00:16 on the dark web. In fact, Agard says the TSTT board stood in the way of
00:21 disseminating information to the public.
00:25 Lisa Agard says she never misled Public Utilities Minister Marvin Gonzalez into telling Parliament that claims of a cyber attack at TSTT
00:35 were untrue and that customers data were not compromised.
00:39 The minister in making his statement on the first never qualified or clarified
00:46 his statement as TSTT had in the first month of the third year.
00:53 So as a consequence of which
00:55 Chairman and members I did not mislead the minister.
01:01 She says TSTT statement to corporate clients that their data was safe remains true
01:07 but she says it was not so for private clients. It was TSTT's
01:12 private virtual cloud that was subject to the cyber attack and
01:19 unfortunately in relying on that letter somebody should have explained to the minister the difference between the commercial cloud and
01:27 the private cloud.
01:29 Apparently no one did.
01:31 Unfortunate.
01:33 Agard contends the minister quoted from a letter circulated to some enterprise clients signed by assistant general manager

01:46 difficult to envisage how the minister came to be in possession of the letter on the first of November at the very least I
01:54 can communicate clearly to this committee that it never came from the office of the CEO because I never saw that letter
02:01 until about the 10th of November.
02:04 The former CEO says she was never informed but learned through a private
02:10 security company's report a month later that the initial breach occurred on October 3rd.
02:16 An administrator's profile was hacked and used to set up multiple accounts that very morning between

02:25 552. When quizzed Agard says she understands the person did not flag the activity and is still employed with
02:33 TSTT. Before her contract was terminated Agard said she was barred from issuing
02:40 communications. I was screaming every day
02:42 we have to get this completed because we need to communicate with the public about what data of theirs is out there.
02:50 I was the one who pushed the team to complete the analysis of the data.
02:57 Former CFO Shiva Ramnarayan denies withholding cybersecurity funding and says he was wrongfully accused.
03:04 This breach led to the creation of numerous accounts
03:08 which went undetected for six days.
03:10 Upon discovery
03:13 the Networks and IT department began to deflect blame from themselves and
03:18 began to distort the truth and conceal information.
03:22 Ramnarayan was terminated after the breach but tells the parliamentary committee he was being undermined for making moves to see
03:31 TSTT become profitable. Networks and IT brought to the CEO and myself
03:38 a spend.
03:40 We said you'll have a look at it when Linsanyang came in. Linsanyang said
03:46 redundancy upon redundancy upon redundancy and that was cut in half.
03:51 That's the culture.
03:55 That was a shock when people like myself walked in and said no.
03:58 Ramnarayan says together with the former CEO they changed TSTT's profitability
04:04 despite the opposition by the board.
04:07 We have a member on that board of directors who has a company who was the successful
04:13 recipient of contracts through emergency spend.
04:17 That was stopped during my tenure. Stopped.
04:23 Because you need three bidders.
04:26 You can't prove that it's an emergency. I may not be technical
04:30 but you have to prove now that that's an emergency for you to get through with that.
