm not going to say what I see. I'm going to stay in my car. I'm going

00:35:11to keep looking forward. I know who is doing it. Not to say that I don't know. I know who's calling

00:35:16the shot, but I keep it not to myself because self-preservation, my children, myself, my property,

00:35:21I'm not going to do it because I'm not sure whether the police service is ready to treat

00:35:26with that. I'm not sure how. The same example we drew there just now of how and where do I report

00:35:32this? Do I call anonymously and it's taken and how is it acted upon? That has been in place,

00:35:39but has it been helping? So, we have to design new methods in order to do this. And these are

00:35:43some of the directives that needs to come out of our political platforms. Yeah. Gavin Hira,

00:41:14he's here with us this morning to speak about

00:41:16A Gala for Greater, the Mayor's Charity Gala,

00:41:19and how this falls in line with his vision

00:41:22and plans for the capital.

00:41:24Mayor, thank you very much for coming this morning.

00:41:26Thank you very much, Marlon, for having me,

00:41:28and good morning to all of your viewers.

00:41:29Yeah, well, Mayor, let's speak about A Gala for Greater.

00:41:34Let's talk about this theme of the Mayor's Charity Gala.

00:41:39Oh, certainly, so that we are hosting next Friday,

00:41:42August 30th, the night before the holiday,

00:41:46the Mayor's Charity Gala.

00:41:47A lot of people know the city for a lot of the goods

00:41:51and services that we provide that you see.

00:41:53We do street sweeping, we do garbage collection,

00:41:56we maintain all of the parks and the squares,

00:41:58they know us for that work.

00:42:00But there's a lot of social service work that we provide,

00:42:03particularly through the different councillors

00:42:06that we have in the city.

00:42:07There are 12 electoral districts, so we have 12 councillors

00:42:11and all of the councillors live in their community.

00:42:14So people visit them at home, people go to their offices

00:42:17and they have different issues that they come

00:42:20to the councillors for support.

00:42:22And this gala is an opportunity for us to generate

00:42:25some of the resources that we need to provide that support

00:42:28to people in the community.

00:42:29We're really targeting a few key areas this year.

00:42:33The first area is to help with the socially displaced.

00:42:37I know that's been one of the topics

00:42:39that people have been speaking about all the time,

00:42:41and we've been working very diligently with,

00:42:44we're sitting on a committee at the Ministry

00:42:47of Social Development and Family Services.

00:42:49That committee is chaired by Senator,

00:42:52the Honorable Donna Cox, and at the appropriate time,

00:42:55Minister Cox will come to the public and speak

00:42:58about the initiatives that we're about to roll out.

00:43:01So this gala is an opportunity for us to raise some funds,

00:43:04to provide some of those services to the socially displaced.

00:43:07We also have a very keen interest in preserving our legacy.

00:43:11A few months ago, I laid a wreath at the cenotaph

00:43:16at Memorial Park, that big thing in the middle of the park.

00:43:19That was actually erected by the council 100 years ago.

00:43:24So we just celebrated the 100th anniversary of that memorial

00:43:27to those who lost their lives in the Great War,

00:43:30what we now call World War I.

00:43:32And we also have another milestone coming up

00:43:35in about two years' time.

00:43:37The fountain at Woodford Square was erected by the council,

00:43:42the then Borough Council, we weren't a city as yet.

00:43:45It was erected by the council in 1866,

00:43:48so that we want to restore that fountain,

00:43:51we want to provide services to the socially displaced,

00:43:55we want to be able to provide that support to young people.

00:43:59This week has been a pretty busy week for me.

00:44:02I had three different summer camps come

00:44:04to visit the city hall and visit my office.

00:44:07And it's important for us to be able

00:44:09to make ourselves available to all of those young people,

00:44:12let them know the kind of work that we do,

00:44:14get them encouraged to participate

00:44:16in some sort of civic activity.

00:44:18And this charity gala gives us an opportunity

00:44:21to support all of that work.

00:44:22Yeah.

00:44:23Let's speak about the socially displaced,

00:44:25because these funds are also being raised

00:44:30to go into that direction.

00:44:31Certainly.

00:44:32There has been a criticism, Mayor, even before your time,

00:44:36and a number of mayors have had to deal

00:44:40with that problem in Port of Spain.

00:44:43I don't know that any mayor really got the results

00:44:47that they wanted as it relates to the socially displaced,

00:44:50but can you tell us this morning

00:44:52that the situation is actively engaging you as mayor,

00:44:58and also your executive, as it were,

00:45:03to find a solution to that in Port of Spain?

00:45:06So it's definitely engaging myself

00:45:09and my fellow members of council.

00:45:12The responsibility really squarely lies

00:45:14with the Ministry of Social Development and Family Services.

00:45:17We have an important role to play in that work.

00:45:20Last September, I think it was,

00:45:23I participated in the sod turning ceremony

00:45:26for the new assessment center at South Quay.

00:45:28So that project is ongoing,

00:45:31and it is due to come on stream in the not too distant future.

00:45:34What we want to do through this gala

00:45:36is generate some funds so that in the interim,

00:45:39we could continue to provide services,

00:45:40and we could continue to play the role that we can play.

00:45:43And it's not a responsibility only for one agency.

00:45:46It requires a multi-agency approach,

00:45:49and we are making sure that we carry our weight.

00:45:52Yeah, let's talk a little bit about the children's homes,

00:45:55because I know that funds are also going

00:45:57into the direction of the children's homes.

00:45:59So that, again, social services.

00:46:02So, as I said at the beginning of the interview,

00:46:05a lot of people know we work for street sweeping and so on.

00:46:08But there are a lot of other needs that people have.

00:46:11We don't just need physical infrastructure.

00:46:14We don't just need the environment.

00:46:15We also have social needs.

00:46:17And so there are different agencies that provide those services.

00:46:21What we don't want to, as a city,

00:46:24open 10 or 20 different homes.

00:46:27There are other agencies that are already doing that work,

00:46:29other NGOs, other CBOs.

00:46:32So we want to make sure that we can support them however we can.

00:46:35One of the ways that we can support them

00:46:37is by helping them with some fundraising

00:46:40so that this gala is an opportunity for us to do that.

00:46:42Yeah, and we will give our mayor, our viewers,

00:46:48all of the information concerning the gala.

00:46:51How do they purchase tickets and so on.

00:46:54But mayor, let's look at your,

00:46:56the overall vision for Port of Spain.

00:47:00How do you see Port of Spain?

00:47:02And what are some of the things

00:47:03that you'd like to do in Port of Spain?

00:47:04We all know the challenges, you know, mayor.

00:47:06I think that all of us would love to see a safe Port of Spain,

00:47:11a clean Port of Spain,

00:47:14a Port of Spain that is booming with activity

00:47:17in every aspect, business and otherwise.

00:47:20What's your vision for Port of Spain?

00:47:23Port of Spain is my home.

00:47:25So I grew up in Tonga.

00:47:26I, all of my schooling I did here in Port of Spain.

00:47:30And I live in Port of Spain still

00:47:33so that I want to continue to see the city grow,

00:47:37continue to develop

00:47:38so that I could raise children in the city as well.

00:47:42Our vision for the city really begins

00:47:45with improved delivery of primary services.

00:47:48A lot of that, what do we mean by primary services?

00:47:50We mean our street sweeping work,

00:47:53our sanitation work, so garbage collection,

00:47:57our road patching work.

00:47:58Councilor Sylvester is responsible on behalf of the council

00:48:02for overseeing that project.

00:48:03And so she has been working diligently throughout the year

00:48:07with the reforms that we're doing in the city.

00:48:10And that is the work that I think is what,

00:48:13really what the public cares about the most.

00:48:15And a lot of the other services that we provide,

00:48:18most of the public does not interact with it,

00:48:20whether it's with the building inspectorate

00:48:22or with some parts of the public health inspectorate.

00:48:26Improved delivery of primary services is the key.

00:48:28And in order to support that,

00:48:30we're doing some internal reforms that they don't,

00:48:34it won't attract a lot of attention,

00:48:37but people feel the impact of it

00:48:38as those reforms come to fruition.

00:48:40Yeah.

00:48:41How are you all dealing with the issue

00:48:42of flooding in Port of Spain?

00:48:44So we are working along with the Ministry of Works

00:48:47and Transport just last week.

00:48:49We had a meeting with Senator,

00:48:50the Honorable Rohan Sinanan and his technical team.

00:48:54We met and discussed some of the approaches

00:48:56that we have to take.

00:48:58And we have committed to continuing to work

00:49:01alongside the ministry,

00:49:02in particular with the drainage division

00:49:04in addressing that issue.

00:49:05There's some work that we have to do internally.

00:49:08In the city, there's some work that the ministry has to do

00:49:11and they are doing,

00:49:12and we'll continue to address the issue.

00:49:14Yeah.

00:49:15All right.

00:49:15So Mayor, so how, let's get back to the gala.

00:49:20I know, let's talk about the components of the gala,

00:49:23some of the special guests and performances and so on.

00:49:27Oh, so you can look out for, I mean,

00:49:30you're getting everything.

00:49:31Yeah.

00:49:32So we have St. Margaret's Boys Steel Orchestra.

00:49:35They are back to back to back

00:49:37primary school panorama winners.

00:49:39If you follow anything about pan,

00:49:41then you're very familiar with St. Margaret's.

00:49:43We also have Vonit Bigford and her quartet.

00:49:46They will be performing live.

00:49:48And to top it all off,

00:49:50we have the National Philharmonic Orchestra.

00:49:53So you can expect exquisite entertainment.

00:49:55You can expect really fine ambience.

00:49:57It's taking place at the Napa Hotel.

00:50:00Most people don't know that there's a hotel at Napa.

00:50:02Napa's made up of three different parts.

00:50:04There's the Lord Kitchener Auditorium

00:50:06that we're all familiar with.

00:50:08UTT has a campus there

00:50:09where they have their fine arts program,

00:50:11and there's also the Napa Hotel.

00:50:13So we'll be hosting it at the Napa Hotel,

00:50:15St. Margaret's Boys Steel Orchestra,

00:50:17Vonit Bigford and her quartet,

00:50:19the National Philharmonic Orchestra.

00:50:21It's an evening for you to come out

00:50:23and make a contribution.

00:51:15facing Port of Spain.

00:51:16We spoke about your vision,

00:51:18things that you want to do

00:51:19and that should be done in Port of Spain.

00:51:21So talk about the participation of everyone

00:51:25towards this vision and goal for Port of Spain.

00:51:27I think it really comes down to something as simple

00:51:32as when you finish drinking,

00:51:34you're eating your snow cone

00:51:35or drinking your bottle of water,

00:51:38just don't throw the rubbish on the street.

00:51:42That's the easiest thing that anybody could do.

00:51:44Just simply don't throw your rubbish on the street

00:51:47and that will be one of the most significant ways

00:51:51that people can support the redevelopment of the city.

00:51:54Yeah.

00:51:54Just simply by being a little bit cleaner yourself.

00:51:57How important is it for residents

00:51:58to be a part of these charitable efforts?

00:52:01Oh, of course.

00:52:02I mean, this is their home.

00:52:04So that we met last week with residents in Woodbrook.

00:52:08I'm meeting next week with residents

00:52:11that live along Cipriani Boulevard

00:52:13and surrounding areas.

00:52:14And in the coming months,

00:52:16we'll continue to roll out more town hall meetings

00:52:19with the different communities

00:52:21so that we can be assured

00:52:24of what the specific issues in the communities are.

00:52:26So as we roll out our reforms

00:52:29that we're targeting the needs of the residents

00:52:31and making sure that nobody is left out.

00:52:34Yeah.

00:52:35Mayor, anything else you'd like to tell us

00:53:03through their counselors, through City Hall.

00:53:07and making their contributions in whatever way they can.

00:53:13we're willing to accept it.

00:53:14All of those funds are public funds.

00:53:17They are all governed by the rules,

00:53:19the very strict rules governing public money.

00:53:22And we're looking forward to hosting everybody next Friday

00:53:29to having a good time for charity,

00:53:30good time raising funds,

00:53:31and a good time supporting the development of the city.

01:06:40So how do I, I mean, you do so many things.

01:06:51How do you see yourself?

01:06:54I like the term creative director.

01:06:56Yeah.

01:06:57Yeah, I'm more stick to that term, that terminology.

01:07:00So yeah, just simple creative director

01:07:03because it kind of covers everything

01:07:05under the creative umbrella,

01:07:07especially when it comes to entertainment.

01:07:09So creative director is a good term.

01:07:11Yeah, but what is also amazing

01:07:15with people such as you, Rodel,

01:07:19is that you have really,

01:07:22or you all are going where young people

01:07:25like you have not gone before.

01:07:28Back in my time,

01:07:29when I was trying to get involved in the media,

01:07:33well, you didn't have social media at that time.

01:07:35Right.

01:07:36You didn't have it, right?

01:07:37I guess I'm telling you my age this morning,

01:07:39but you didn't have that option.

01:07:41But now you all are creating your own opportunities, right?

01:07:47So you don't have to wait on people anymore.

01:07:50Let's speak a little bit about that.

01:07:52Speak about the viability of this sector

01:07:56and your entrepreneurship.

01:07:59And let's talk about business in general.

01:08:02Okay, well, I mean, I've been in the social media

01:08:05over the past 10 years or so, probably since 2014, 15.

01:08:10And the landscape always changes

01:08:12when the social media is never stagnant,

01:08:15but it's filled with opportunity.

01:08:18It is filled.

01:08:18To me, sky's the limit.

01:08:20As a business owner, as a creative, as an artiste,

01:08:25there's no limitations.

01:08:26You could only put a cap on what you're doing

01:08:29if you're so pleased.

01:08:30But overall, there's no sort of limit.

01:08:33And you're seeing a lot of creatives now.

01:08:35They are creative,

01:08:37but they also have a business head as well.

01:08:40So a lot of young, upcoming influencers,

01:08:45they have, yes, they have their social media pages,

01:08:48and they get creative with it as well.

01:08:50But they also have their coffee shops, their ice cream shops.

01:08:55They have their products that they're selling.

01:08:56So it works hand in hand.

01:08:58So for me now, business owners also need

01:09:01to kind of dabble in the creativity.

01:09:04It's not the traditional way now

01:09:05where you just do an ad, and you put it on TV,

01:09:11and you pay hundreds of thousands of dollars for it.

01:09:13No, social media is a different world.

01:09:16You could literally get an ad done free,

01:09:18and within the space of a month, or even less,

01:09:22you could get millions of followers

01:09:25actually buying into your products and services.

01:09:27So being creative in this day and age

01:09:31is something that not only creatives like myself

01:09:34need to dabble in, but I believe business owners

01:09:36should also tap into that as well.

01:09:38Yeah.

01:09:39And what we are seeing here,

01:09:41it's really the many faces of Rodel, eh?

01:09:44Right, yeah.

01:09:45Do we have the audio?

01:09:49So, you see, I think that sometimes,

01:09:55Rudy, that people, let's talk about your journey.

01:10:00Because I think when I look at the journey

01:10:03of some of our young people who are on social media now,

01:10:07it kind of reminds me of my journey.

01:10:10Right.

01:10:11And you'll tell me if it is similar.

01:10:13Because when I was going to school,

01:10:15I was seen as talkative, I was seen as playful,

01:10:21I was seen as different.

01:10:24I mean, you should see my report book.

01:10:27He's talkative, he's loquacious.

01:10:29It's the first time I've seen something like that,

01:10:32loquacious.

01:10:33Right?

01:10:34And we were seen as troublemakers, right?

01:10:36I was the class clown.

01:10:37You see?

01:10:38I was known as the class clown,

01:10:39the one that makes everybody laugh and disrupt the class.

01:10:44But, I mean, one of the days that is looked

01:10:48and frowned upon, you know?

01:10:50Because a lot of creatives came out from that era

01:10:57of, oh my gosh, he's talked so much,

01:10:59and parents, teachers meet him every week

01:11:01because, you know, he gets cast up yapping,

01:11:03but now you have platforms

01:11:04where people are yapping every single day.

01:11:06Yeah.

01:11:07You know?

01:11:08So, I mean, once you have built an audience

01:11:12filled with integrity,

01:11:14and you're following your passion and your purpose,

01:11:17and there's no, how to put it, boy?

01:11:22Basically, you're not faking it then.

01:11:23Yeah.

01:11:24Because I've been able to stay in this

01:11:27for this period of time,

01:11:28and have this sort of longevity

01:11:31because I am passionate about what I am doing.

01:11:33You know, creativity is something that

01:11:35you can't fake it for too long.

01:11:38Yeah.

01:11:38You know, the videos that I do,

01:11:40I put a lot of thought,

01:11:41there's a lot of work behind the scenes

01:11:43that go into making all these sketches

01:11:45and these relatable sketches.

01:11:48So, you have to be genuinely yourself

01:11:52when you're doing these things.

01:11:53But I think that finally, that the troublemakers,

01:11:58the talkative ones,

01:12:01the class clowns,

01:12:02I think that,

01:12:04and I can't remember which comedian would have said that,

01:12:09but even comedy is a serious business, you know?

01:12:12Yeah, of course.

01:12:14One person who always used to say that to me

01:12:16is Nikki Crosby.

01:12:17Yeah.

01:12:18You know, Nikki Crosby,

01:12:19that was her WhatsApp status for a while.

01:12:22People only look, or they're only previewed

01:12:26to when you put content out there.

01:12:29You know, sometimes you might do a minute video

01:12:32and put it out there,

01:12:33and people think there's a minute it takes to make it.

01:12:36Sometimes a minute video could take three, four hours

01:12:39to complete, even two days,

01:12:40according to exactly what you're trying to accomplish.

01:12:43So, there's a lot of work and seriousness

01:12:47that goes on behind the scenes

01:12:49before funny content is put out there.

01:12:52Yeah.

01:12:52And we, as creatives,

01:12:56we like to push the limits a little bit.

01:12:58So, even though I do, you know, relatable content

01:13:02with family members and relationships and these things,

01:13:06you know, we want to dive into politics

01:13:08and things that are affecting the economy

01:13:11and these sort of things.

01:13:12So, you're seeing a lot of creatives now

01:13:14pushing the limitations as to where their conversations

01:13:18could go within their content.

01:13:20Yeah.

01:13:21And that is really good as well.

01:13:22And I was going to ask you what inspires you,

01:13:25but I know other artists and artists will tell you

01:13:29it's really life, you know, what you're seeing every day.

01:13:31Yeah, yeah, yeah.

01:13:32I am an observer.

01:13:35So, I pay attention to details.

01:13:40Even if it's outside in nature, you know,

01:13:43I can grab content from an ant walking on a wall

01:13:48and you can build content from that.

01:13:50I recently started back planting in my garden.

01:13:53You know, I plant a little shawarma here,

01:13:55a little potato there, thing, thing, thing.

01:13:57But there's content everywhere.

01:13:59You know, I could go home today

01:14:01and do a video from this interview.

01:14:05That is what is frightening.

01:15:06You know, Flicky is also a little bit of my sister as well.

01:15:11Miss Janice is 100% my grandmother.

01:15:21Wetty was like the first character I ever did.

01:15:23And I think every Trinidadian man

01:15:26or Caribbean man could relate a little bit to Wetty.

01:15:31and he is in love with his woman

01:15:35to the point where it could be of his demise, you know?

01:15:38Yeah, but she always has an attitude, boy.

01:15:40Right, true.

01:15:41She always vex.

01:15:44I have a favorite character, you know?

01:15:46And the character, I believe it,

01:15:48he is called Arayde.

01:16:09and his name was Sick.

01:16:13and make a dollar or euros or something to sell

01:16:15and sell things.

01:16:16And I must say, after I did the character,

01:16:19I realized, well, wait, no.

01:16:20In my subconscious, that was a bit of him as well,

01:16:25because that was our interaction.

01:16:26I would have had, you know,

01:16:28growing up in Petey Valley,

01:16:30and yeah, every single character

01:16:33just has a little tiny bit of someone's personality

01:16:36that I would have come across within my journey.

01:16:38But what is interesting about Arayde

01:16:41is his language, his vocabulary.

01:16:44Yeah, he's an intellect.

01:16:45He's an intellect.

01:16:46He's very articulate with his words.

01:16:47Yeah.

01:16:48But even though he doesn't wear a shirt and tie,

01:16:51and he's considered the neighborhood,

01:16:55how to put it, the neighborhood sprangler,

01:16:57or piper.

01:16:59He's very, very intelligent,

01:17:00and you wouldn't believe,

01:17:01in a lot of neighborhoods,

01:17:03there are people exactly like that.

01:17:10but they're extremely intelligent.

01:29:11is Guyana Amazon warrior player, Ashmini Munesar.

01:29:16Now Ashmini's career is just beginning to take off.

01:29:19She played the first of her four women's internationals for the West Indies women's team in June 2023

01:29:26and this is her second year playing in the women's CPL.

01:29:29However, she only made her debut on Wednesday night against the Barbados Royals in the opening

01:29:35game of this year's WCPL.

01:29:38Good morning Ashmini.

01:29:40Yes.

01:29:41Well Ashmini, thank you very much for joining us this morning.

01:29:45How was that experience at the Brian Lauer Cricket Academy a few days ago?

01:29:51What was it like for you?

01:29:55It was a very great experience.

01:29:59I was really looking forward to my debut.

01:30:03There were some nerves there, but it was just getting over it and getting into the game

01:30:08and just doing well.

01:30:10Yeah.

01:30:11And what was the experience like being a part of a team with experienced players?

01:30:19I'm sure in some cases, household names, international players.

01:30:25I mean, you being a young player, what was that experience like for you?

01:30:31Well, it was kind of growing on me because last year I sort of had that experience with

01:30:39most of the players from last year coming back into this year.

01:30:42So I kind of knew them coming into this year.

01:30:45And so it's a great experience having international players and household names to work with because

01:30:51you can learn so much from them and better your game.

01:30:55And you know, what is it like also for a young player playing before such a large crowd?

01:31:06You do have the situation where matches are going to be broadcast on the world stage.

01:31:16How do you prepare yourself mentally to perform well physically in the game?

01:31:24Well, I perform well, sorry, I prepare mentally the same way every game.

01:31:32So I would just tell myself where we're playing, assume the crowd, because obviously, you know,

01:31:39different teams, different crowds.

01:31:41And so it's just about going out there and focusing on yourself and your game and not

01:31:47the crowd.

01:31:48That's something that for me, I just block out.

01:31:51And until everything's finished, until the game is finished, then I can get back to that.

01:31:56Yeah.

01:31:57What can we look forward to, you think, from the Guyana-Amazon Warriors this time around?

01:32:06Well, we do know that we have a game today and are coming up against the Trinidad team.

01:32:15We've seen that they lost their game also last night.

01:32:18So it's just a case where we'll have to try our best to get points into this competition.

01:32:24Yeah.

01:32:26Let's talk a little bit about you, Ashmini, because over the past few days, we've been

01:32:31trying to expose the WCPL players, really, to members of the public so that they can

01:32:39get familiar with them, so that when they come down to the Brian Lara Cricket Academy,

01:32:45they know who they are looking at.

01:32:49But let's talk a little bit about your journey into cricket.

01:32:54When did this journey begin for you?

01:32:58My journey as in overall everything?

01:33:00Yes, yes, in cricket.

01:33:02Okay, so I used to just play cricket around the tender age of five or six in my yard.

01:33:10My neighbor, he played for the Guyana on the 19th, and most of the times he would be playing

01:33:15and then I would just join in with him.

01:33:18And then I started playing cricket at school, and then that's where I made our intercompany

01:33:23team, and then it just started from there and just kept going.

01:33:29Yeah.

01:33:30Is there a particular aspect of the game that you enjoy the most?

01:33:35Is it batting?

01:33:36Is it bowling?

01:33:37Is it fielding?

01:33:39What do you enjoy most about the game?

01:33:43Is it everything?

01:33:44I love everything about cricket.

01:33:47Yeah.

01:33:48I can't choose one, sorry.

01:33:51Have you been, Rhi, the WCPL, have you been working on anything particular as it relates

01:34:01to improving your game?

01:34:03Yeah, I think as a player, you try to improve in every way and every day.

01:34:10So for me, it's just about adapting to the pitches and the various conditions at the

01:34:16set time and not thinking ahead of anything.

01:34:19Yeah.

01:34:20How do you deal with a situation where some of your, because we did speak about some of

01:34:26the personalities that may be on your team, but how do you deal with larger than life

01:34:35personalities on the other teams?

01:34:38Because in some cases, there is a level of traction, a level of exposure when it comes

01:34:47to the more experienced players in the game.

01:34:53So how do you deal with looking at an experienced player on the field who may be a household

01:35:02name and who is doing great things on the international scene?

01:35:07So when you have to go up against such an individual, how is that for you?

01:35:13Well, like I said earlier, it's just about looking at them, learning about them and learning

01:35:17from them.

01:35:18So as a young player, for me, I try, especially going up against them, you try your best to

01:35:25not, how should I put this, to not be as nervous because when you're nervous against big players

01:35:33and in big situations, you tend to not do well.

01:35:37So for me, it's not about the name or anything like that, you just put that aside and just

01:35:41play cricket.

01:35:42Yeah.

01:35:43And I suspect in the game, everyone is on the same playing field, as it were, Ashmini.

01:35:56I want to speak a little bit about, let's talk about the fan base now, because I think

01:36:02that the fan base in the WCPL, it's growing, yeah?

01:36:08Unfortunately, sometimes I think that fans compare the women's game to the men's game.

01:36:17I want to speak a little bit about the excitement of the women's game and the passion and the

01:36:26experience that you and your colleagues who are part of the CPL, let's talk about that,

01:36:34about the passion and the excitement as it relates to these games that are going to be

01:36:39played or are already being played at the Brian Lara Cricket Academy.

01:36:44Well, I think the way that women's cricket has been growing, I think it's really great

01:36:52for women and the general public because we've seen how people really love watching CPL and

01:36:59we know that it's the biggest party in sports and we know how countries and teams come out

01:37:05to support the men's and it's really great to see, well, this is just the third year

01:37:12for the women and people actually coming out and supporting us, but it's also shown how

01:37:17much it has grown and I think as players, we generally really appreciate it.

01:37:23Yeah.

01:37:24And I want to speak about the players now.

01:37:25Let's speak about the experience of some of these players.

01:37:30Let's speak about how good some of these players are because I think that sometimes, again,

01:37:36unfortunately, fans may feel, well, you know, when compared to the men, you know, the standard

01:37:44may be a little different.

01:37:46Let's speak about the standard and the experience of the WCPL players.

01:37:54Well, I think the case where you said that fans may not be aware of these is because,

01:38:01well, we've only, like, I feel like for the Caribbean, some fans are only exposed to female

01:38:09cricket as of lately because of CPL.

01:38:12So they're not aware of what these players were doing previously, hence why they would

01:38:17say all these things or compare them.
