00:00:00Well, a very good morning, Trinidad and Tobago. I'm Urvashi Tamari Rupnirain. Welcome to the
00:00:18Morning Edition. It's July 1st. Thank you so much for joining us as we brace for Hurricane
00:00:24Barrel. How have you spent your night? How have you spent your morning? We'd love to
00:00:29hear from you at some time during our show this morning. I honestly expected a little
00:00:35more rain and wind. I anticipated difficulties in getting to work this morning, and now here
00:00:41I am questioning if God really is a trinny. Well, I know we're not out of the woods just
00:00:48yet as the eye is progressing in a northwesterly direction between Tobago and Barbados. It
00:00:55is moving counterclockwise. So as you can see, though we may not get much cover at this
00:01:01point in time, the bands still can come right around and cause severe damage. So we are
00:01:07still not out of the woods just yet. Of course, I'm not an expert, but we will touch base
00:01:13with those experts and those on the ground during the course of our show to find out
00:01:20what is happening as Barrel progresses. Now we're heading straight to the front pages
00:01:24of the Express newspaper telling you what's happening in Trinidad and Tobago. No surprise
00:01:30there. Dangerous Barrel Farley says Tobago is operating under an S. O. E. As the category
00:01:37for Hurricane bears down on the island schools across TNT are closed team ahead. Entire homes
00:01:43may be destroyed and will be touching base with the team ahead as the first guest on
00:01:48our show Trinidad is also on alert. That back page there, Barrel, is an historic hurricane.
00:01:56We see lots of passengers lined up at the A. N. R. Robinson Airport trying to get out
00:02:04of Tobago before that hurricane hits. People are lined up to get their supplies, fuel and
00:02:12so on. What's happening in sport? Vacqueline makes it two French wins and in another story
00:02:22Murray to undergo further tests today. And of course, to get the details of all those

00:02:47phone line joining us this morning. He's director of the Tobago Emergency Management Agency.
00:02:54Mr. Stewart. Mr. Stewart, we're going to touch base with you.
00:03:14TV six keeps an eye on Barrel. We're touching base with director of the Tobago Emergency
00:03:21Management Agency, Alan Stewart. Mr. Stewart, thank you so much for joining us this morning.
00:03:27The pleasure is all mine. Well, of course, the question of the day,
00:03:32what, what, what are things like on the ground in Tobago at this point in time?
00:03:39We see it now just around six o'clock and we are seeing the greater amount of wind.
00:03:45The winds are picking up, the rains are falling very heavily.
00:03:49So we have seen an increase in the intensity of the rainfall and also winds at this time here
00:03:57in Tobago. We have recognized that the system is very much to the, just to the,
00:04:06um, the north of the island. Um, and therefore the center we recognize is passing to the north
00:04:14of Tobago, but those feeder bands are now coming in very stronger. And we, as I said before,
00:04:21the winds are picking up. So we are bunkering down at this time and we expect that, you know,
00:04:27there will be some level of damage. And later on in the morning, probably the next two hours,
00:04:33three hours or so, um, we will see how much it's sustained and what the type of damages
00:04:38that we can expect. But, um, it is very instructive that the, if it is passing to
00:04:46the north of us, it means that the weaker side of the storm we are now, uh, experiencing,
00:04:52and that's a very positive thing. But at the, at the same time, we know that later on those
00:04:58feeder bands will come back and affect us, uh, where we may get some strong gusts that may cause,
00:05:04uh, uh, damages to property. So we are asking the public, uh, don't be fooled, uh, to, uh,
00:05:10at this moment to bunker down and, um, the emergency services are all starting by the
00:05:16emergency operations center is in high alert and, uh, ready to respond. Uh, the EOC is,
00:05:24uh, well activated and therefore we are just standing by, uh, so we can do the necessary
00:05:31rapid damage assessments and respond to the needs of persons as it comes.
00:05:37Of course, Mr. Stewart, um, what about the storm surge? Has it, is it that high as yet as expected?
00:05:45Um, at this time, I'm not in a position to report on the storm surge. Uh, we definitely
00:05:51know that definitely the storm surge will be there. Um, I am more inland at this time. Um,
00:05:58and therefore it is expected that the storm surge will pick up as the system draw closer and closer
00:06:05to Tobago. Now we in Trinidad, we're anticipating that somewhere around midnight or even by 2 AM
00:06:12that we would have had, um, some effects from barrel. Is, is it, um, in your opinion,
00:06:18has barrel slowed down a bit? I saw some persons making that supposition on social media. Has it
00:06:24slowed down a bit? Is, is barrel, has she come a little later than expected?
00:06:31Well, certainly, certainly. I think it's, it's very fair to, um, work on the, uh, with a level
00:06:39of caution in the sense that, um, barrel, um, the center of the system, you have to have a look at
00:06:46the system and determine exactly, um, whether or not that the, the hurricane strength wind and,
00:06:56and tropical storm strength wind, how far south they extend to. And that is, that is a factor in
00:07:05all of this, uh, to determine exactly what are the strengths of wind. So I am saying to you that
00:07:12based on our monitoring of the system, we are observing that the center of barrel is passing
00:07:19to the north, uh, just to the north of Tobago at this time. So the areas of Charlottesville,
00:07:26uh, should be getting some very, uh, stronger gusts, um, further to the east of the island.
00:07:33So we are expecting that those conditions will be greater felt in areas further east of the
00:07:41island as the, so barrel is currently just, um, northeast of Charlottesville and the center that
00:07:51is, and those winds, we have to determine how far, how far out in terms of the radius to the island
00:07:59in terms of hurricane strength, force winds and tropical storm force winds. But we know
00:08:04definitely we are on the southern side of the eye. Mr. Stewart, um, when do you anticipate,
00:08:16uh, Tobago will be out of the woods when you anticipate the barrel would have passed?
00:08:20How long are we looking at? We are looking at several hours to do an assessment. We'll have
00:08:28to look at this thing that, uh, from here on in into, um, probably two, three hours or so.
00:08:37What we are observing as well is that the, the bulk of the rain is on the southern side of the
00:08:44system and that is another truth to it. So the heavy rainfall of burial is on the southern side
00:08:49of the system. Have you had any reports thus far, uh, fallen trees, uh, fallen poles, any, uh,
00:08:57injuries and so on? I, unfortunately there may be reports, but I was actually, this is my down
00:09:06time. So I am not up to speed as to, um, whether or not there are additional, uh, incidents. Um,
00:09:14so one can hazard a guess that these winds, uh, must have brought down trees and therefore it's
00:09:22just a matter for it to be reported in or for it to reach my attention. But no one would have
00:09:28called me and say, listen, I'm out of the ACOC at this time, uh, trying to, you know, get some,
00:09:34some sleep so I could, um, you know, get back into my shift later on this morning. But definitely I,
00:09:40I know these wind conditions and definitely they will bring with it, uh, fallen trees. And also
00:09:47if they are fallen trees, uh, it will impact, um, homes and other that are not properly built or in
00:09:55a good state of, or in, in a state of disrepair. Right. So, uh, Mr. Stewart, just last evening,
00:10:01um, we saw some videos, quite a number of videos on social media showing, um, Tobagoonians having
00:10:07a good time when many thought that, you know, persons would have been inside preparing final
00:10:12preparations for the storm. Any, any thoughts or any responses as someone who has to deal
00:10:18with emergency response, you know, when you see incidents like these?
00:10:23Yeah, it's, it's, it's hard rending. Um, but, um, given the information that is out there,
00:10:29I think, um, the, for example, what you're making reference to is what was taking place in, um,
00:10:38Charlottesville being today, um, yesterday being the fishermen fed. Um, so people went through with
00:10:45the fed, um, running into it, but I, I learned, um, you know, just, uh, closer to, um, late night
00:10:56that, that people off in that, um, the area became, uh, different in terms of participation,
00:11:03but throughout the early part where they were, it was so still, people enjoy themselves and,
00:11:09you know, they run the risk. It's, it's an ironic, uh, situation that, uh, persons can make that risk,
00:11:16but I think they made a calculated risk, uh, and therefore, um, now it is quite different,
00:11:23uh, where the winds have picked up and, uh, persons can be, can see the effects of a burial
00:11:30and come closer to, to be able at this time. So burial is probably about 20, the center is about
00:11:3720, uh, kilometers to the north, northeast of the island itself. So therefore, uh, as I said,
00:11:47measure exactly how far in a radius the storm strength and hurricane strength winds are to the
00:11:56south of the island. I know we like to deal with, with one problem at a time, but we're seeing
00:12:03another system EL 96 following in hot pursuit of barrel. Um, your thoughts on this.
00:12:12It is, it is what it is in the sense that we have to, we recognize that the, uh, the
00:12:20of hydro meteorological events indicated to us that, uh, both the med services and other
00:12:28interests in, in, in, in, in hydro meteorological events, they predict that this hurricane season
00:12:36will be an above average. And therefore it is what we are seeing is really expected,
00:12:42but unfortunately for us, we are recognizing that, um, within days, uh, we will be, um,
00:12:50impacted by another storm and therefore we need to, uh, pay attention quite, uh, closely.
00:12:58It means that the, from this morning or tomorrow morning, uh, our job of cleaning up will become
00:13:05one that will be a race against time in the sense that there'll be, uh, shaken,
00:13:12there will be a high degree of, uh, rubble, there'll be a high degree of debris in the space.
00:13:20And therefore the response to this, as I, we indicated that Tobago will be in a state of
00:13:26emergency and therefore, uh, the national and regional input will be quite, um, need to be
00:13:35quite aggressive in terms of that eight coming to Tobago because of the succession storms that
00:13:41are on their way. Uh, it means that cleanup effort must be very aggressive. Numbers will matter.
00:13:49And therefore we expect that kind of, uh, aggressive response.
00:13:53Mr. Stewart, as, as we close, um, is there anything you'd like to advise the Tobago
00:13:58and the Trinidad public?
00:14:01I, I want to advise caution at this time. Um, I want to advise patience, um, because, um,
00:14:10this storm, there's a defined eye and one can be fooled by it. And therefore as the storm move
00:14:18across to the north of us, it is important for us to understand that, um, there will be intervals
00:14:26of calm. Um, pay attention to the issuance of warning and also information given by the
00:14:36Tobago emergency management agency, the Trinidad and Tobago meteorological service in regards to
00:14:42this, to, um, this storm burial. And therefore follow these advice very carefully. It will be
00:14:51hazardous out there. And therefore we ask persons to exercise caution, um, examine your structures.
00:14:59Uh, there will be a possibility that later on in the day, it may be necessary to conduct,
00:15:05uh, rapid damage assessment to make an analysis, uh, to where we are, what were the type of
00:15:12damages. And therefore these caution must be taken into consideration as we go about our daily
00:15:19business. Mr. Stewart, of course, Alan Stewart, he is director of the Tobago emergency management
00:15:26agency. I know you have a very long day ahead of you. Let me thank you so much for, of course,

00:25:28touched base with Tobago but joining us via telephone is Prime Minister of St. Vincent
00:25:33and the Grenadines, Dr. Ralph Gonsalves, of course to give us an update on preparations
00:25:38and what exactly is the situation on the ground across in SVG.
00:25:44I of course have to tell Mr. Prime Minister, thank you so much for joining us.
00:25:49You have to be one of the most accessible and media friendly Prime Ministers in CARICOM
00:25:56and the Caribbean.
00:25:57Thank you so much, Dr. Gonsalves.
00:25:58Thank you.
00:25:59We all have our important roles and thank you for having me.
00:26:05Of course.
00:26:06Good morning to the people of Trinidad and Tobago.
00:26:09Yes, Mr. Prime Minister.
00:26:10Could you give us just an update as to what the situation is like at this moment in SVG?
00:26:15Well, as you yourself would see from the satellite images of the movement of Hurricane Meryl,
00:26:24it is moving towards the southern Grenadines, the eye of St. Vincent, Grenadines, and the
00:26:41northern Grenada, including Caricom and Petit Martinique.
00:26:49It is moving at 20 miles per hour and it has sustained speeds of 120 miles per hour.
00:26:58Significantly, the eye is very well defined and it's a big eye, to use the word of our
00:27:05local meteorologist, massive eye.
00:27:09And it's coming towards us in St. Vincent and Grenadines and in Grenada.
00:27:17The southern Grenadines, for us, will be affecting us, Union Island, Kanawhan.
00:27:27But remember, the band for hurricane-force winds is 35 miles.
00:27:35That's the width.
00:27:38So it's going to hit us.
00:27:42And of course, there are certainly storm-force winds.
00:27:46We are as prepared as we can be.
00:27:49We have a reasonable system.
00:27:52We are fairly well tested.
00:27:55We have 1,174 persons in shelters across St. Vincent and the Grenadines.
00:28:03And we are waiting on Meryl.
00:28:08So at this point in time, have you all experienced any high-wind activity, gusty winds?
00:28:15And of course, storm-force winds at this point and heavy rainfall just yet?
00:28:20Yes, we have had rainfall intermittently.
00:28:28It will come.
00:28:30The meteorologist reported to me a short while ago that at our meteorological station out
00:28:38at Argyle, that's the area of the airport, the gusty winds were reported at 40 miles per hour.
00:28:49But not sustained yet.
00:28:52But if you look at the satellite image, you'll see how the eye is moving.
00:29:00I have it right in front of me on my desktop computer as we are talking.
00:29:09And this hurricane is going to blow off a lot of roofs.
00:29:16And we have to be very careful that we don't lose lives.
00:29:21And I continue to speak to all people.
00:29:25I spoke to them last evening at 10 past 6.
00:29:35They declared an impending natural disaster as required under our National Emergency Management Organization Act.
00:29:46Let's put all the systems in place, juridical and otherwise, and waiting.
00:29:54And of course, hoping for the best, praying for the best, but prepare, of course, for the worst.
00:30:01For the worst.
00:30:02That sounds exactly what fellow Prime Minister Mia Mottley would have said to her people.
00:30:07I did tune in to your media briefing to your citizens on Saturday.
00:30:13That is just when the warning was declared for St. Vincent and the Grenadines, of course.
00:30:19Mr. Prime Minister, you did warn your citizens, don't stay out at bars.
00:30:24Don't stay out at bars too late.
00:30:26You stress the importance of preparedness.
00:30:29Do you find that your citizens would have complied?
00:30:34I didn't feel that they were listening on Saturday as well as they should have been listening.
00:30:40But I found that by Sunday morning, they were listening more and more.
00:30:48And I spoke to them twice on Sunday, twice yesterday, and outlined to them the stakes.
00:31:01It's a life and death business, and we have to protect lives, limbs, and property.
00:31:07I mean, I myself, I am prepared to go downstairs in the Prime Minister's residence, just in case anything happens to the upstairs.
00:31:19So, nobody can take any chance.
00:31:23And of course, Mr. Prime Minister, having not, I mean, situations have changed,
00:31:30but you'll have, I'm sure, still recovering from that recent natural disaster, the volcanic explosion.
00:31:38Volcanic eruption.
00:31:39That is right.
00:31:40And to be hit now by Beryl.
00:31:42And you did mention to your people that they've got to be on their P's and Q's,
00:31:46because there's a system just behind Beryl, AL-96.
00:31:50What do you anticipate the repercussions of Beryl will be?
00:31:56And, you know, that window of getting back on track and being prepared again,
00:32:02let's say AL-96 does develop into, you know, a tropical storm or even a hurricane again.
00:32:08Yes.
00:32:10Well, it depends on the magnitude of the hit.
00:32:15But I was talking to some of my cabinet colleagues.
00:32:20In fact, even the Minister of Finance, who happens to be my son, dropped by me last night, well, early in the evening.
00:32:30And we were talking about having to reorder priorities.
00:32:36You know, it's a fact of life.
00:32:39But we have put aside some resources.
00:32:47You know, we had set up a contingency fund a few years ago.
00:32:51And one percentage point of our VAT goes into that.
00:32:56So I have a little nest egg there.
00:32:58The deal is the humanitarian relief, just in case the worst happens.
00:33:06Of course, it's not money for development, but just to keep body and soul together.
00:33:12And I also have at the World Bank a sum on the catastrophic deferred drawdown option.
00:33:30So, as best as we can, with our limited resources and given all our vulnerabilities, we have put some things in place.
00:33:42And we have a good machinery under the National Emergency Management Organization.
00:33:47Not perfect, but good.
00:33:50And all the shelters are open.
00:33:53And our people have shown themselves to be disciplined.
00:34:01Of course, here and there you'll have one or two who are wayward, not by nature.
00:34:08But circumstances may lead them so to do.
00:34:13And we are as ready as we possibly can be.
00:34:19And we just make our systems better as we go along.
00:34:24But this is going to be a difficult one.
00:34:27And it's going to set us back.
00:34:31We had come out of COVID, come out of the volcanic eruptions quite well.
00:34:36And we were growing.
00:34:39Our economy was growing on an average better than any of the others in the Caribbean, save and except Guyana, which has the newfound oil wealth and doing quite well.
00:34:50My colleagues across the region have been in touch with me, not all of them.
00:34:56And I've been in touch with other agencies.
00:34:59I got a call from my ambassador this morning at the United Nations.
00:35:06The Secretary General of the United Nations has sent a message to me that he'll make a call.
00:35:16He's my good friend.
00:35:18And the United Nations agencies would be involved, the usual ones.
00:35:25The World Food Programme is already on the ground.
00:35:29Prior to this, in fact, at our National Emergency Management Council meeting on Saturday morning at 8 o'clock, I had a regional representative of the World Food Programme who happened to have been in St. Vincent.
00:35:45In fact, he still is in St. Vincent.
00:35:48We invited him and his colleague to come to the meeting so that he can see how we do our business.
00:35:54And, you know, we have been at this many, many times.
00:36:01And I personally, so it's and we just have to keep our patience on a calm.
00:36:07Yes, that is important for leaders.
00:36:10Of course, Mr. Prime Minister, we know that Caribbean people are very resilient people.
00:36:14And we know that even within the region, we have very generous partners at this point in time.
00:36:19I know it's it's a bit premature, but are you able to anticipate the type of assistance St. Vincent and its dependencies may need in recovery from Beryl?
00:36:30Well, I will I will I will I will say this to you. Objectively speaking, you tend to get assistance for.
00:36:41Humanitarian relief. You know, but when it comes to develop mental monies and monies for recovery and rehabilitation.
00:36:56It it comes pretty slowly and you have to borrow the money.
00:37:03Yes. COVID causes still increase our debt. Volcanic eruption causes to increase our debt.
00:37:12Fortunately, you know, 90 odd percent of the debt, 98 percent of the debt is on highly concessional terms.
00:37:23And we are grateful for that, but still have to pay back the money.
00:37:28There's not a free lunch about, you know. Yeah.
00:37:31Even though even though we're not we're not even though we're not causing the global warming.
00:37:38It is the nature of life and living.
00:37:45And I I take it as I find it and try to find the species in the global political economy to do things within the interests of our people.
00:37:58While at the same time, we at home. Like, for example, the establishment of the contingency fund.
00:38:05I think, Mr. Prime Minister, this is one of the things that you, of course, and your regional counterparts would have advocated for at the international scale.
00:38:15When we do have those international is that it is, in fact, small island development states that we bear the brunt of global issues.
00:38:24And as you rightly mentioned, recovery is not just humanitarian aid.
00:38:28Even, you know, we look at people and we don't realize that natural disasters are, in fact, life changing events and they have great psychological impacts on citizens.
00:38:39You know, how do you recover from things like that? Well.
00:38:46You have all the time to be listening to the roots. You know, one of the things to use a metaphor.
00:38:55A lot of people listen to the leaves and very often they think that the leaves are answering questions which are properly posed.
00:39:10But you can only get the answers properly if you have the questions, the right questions coming from the roots.
00:39:22Because the answers are creatures of the questions and they have to always be grounded.
00:39:32It's a simple proposition I'm advancing, but it's fundamental.
00:39:40Very profound thoughts there, shared by you, Dr. Ralph Gonsalves.
00:39:45I know at this point in time, the priority of yours and so many across the region will be to protect life and limb.
00:39:52As we close off this interview, let me take the opportunity to wish you, all the citizens, residents, even visitors of St. Vincent and its dependencies, all the best as you brace for the full impact of Beryl.
00:40:05Is there anything you would like to say in closing?
00:40:08Well, I'm very grateful that you've given the opportunity to speak to the people of Trinidad and Tobago.
00:40:16I just say that we are as prepared as we can be and we are at a place where we wait with a patience and with a calm.
00:40:30Even though the seas are rough and the winds, as I look out to the window, are exciting the leaves more than usual.
00:40:45Within a couple of hours, we're going to get hit. Union Island and Canaan will get hit before us and then Bequia and St. Vincent.
00:41:01We're in for a rough ride today. A lot of roofs are going to come off and we have to rebuild very quickly.
00:41:11But most of all, I'm hoping and praying that no one gets injured, no one dies.
00:41:20In 2021, we evacuated one fifth of the population with the 21 volcanic eruptions in April 2021 and nobody died and nobody got injured.
00:41:34People often get injured and killed, not only during the hurricane, but because they come out a little too soon and a little too anxious to get back to normalcy.
00:41:57We have to do this properly. We have to do this orderly and that's what I'm trying to do.

00:45:51Mr. Roberts, good morning to you again and thank you so much for joining us
00:45:55Good morning to you and good morning to the people of Trinidad and Tobago
00:46:01So Mr. Roberts, what can you tell us about the situation across Barbados?
00:46:05I know preparations were underway from as far back as Saturday
00:46:09While the ICC T20 men's final was ongoing
00:46:13People were out there preparing
00:46:15What is the situation now on the ground?
00:46:17Have those preparations borne any fruit?
00:46:21Well indeed, indeed Avashi
00:46:23What I can tell you today, this morning
00:46:26Is that Barbados has dodged a bullet
00:46:32This is according to the Minister of Information, Wilfred Abrams
00:46:36Who issued a statement this morning
00:46:38He spoke to the media this morning
00:46:40That because the system had passed south
00:46:43We actually missed the full brunt of Hurricane Beryl
00:46:48Thankfully, as the night passed
00:46:52We got some heavy winds
00:46:57Just about 8 o'clock
00:46:59And there were reports of downed power lines
00:47:04In some parishes
00:47:06Power outages as well as the Barbados Light and Power would have expected
00:47:11There were some power outages in several parishes
00:47:14And they were able to restore electricity quickly
00:47:18But with regards to the storm
00:47:22We really, really missed a big bullet
00:47:26We have not experienced any hurricane force winds
00:47:31It was very calm overnight
00:47:33I actually was able to sleep some
00:47:36To get up early for this interview
00:47:39I can tell the country that we are safe
00:47:44The Eau Claire has not been given us yet
00:47:47Because we are still expecting the tail end of Hurricane Beryl
00:47:54To pass and affect us
00:47:56So right now, there are some rains
00:47:58It's overcast
00:48:00It is not windy where I live
00:48:02In the northern parish of St. James
00:48:06This is close to the Platinum coastline of Barbados
00:48:11There is a sea surf warning in effect for Barbados as well
00:48:22So no one is allowed to go in the beaches
00:48:25Because as you know, it is still choppy
00:48:27But for now, what I can tell you is that
00:48:31The worst has passed
00:48:34But the Eau Claire has not been given
00:48:39And we are just waiting for the tail end of the system to pass
00:48:44Which should be around 7 or 8 o'clock there
00:48:48And then we should be able to go back to normal life
00:48:52So Mr. Roberts, what about shelters?
00:48:56Have persons gone into shelters in preparation?
00:49:01Well, from the reports I've heard, there are 33 shelters on the island
00:49:06All of them have been activated
00:49:09There are some residents who would have gone into the shelters
00:49:13I don't have the exact figures
00:49:15But we know for sure a number of people would have occupied these shelters
00:49:21Which is a regular thing for every system that passes
00:49:26People would occupy these shelters that have been activated since 6 o'clock yesterday
00:49:34And of course, you would appreciate that these are the Category 1 shelters
00:49:39The Category 2 are not open until after the storm passes
00:49:46And I don't think there would be any need to
00:49:49Because as I said, the system here really passed to the south of the island
00:49:55And we really missed the brunt of the system
00:49:59Of course, as we talked about Saturday's cricket final
00:50:05You had a lot of visitors across Barbados
00:50:09And of course, I think if I'm not mistaken
00:50:12Your airport would have closed at 7 o'clock yesterday
00:50:17Was everybody able to get out as they anticipated and as scheduled?
00:50:24Well, you would appreciate that when plans were in place for this World Cup
00:50:33All stakeholders would have already known that they are going to host a World Cup
00:50:40At the beginning of a hurricane season
00:50:43So contingencies would have been put in place to ensure that should a weather event occur
00:50:52Hotels and so on would have accommodated a lot of the tourists and so on
00:51:00I can tell you that the South Africa team had already left the island
00:51:07They left early Sunday morning
00:51:11But the India team, the champions, the 20 champions
00:51:16They are still here in Barbados, they are at the Hilton Hotel
00:51:19They were scheduled to leave
00:51:21As a matter of fact, I believe they were supposed to have a chartered flight out of Maghreb
00:51:32It seems as though, Mr. Roberts, if you're hearing me
00:51:35It seems as though Zoom freezed a little bit on us
00:51:38If you could take off the video, we may still be able to get some audio there
00:51:47We're trying to see if Mr. Roberts is still with us
00:51:50Giving us an update as to the situation in Barbados
00:51:54Of course, he would have mentioned that they feel as though they dodged a bullet
00:51:58Because from all indications, at least when Beryl formed into that hurricane
00:52:04The impression was given that Barbados was going to take a direct hit
00:52:09It was within the direct path of Hurricane Beryl
00:52:13But of course, as Mr. Ricardo Roberts from Stockholm Network just told us
00:52:19They feel as though they've dodged a bullet
00:52:21They've had some level of storm activity
00:52:25But not as drastic or dangerous as anticipated
00:52:30So I'm going to take the opportunity to thank Ricardo Roberts

00:58:07A lot of wind and so on
00:58:08How is the weather by you?
00:58:10The weather by me has started to change
00:58:12Within the past 45 minutes
00:58:14It's gotten grayer, darker, light rain
00:58:17So, we hope and pray for the best
00:58:21And I just urge everyone just to stay calm
00:58:23And follow all the advisories
00:58:25That the government sources and ministers have given out
00:58:28And we'll come through this

00:58:31So, Minister, we wanted to touch base with you this morning
00:58:33Specifically to find out the state of readiness
00:58:36Of our health facilities
00:58:38Of course, have there been any incidents so far?
00:58:41I'm not sure what the situation is like
00:58:43Across the entire country
00:58:44Any power outages?
00:58:46We do know a few years ago
00:58:48There was a fallen tree, if I'm not mistaken
00:58:51It may have been St. Anne's or St. James
00:58:53In one of our health facilities
00:58:55Any reports thus far?
00:58:57And the state of readiness?
00:58:59Yeah, so thanks
00:59:00So, our state of readiness
00:59:02For the hurricane season and wet season
00:59:04Starting around April, May of every year
00:59:07Where we go through our disaster plans
00:59:09Under our disaster coordinator, Patty Ann Williams
00:59:13And all the RHAs with their disaster committees
00:59:16We do checks on our generators
00:59:18We make sure we have diesel
00:59:20We make sure that we have our staffing arrangements
00:59:23In case of emergencies
00:59:25Our redundancies and so on
00:59:27I'm going to give you the update now
00:59:29And the update may change throughout the course of the day
00:59:33As I'll explain
00:59:35So, as of 5.32 this morning
00:59:38Everything was up and running
00:59:40There were no cases of electricity outages
00:59:46The RHA that we are most concerned about
00:59:48Would be the ERHA
00:59:50Because, as you know, the bands were passing closer to Bagel
00:59:53And over North Coast, Toco, McLeod and so on
00:59:56Are the ones we are always most concerned about
00:59:59As of 5.32 this morning
01:00:02The 5am update, Mayaro no rain
01:00:06Sandy Brandy no rain
01:00:08Toco light rain
01:00:10The Toco A&E had a total of 10 patients last night
01:00:14But none of them were storm-related
01:00:16And all facilities were functional
01:00:18So that's 5am
01:00:20However, just before coming on here
01:00:23The Emergency Operating Centre sent me the following
01:00:27Rain and wind started in the Toco area
01:00:30Power is out
01:00:32So power is now out at the Toco Health Facility
01:00:35Which is a 24-hour health facility
01:00:38However, the redundancy and the contingency
01:00:41With standby generators have kicked in
01:00:44And those generators facilitate continuous operations for 5 days
01:00:50So that's my main area of focus
01:00:52ERHA, especially Toco, McLeod and so on
01:00:56All the other RHAs have reported to me in the past hour or so
01:01:00That business continues as normal
01:01:03However, my message to the public is that
01:01:08If the weather deteriorates during the course of the day
01:01:11We don't want to have our ambulance staff out there unnecessarily
01:01:16So you can call our ambulance service
01:01:18They are still working
01:01:20All our A&Es are up
01:01:21But make sure it's a real genuine emergency
01:01:24Let's try to conceal resources
01:01:27And put people at as least risk as possible at this time
01:01:31So that's the update as of 10 minutes ago
01:01:35Minister, are all facilities equipped with backups
01:01:39In case of power outages?
01:01:41Yes, they are
01:01:44Especially critical areas, that is hospitals
01:01:48For our ICUs and so on
01:01:50Where you can't have a power outage
01:01:53Regular health centres, they have generators
01:01:57And the district health facilities
01:02:00Which operate on a 24-hour basis
01:02:03Like Princess Town, Shogunas and so on
01:02:06They have their redundancies
01:02:08Because we must have what we call business continuity
01:02:11To serve our clients
01:02:13Minister, I tuned in at the beginning of the hurricane season
01:02:16To the National Hurricane Centre
01:02:18They had a media briefing
01:02:21And one of the things I found was very interesting
01:02:23That they mentioned was that a lot of the deaths
01:02:25During an event, a natural disaster, a hurricane
01:02:29Was not directly or specifically related to high winds or rain
01:02:34But it happened before and after the actual passage of these events
01:02:39And some of them may be medical emergencies
01:02:42Like heart attacks and so on
01:02:44What sort of advice would you give to persons
01:02:47Who may be, as we say in Trinidad, heart patients and so on
01:02:51What advice would you give to them?
01:02:54And I know you did speak about the ambulance
01:02:57What is the emergency response like in a situation like that?
01:03:02In the height of a storm?
01:03:05Yeah, that's an excellent point to raise
01:03:09And thank you for that
01:03:10So let's take the basics first
01:03:13We always advise patients with chronic diseases
01:03:16Especially life-threatening chronic diseases
01:03:19Like hypertension, cardiovascular disease
01:03:23Always keep a 5-7 day supply of medication on hand
01:03:28So you can maintain yourself in case of a real disaster
01:03:34Keep it in a plastic bag
01:03:36However, our ambulance service will never go down
01:03:40But it will take something cataclysmic
01:03:43To bring down the whole ambulance system
01:03:45And to bring down our A&E
01:03:47Something really cataclysmic, which we have never had
01:03:50So we are there for you
01:03:51But we ask patients to work with us
01:03:54By keeping your medication dry, safe, accessible
01:03:59And at least for about 5-7 days
01:04:02Just in case there is something cataclysmic
01:04:04And that way we can minimize some of these fallout deaths
01:04:08We see after a natural emergency, a natural disaster
01:04:13Thank you for that, Minister
01:04:14And as we close, is there anything you'd like to leave
01:04:17With citizens at this point in time?
01:04:19As we are still braced for what could be the worst effects
01:04:23Of this storm, we could still be hit by some bands
01:04:25A little later on
01:04:27Yes, so our thoughts and prayers
01:04:29Should go to our Caricom neighbors
01:04:31Who are going to be hit much worse than us
01:04:33Because of our geographical location
01:04:36These things tend to vary north
01:04:39So we are relatively lucky
01:04:42However, God is not a trinity
01:04:45We must be always prepared
01:04:48We must not fall into a deep sense of complacency
01:04:51That this could not happen to us
01:04:53Our Caribbean neighbors up north
01:04:55Are well-versed and practiced
01:04:57Let us take a leap from their page
01:05:00And be well-versed and practiced
01:05:02On another note, I arranged with

01:05:09To open the Kaiman Community Center
01:05:12As a shelter for people living in Kaiman
01:05:15Elizabeth Gardens, St. Joseph, and so on
01:05:18So my work is both as a Minister of Health
01:05:22And as an MP
01:05:24My staff will be on the ground this morning
01:05:27Evaluating any damage throughout the constituency
01:05:30If there is, and to get the first responders out
01:05:33But my parting words
01:05:36Are these
01:05:38Let us just stay calm
01:05:40Pay attention to the official bulletins
01:05:43And as I told my constituents in a message last night
01:05:46Don't take unnecessary risks
01:05:49Don't go out in heavy winds
01:05:51And heavy rain
01:05:53I can tell you this
01:05:54My own father
01:05:55When we were living in Karani
01:05:56During Hurricane Flora
01:05:57I was young
01:05:58He decided to go and fix galvanized
01:06:01In the middle of that
01:06:03And got the biggest gash on his foot
01:06:06I saw that up front
01:06:09It is better you lose a galvanized sheet
01:06:12Than go and lose your life
01:06:15So that is the main message
01:06:17Don't take unnecessary risks
01:06:19During an event like this
01:06:21And we'll get through this
01:06:22Let's just stay calm

01:10:29Of course, they are those who are responsible
01:10:33For bringing us all that valuable information
01:10:35And all the warnings and everything that we need to know
01:10:38About this system and those to come as well
01:10:41So joining us this morning
01:10:43We have meteorologist Gary Benjamin
01:10:46Mr. Benjamin, thank you once again for joining us
01:10:50Good morning to you, to all your viewers and listeners
01:10:53Good morning
01:10:54So, I mean, just talk in our studio
01:10:57Staff that were supposed to make their way in
01:11:01Everyone seems to think that we have gotten away
01:11:05Just a little bit from the brunt of Burrell
01:11:07But of course, you are the expert
01:11:09Has it passed?
01:11:11What can we expect?
01:11:12When will we know we'll be out of the woods?
01:11:17We're not out of the woods, not just yet
01:11:19Our major concern at this time is the red level hurricane warning for Tobago
01:11:26The eye of Burrell, the center and the area of strongest winds
01:11:29Is just close to the northeast of Charlottesville
01:11:33And it is moving basically westward across
01:11:37And we still expect some weather out of it
01:11:40So we are holding those warnings for red level for Tobago
01:11:45As far as the hurricane force is concerned
01:11:50And orange level for Trinidad as far as storm force is concerned
01:11:54We still are holding that
01:11:56We have an update at 8 o'clock this morning
01:11:59As to see how far or how the developments go
01:12:02But we are holding it and right now we are looking
01:12:05Until midday or beyond as the case may be
01:12:08So we are looking to see how it is progressing
01:12:12We are not yet out of the woods
01:12:14Not yet out of the woods
01:12:15Of course, we touched base with Chairman of the Sandy Grande Regional Corporation
01:12:20Kenman Phillip, who told us it's a little bit quiet on that end
01:12:24And then we are hearing there is a little bit of rain
01:12:27In Arima, Aruka, Tunapuna, that particular area
01:12:31Is this what we would expect?
01:12:34A kind of stop and go, you'll get rain sometimes, then not?
01:12:40Yes, we could expect that in certain systems
01:12:43Each system for want of a better word
01:12:46They have their own personalities and effects
01:12:48As far as Trinidad is concerned
01:12:50We are looking at Peterbanks in this first instance
01:12:53Because the system is to the east of us and Tobago
01:12:57Of Tobago and Trinidad
01:12:59And we are looking at a Peterbank coming right now
01:13:02Coming down from the north towards Trinidad
01:13:05And we could get some weather out of that
01:13:08We are also looking at the closeness of the eye
01:13:11As it passes just to the very close northeast of Tobago
01:13:16So you could have this happening
01:13:18Of course, we are dealing with probabilities
01:13:20There is a high probability for hurricane force events over Tobago
01:13:26During the coming hours
01:13:28A high probability of that
01:13:29So we have to be very alert for Tobago
01:13:32Trinidad, we have a moderate probability for tropical storm events
01:13:37And we are alert for Trinidad
01:13:39So we are not out of the woods, I repeat
01:13:41So we are keeping abreast and alert
01:13:44And keeping safe until it eventually passes
01:13:47And just a little bit of knowledge sharing
01:13:50Here Mr. Benjamin
01:13:52As it relates to the actual system
01:13:55Hurricanes and so on
01:13:56We hear about the different parts of it
01:13:59The eye, the eye wall and the Peterbanks
01:14:02Now, we have been told in school that the eye is calm
01:14:06But from what I understand
01:14:07The eye wall appears to be very dangerous
01:14:10Along with the Peterbanks
01:14:11So could you explain to us
01:14:14What are the dangerous parts of a system such as this?
01:14:20The eye wall is in fact the most dangerous part
01:14:23As far as the wind is concerned
01:14:25And the most severe tornado storm activity
01:14:28But in the eye wall there
01:14:30If it is a hurricane
01:14:31You will have hurricane strength
01:14:33In the core of the strongest winds in the system
01:14:36If there is a hurricane or storm there
01:14:38That's where you go
01:14:39And then as you go outward from the core
01:14:41It begins to reduce somewhat depending on the strength
01:14:44And the width of the system
01:14:46Now the Peterbanks is what brings the moisture
01:14:49Into the system
01:14:50As this is Peterbanks
01:14:51It feeds on those bands to replace the eye wall
01:14:55And to replace different structures in the hurricane
01:14:58And the Peterbanks could have very strongly weighted forces
01:15:01It has been known in Peterbanks
01:15:03Because some sort of destruction
01:15:06In different types of systems
01:15:08So we have to also look out for those Peterbanks
01:15:11Just from my tidbit of reading
01:15:13I understand that there are different suspicions
01:15:16As to the causes of a hyperactive hurricane season
01:15:20What do you suspect causes this?
01:15:23In your opinion
01:15:24Some people see Saharan dust
01:15:26A lot of Saharan dust causes a lot of hurricanes
01:15:29While in the Atlantic
01:15:31Your thoughts?
01:15:34Well we have to rule out the Saharan dust
01:15:38What we have looked at
01:15:40Mostly is the temperature of the waters
01:15:42Because these systems feed on the warm water
01:15:45The warm moist water
01:15:47The warmer the water is
01:15:48The stronger the system could develop
01:15:50Because it is being fed
01:15:52Constantly fed with heat and water
01:15:56And this is what the systems like
01:15:58And we have looked at three major factors
01:16:02For this year's predictions
01:16:04And that is the warmth of the water itself
01:16:06That is the surface in the Atlantic
01:16:08It has always been warm because of the tropics
01:16:12But it is very warm in the north in years
01:16:14We also look at what is called the Atlantic meridional load
01:16:18That is the difference in temperature
01:16:20Between the North Atlantic and the South Atlantic
01:16:22And of course the North Atlantic is much warmer
01:16:25So everything tends to gravitate towards there
01:16:28And then not forgetting
01:16:29We are transitioning in a neutral period
01:16:32In the ENSO
01:16:33We are in no sudden isolation
01:16:35We are transitioning into the La Niña
01:16:38And La Niña times facilitate the development
01:16:41Of deep convective activity
01:16:43As you will find in hurricane and storms
01:16:46Mr. Benjamin, we have a lot of online meteorologists
01:16:50I don't know if you noticed
01:16:51But nowadays everybody is a meteorologist
01:16:54Some people have been suggesting
01:16:55That there may be some reason
01:16:57Or there is a trend now
01:16:59For storms or systems formed
01:17:04In the Atlantic to come a little more south
01:17:07Is that really a theory?
01:17:11I am not looking at it as a theory
01:17:13It comes south because of the guidance
01:17:16From the high pressure cell
01:17:18As it moves on the equatorial side of the high pressure cell
01:17:21All of these systems naturally want to go north
01:17:24That is the natural behavior of them
01:17:26So they go around the high pressure cell
01:17:29And because of the strength of the high pressure cell
01:17:31And its guidance
01:17:32If it is stronger it will keep it more south
01:17:34And more straight
01:17:36And if any time it gets the opportunity
01:17:39To go north in any break in that cell
01:17:41It will zoom off to the north
01:17:43And as far as the armchair meteorologists are concerned
01:17:46I am encouraging everybody to be aware
01:17:49Of the weather systems around them
01:17:51I am encouraging everyone to learn
01:17:53As much as possible as far as weather is concerned
01:17:56But when it comes to delivering focussion information
01:17:59They must be very careful in what they are saying
01:18:02And what they are putting out
01:18:03Because they are very experienced meteorologists in the region
01:18:06Who know what they are talking about
01:18:08And sometimes false information can get into the relay
01:18:11And confuse people so much
01:18:13Noted Mr. Benjamin
01:18:15Of course you all would have mentioned
01:18:17The Met Services would have mentioned
01:18:19Another system EL96 in the Atlantic
01:18:22Following in pursuit of Beryl
01:18:25Is there any update you can give us on this system?
01:18:30We have been following this system
01:18:32As long as we have been following Beryl
01:18:34Because of the danger involved with Beryl
01:18:37And the immediacy of it
01:18:39We have been taking up all this while with Beryl
01:18:42And we are still dealing with Beryl
01:18:44But this system is now
01:18:46The EL96 is now in the mid equatorial Atlantic
01:18:50And it is expected to reach us
01:18:52By Wednesday at least
01:18:54I think it is Wednesday
01:18:55So that there is some prognosis for development
01:18:58Within the next 48 hours to 7 days
01:19:01There is some moderate probability for development
01:19:04So we will look at it and see how it goes
01:19:06Within the next day
01:19:08And whether it develops or not
01:19:10It is going to bring some weather
01:19:12Across the Antilles at least
01:19:14The Great White Islands by Wednesday
01:19:17Wednesday, so that means we of course
01:19:19Have a short window to recover from Beryl
01:19:22And get prepared for EL96
01:19:26As far as preparation is concerned
01:19:28Remember we have predicted an active hurricane season
01:19:32So we should have been preparing since May
01:19:34Because there was a whole month of preparations in May
01:19:37So the thing is if you are not prepared right now
01:19:40I am rushing to finalize your preparations
01:19:42For the rainy and hurricane season
01:19:44Because we are not going to want to wait
01:19:46Until you have a red level, orange level
01:19:48Or whatever warning
01:19:49Because if you are prepared
01:19:50At least when things begin to happen
01:19:53You can move as fast as possible
01:19:55To keep yourself, your family
01:19:57And your property safe
01:20:16First of all you can get us at

01:21:01Stay clear of them
01:21:02Very clear of them
01:21:03Because they can be dangerous
01:21:04And also in the floodwaters
01:21:06Please, please do not drive through floodwaters
01:21:09Please do not wade in floodwaters
01:21:11They can be very strong
01:21:12And deceptive and dangerous
01:21:14So the tip is
01:21:16Everybody stay safe

01:26:08What is the situation like in Grenada?
01:26:13The situation like presently
01:26:14Well thank you first of all
01:26:15The situation like presently in Grenada
01:26:17I am presently in Sinanju Southeast
01:26:20Most of the night
01:26:22As we discussed with the different district
01:26:24It was a bit quiet
01:26:25We had some rain, a bit of thunder
01:26:27But presently we are seeing a lot of heavy rain
01:26:30We are seeing some thunder
01:26:32But not much of the wind
01:26:34It's still a bit early
01:26:35Because based on the information we're getting from NADMA
01:26:38Most of the effects of the hurricane
01:26:40Would be between 8 a.m. and 8 p.m.
01:26:44So we're expecting that things would get a little bit intense
01:26:47As the hours go by
01:26:49What I can say though is that the shelters
01:26:53Most of the residents across the island and the districts
01:26:55Have been taking advantage of the shelters
01:26:58In some shelters there are over 200 persons
01:27:01The shelter I am in presently
01:27:03The Sinanju-Andekin Secondary School
01:27:05We have over 140 residents here
01:27:08Including children
01:27:09So a lot of the people in the area
01:27:11Are taking advantage of the shelters
01:27:13The other district coordinators
01:27:17Have been working with persons with disabilities
01:27:19We have a couple of persons here with disabilities
01:27:21And vulnerable families
01:27:24So earlier on yesterday
01:27:26We would have seen a lot of vehicles
01:27:29Speaking of persons who are not that mobile
01:27:32Bringing them into various shelters
01:27:34Checking in
01:27:35So what we're doing right now is to ensure that
01:27:37Everybody within the different shelters are safe
01:27:39We expect if something happens
01:27:41We expect more persons to come in
01:27:43And we're just trying to ensure that everybody is safe
01:27:46A bit of persons were battling down
01:27:48And preparing their home earlier on in the week
01:27:51I can say that it's an early hurricane
01:27:54It wasn't something that we were expecting
01:27:56But we are somewhat prepared
01:28:00So Rina, I know you're talking about shelters
01:28:04And the number of people who are in shelters
01:28:07At this point in time
01:28:08And that is good
01:28:10People are erring on the side of caution
01:28:12But do you feel that persons are going to the shelters
01:28:16As I said, as a precautionary measure
01:28:19Is it because of the structural safety of their homes
01:28:23And they just know it can't withstand a hurricane?
01:28:28I think it's both
01:28:30The impact of Hurricane Ivan is still with us
01:28:32And a lot of people are mindful
01:28:34Prior you would see
01:28:36Before Ivan, a person would say
01:28:38My home is safe, you know
01:28:39Are we going to be okay? I'm staying home
01:28:41But because of the experience
01:28:43I believe that caution was one of the biggest things
01:28:46For some of them
01:28:47Despite they may think that their home is okay structurally
01:28:50Based on the experience they had before
01:28:52They don't want to take that chance
01:28:53So they decide to come to the shelter
01:28:55As well as some people
01:28:57Their home are just not
01:28:58You know, there are some homes
01:29:00That are still affected by Ivan
01:29:01That's not completed
01:29:02You know, because of the vulnerability
01:29:04So they just don't think that the structure is okay
01:29:06And safe for their family
01:29:08So they decide the best place to be is at the shelter
01:29:10Now we did see that the government issued
01:29:13A state of emergency, emergency powers
01:29:16In preparation for Barrel
01:29:18What did that mean for people?
01:29:21Did that mean no liming, no drinking at bars
01:29:24No work, no school
01:29:26What does that state of emergency
01:29:28Basically mean for you all?
01:29:31Yeah, so it's basically that
01:29:33We don't expect any revelers
01:29:35Anybody liming, no shops open
01:29:37Anything like that
01:29:39Schools are closed for the moment
01:29:41Until further notice
01:29:42But it's expected that
01:29:45Nobody is not supposed to be out
01:29:47Unless you are essential workers
01:29:49Nobody is not supposed to be out
01:29:52You're supposed to be at your home
01:29:53A safe area or in shelters
01:29:55So the only person that's supposed to be out
01:29:57Are NADMA, personnel
01:29:59Security officers
01:30:01We're talking about police officers
01:30:05And all our essential health
01:30:07Media workers
01:30:09These are the people that are out
01:30:10And they are required to have passes
01:30:12So that is what is happening now
01:30:15No one else is expected to be out
01:30:17Unless you are essential workers
01:30:19Or you have a pass
01:30:20And the state of emergency
01:30:21That remains in place for seven days?
01:30:25The state of emergency
01:30:26Remains in place for seven days, yes
01:30:28It started at 7pm last night
01:30:31So from 7pm that was it
01:30:33I can tell you that I met a lot of barriers
01:30:35In different parts of the island last night
01:30:37Because I had to move a few districts last night
01:30:42So I can tell you that there are blockages
01:30:45And there were officers on site
01:30:47I can also tell you that we've been having
01:30:49Visits from officers to check up
01:30:51To ensure that the area is okay
01:30:54The area is safe
01:30:55To see if there's any trouble within the shelters
01:30:57I had two visits last night
01:30:59From the police
01:31:00Royal Grenada Police Force
01:31:01Just to check in and ensure that
01:31:03Everybody is cooperating
01:31:04And that everything is happening
01:31:06And everybody is safe in the area
01:31:08Do you all have a lot of tourists
01:31:09A lot of yachties
01:31:11In Grenada at this point in time
01:31:13And what is the situation
01:31:14And special arrangements for them
01:31:17For your visitors?
01:31:21As it relates to a lot of yachties and tourists
01:31:24Generally Grenada has a lot of yachties
01:31:26We do have a lot of people coming in
01:31:30But I think that they are aware
01:31:32Of what is happening right now
01:31:35They would have to put their boats in safe places
01:31:37So I believe that these arrangements
01:31:39Were already made
01:31:40Because there are safe havens
01:31:42For them to dock their various vessels
01:31:45And they would be in the various shelters
01:31:48If needed be
01:31:49Or in safe areas
01:31:50They do have to follow all protocols
01:31:52Like everybody else
01:31:54All shelters have been posted
01:31:56On all social media platforms
01:31:58As well as available in other places
01:32:00So I believe that all our tourists
01:32:02And yachties are safe
01:32:03I mean you just have to follow the protocol
01:32:05And again government has been doing
01:32:08Their every three hour briefing
01:32:11To ensure that everybody is updated
01:32:13So I can say that they are on the ball
01:32:15When it comes to ensuring
01:32:16That everybody is informed
01:32:18On our social media platform
01:32:19Radio and all different media outlets
01:32:22So Reena, 8am is fast approaching

01:48:09Barrel. We return to home now where we touch base with the chairman of the
01:48:15Tuna Puna Piyako Regional Corporation, Josiah Austin. Mr. Austin, thank you so
01:48:19much for agreeing to join us this morning. No problem. Good morning.
01:48:24Good morning Trinidad and Tobago. So Mr. Austin, we understand well our teams across your
01:48:30corporation have told us that the rains seem to be seem to have started within
01:48:35the past 45 minutes or so. What sort of update can you give us? Alright, so thus
01:48:42far we can safely say that at least within the last hour we've had constant
01:48:48rainfall. We've had reports of four fallen trees in the Blanchard Shares area. We
01:48:56have a team concentrated there. They're taking care of that and we're getting
01:49:01reports of the cleanup efforts there. No reports of any unsecured roofs blown up.
01:49:07No flash or street flooding thus far. Our efforts redistribution of sandbags
01:49:14continues at our disaster management unit. We are getting more loads to distribute in
01:49:21sitting parts of the region. So of course as you mentioned that situational update
01:49:28I am to assume there have been no reported injuries, no any fatalities,
01:49:32anything of that nature? No, nothing of that nature. So let's talk about the sandbag
01:49:37distribution Mr. Austin. I didn't quite expect you to be
01:49:41continuing to distribute those sandbags today with the event in progress.
01:49:50Right now we have persons that are coming still and we are all concentrated at the
01:49:57disaster management unit and as such we won't send them away. Obviously yesterday
01:50:04we would have taken the time to ensure that persons would have gotten as much as
01:50:09possible. So in that effort where we lack sandbags and not sandbags, when we
01:50:18lack sand we were able to get from a corporate body who donated at least nine
01:50:25loads where we were able to distribute to the hundreds of businesses that showed up
01:50:30yesterday before the rainfall. So we ensure that that happened but today where
01:50:36we have got more strong national quarries we are not turning back the businesses to the
01:50:42contained businesses to show up. So Mr. Austin, once we get the all clear from
01:50:48Met Services, what will recovery and the cleanup exercise be like?
01:50:56Well we've done the study and obviously we are more concentrated on the northern
01:51:04range, that part of the region and we have a lot of fields there, the shelters are
01:51:10waiting to be activated once necessary. So after years of study and knowing fully
01:51:18well what we are up against, or anticipating rather, we have seen certain
01:51:25spots both central, most southern parts and northern parts just needing to assist
01:51:33where necessary, both in-house teams and voluntary groups. So we have a host of teams ready to assist and the agencies likewise with machinery.
01:51:45Are there any open shelters as it is within the TPRC and are there any
01:51:51persons in those shelters?
01:51:54Well what has happened, all shelters have been prepped to be open and activated once
01:52:01necessary. We were able to pass around to some yesterday and in contact with a lot
01:52:09of those and others today and we can see if we are all prepped and ready to be
01:52:14activated once necessary.
01:52:16Have you encountered any challenges in having to
01:52:19satisfy some 300,000 burgesses?
01:52:23Definitely, as I said, yesterday in the effort we
01:52:30would have run out of stand actually trying to service the cause of which
01:52:37is that showed up, but being a resourceful corporation we were able to
01:52:43quickly assist the hundreds that were waiting and we had to call on a
01:52:49donation and I can safely say that all were satisfied in that regard. So that was
01:52:55one situation. Also this morning with the fallen trees, but because of the work
01:53:03that we would have done before, putting persons in key areas, we were able to quickly
01:53:11fix the situation. But if it happens in a larger sense, we have to
01:53:18definitely call on voluntary groups, but we have all put the systems in place to
01:53:24get the activation.
01:53:25As we close, Mr. Austin, is there anything you'd like to say to your
01:53:28burgesses and of course any warnings or any numbers you'd like to give out for
01:53:34your disaster management unit or how your burgesses can reach out to you in
01:53:37the event of an emergency?
01:53:39Oh definitely. I'd just like to add that our disaster management unit is well aware of the situation at hand
01:53:51and we are here to assist in any way possible. Feel free to look at our social media
01:53:59pages, our Facebook and Instagram where you will have information. I am here at
01:54:05the disaster management unit and I can safely say that thus far persons have been
01:54:12calling and we've been answering accordingly. We have persons assisting, persons going out
01:54:18there and we are doing everything in our will to ensure that our burgesses are safe.
01:54:23So continue to be safe out there, follow all advisory and I can safely say that
01:54:31we are doing everything in our will. We've done the work before and we will continue to
01:54:35execute for the benefit of the burgesses of Tunapunapiako.

01:57:13base now with the ODPM. In particular, we're speaking with the Training and Education Specialist,
01:57:17Lieutenant Commander Kirk Jean-Baptiste. Thank you so much for joining us, sir.
01:57:22Good morning, how are you? Well, better than I expected. I really expected much more activity
01:57:29this morning so we just have to say thank God for that. But of course, in your neck of the woods,
01:57:35you would have more of the reports, more of the serious reports. What can you tell us at this
01:57:40point in time, Lieutenant Commander? Okay, good morning again. It's not too, too serious yet.
01:57:46It's now, the eye of the hurricane is now passing north of Tobago and the south of Barbados but
01:57:53you'll confirm that with Met Office, right? But we have a few reports out of Tobago.
01:58:01The hurricane, of course, has caused heavy rain and gusty winds so we have some reports of fallen
01:58:08trees like in Annarsville, Mt. Grace, Charlottesville, sorry, an electrical pole fell.
01:58:20That is, I forget the part of Tobago, but the Antarctic is seen about it. There are some
01:58:27electrically fluctuations in the eastern and northern side of the island.
01:58:34All right, I get enough feedback, sorry. Oh, I'm not sure where that comes from.
01:58:40Yeah, so in the north, places like Concordia, Castara, Octolats for me, in the east, Bellgarden,
01:58:50Woodward, Speyside, some electrical fluctuations. All right, but all in all, there's a lot of rain
01:58:58and a lot of heavy winds. And of course, it's not over yet so we're just encouraging people
01:59:04to stay at home, stay indoors until you're given the all-clear by, as you mentioned,
01:59:09those authorities in Met Services and so on. So as we talk office disaster preparedness and
01:59:17management, how would you rank the preparedness of Trinidad and Tobago for this event?
01:59:22One out of 10, I'd say 9.5. With the DMUs, Rural Development and Local Government,
01:59:34ODPM, and our liaison with CDMA and the other agencies, we have prepared, the agencies are in
01:59:43place, assets have been located throughout the country, equipment. We have been warning people,
01:59:55we have been telling people what to do, how to do it. Trinids don't seem to listen,
02:00:04but we're still going to keep telling them and we're still going to keep advising.
02:00:10So people, please stay away from the rivers. Please don't drive, walk. I've
02:00:16waited to see people swimming in flood water in the past, that is. So let's refrain from those
02:00:22things. All right, stay inside. If you don't need to be outside, be inside. And of course,
02:00:31Lieutenant Commander, what is the capabilities of the ODPM, of the emergency services to respond to
02:00:38these few, do we say disasters, that would have been pursuant from Hurricane Beryl, those fallen
02:00:45trees, fallen electrical lines, if in fact there have been any roofs blown off and so on?
02:00:52As we speak, take a scene about the tree that fell on the lines. Trees are being cut
02:01:01and moved. Anything blocking roadways, anything that's blocking is being removed.
02:01:09Of course, if it intensifies and it gets worse, you're going to have to wait till after it passes,
02:01:17as natural and normal. Yes. Lieutenant Commander, as we close off this interview,
02:01:21are there any special precautionary measures, any cautions, any tips that you'd like to leave
02:01:27with citizens this morning? Yes. Well, now is not the time to be out.
02:01:33As I said before, and I'll reiterate, if you don't need to be outside,
02:01:39if you're not an essential service, please stay inside. Please stay inside, buckle down. Let me

02:03:45City Gate, and there's a lot of foot traffic and a lot of vehicular traffic as the public
02:03:51braves the weather despite the tropical storm warnings. The public have been unwilling to
02:03:56speak to us, as everyone, as you can imagine, are trying to get to their workplaces and where
02:04:00they have to be. So that's a live update from outside City Gate for the morning edition.

02:08:06Minister Marvin Gonzalez. Mr. Gonzalez, thank you so much for joining us.
02:08:11Good morning. Good morning Trinidad and Tobago.
02:08:15Of course, Minister. We just wanted to get an update from you
02:08:19as to the state of public services as it relates to the passage of Hurricane Barrow.
02:08:25Well, so far we have received reports of several outages,
02:08:31in electricity outages, that is, in several parts of Tobago. In Lakertoe,
02:08:39Port-au-Prince, Charlottesville, Argyle, Mount Evens, just to name a few.
02:08:48And as a result of that, it has impacted some of Water's facilities in some of these areas.
02:08:56With respect to Trinidad, I'm just trying to pull up the information here. One second.
02:09:06Yeah, with respect to Trinidad, some plants located in East Trinidad have been impacted.
02:09:14And I'm trying to get the names of all those plants. Las Cuevas,
02:09:19Matura, they have been taken out of operation as a result of too little of river conditions.
02:09:31So most of the plants in Trinidad are in full operation and have not been impacted by the
02:09:38weather just now. But again, to repeat, as a result of some of the disruptions in Tobago,
02:09:45some of Water's infrastructure has been impacted. And we are waiting for some kind of intervention
02:09:52on the part of the state government to see to do so for those plants to be restored back into
02:09:56operation. Now, Minister, quite often when there is some level of flooding, from what I understand,
02:10:05at certain pump stations or certain stations, WASA has to close it off for a bit because all
02:10:11the debris would get into the filter and so on. Have we reached that stage yet? And if it does
02:10:16flood, would we expect some disruption in water supply? Yeah, so the plants, the three or four
02:10:22plants in Trinidad, that's Pumping, Matura, and Story, and Latinx, they have been taken out of
02:10:30operation because of the high turbidity in the river. So that's the reason why they have been
02:10:36taken out. It's not as a result of any disruption to electricity supply in those parts of East
02:10:44Trinidad. So those four plants have been taken out of operation because of turbid river conditions.
02:10:52Okay. And as it relates to your constituents, any reports from them,
02:10:57any words of advice to them and the rest of Trinidad?
02:11:00Well, in the Iroquois area, particularly in the north-west, we have reports of heavy rain
02:11:07over the night, and some parts it is still raining. But no reports of flooding,
02:11:14no damage to any homes, et cetera. So it's quite normal to see a consistent
02:11:23drizzle, and in some parts, every drizzle. But we are encouraging constituents to stay close to
02:11:30their school responders, stay close to their counselors. They are all on high alert. The
02:11:36regional corporations have been activated, and they are monitoring the situation very closely.
02:11:43So we are asking people to exercise extreme caution and to monitor all of the accessibility
02:11:50from the ODPM, the Trinidad and Tobago Mutual Logical Service, and all other government agencies,
02:11:57and to be very careful in sharing unauthorized information or information that has not been
02:12:02verified by the state. But we are assuring citizens that we are monitoring the situation
02:12:09closely, and we are on standby to respond as the situation requires.

02:15:25so much for joining us. Good morning, ma'am. Thank you for having me on your arm.
02:15:33All righty. So tell us, what is the situation like? Have you all had the expected winds and rain?
02:15:39What I can say as of present, there are no serious complaints from persons in the
02:15:50Togo area or Central Kenya area.
02:15:55On the north coast, no serious complaints of any on that area. I would have pleased with the
02:16:02disaster unit this morning, the coordinator, who said that he did not receive any TV
02:16:09complaint. What I can say, as of now, we are overcast. We have some rainfall, but nothing to
02:16:21worry about at this point. Okay, nothing heavy at this point. But of course, you know,
02:16:25med services are telling us that. That just may be for now, but we may be hit by those bands as
02:16:31they continue to come around Hurricane Barrel. So is it that your budgesses within the corporation,
02:16:40are they staying buckled down at home or are they out and about because there doesn't seem to be
02:16:45that much storm activity? I would have tried to the area this morning, part of Grandi.
02:16:55We're not seeing much presence on the street and that is a very good thing.
02:17:00I know councils would have put out on their Facebook page, I've been putting
02:17:05three million doors if you don't have any need to come outside.
02:17:12All right, so nothing much to report from the Sandy Grandi Regional Corporation. In the meantime,
02:17:17do you have any tips, any words of advice for those budgesses?
02:17:22What I can say is that the units remain open. We have sandbags on standby for anyone who
02:17:30has a need for it. We would have pre-positioned plans in each electoral district and the council
02:17:36are having the sandbags on them. So I want to urge persons to reach out to their councillors.
02:17:43My Facebook page has all the contact numbers. We would have activated the
02:17:51Helena Community Centre in Tuku on the north coast and we just continue to monitor the situation.
02:18:01Is there anyone at that shelter just yet?
02:18:05No, but we were advised that the north coast would be more impacted by this weather,
02:18:11so the disaster coordinator would have said it better we activate one on the north coast in the
02:18:18event of any serious impact. All righty, Mr. Phillip, let me thank you so much for joining
02:18:25us and of course giving us an idea of what the situation is like down, well up I should say,
02:18:31at the northeastern tip of the country. All the best to you as we continue to

02:21:49Minister, good morning to you and thank you so much for joining us. Good morning,
02:21:54good morning to members in your studio. Good morning to Trinidad and Tobago and the wider Caribbean.
02:21:59So of course, Minister, we just wanted an update from you as to, you know, the state of roads.
02:22:04Are there any impossible roads? Well, roads will be one. Are pump systems, are they intact? Are
02:22:10they working? Have there been any reports of floods to your knowledge? So far, no, we have
02:22:17had no reports of flooding. We have had some dung trees in the Toco area. Those have been addressed
02:22:25already, so there's no area that is cut off or anything like that. So far, our contingencies
02:22:33in place have been holding out and things are working as planned. However, we know the rest of
02:22:42the day, we will continue to get more showers and I think that's when the big test will come
02:22:49as to, you know, how far we can get the, how fast we can get the runoff of water if
02:22:54flooding occurs in any area. But so far, so good. So far, everything in place is holding
02:23:01and there are no areas that are cut off at this point in time. So far, so good. What about
02:23:06motorists on the roadways today? Do you have any cautionary words for them?
02:23:12Well, obviously, I keep advising that if there is floodwaters, that we should really try to
02:23:19avoid going into the floodwaters. I have had reports where the road is very quiet this morning
02:23:25because it seems like a lot of people would have taken precaution and tried to, you know, not go
02:23:33out if they don't have to. So that's a good sign. And the usual, this is not the first time that we,
02:23:40you know, as a country, we face with these challenges with the weather pattern. So,
02:23:47the normal advice where try to avoid the floodwaters, try to avoid areas where land
02:23:55splits and so are prone to happen because the geography of Trinidad varies. In some areas,
02:24:01you have major land splits and some areas you'll have flooding in the low-lying areas.
02:24:07So, wherever you are, whatever challenges that are, you know, associated with those areas,
02:24:13please look out for it and try to avoid those areas.
02:24:17Always on the side of caution. Minister of Works and Transport, Rohan Senanan, thank you so much

02:27:53Independence Square, Port of Spain. This would be First Citizens Bank. Before that, you would
02:27:58have seen RBC Bank. So, even on this Monday morning, the start of the month, you're seeing
02:28:04that there are long lines, hurricane barrel or not. People are concerned about their finances
02:28:10and they need to get it in order. So, they have lined up outside banks, security officers. They're
02:28:17having a little bit of some patience and a challenge in getting persons to comply with the
02:28:24rules. So, it's now time to check in with Sewa TT. As you know, after so many natural disasters,
02:28:35there are these organizations that continue to be generous, to be out there and to do good to
02:28:41assist persons in their cleanup efforts. Joining us, we've got Rivan Tilak Singh, who is president
02:28:46of Sewa International. Rivan, good morning to you and thank you so much for joining us.
02:28:51Hi, good morning. Good morning to all the viewers and listeners. So, let's just talk about
02:28:57Recovery, Rivan. What exactly does your organization do in helping persons get back on their feet?
02:29:05So, what we do is we organize society so that we can help ourselves, right? And in coordination
02:29:13with all the authorities. So, we have been working very closely with the ODPM. They have been very
02:29:19good at coordinating with us, collecting information, taking reports, that type of thing.
02:29:26And they have made themselves very available. If we have a situation, we have volunteers who
02:29:36are prepared to come out and help clean up. We have the Kalku Brothers who are on standby to
02:29:42help with rescue if required. And so many other resources, people with 4x4s, if we have flood
02:29:49later on this afternoon or into tomorrow, as the floods usually come after a few hours already.
02:29:57So, you know, you mentioned the Kalku Brothers and I just think, you know, boats and floodwaters
02:30:03sometimes, sometimes six to seven feet and really having to get those boats to go down and rescue
02:30:08people out of their homes. What sort of supplies and I also remember you're distributing supplies,
02:30:14cleaning supplies to help persons clean up after a storm because people don't realize or even floods,
02:30:20people don't realize the task that it really is. Yes. So, we have been in contact with distributors
02:30:29and the supermarkets who will make stuff available to us. Of course, these things come at a cost.
02:30:35So, you know, however, the public could help us, that would be much appreciated.
02:30:43If there's a need, we will make a call later on today and let the public know if we activate
02:30:49any Sewer Food Packs and the Sewer Subways and those type of things. But we have already had
02:30:54conversations with the supermarket during the week last week and all weekend and also Prestige
02:31:03Holdings who have been very kind to us over the years with the subways and KFC, that type of thing.
02:31:10So, put some things in place if required. If necessary. So, at this point in time, if persons
02:31:16do in fact want to help out, if there are persons across TNT who are seeing the distress of persons,
02:31:23what can they do? How can they follow your organization and really assist you in getting
02:31:28help to those who need it the most? Yes. So, we're going to put out some guidelines
02:31:34and social media within the next half hour to hour, but you could reach us at

02:34:57Welcome back Trinidad and Tobago. So we just want to share with you the Met Services latest update
02:35:11which was issued at 8.05 a.m. Tobago and so this is hurricane level warning. It's number nine for
02:35:22Tobago. It is red level. A hurricane warning is in effect. This means there is a higher potential
02:35:29for hurricane conditions including sustained winds in excess of 118 kilometers per hour
02:35:36within the warning area. In this case within the next four hours. So we are not out of the woods
02:35:43just yet. You'll still need to bunker down for the rest of the four hours. Hurricane barrel was
02:35:49located near 12 degrees north 60.5 degrees west. It was approximately 73 kilometers
02:35:57north of Tobago and moving west northwest near 31 kilometers per hour. You can you can experience
02:36:07periods of showers and gusty winds. They have been observed and are expected to continue. The
02:36:13likelihood of landslides the official release from the Met Service says will increase as the
02:36:19morning progresses. Hazardous seas have been observed with large battering waves. So mariners
02:36:26should continue to expect significant wave heights posing danger to small craft coastal and offshore
02:36:33activities. Strong currents and choppy seas will make navigation hazardous. So you are not advised
02:36:40to enter any waters any choppy waters and as Lieutenant Commander said not even the rivers.
02:36:47When you're on the roadways you're expected to exercise extreme caution. The roadways will be
02:36:53wet and if you don't have to go out authorities are saying it is not over yet. You are you are
02:37:00to wait on the official statement official release from the Met Services from government
02:37:06agencies to tell you that you can leave home you can go outside for now you still have to bunker
02:37:13down. We are asking you to remain safe remain at home if you don't have to go outside don't go
02:37:18secure your life your livelihood those of your pets those of your family. So just a reminder
02:37:25it's not over yet please bunker down Trinidad and Tobago. We've come to the end of our show
