00:00:56Well then maybe we would not be experiencing what we are experiencing today

00:01:33With two boys who reportedly ran away from the Rainbow Rescue Home in Maraval on August 3rd
00:01:37Jackson claimed the children arrived yesterday at her Port of Spain office cold and hungry
00:01:43And flooded out, saving appliances, father and son Satnarayan Wright and Kendall Singh
00:01:48Remove a stove from their Second Street home at Bamboo Settlement No. 3
00:01:52After it was flooded out by heavy showers yesterday
00:01:56Let's go to the back page, I believe this story continues on the back page
00:02:01So pump problems, residents complain as Bamboo No. 3 floods
00:02:05A clogged pump, residents' refusal to clean drains
00:02:09And unscrupulous businessmen piling up landfill at their establishments
00:02:15Resulted in flooding at Second Street Bamboo Village No. 3
00:02:19And other parts of the community yesterday
00:02:22Now several residents complained vehemently about the perennial flooding
00:02:26After an afternoon deluge rendered sections of their streets impassable
00:02:30At some homes, the murky waters also drenched mattresses
00:02:34And flowed into the kitchen area, impacting stoves
00:02:39So I think that the top of this story, it's quite profound what is being said
00:02:45A clogged pump, residents' refusal to clean drains

00:02:55Resulted in this flooding
00:02:57Alright, let's move on to some sport now
00:03:02Yeah, this is a very interesting story

00:03:09So culture change, Jareem calls for more support, less harsh judgement
00:03:15We need more support in sport, every facet of support we could get
00:03:19New Trinidad and Tobago record holder in the men's 400 metres
00:03:24Jareem the Dream Richards is calling for change
00:03:27We're constantly as a nation compared to the US
00:03:30Richards told the Express and compared to Jamaica
00:03:33And compared to these bigger countries
00:03:35But those countries actually have a culture of sport
00:03:38And have people that support them
00:03:40And have all these different types of support systems
00:03:43Which we don't, but yet we are judged so harshly
00:03:47When it comes to the Olympic Games specifically
00:03:50Well I want to tell Jareem that he's at a position now
00:03:53He's one of our premier athletes
00:03:55And he must keep on talking about some of the problems
00:04:00And the challenges facing athletes in Trinidad and Tobago
00:04:03And maybe some more could be done

00:24:28I'm not sure if you were a part of those talks, but what's your perspective on those talks?
00:24:34You said earlier that you're seeing more police on the roads in Tobago.
00:24:39You feel that the talks have resulted in or have been beneficial and there has been some
00:24:47success?
00:24:48Well, Marlon, definitely I was part of the talks and I could see some actionable items
00:24:55happening.
00:24:56As I said, the presence of the police, I'm seeing more patrols, downtown Scarborough,
00:25:01we've seen that they're doing a bit of tidying up with some of these street side vendoring
00:25:06and stuff like that.
00:25:08I'm seeing some deliverables across the island.
00:25:10I'm seeing more checks and balance going on in Plymouth and certain areas.
00:25:14We've seen a lot of checks and balance going on.
00:25:17Lots of patrols, definitely, going forward.
00:25:20I knew that, again, they were lacking in equipment and I think some resources were loaned to
00:25:24them to assist in that manner, so I'm seeing some deliverables coming out from that meeting.
00:25:30But I'm happy, again, that the Minister is here.
00:25:32He can understand what the police services are having, the challenges they're having.
00:25:38Marlon, just even manpower, I think they're even short of manpower.
00:25:42When they try to get manpower, the young men, they're just not meeting the grade, Marlon.
00:25:47I don't know if it's the educational limit is too high or the drug test, they're just
00:25:54not passing the drug test or the polygraphy test.
00:25:57Marlon, we're not seeing the male figure coming into the service to give Tobago some kind
00:26:02of support.
00:26:03The numbers is just not there.
00:26:05I don't know what is something someone needs to do the research and find out why you're
00:26:09not getting people up to the uptake in recruitment in terms of proper young men going into the
00:26:15police service.
00:26:16There's lots of women.
00:26:17We're having plenty of women, but not men.
00:26:19We don't know what's happening to our mankind, Marlon.
00:26:22We don't know what happened to the male figure.
00:26:24We're not seeing the male gravitating towards the police service in Tobago to get a nice
00:26:28uptake so that they could have that numbers build up.
00:26:31You know, Mr. Williams, there was a recent controversy when licensing officers came from
00:26:37Trinidad, went to Tobago over the past few weeks to conduct various exercises.
00:26:43Of course, I don't want to say many Tobagonians, but some Tobagonians expressed concern about
00:26:49that because they saw that as inconveniencing the population in Tobago.
00:26:55Do you have a position on the work that the licensing officers would have done over the
00:26:59past weeks?
00:27:01Marlon, from the report we received from the licensing office, it's alarming to understand
00:27:08that there's a lot of stolen vehicles in Tobago.
00:27:10Marlon, that's alarming.
00:27:11And because our chassis numbers have been changed in Tobago, Marlon, I never knew these
00:27:16things happening.
00:27:17I tell you, you're peaceful.
00:27:18Tobago turned into something else.
00:27:20So, licensing is part of law enforcement.
00:27:23They're doing their duties.
00:27:25The thing I want to understand of the licensing office, and I ask them, let this thing be
00:27:31continuous.
00:27:32I don't want every so often that you just have a bunch of people just swarming down
00:27:36on the island.
00:27:37Let it be continuous.
00:27:38So, we meant that every week we must see road checks, checking on vehicles, and so forth.
00:27:43Because there's a lot of vehicles driving on Tobago Road that ought not to be on Tobago
00:27:48Road in terms of vehicles that are not fitted with the right apparatus and so forth.
00:27:52So, it must be a continuous event and not just this one big thing where everybody felt
00:27:58that they were opposed and pressure upon them.
00:28:01Let it be at road checks, be it a normal way of life, like how the police would be doing
00:28:07their policing, and we will endorse that.
00:28:10We ask, where are the little wardens and the game wardens and the traffic wardens?
00:28:16These people need to form part of the new course of law enforcement.
00:28:19So, we could free up the police a bit and have these people going on.
00:28:23Vehicles will be checked and so forth throughout, and not just this one rush of people just
00:28:28coming in and throwing a heavy hand on it.
00:28:31So, we feel oppressed by that.
00:28:34And I support them in doing so.
00:28:38In the checks they were making at the garages and stuff like that, seeing all these unauthorized
00:28:43vehicles and all these vehicles that have chassis change.
00:28:47I mean, Marlon, it was a lot.
00:28:49I was surprised to see that.
00:28:51And then there were folks driving without a license.
00:28:53No license permit.
00:28:55No driver's permit.
00:28:57And they're driving normal.
00:28:59I mean, the tint was something that we spoke about.
00:29:02And now we have something in place for the tint.
00:29:04So, I'm quite happy to see that.
00:29:06So, those who need the exemption, they could apply.
00:29:08And those who have medical issues could do so.
00:29:12At least, it's better now, Marlon, there's a meter that tests in the windows instead
00:29:16of you using your eyes and saying, that is dark or this is white, or as the case may
00:29:20be.
00:29:21Now we have a meter, which I'm happy.
00:29:23So, you can go to the tint shop and the guys, and they will guide you as to what level of
00:29:26tint to put on your vehicles.
00:29:29And this is heading into the right direction.
00:29:31We know we have limited resources in the license office.
00:29:34I think there's probably just about five offices or so.
00:29:37And when you go for inspection, they give you a very long date, Marlon.
00:29:40I remember taking one of my vehicles for inspection, and they gave me a date way in October, September,
00:29:45and that was in May.
00:29:47So, we have a long wait, because it's so much vehicles to be done.
00:29:51And the amount of garages, because the only license office could do the heavy vehicles.
00:29:55And the garages will do the P vehicles.
00:29:59So, we need to open this thing a bit and encourage other garages to get into the meat of doing
00:30:05vehicle inspection, so that we continue with that.
00:30:09Because I see the reason for it, and I don't have a problem with it.
00:30:13I'm going forward.

00:30:35If our guests don't have confidence and feel safe on the island, they're not going to come.
00:30:39Both our local guests and our regional and international guests.
00:30:43So, you have to play your part.
00:30:45You, as the law enforcement, you, as the police service, have to play your part in keeping
00:30:49us safe here, because it's important.
00:30:52The ripple effect, Marlon, will be really terrified throughout the island, because we
00:30:56all depend on tourists here in Tobago.
00:30:58And I just ask them to do their job, increase the momentum in terms of the patrol, in terms
00:31:05of the visibility.
00:31:06Be out there and do what you ought to be doing.
00:31:09Law-abiding citizens will follow your instructions.
00:31:12We have no problem with that.

00:34:39The Borough of Arima is now said to be turning into a hotbed of crime.
00:34:44The situation is so of concern to the Mayor of Arima and businessman Baliraj Miraj that
00:34:49he cancelled jube celebrations this year as part of the Borough Day festivities.

00:35:09We did not cancel jubes, we had a successful carnival too, and thank God we had no incidents.
00:35:20So let the public know, on the last jube, it was in 2019, on 2021 there was no jubes.
00:35:30On 22nd and 23rd there was jubes in the evening.
00:35:36We had discussions that we should bring back jubes again, but after serious discussions
00:35:43with the Councillors and Parliament, we decided not to bring back, I repeat, not to bring
00:35:51back jubes this year and we'll wait and definitely we'll be content for carnival.

00:39:45It's cancerous, but it's clearly stated in the papers on Sunday.
00:39:52It's in the surrounding areas.
00:39:56Outsiders come and make their homes, either with family, fighting family in gangs, I don't
00:40:05know.
00:40:06But that is a job we should find out and bring, you know, ensure we can get where the actual
00:40:14cancer is, and move in with soldiers, get back the airplane, and it will be done.
00:40:21A couple of soldiers, we will put an end to it, but we need helicopters.
00:40:27Because it's not in Arima.
00:40:30It's in the neighboring areas, I don't know.
00:40:33Guanapo, a lot of things happened in the last couple of weeks.
00:40:39When we investigate, the gangs are breaking up into two families now.
00:40:45Gangs, this is a gang, family on one side, family on the other side of the gang.
00:40:52And no mercy for life.
00:40:55Every time this man, one dies, it's one too much.
00:40:59But I mean, the government is trying.
00:41:02They are trying their best.
00:41:06And they need to get involved with a more powerful type of gun.
00:41:14But when you hear the TV shots, the kind of gun these fellows are using, it's not like
00:41:23our gun, the police gun, go pow, pow, pow.
00:41:27But when you hear the criminals going at speed, it's di-di-di-di-di-di.
00:41:34It's like we're using curry powder to our people, and they're using gun powder.
00:41:39We have to update the state.
00:41:41Something is wrong.
00:41:43We have to ready.
00:41:45We cannot ignore.
00:41:48This government continues to sustain effort to deliver on the teaching, to take strong
00:41:55measures to reduce crime, and put the drug traffickers out of it.
00:42:02Mayor, what has the response been of the police service when it comes to really dampening
00:42:10this sort of criminal activity, as you're seeing on the outskirts of Arima?
00:42:16Well, on the two days, I, what?
00:42:22I lost any two.
00:42:25I lost them all.
00:42:28All right, Mayor.
00:42:31All right.
00:42:32So let me repeat.
00:42:33So I was asking, what has the response of the police been in dampening these pockets
00:42:40of criminal activity on the outskirts of Arima?
00:42:44Well, I can give you that.
00:42:48But what I can tell you, again, what I hear wrong is tough.
00:42:54And they move the senior officers too often.
00:43:02We need to get officers, more so of senior officers who live and understand the culture
00:43:10in Arima.
00:43:11But from the time they complain from the business, they move them.
00:43:18They're not setting up the kind of work with the business, work with the people, work with
00:43:23the management.
00:43:25You know, we need that help here.
00:43:28We need to see, Marlon, if it's me, I need to see more helicopters.
00:43:36That will help, like what happened in New York, where there was a white job crime.
00:43:43And we get helicopters, get soldiers.
00:43:46And it doesn't spare the necks of these people who are already cancer patients.
00:43:53Yes, the police working hard.
00:43:56They have pen fridges.
00:43:58They have holdups.
00:43:59They have all kinds of cases.
00:44:01Traffic cases.
00:44:02Police is where they work because they have to work.
00:44:05They need to get additional kind of police plus soldiers.

00:44:19We have provided police with legislation.
00:44:23This government has provided the police with enhanced technology, with upgraded accommodation,
00:44:31increased manpower and training.

00:44:42And it's a war against crime.

00:47:05Public Utilities Minister Marvin Gonzales says,
00:47:07hailed the Water and Sewage Authority's weekend shutdown as a success,
00:47:11following its completion of 23 maintenance projects.
00:47:14So, last week, Friday, the Caroni Water Treatment Plant was powered down from midday
00:47:19and was restored on Sunday earlier than the projected noon return.
00:47:23Now, the shutdown had left approximately 500,000 customers without a pipe-borne supply of water.

00:47:32from the onset of the shutdown, I would have seen departments inside of WASA,
00:47:36the Operational Control Center, and other areas, everyone putting their head and shoulders to the wheel.

00:47:55I would like to investigate some of the mean decisions that was made in the past that has affected Trinidad,
00:48:04one of them being, during the Patrick Manning administration,
00:48:10there was intentions of getting three OPVs for border security.
00:48:16They were given the blimps for surveillance.
00:48:20You had the sort which had to deal with clandestine and organized crime.
00:48:27And after the 2010 election, the UNC, and even with Gary Griffith being there,
00:48:35people must remember that, that they dismantled everything.
00:48:40It was the biggest backward step in national security for our country.
00:48:48The effects we still feel today.
00:48:52The other step was when we had the coup in 1990 and the judgments made, awarding seemingly criminals.
00:49:01But, however, presently now, the situation in Trinidad is a social issue.
00:49:10It's a spiritual issue.
00:49:12But it's also a managerial issue.
00:49:15I don't think the management or the support for the managers,
00:49:24I know Trinidad is in a position now of low resources, of funding resources,
00:49:31but definitely they have to have a holistic approach to managing it now.
00:49:38In 2010 there was a more serious attempt in dealing with it,
00:49:44but now I don't see it as very...
00:49:47A lot of people are divided on all these different issues,
00:49:50and that alone causes the problems to exasperate.

00:50:01this is a problem that we have watched fester for maybe about 30 years.
00:50:08And yes, we do expect success now.

00:50:19we're seeing people dying, right?
00:50:21We're seeing people just going about their business
00:50:24and being shot and wounded and killed.
00:50:27We're seeing children being killed and so on.
00:50:30So it's a problem we have really watched for 30 years.
00:50:34And there were attempts to arrest it, but I don't know that...
00:50:39To me, everything in Trinidad and Tobago is in an ad hoc way.

00:50:52And what was shocking to me,
00:50:55just a month ago my store was broken into just 100 feet from the police station.

00:51:04right behind the police station.
00:51:06That crime has not been solved.
00:51:09But we had a lot of break-ins to commercial buildings within the town itself,
00:51:16and personal robberies.
00:51:18Taxi drivers can give you their stories and so on.
00:51:21So to say nothing happened within the inner city, I think is, I don't know,
00:51:27I don't want to say the wrong word,
00:51:29but somebody needs to be more connected to the businesses
00:51:34and the people who reside in and around Arima.
00:51:38I mean, and talking about helicopters,
00:51:41we have gone to having camera surveillance, drone surveillance.
00:51:47These technologies exist in other countries.
00:51:51We know we like to use other countries.
00:51:54And it's time we start to look at that technology
00:51:57instead of wasting our helicopters, millions of dollars.
00:52:02A drone is thousands.
00:52:04So it's dollars and cents that will make sense.
00:52:08But sorry to say that we need people who can think out of the box
00:52:13to solve the crime problem.
00:52:15We don't need the military.
00:52:17We need people with think tanks
00:52:20and how we can set up a manning station to solve crime.
00:52:26It doesn't take much brain work, unfortunately.

00:52:31Probably they have the wrong, they have square pegs in wrong holes.

00:53:07south of here, to deal with the gangs once and for all.
00:53:12We cannot allow this incident to be treated merely as another criminal act.
00:53:17It is not merely a criminal act.
00:53:19Organized crime violence is an act of terror,
00:53:22and we must treat them as criminal terrorists.

00:53:40Marlon, there are particular hot, hot spots in Tobago.
00:53:45And if you name Scarborough proper, you name Plymouth, Black Rock,
00:53:49you have any country, you have Argyle, a few things.
00:53:54Now, Marlon, after 20-plus shootings in a particular area in Scarborough,
00:54:00who has to tell the police that there is the need
00:54:04to have undercover people working in these areas?
00:54:07There are three thriving businesses in that area
00:54:10that have never seemed to be affected by these shootings,
00:54:14and yet that is not raising red flags.
00:54:18And it continues to happen, and it's becoming widespread.
00:54:22What I think is there is a time for a discussionary approach
00:54:25to crime fighting in Tobago.
00:54:28If you do the same things the same way all the time, you will get the same results.
00:54:34Additionally, the national security situation in Tobago with all the entities,
00:54:41Tobago is a peculiar place.
00:54:42There is no division anywhere in Canada to provide immediate backup
00:54:47to anything happening in Tobago.
00:54:50Whatever you set up in Tobago must be self-sufficient to a great extent.
00:54:54Then we have to concentrate on detection.
00:54:57What is the detection rate?
00:54:59When you look at the periods where crime has escalated in Tobago,
00:55:04we have to look at the people that are running the system
00:55:07and see whether the initiatives that are being used are best suited for Tobago
00:55:12or whether there are any initiatives at all,
00:55:15because what you have is a proliferation of activities taking place.
00:55:21You're not hearing about the statistics of detection.
00:55:23You're not hearing about the results from any implementation,
00:55:29and you need to examine whether there are underlying factors
00:55:33that are fueling these activities,
00:55:36because this whole situation needs to be viewed holistically
00:55:41but not just surface things.
00:55:43If you have people in uniforms doing patrol,
00:55:46of course nothing would happen that time.
00:55:48What about the down time when these people are not around?
00:55:51If you look at crimes that took place,
00:55:54they took place at the times when those persons were not around,
00:55:57so we need to be smart.
00:55:59We need to use initiative.
00:56:01We need to think outside the box as these things would happen and it would escalate.

00:56:30Authorities are trying to get a grip on the crime situation in Tobago.
00:56:36This from Minister in the Ministry of National Security, Keith Scotland.
00:56:41I want to tell Tobago that we are here and we will do everything in our power,
00:56:46every single thing to have this situation arrested,
00:56:50and they will see the police on the ground.
00:56:52They will see them more.
00:56:54It will be more visible to keep our island safe.
00:57:00Rasa says more customers can expect to see their water supply retaining
00:57:06after the planned shutdown of the Karani Water Treatment Plant.
00:57:10During that period, over 23 projects taking place in both North and South Trinidad
00:57:17were successfully executed.
00:57:19These works aimed at improving the overall operational efficiency,
00:57:24improving supply, increasing levels of service.
00:57:27We would have done extensive works at our critical strategic booster stations
00:57:32at North and South.
00:57:33So in terms of that recovery, I would want to say we are at least 50%
00:57:39and gradually ramping up because, not because of the inability to get supply,
00:57:44but because of the schedule operations, and we must do the schedule,
00:57:48schedule by schedule.
00:57:49It's not open and supply everyone.
00:57:53And in the weather forecast, variably cloudy intervals across the islands,
00:57:57accompanied by occasional showers, will interrupt generally fair and breezy conditions.
00:58:03There is a medium chance of the odd heavy shower or thunderstorm.
00:58:07Gusty winds and street flooding are possible with heavy downpours.
00:58:11Meanwhile, seas are moderate in open waters,
00:58:14with swells approaching two meters and increasing.

01:03:51who were celebrating the birthday of a 26-year-old man.

01:04:0750-year-old construction worker,
01:04:09Lawrence Francis, 20-year-old cashier,
01:04:12Diamond Bennett and 8-year-old Aiden Bartley,
01:04:15a student of Four Path Primary.
01:04:18So in addition, Errol Stewart, a 58-year-old butcher,
01:04:21Jermaine Booth, alias Blacks,
01:04:24Courtney Misam, alias Dumbie
01:04:26and a woman identified only as Margaret
01:04:29were also shot and killed.
01:04:31Now police said that a one-and-a-half-month-old baby
01:04:34is among those injured
01:04:36and Deputy Commissioner of Police Fitz Bailey speaking
01:04:39at a news conference said high-powered rifles
01:04:42and handguns were used in the attack.
01:04:45So this is what is happening in Jamaica

01:05:49What do you have for us this morning?
01:05:51Yes, Marlon, last week we started a conversation
01:05:54dealing with the issue of social media and socialising
01:05:58I did make mention that dealing with runaway teens
01:06:02and missing persons were separate items, right?
01:06:05So I want to look at the issue of runaway teens
01:06:10in terms of missing persons
01:06:13because out of those incidents in terms of social media activities,
01:06:18people tend to go missing, right?
01:06:20Inclusive of teenagers.
01:06:22So we're dealing with the issue of teenagers.
01:06:25So Marlon, as a parent you obviously will be concerned
01:06:29if it is your child, let us say, runs away from home,
01:06:34whether it be as an isolated incident
01:06:36or whether it's a habitual thing, right?
01:06:39And your efforts could lead you to a sense of powerlessness, frustration
01:06:47because you want to ensure that your child is safe, right?
01:06:50But then one has to understand that there are several reasons
01:06:58that may cause a teen to run away, right?
01:07:03And how you manage those situations could give you a better result,
01:07:11let us say, if it is managed positively or correctly, right?
01:07:19So identify, Marlon, why some teens tend to run away.
01:07:24Some of the common things would be that of abuse,
01:07:29be it physical abuse, sexual abuse, emotional abuse, drug abuse,
01:07:37and not only drug abuse in relation to the teenager
01:07:41but drug abuse in relation to the parent
01:07:45or other persons within the household, right?
01:07:48Issues of poverty, wanting to have their own way.
01:07:55So you have a parent who is somewhat authoritative or both parents
01:08:00and you can't have that leeway to do what you want, right?
01:08:04The apparent biasness that the child may feel
01:08:09that a parent may have to another child, right,
01:08:13or other persons within the household
01:08:16and that can cause that child to feel a sense of loneliness, right?
01:08:23A sense of inferiority and decide to run away.
01:08:27Also, family disputes.
01:08:29We look at the issue with parents having their own issues, right,
01:08:34and that affecting the teenager, the child,
01:08:37and may also cause the child to run away.
01:08:41That sense of uncertainty because of the volatile issues at home,
01:08:47the instability, right?
01:08:50The teenager could feel a sense of insecurity
01:08:54and seek to go to a safer place, right?
01:08:59The issue of social bullying.
01:09:02School bullying, sorry.
01:09:04School bullying can also lead to that.
01:09:08Sexual identity and the acceptance thereof
01:09:13by parents and other members within the household.
01:09:17The ability of a parent to accept growth and development in the teen, right,
01:09:26to recognize now that you need to start to let go
01:09:30and give the teenager some room, right,
01:09:33decision-making and some other things,
01:09:35yet still, you know, whilst you maintain some level of control,
01:09:38you have to recognize, right?
01:09:40So these things, Marlon, together with peer influence,
01:09:43can be some of the factors that would encourage a teen to run away, right?
01:09:50And as police officers, we deal with it on a regular basis
01:09:56till some teenagers, we know that they are habitual, right,
01:10:02that they would run away and return home at some other time, right?
01:10:10And even the parents and all recognizes that
01:10:13and may say in reporting, this is not the first time,
01:10:17or he or she accustomed doing that, right?
01:10:20But the underlying issue as to what is causing it
01:10:25is not what is coming forth
01:10:28and not what the parent probably has a handle on or understands, right?
01:10:31But is there a particular trend?
01:10:34Because you have mentioned a number of things.
01:10:36You have spoken about the abuse. You have spoken about drug abuse.
01:10:40You have spoken about some children
01:10:42who feel that they are being smothered by their parents
01:10:46and the parents are latching on too closely to them.
01:10:50So we have spoken about all of that.
01:10:52But is there something that you're seeing?
01:10:55Is the data telling you, well, this particular reason
01:11:00is what we are seeing the most, why teens are leaving home?
01:11:06All right. The data that I have is not telling me in terms of reason
01:11:12but can speak to in terms of number, right, of persons.
01:11:17But that is an interesting aspect in terms of based on the investigation,
01:11:22if it comes down to a particular reason and the stats to back it up.
01:11:26I don't have that information with me here.
01:11:30Marlon, important is how the parent or parents relate to that child.
01:11:37Now, what we identify is that one of the first, first things
01:11:43is to ensure that the environment, the relationship between you and that child
01:11:50or teen is one that facilitates that openness,
01:11:57that ability to communicate, right, regardless of whatever it is.
01:12:04That's the first thing.
01:12:05So a safe environment where the teen knows,
01:12:08I can speak to mommy or daddy on any particular issue, right?
01:12:13And with that, Marlon, it requires that the parent be open,
01:12:22be receptive to what the child has to see, right,
01:12:27without, let me say, criticism, heavy criticism,
01:12:33or even to reprimand the child because what you want to do
01:12:40is understand why are you doing this, you know, and let's work together.
01:12:45But if it is the teen doesn't have that ability or that comfort to say,
01:12:51I can tell mommy or daddy, and then we can have a nice, rational discussion
01:12:58as opposed to that immediate, let us say, flare.
01:13:04Yes.
01:13:05Flare in terms of anger or temper, right?
01:13:09That is going to require cultural change, right?
01:13:12Because just talking about a discussion or a conversation with a parent,
01:13:17we have had a culture in Trinidad and Tobago, what do you want to discuss?
01:13:23You're getting some food.
01:13:25You have a shelter over your head.
01:13:27You have any problem, and then again, you have to work for any money.
01:13:32There's nothing to discuss, right?
01:13:34I'm the parent here.
01:13:36So it's going to demand this cultural change where we are now seeing value
01:13:43and benefit in the view of the teen or the child
01:13:48so that we can have now a discussion.
01:13:51Marlon, I couldn't even say it better, right,
01:13:55because we both know of that position held by parents in addition to do as I say.
01:14:03Yes.
01:14:05And you're right about everything in terms of you put anything here.
01:14:09You're the child.
01:14:11And that attitude or behavior has to change to one where it is you are ready
01:14:20and willing to sit and hear that teen or hear that child.
01:14:27And from that discussion, Marlon, is when it is you can have some meaningful progress
01:14:36in terms of understanding what the issue is.
01:14:40And from there on, you can start now to work together to try and, let me say,
01:14:48mitigate or reduce the issue or remove the issue altogether.
01:14:55That would cause that child now to want to actually be home
01:15:00as opposed to feeling that I need to run away, right?
01:15:04So with that, Marlon, it calls for the parent to give that sort of endless love and support.
01:15:14In so doing, we are not saying that you accept any and everything from the child, right?
01:15:21There obviously must be some sort of standard and order, right,
01:15:26in the way in which the house is maintained and managed, right?
01:15:31Yes.
01:15:32But how we sometimes treat with it where that ability to speak and to explain something,
01:15:40the teen is denied it, it sometimes contributes significantly to the issue of runaway teens, right?
01:15:51Notwithstanding all of those efforts, Marlon,
01:15:55we know that the issue of children wanting freedom and wanting to do what they want
01:16:01and wanting to experience what they want, a parent can be doing all of what it is we said, right?
01:16:08And then yet still, that child runs away.
01:16:14What we don't understand yet is why.
01:16:19And that is why it is important at that point in time.
01:16:22If it is that as a parent, you have done, I want to say, everything under the sun,
01:16:30then you need to seek third-party intervention, right?
01:16:37And we, the police service, we make ourselves available to it, right?
01:16:42To our victim and witness support unit, as well as our community police officers, right,
01:16:47who can help, see how best they can reach out to that child
01:16:53and help you and the child to come to a better point.
01:16:58Marlon, the risk that a teen or a child exposes themselves to
01:17:05is one that you cannot even put a measurement to, right?
01:17:10Because when a teen or a child runs away from home, they are exposed to the rules,
01:17:15exposed to everything outside there.
01:17:18Mr. Ford, just stick a pin there.

01:20:24I spoke of the risk that children expose themselves to.
01:20:29So, just to identify, not to mention physical abuse, drug abuse,
01:20:36the issue of sexual exploitation, homelessness, being out there fending for yourself,
01:20:45mental illness, you are not prepared as a teen, as a child to be out there,
01:20:52being exposed to criminal activity, gang membership, human trafficking,
01:21:03a big issue there, you can be a victim of human trafficking.
01:21:08So, understanding those risks out there.
01:21:13It is so important, Marlon, that as the parent, we explain these things to our children,
01:21:21our teens, explain it to them and help them to understand.
01:21:25Yes, Mr. Ford, we have a call.

01:21:35I know that the DDS has been saying, you know, make yourself a hard target, be observant,

01:21:50When we do all of that, and they breach, let's say it's in a home scenario,
01:21:55what is your next step after you call the police
01:21:59and they're taking more than 20 to 25 minutes at your property?
01:22:03I listen often.

01:22:10So, for callers who want to call and speak to Mr. Ford, we're dealing with that.

01:22:21So, yes, we are advising on the different ways in which you can make yourself a target.
01:22:26And it is not absolute.
01:22:28We understand that notwithstanding your efforts, that you can still become a victim of crime.
01:22:35And if it is that you have such an experience where you call and then you are waiting for the police
01:22:41and you have the ability at that point in time to secure yourself until the police arrives,
01:22:49that is one of the first things that you need to do.
01:22:52Whether it is you have a room that you can secure yourself in together with your family members
01:22:58and you are with the police, we would advise on that.
01:23:01If it is that you have the means by which to get out of the space, get out of the house and run for safety,
01:23:11we would also advise that you do that, right?
01:23:14But, caller, the police will respond in the shortest possible time.
01:23:22And if you find that there is a delay, you can even call back the police station or 999
01:23:29to ascertain how far away the response is.

01:23:56what is the police service doing about the situation with the stress on the job of police officer?
01:24:02Because I am very concerned.
01:24:05This upheaval and crime and how the police have to go on all these scenes with these
01:24:10heinous killings and multiple gunshot wounds and people are seeing all these things.
01:24:15It must, must have a toll on them.
01:24:18What is police service doing about the situation?
01:24:21Thank you.

01:24:23All right.
01:24:24What I can say from the TDPS's perspective, the commission of police,
01:24:31what has been in place is a help desk coming out of HR to assist officers.
01:24:38There is the victim and witness support unit that officers can also benefit from the services of the unit to help them to mitigate.
01:24:49Now, from the side of the police operation plan,
01:24:56one of the pillars that the commissioner would have put in is health and wellness, right,
01:25:03which focuses on the officers to ensure that while it is we manage the work because the work is demanding.
01:25:13And as you identify from scene of a murder to something else that the ordinary person doesn't have to attend to.
01:25:20Yes, that is one of the focus in terms of that pillar to bring wellness of officers into concentration.
01:25:28Now, we also look at what the police association is doing.
01:25:33And as a member of the association, the association is there to support officers and to raise issues that affect officers,
01:25:45to have that discussion with the commissioner of police as well in trying to mitigate those issues.
01:25:53So those are some of the things that are there as we speak in relation to supporting officers in that regard.
01:26:01Mr. Ford, I only have one more minute again.
01:26:03Sure, Marlon.
01:26:04So, Marlon, identifying what is required of a parent in the event that a teen goes missing,
01:26:12immediately make that report to the police, provide the police with all of the information that you have.
01:26:20I want to speak to a physical description, right, being able to describe the child's features, eye color, everything.
01:26:29If you have a recent photo, I want to encourage parents to have updated photos of their children.
01:26:37All right. The clothing that you know that the child would have left home with.
01:26:43All right. And any friends and contacts of that child or that teen who you believe could be of useful information to the police.
01:26:56We would want you to provide all of that.
01:26:59And we will do our best in terms of investigating that missing persons report.
01:27:05Yeah. Mr. Ford, we'll have to have a future discussion on these runaway teens.

01:30:28but has played for the Trinbago Knight Riders women in the previous two WCPL tournaments and is back again this year.
01:30:36Kaishawna, a 2016 Women's T20 World Cup winner, is an experienced player who represented the West Indies more than 50 times in both T20s and one day internationals before her retirement.

01:31:02Well, you know, Kaishawna, we in Trinidad and Tobago, we have a special interest in the TKR squad.
01:31:10Right. So what can we expect for the for this tournament here?
01:31:16You can expect a lot of excitement, fun, of course, and very competitive cricket.
01:31:22Yeah. So so let me ask, how strong is the team to to get another title?
01:31:30Because we're very interested in that, you know, you all have been working hard at that.
01:31:35Yes, our team looks very balanced this year, again this year, as do all the teams.
01:31:40But for us, I think we are just going to get in gel quickly, get to know each other.
01:31:45And once we hit the park, we will try to get things running as quickly as possible.

01:32:33I understand that she is one of the premier batswomen in the world.
01:32:40What's that? What's that experience you think going to be like working with her?
01:32:47I think it's going to be very good, especially for our younger players.
01:32:51They can pick her brain. She's one of the best that played international cricket.
01:32:56So I think having her around not only for TKR, but for some of the other young West Indian individuals who are in the other teams,
01:33:04that they can probably have a conversation with her, see what her training schedule is like, how she goes about doing things.
01:33:11And hopefully she can share some of her experience with our young ones and they can adapt that to their game.
01:33:19But how easy is it for players from different teams, different backgrounds, from different countries?
01:33:28How easy is it for all of you all to be in a team and have this gelling as it relates to personalities and talent and so on?
01:33:40How easy is to achieve that?
01:33:44Sometimes, sometimes it's not as easy as we would like.
01:33:48But once you have a focus and a main goal in mind as a team, I think we sometimes put our egos aside and we work for the betterment of the team.
01:34:00Yeah. And let's talk a little bit about your preparation.
01:34:05For me, I've been hitting a lot of balls, haven't been getting many games.
01:34:10But for me, it's just been trying to get in a lot of practice.
01:34:13Hopefully we have a few scenarios once we reach Trinidad.
01:34:17But for me, it's just been a lot of drills at the moment.
01:34:23And that's pretty much it.
01:34:25What are some of your personal goals?
01:34:29For me, I haven't done as well as I would hope in the first two editions.
01:34:33So for me, this year is to come and put up my hand in at least two or three games to help the team over the line.
01:34:40But you know, Kaishawna, as I look at some of your achievements here, you have been working really, really hard over the years, right?
01:34:48Of course. Hard work.
01:34:53You need some time to rest, Kaishawna.
01:34:55Yeah. Kaishawna, 2016 Women's T20 World Cup winner, is an experienced player, as we said earlier,
01:35:01who represented the Windies more than 50 times in both T20s and One Day Internationals before, as I said, your retirement.
01:35:11Now, Kaishawna, when you do have that level of success, how does that motivate you to get further access?
01:35:21And at the end of the day, to win the grand prize?
01:35:26It's all about hard work and commitment.
01:35:29Sometimes a lot of people don't see the behind the scenes work they only see when you get on the field.
01:35:34But a lot of early mornings, late evenings goes into it.
01:35:39So once you're committed to your goal and have something you want to achieve,
01:35:44sometimes it's not that difficult for people to stop you once your mindset is strong enough to go after what you want.
01:35:51Yeah, but I think it is safe to say that you are one of the veterans on the team and to even put it a little further,
01:35:59but you are a veteran who has had major success and has won the title, right?
01:36:07So is that the role that you are going to be playing?
01:36:11Yes, we're going to go out there and play hard.
01:36:14Again, we're going to play as a team.
01:36:17We're going to try last year we didn't get over the line.
01:36:20So this year we're coming to do even better, get into that finals and then win that finals.

01:39:58I would say her, but I would say me.
01:40:06But let's talk about that dynamic because I think that's very, very special.
01:40:11Two sisters playing for the same team.
01:40:15I suspect if you were playing for different teams, there would be a different dynamic.
01:40:20But now you're on the same team.
01:40:22How does that work?
01:40:23I suspect that you both motivate each other.
01:40:29Of course.
01:40:30It's a lot easier having her there, someone to always pick your brain to speak to.
01:40:37So it's very easy for me.
01:40:39So I don't know how I would have managed if she was on another team.

01:40:44So one of your teammates, Anisa Mohammed, said there should be more franchise teams in the CPL.
01:40:50Do you have a view on that?
01:40:52Yes.
01:40:53Maybe if we can add an additional team to get some more of our younger girls into more competitive cricket.
01:41:01Outside of regional cricket, once a tournament is done, there's not much cricket for our young girls,
01:41:07lest there is competition in their country.
01:41:11And the level may not be the standard that we want them to play.
01:41:16So maybe if we can have at least one more team to get some more of the young girls having some more competitive cricket,
01:41:22I think that would raise our standard of cricket in the region.
01:41:26Yeah.
01:41:27And let's dwell a little bit on that point.
01:41:30When we speak about young women in the Caribbean, young girls in the Caribbean, re-cricket,
01:41:38how do we get, well, firstly, let me ask it this way.
01:41:42Is cricket among women in the Caribbean?
01:41:47Do you think that it is in safe hands?
01:41:50Do you see structure in place as it relates to succession planning so that we always have a system where we see more and more young women,
01:42:02young girls getting involved and we keep on churning them out?
01:42:08In Barbados, we have recently started the Barbados Royal Girls Club, and that's a step in the right direction.
01:42:15I think Trinidad also has a very good system where a lot of young girls play cricket.
01:42:21So for me, I think we need that in more of the islands.
01:42:27Even if they start with softball in the primary schools, let us try and get a little competition going, encourage the girls,
01:42:34let them learn about the game from very young so that as they get older, they know if they want to play.
01:42:41I find that we are catching them at age 16 and 17, and then we have to teach them a lot.
01:42:48So I think we need to catch them a little earlier so maybe we can get some softball cricket going in the schools and try to encourage more girls into the game.
01:42:58I think that's a great point that you're making because I think there is great benefit in targeting young girls at a very, very young age.
01:43:10So by the time that they get to the age of 16, 17, 18, then they would have learned a lot.
01:43:16And I can put it this way, if you have started at the age of, let's say, six, by the age of 16, you're already a veteran like you, right, Kaishawna?
01:43:26Yes, that's how I learned. I go cricket on the weekends, and if there weren't enough men to make the eleven, I jumped on the field.
01:43:36And that's how I got tough. That's how I learned the game. You ask questions because those guys were playing cricket for a very long time.
01:43:43So those are the people that kind of help you grow, and it also toughens you up so when you get to a higher level, you experience it already.
01:43:53So it isn't as much pressure as if you haven't experienced it.
01:43:58And you know, that's a very good point that you're also making there, again, by playing with the boys, by playing with the men.
01:44:05I suspect it is different if you are playing with the girls in a cricket game than playing with the men because the men are not going to make it very easy for you, right?
01:44:17So it gives you a level, as you're saying, toughness.
01:44:21Yes, in Barbados, the females play against the guys in second division. So we play T20, we play 40-over, we play two-day cricket, and the guys come at us hard.
01:44:32So that also gives us a better challenge and it also works on your game plan as an individual when you meet tougher opposition.
01:44:43Yeah, I suspect it also makes you grow a thick skin because you know they're going to give you some talk, right?
01:44:50Of course, the guys can't help it.
01:44:54Yeah. So tell us a little bit, Kaishona, about where this journey began for you.
01:45:00Because again, when we're doing interviews such as these, I'm sure that parents are looking at us, young girls are looking at us who may be interested in cricket.
01:45:12So let's touch a little bit about the journey for you and your sister.
01:45:18For me, it started in primary school. I just played practically every sport in primary school.
01:45:26Back then, cricket wasn't as big as it is now for females, so it was a lot more difficult for us.
01:45:32We went into football a little and then Patricia Greenidge called us and asked us why we don't come back to cricket.
01:45:40That was around age 12, 13. Then we went back and it was smooth sailing from there.
01:45:47The female program started to pick up from there and that's how it really happened for us.
01:45:54But now the girls have a lot more opportunities in the game.
01:45:58So I would encourage the parents to let them try their hand. You can make a living from cricket now.
01:46:06There are so many competitions going on around the world. You can travel the world, see different places and also do what you love.
01:46:14But you know, sometimes we do only see the end result because it requires a lot of hard work.
01:46:23I want you to speak to that because you see, sometimes we do have and it happens all across the world.
01:46:29Every country, I suspect, where you have people involving themselves in sports and other types of positive activities.
01:46:38But sometimes it's very hard to stay motivated because of the amount of work that you have to put in.
01:46:46Speak to that to us a little bit for me.
01:46:49It's not easy. So for me, I would say have someone there that you can always talk to.
01:46:56Getting up early, going to the gym, then after gym you have to go to next sessions.
01:47:03After next sessions you may also, as a lot of young girls, they're still in school.
01:47:08So going the whole week at school and still have to do these extra things can be a little challenging.
01:47:14So for me, I would say have someone you can speak to.
01:47:17Try to manage your time as best as you can and always go after your goals.
01:47:24Don't let anyone tell you that you can't.
01:47:26Those are the people that will try to hold you back because they don't want to see you get further than them.
01:47:31So keep your mind on your goals and try to achieve them little by little.
01:47:37We don't need to go from stage 1 straight up to stage 10.
01:47:41Let's take it step by step.
01:47:43Just keep writing, as a lot of the psychologists I work with say, write down your goals.
01:47:48Even if it's just a little step, if you get a little improvement, just write it down.
01:47:53So that for me is the main thing.

01:51:14And I want to speak about the excitement of the game.
01:51:18Because when we speak about the men's game, we know about the excitement.
01:51:21And we know, as we say in Trinidad and Tobago, the bacchanal, you know, and music and everything concerning the men's game.
01:51:31What can your fans look forward to read the women's game?
01:51:37They can look forward to the same excitement, the same run scoring, the same great feeling.
01:51:43Everything that the men bring, we can bring it also.
01:51:46You can expect great excitement.
01:51:48And I hope a lot of people come out and watch the women this year.
01:51:52Yeah. I also want to talk about the expertise of the women players, the cricketers.
01:51:59And I also want to speak about the passion of also these cricketers.
01:52:05Speak to that for us.
01:52:08For passion, there's no greater feeling than going out there and seeing females dive around, sliding, stuffing balls back.
01:52:16People would never have expected to see that sort of energy and commitment from women cricketers.
01:52:23And now, I am sure millions watch the female game now.
01:52:28So when it comes to passion, once we cross that line, we give it our 100 percent.

01:52:38So you feel as you watch the game over the years, you feel that more and more fans are embracing the game?
01:52:47Yes, of course. And it also encourages a lot of the younger females to see more cricket live and get to know the game if they go watch the game.

01:53:04But I think it would be of benefit just to speak a little bit more about the opportunities for our young girls and women because of competitions such as this.
01:53:16And also the impact it has on cricket in a general way in the Caribbean.

01:53:29Hayley has been to, I think, all of the female franchise cricket around the world, gaining her income that way.
01:53:37So you can make a living from it.
01:53:41Build your family, build your home, get the things you want out of life from earning a career from cricket.
01:53:49So for me, if parents are watching, this is something that can get your child out.
01:53:56I think I heard Akiu Hussein spoke about it recently.
01:54:01So this is an avenue for young females to get out and have a career.
01:54:08I know everyone is high on education.
01:54:11Yes, still get your education.
01:54:13But this is also a career path for our young girls.
01:54:18The education will build it in the future for when your cricket career is over, you have something to fall back on.
01:54:24So for me, yes, I will push more girls to make a career and make a living out of cricket.
01:54:30Yes, you can be an educated cricketer, right?

01:54:35How do you stay ready?
01:54:39It's all about commitment.
01:54:41Nothing beats commitment.
01:54:43For me, it's just going out there.
01:54:45Even if it's just a gym session for me, the rainfall, and just getting some work.
01:54:51Mentally, I just think about my game, what I want to do, who I'm coming up against, what they're going to do, what they're going to bowl, etc.
01:55:00So for me, if I can't get to training session, it's about being mentally locked in on my task at hand.
