00:09:48 So as I told you earlier,
00:09:49 we do have a very interesting program for you today.
00:09:51 We have a number of interviews
00:09:54 that we would want to share with you today.
00:09:55 But before we do all of that
00:09:57 and really get into the meat of the matter,
00:09:59 let's discuss some of the stories in the Daily Express.
00:10:02 Today, of course, yesterday,
00:10:04 the Prime Minister,
00:10:05 after the retreat held earlier this week,
00:10:08 he had a news conference yesterday
00:10:10 and he would have spoken about a number of issues.
00:10:12 One of the main issues
00:10:14 that he would have spoken about
00:10:16 is the issue of crime in Trinidad and Tobago.
00:10:20 So in the Express this morning,
00:10:22 PM willing to work with opposition,
00:10:25 Trinidad and Tobago is a violent society.
00:10:28 Prime Minister Dr. Keith Rowley said yesterday,
00:10:30 but added that the government
00:10:31 was doing all it could to respond,
00:10:34 including being willing to work with the opposition.
00:10:37 And I don't know if many of you
00:10:39 would have seen the news conference yesterday,
00:10:41 but the Prime Minister looked very uncomfortable
00:10:44 admitting that Trinidad and Tobago
00:10:46 is a violent society.
00:10:49 Having heard the opposition leader,
00:10:51 according to the Prime Minister,
00:10:52 speak on Monday,
00:10:54 "I intend to write to her
00:10:56 "and ask her to supply or receive personnel
00:10:58 "from the government on the issue of crime.
00:11:02 "And the government will receive from her side
00:11:04 "on the issue of crime.
00:11:06 "And let us see what common grounds exist
00:11:10 "that the parliament can deal with.
00:11:12 "It's all good to say this and say that,
00:11:15 "but when the rubber hits the road,
00:11:17 "you have to look to see what direction
00:11:20 "the traffic is going in.
00:11:22 "And if there is an opportunity for collaboration,
00:11:25 "for the betterment of the country,
00:11:27 "we are willing to explore it."
00:11:30 According to the Prime Minister.
00:11:32 So as I told you,
00:11:33 the Prime Minister was speaking to the media yesterday.
00:11:40 And he noted that crime was one of the topics discussed
00:11:44 as it was, excuse me,
00:11:46 on the forefront of the national conversation.
00:11:49 Put to the forefront now in the national conversation,
00:11:52 one is the high levels of violent crime,
00:11:57 notwithstanding some other elements of crime
00:12:00 might be subsiding.
00:12:03 But what really attracts our attention
00:12:05 and is of great concern to us
00:12:07 is the high levels of violent crime.
00:12:11 It gives us no pass to say
00:12:13 that it is something being experienced
00:12:16 throughout the region and the wider world,
00:12:18 but we are having to focus on our situation
00:12:21 in a way that others have to focus on theirs.
00:12:25 And while he assured that all was being done,
00:12:27 he noted that there was a violence
00:12:31 in the society that needed to be treated with,
00:12:37 while not calling names or calling her name,
00:12:40 he referred to the murder of Adana Simon, 28,
00:12:43 who was fatally stabbed allegedly
00:12:45 by her 41 year old cousin on Tuesday night
00:12:48 on Queen Street in La Bré.
00:12:50 Police said a geometry compass was used to kill Simon.
00:12:55 So again, a number of things were discussed at the retreat,
00:12:59 including crime.
00:13:00 The Prime Minister also said that
00:13:02 there has been some improvement
00:13:06 and we do expect to see a further improvement
00:13:11 in the future, if I can say that, yeah.
00:13:14 And one of the other big stories,
00:13:16 and it wasn't discussed at the cabinet retreat, right?
00:13:20 So the Venezuelan beauty queen
00:13:21 chosen to represent TNT speaks out,
00:13:23 "Let's celebrate our diversity."
00:13:26 Days after her crowning as Miss Grand TNT
00:13:29 sparked outrage amid questions of her eligibility,
00:13:33 Venezuelan Melody Maturano, the beauty queen
00:13:37 caught up in the firestorm, has broken her silence.
00:13:41 "I cover every criteria necessary by the international body,"
00:13:46 Maturano, 29, said in response to questions from the Express.
00:13:50 So the Prime Minister would have,
00:13:52 a question was posed to the Prime Minister yesterday
00:13:57 concerning this matter.
00:13:59 He said, "There's a lot he can say,
00:14:02 "but will say nothing," yeah?
00:14:04 So on Sunday, Maturano was crowned Miss Grand TNT,
00:14:08 becoming the first Venezuelan national
00:14:10 chosen to represent TNT at the Miss Grand
00:14:12 International Pageant in Vietnam on October 25th.
00:14:16 Her victory was quickly overshadowed by controversy
00:14:18 as questions about her eligibility swirled
00:14:21 and picked up pace.
00:14:23 People took to Facebook to argue that Maturano
00:14:25 is not a citizen of Trinidad and Tobago
00:14:27 and therefore does not meet the criteria.
00:14:30 Over the days following the pageant,
00:14:32 Stolen Productions Limited, their franchise
00:14:35 responsible for the Miss Grand TNT,
00:14:39 released a statement defending the judge's decision.
00:14:43 Yeah, and another story, another story
00:14:46 that has been making the rounds in the mainstream media
00:14:49 over the past few days is the issue,
00:14:51 is an issue concerning Daryl Smith seeking legal advice
00:14:55 after order to disclose Smith's sex report.
00:14:58 According to the Prime Minister,
00:14:59 nothing to do with me, Prime Minister Dr. Keith Rowley
00:15:02 disclosed yesterday that he has sought legal advice
00:15:05 on a high court decision with respect
00:15:08 to the non-disclosure of the report
00:15:10 and to allegations of sexual misconduct
00:15:13 by former sport minister Daryl Smith.
00:15:17 Yeah?
00:15:18 There was also the issue of, you know,
00:15:22 there's an issue with the Prime Minister
00:15:24 and the Chief Secretary too.
00:15:28 Controversial video claiming to undermine
00:15:29 THA Chief Secretary, PM, the courts will decide.
00:15:34 Yeah?
00:15:36 So a number of things happening in Trinidad and Tobago.
00:15:39 Hopefully we do have the opportunity to give you
00:15:43 the chance to call us later on this morning
00:15:48 to chime in on a number of these issues.
00:15:52 All right.
00:15:54 Okay, so here's what.
00:15:55 We do have our first guest lined up
00:16:00 to speak with me this morning.
00:16:03 So yesterday, the Prime Minister faced the media.
00:16:06 Of course, earlier this week, there was a retreat.
00:16:11 A number of issues would have been discussed,
00:16:14 including crime, including the economy.
00:16:17 We do have on the line at this time,
00:16:19 former government minister and economist, Mariano Brown.
00:16:24 Mr. Brown, good morning.
00:16:26 Good morning, how are you?
00:16:27 Yes, I'm good, Mr. Brown.
00:16:29 Well, I suspect you would have listened
00:16:31 to what the Prime Minister would have said yesterday,
00:16:34 read the economy and a number of other issues.
00:16:37 Mr. Brown, anything in particular,
00:16:39 specifically, has really jumped out to you?
00:16:42 Well, nothing jumped out except that
00:16:45 you didn't have much to report.
00:16:48 So that tells you that we have a very difficult place
00:16:51 at budget speeches next week.
00:16:53 Not next week, early next month.
00:16:56 So there was not much to say.
00:16:57 I guess they have to keep their cards close to their chest.
00:17:01 What he did say was that there are difficulties.
00:17:06 The natural gas production is not increasing.
00:17:09 And the ability to get new gas is also under watch.
00:17:13 And I guess that's as best as he said it is.
00:17:18 It can depend on, we have to look at gas
00:17:21 and we have to maintain our position.
00:17:22 But making the kind of speeches which are required
00:17:26 moving forward, there's not much else on the agenda.
00:17:30 So I think that was significant in its own.
00:17:32 If you would allow me to quote the Prime Minister
00:17:37 concerning the retreat, he says,
00:17:39 is to ensure we keep our feet on the ground
00:17:42 and expectations close to our skull,
00:17:45 understanding that the country's resource base
00:17:47 is not as bountiful as it was at an earlier time.
00:17:52 And therefore, the retreat was an opportunity
00:17:57 to make certain decisions now and for the future.
00:18:02 On a few occasions, he spoke about that, Mr. Brown,
00:18:07 about the wild things seem to be on the up and up.
00:18:12 But it was also a time to be very careful
00:18:17 as to what the government does.
00:18:21 Well, I think that quote you said,
00:18:24 essentially is the doubt and expectation
00:18:26 that there's not a lot on the plate
00:18:29 and there's not a lot of changes that can be made.
00:18:32 I think that's the key takeaway from that.
00:18:36 - He also says, we are happy to have bounced back
00:18:40 following COVID, but as we motor along in the future,
00:18:44 we have to keep our eyes on the speed limit
00:18:47 because every citizen ought to be aware
00:18:49 that the country's resource base is not what it used to be.
00:18:54 As we motor along, as the Prime Minister may say,
00:19:00 Mr. Brown, to the next budget,
00:19:04 what do you see are the challenges?
00:19:10 - I mean, to speak plainly, here are the problems.
00:19:18 This has been our problem for some time.
00:19:20 We are back to a 2016 situation
00:19:24 where natural gas and the energy sector
00:19:28 can only make a limited contribution.
00:19:30 It is not going to be a growth sector.
00:19:32 Therefore, you have to manage your expenses.
00:19:36 Now, that means that you have to prioritize.
00:19:39 And I think that is a difficulty the Prime Minister faces,
00:19:42 as does the country, that everybody wants X
00:19:46 at this point in time.
00:19:48 But there are difficulties
00:19:50 that you cannot stretch the envelope.
00:19:52 This is what is within our capacity.
00:19:55 That's it.
00:19:56 Now, that's an unfortunate message, but that's the reality.
00:20:01 Now, crafting it in such a way as to make it acceptable
00:20:06 under the same token, the device program
00:20:08 that maintains the economy at a certain level
00:20:12 is a very, very difficult task.
00:20:14 And I think that's what you see there,
00:20:16 the Prime Minister scratching his head in public.
00:20:18 - That's a hell of a way to put it, Mr. Brown.
00:20:25 But he admitted that we are still very much dependent
00:20:29 on the hydrocarbon sector.
00:20:32 He speaks about the non-energy sector.
00:20:34 There has been some improvement there.
00:20:37 When it comes to the Dragonfield,
00:20:39 he says that that deal is still very much alive.
00:20:42 He described it as a boulder.
00:20:44 They have been trying to push up,
00:20:47 but he believes that there is going to be
00:20:50 considerable progress, so he's optimistic about that.
00:20:53 When it comes to the Manatee Field,
00:20:55 he also says that it is alive and well.
00:21:00 So there is some level of optimism in that particular area.
00:21:05 - Well, I think we can accept that the Manatee Field
00:21:09 will come online, probably about 2026, 2027.
00:21:15 That doesn't do anything for your economic situation.
00:21:18 Now, I mean, this can be traced back to the decline
00:21:21 at the state fund in 2019 that came from BP
00:21:24 where the infill drilling program failed.
00:21:27 And there's been nothing to replace it in the meantime.
00:21:30 If there's nothing to replace,
00:21:31 and it takes about three or four years to develop,
00:21:33 the six Manatees, they're not in cable for what,
00:21:35 10 years, 12 years?
00:21:37 All right, Dragon Gas is not good.
00:21:39 Dragon Gas is a cheap.
00:21:41 I want to put Prime Minister Zulu into his,
00:21:43 the role of Sisyphus.
00:21:46 Are you trying to roll a bull up
00:21:47 and then you can never get it up there?
00:21:49 That's why you can basically say that
00:21:50 that's not going to happen
00:21:51 within our constructive expectation, or lifetime.
00:21:55 So put a blanket on that.
00:21:57 That means you're back with what else we have available,
00:22:01 and literally between now and 2027,
00:22:03 you have to add nothing.
00:22:05 So you basically are level-pegging.
00:22:07 That's where you are.
00:22:09 Your revenue position is likely to decline.
00:22:11 Let's look at what is happening in the world market.
00:22:13 Prices have gone up, but the price of gas hasn't,
00:22:16 because we've had all sorts of increases in gas supply.
00:22:20 So I, the expectations,
00:22:23 dealing with the public expectations is a difficult task.
00:22:27 And I think that's what is giving him trouble.
00:22:30 And he's trying to tell everybody,
00:22:31 well, this is what our revenue could do.
00:22:34 And we can't do more than that.
00:22:36 And I think that's the reality that we have to face.
00:22:40 - So is it then that the message is that,
00:22:45 every time the budget comes along,
00:22:47 people do expect a lot of things,
00:22:48 the citizenry, they expect increases in the pension,
00:22:52 in disability grants, in a number of things.
00:22:57 So is it, the message is,
00:22:59 don't expect too much from the next budget?
00:23:02 - Precisely, precisely that.
00:23:04 - A half a bread is better than none, eh?
00:23:09 - None at all, that's it.
00:23:11 - He also speaks about interest in smaller pools
00:23:15 in the oil and gas sector, and also tax incentives.
00:23:20 He also spoke about, but what is significant,
00:23:26 of course, you would remember,
00:23:28 earlier this year, the trade union movement,
00:23:31 they have been calling for an increase in the minimum wage.
00:23:34 He says, on the issue of an increase in the minimum wage,
00:23:37 Rowley said consideration was also being given
00:23:40 to increasing the rate.
00:23:42 - Well, I don't know how that is going to work.
00:23:46 I don't think that that's going to be counterproductive
00:23:48 in relative, particularly for the non-energy sector.
00:23:52 You increase oil incomes on the basis
00:23:54 of increases in productivity,
00:23:55 not on the basis of a legislative draw line.
00:23:58 That's an economic decision that has a lot to do
00:24:01 with the interplay of demand and supply.
00:24:04 And in reality, the moment is that the labor market
00:24:06 is thin because we have a climbing labor force,
00:24:11 so prices will go up naturally.
00:24:13 To draw a line under that and to basically make
00:24:15 a mandatory decision that you're going to increase
00:24:17 the minimum wages, I don't think that will work
00:24:21 very well for the economy.
00:24:22 - How has, if in any way, I know that there has been
00:24:29 much talk about the war between Russia and Ukraine
00:24:34 and the impact it has had on the oil and gas sector.
00:24:39 Has Trinidad and Tobago, you think,
00:24:40 benefited in any way from that?
00:24:43 - Oh, significantly.
00:24:44 Were it not for the war, we would not have had
00:24:47 the turnaround that we had,
00:24:48 and that increased prices, essentially,
00:24:50 everywhere in the petrochemical sector,
00:24:53 in the energy sector, generally speaking.
00:24:56 And that worked very positively for us.
00:24:57 What we have at the moment is the fact that
00:25:00 now everybody understands that there's some changes
00:25:03 in the price of oil, prices of oil have stabilized
00:25:05 and started to go back up again.
00:25:06 But they're not reflected in natural gas supplies,
00:25:09 'cause we've had increases in world supplies.
00:25:12 And therefore, there's been declines in prices.
00:25:15 So that's hurt Trinidad and Tobago,
00:25:17 because, quite frankly, the majority of our energy sector
00:25:21 is in the form of natural gas,
00:25:23 and natural gas is where we have been declining.
00:25:26 And in those circumstances, given the decline,
00:25:29 the net decline in natural gas production,
00:25:31 then your economic futures are also gonna be limited
00:25:34 on that basis.
00:25:35 So the effect of the Russian-Ukrainian war
00:25:38 is now literally zero.
00:25:39 - Mr. Brown, you have been a part of the government,
00:25:47 well, not this government, but the Patrick Manning

00:26:17 Why have we still been discussing, discussing, discussing,
00:26:21 and we have not seen this really blossom
00:26:24 in a real and serious and big way?
00:26:29 - Well, because there are two issues with that.
00:26:31 One, because it's still there, so we still depend upon it.
00:26:36 We have not cut ourselves apart.
00:26:38 And the second part of that is that we have to look
00:26:40 at the fact that it's a small economy.
00:26:42 Small economy is also small in terms of size.
00:26:47 So scale is important.
00:26:49 And we've had some, we have, we're dealing
00:26:51 with some pretty big bear marks in the world.
00:26:53 India has 1.4 billion people, so is China.
00:26:56 Literally, they have, look at how they have decimated
00:26:59 certain markets in Europe and in North America
00:27:02 and in Latin America, so that you can't compete
00:27:05 in that market, so you're looking for niches.
00:27:07 Most businesses in Trinidad have grown.
00:27:10 Have grown on the backs of an export market.
00:27:13 Now, what you require for an export market
00:27:15 is really a very competitive internal sector,
00:27:20 and that will grow on outward.
00:27:22 Now, as long as we've had energy
00:27:24 and we've been making changes or alternatively,
00:27:28 we've been supplementing the way people earn income
00:27:31 on the basis of what one would call
00:27:34 our hydrocarbon revenues, in particular,
00:27:37 the level of transfers into the private sector,
00:27:40 our prices remain, our relative prices remain high,
00:27:43 our relative costs remain high,
00:27:45 and therefore, we are less efficient.
00:27:47 So that's one structural issue.
00:27:51 So when I talk about structural adjustment,
00:27:52 it's really about how do we get that sector
00:27:56 to be more competitive internationally?
00:27:58 And the hydrocarbons or the existence of the hydrocarbons
00:28:01 and government sort of, if you would,
00:28:04 approach the proper city areas,
00:28:07 doesn't help us and it doesn't make us competitive.
00:28:11 Then you have to add to that the private sector
00:28:13 has also gotten accustomed to operating
00:28:16 in a domestic market, which is buoyant.
00:28:19 So again, you've lost the incentive to export.
00:28:22 Now, there are people who have done it, but not enough.
00:28:26 So diversification is really a private sector matter.
00:28:30 Government has to fix certain things.
00:28:32 And one of the other issues that arises from that
00:28:34 is that we are not efficient in many things.
00:28:38 Consider, for example, if we look at the
00:28:40 Ministry of Legal Affairs and the registry system
00:28:43 that we have, just in terms of registering a new company,
00:28:47 get input certificates, debt certificates, and so on.
00:28:51 We've had serious issues in terms of how that has operated
00:28:53 over the last 18 months.
00:28:55 So, you know, becoming efficient and working well at home
00:29:01 is important if you're going to move abroad.
00:29:04 And the energy sector has not helped us in that regard.
00:29:08 In some sense, it's made us feel too comfortable.
00:29:11 - In some ways, have we used the,
00:29:15 or dependency on the oil and gas sector
00:29:20 as really a crutch, and that's why--
00:29:24 - Yes. - Yeah?
00:29:25 - The short answer to that is yes.
00:29:28 All right, and that, in a sense, is what has kept us back.
00:29:30 So at the moment, we're still looking to hang on to it.
00:29:33 And that, because the change,
00:29:36 structural change is not easy.

00:29:40 Let's go back to the 1990s or the 1980s,
00:29:43 when we had that sharp cut and sharp fall.
00:29:47 It really is a drastic change in your standard of living.
00:29:51 And that has been, that has been part of the issue.
00:29:54 So if you basically let it go,
00:29:57 and you either sink or you swim,
00:30:01 or for some period, you require a float.
00:30:04 Now, most people, making that transition is very hard.
00:30:08 And for a country to make that transition
00:30:09 is also very hard. - Yes.
00:30:11 - And unfortunately, we're not prepared
00:30:12 to let go of the lifeboat.
00:30:15 So we could be in that situation, we're in Netherlands,
00:30:17 we want to go somewhere else, but we're not prepared to swim.
00:30:21 It's a difficult task.
00:30:22 And we have to get it right mentally,
00:30:25 and we have to make up our mind
00:30:26 that this is what we're facing.
00:30:28 And the prime minister's unfortunate
00:30:30 in that position at this stage.
00:30:32 We don't have the resources.
00:30:33 So I can't give you as much of a crutch as you want,
00:30:35 as you expect.

01:01:37 Mr. Richardson, tell us about the rally and the rationale, the reason for it.

01:01:46 The Unity Rally is really a rally, a cry for estate police and security officers to come
01:01:52 together in unity to address the issues, the sealant issues that is affecting the security
01:01:59 industry as a whole, the private security industry as a whole.
01:02:01 It's basically a full grom of what is happening.
01:02:04 We have seen officers dying outside there or you're unprotected.
01:02:09 And the 19th is a very significant date for us.
01:02:13 You know, we, New York United States always have the 9/11, really 19/9/22 is our 9/11
01:02:21 where our officers, the officers that are allied would have been murdered at the Pennywise.
01:02:28 So this is, this date will be significant and it's on this date we are rallying people
01:02:34 to come to the Woodford Square, join with us and bring to the attention of the authorities
01:02:41 that we are united, we are together in the fight for a better day for estate police and
01:02:48 security officers in Trinidad and Tobago.
01:02:49 At that rally we will be joined by the state police, the association, the prisons association,
01:02:57 the communication workers union, nurses association and other thing, well,
01:03:02 which will be there with us on that day, which is the 19th at 1pm at Woodford Square.

01:03:11 Let's speak about, let's look at the industry on the whole.
01:03:17 What is your impression?
01:03:18 Because it would seem to the normal person out there, there are a number of challenges
01:03:25 facing estate police officers.
01:03:27 Yeah, presently there are a number of challenges.
01:03:29 We look at training one, that's, you know, the employers are not investing enough in
01:03:36 training of the officers and safety equipment, PPE, bulletproof vest, the inferior bulletproof
01:03:42 vest, some of those vests are totally outdated, you know, the type of weapons we have facing
01:03:47 us now, you know, they are talking about 5.56 ammunition coming at you and you have nine
01:03:52 millimetre.
01:03:53 If you look at the corresponding factor of that, you know, you are in a loss already,
01:04:00 you're in a lost situation because these fellows are coming there with their intention.
01:04:06 Remember, we are actually your first line of defence.
01:04:09 We are at your house, we are at your business place and if we are not trained properly,
01:04:15 if we are not given the proper equipment, then how can we perform our duties?
01:04:20 Yeah.
01:04:20 So basically we look at more training and stuff like that.
01:04:22 We have been in discussions with employers considering the training, considering better
01:04:28 equipment and so forth.
01:04:29 Yeah, but Mr Richardson, there has to be a reviewer because what Mr Cruvel has said,
01:04:35 it is not new news and for a while now, the Air State Police Association and other organisations
01:04:43 have been really calling for an upgrade as to how this industry is run.
01:04:52 Yes, exactly.
01:04:53 For a while now, we have been speaking to the authorities.
01:04:58 There was an attempt by the government to have a private security industry bill,
01:05:02 which they would have tabled and there were some fatal flaws in that bill.
01:05:06 But the operations of the employers and the industry as a whole, we think that focus needs
01:05:14 to be focused on that.
01:05:15 It should be placed right there.
01:05:17 Who, how does Marlon Hopkinson obtain a licence to operate a private security firm and what
01:05:23 are the regulations that he will have to keep in order to have that firm continue?
01:05:30 What are the standards that are applicable for somebody, an officer?
01:05:36 The protection, what is the protection that is necessary if you are carrying out a CIT
01:05:41 transport operation?
01:05:43 What is the regulations according to that?
01:05:46 As Mr Cruvel has spoken recently, just now, where we would have raised the issue of how
01:05:52 much firearms, how much firearm ammunition an SIT police officer is given to go out there.
01:05:59 We have made a public plea, called to the commission of police to review a long outstanding,
01:06:08 a long, it's not just this commission, a long subsequent commission before.
01:06:12 Yes.
01:06:13 Would have said that, okay, we could only carry 25 rounds.
01:06:15 That was in a particular time.
01:06:17 Now, with the rise in crime and what is happening, that is no longer appropriate.
01:06:22 We also want the, want the authorisation to carry semi-automatic, automatic firearms.
01:06:27 Bearing in mind what is happening outside there now, where we are facing that kind of
01:06:33 firepower and that kind of intent in the first place.
01:06:36 Everybody, Tom, Dick and Harry will run into a bar right now with an AR-15.
01:06:41 We are in the frontline.
01:06:44 We are the businesses where the, where the bandits come.
01:06:48 The police is not there.
01:06:49 We are there.
01:06:50 We are there to protect people and property.
01:06:52 So when they come, the first line of business for them is to take all the SIT police officer,
01:06:58 look for the security, take him out and then do what they need to do.
01:07:01 Exactly.
01:07:02 So we have to have a properly regulated industry.
01:07:07 But if you speak about training, we know that it is an, a most important part of it because
01:07:12 there's a responsibility to carry the firearm.
01:07:14 And if you're asking for upgraded firearms and upgraded ammunition,
01:07:17 the level of training needs to go up.

01:15:25 - The elections are, well it's actually the AGM and the elections.

01:15:30 - The AGM on Sunday the 17th which is coming up.
01:15:33 But the election will be held right after the formalities of the report being done
01:15:40 and all questions being asked.
01:15:42 - Yeah, what's the venue?
01:15:44 - So actually it's going to be an online election.

01:15:48 - This is the first time the college is actually doing a fully online.
01:15:53 So there's no in-person ballot being selected or counted.
01:15:58 So there is opportunities to do everything remotely.
01:16:02 However, I believe that they will set up some level of infrastructure at the college

01:16:36 The election registration process would have concluded on Tuesday at 4 p.m.
01:16:40 The electoral committee would have met the following day
01:16:45 and we would have found that there were a handful of registrants

01:16:51 and those were agreed upon as legitimate voters.
01:16:56 So we have a total of 437, I've been asked if I'm correct, 437 registered voters.
01:17:02 And just so you know, it's a little bit less than last year.
01:17:06 And so we are hopeful that the deadline was a little bit,
01:17:12 may not have met with a lot of folks' expectation.
01:17:18 Because in the past, we were not online
01:17:20 and folks were able to come into the school and register and so on.
01:17:23 So there's some thieving pains there,
01:17:26 but I know we'll get over this as Napa-Rima men.

01:17:31 Mr. Suraj, let's speak a little bit about the Napa-Rima Association of Past Students.
01:17:36 For people who are not familiar with the association,
01:17:41 if you could please tell us a little bit about it.
01:17:43 - So it's basically an alumni association.
01:17:48 Once you've graduated the college,
01:17:50 either at a form five or form six level,
01:17:52 you're eligible to be a member.
01:17:53 The role and function, or the primary role and function of the alumni
01:17:58 is really to support the school, whether it be through financial assistance,
01:18:04 whether it be through infrastructural assistance,
01:18:06 whether it be through sporting elements.
01:18:07 So the concept behind it is really to utilize the persons
01:18:14 that would have gone to Napa-Rima, graduated,
01:18:17 and then you bring them back into fraternity,
01:18:20 where they can actually now assist at a different level.
01:18:24 Not, it doesn't have to be a financial type of assistance.
01:18:27 It could be an expertise level,
01:18:28 where they would have gone to different colleges out of the country as well.
01:18:32 They would have been in different jobs.
01:18:33 So the reality is, I think sometimes people underestimate
01:18:36 the value of an alumni association.
01:18:39 It can actually be an extremely powerful organization
01:18:44 once the entire membership is engaged.
01:18:48 So that's the reality of what the association is and supposed to be.
01:18:52 - Yeah.
01:18:53 And what are you bringing to the table?
01:18:54 Because I know that you're contesting the post of president.
01:18:57 - So for me, I am in charge of a team known as the Napa-Rima Demographic Alliance.
01:19:04 The first thing I will say is that we are contesting nine out of 19 positions.
01:19:10 Reason being is that this is an election of Napa-Rima men.
01:19:14 So both teams are up, but everybody's a Napa-Rima college graduate.
01:19:18 So we've decided to take the stance that we're not contesting all,
01:19:22 because at the end of the day, we want to show that level of inclusivity
01:19:26 and that level of brotherhood.
01:19:27 So by contesting nine, we've automatically deferred 10 positions
01:19:30 to the opposing team already.
01:19:32 But it doesn't matter because those are 10 positions
01:19:35 that will go to Napa-Rima men just as well.
01:19:37 And we want to really show that inclusivity.
01:19:38 So I think we're the first one in terms of an election campaign,
01:19:42 where we've just not decided to capture all or try to go for all.
01:19:46 Because again, this is about inclusivity
01:19:49 and about bringing the brotherhood together.
01:19:51 What I can say, I bring to the table, I've served at a national level board.
01:19:55 I'm actually a current member of the Toronto Bigel Cricket Board.
01:19:57 I've chaired different non-profit organizations.
01:20:02 And one of the things I've constantly been saying throughout the campaign trail
01:20:05 is that a lot of people sometimes don't understand
01:20:07 a non-profit organization requires leadership and vision
01:20:12 that actually has the time to dedicate.
01:20:15 Because these positions are not paid positions.
01:20:17 These positions are not compensated positions.
01:20:20 So sometimes you have the people with the best intent,
01:20:22 but if they don't have the time to come in,
01:20:26 then sometimes what you find is you have a very big gap
01:20:31 between what they would have promised and what they could actually deliver.
01:20:34 So I think in that essence,
01:20:35 I think I have the time and ability to dedicate in school.
01:20:38 My office is actually 30 seconds away from school.
01:20:41 So I think I can physically be there as well.

01:34:08 Well, they secured their playoff place by beating the once unbeaten
01:34:12 Guyana Amazon Warriors and after the match,
01:34:14 both captains reflected on the results.
01:34:16 - Season, what do you attribute it to?
01:34:21 - Yeah, look, that's what we want to be in a situation like that.
01:34:25 You know, that's why we chose to bet first.
01:34:27 We know the conditions, you know, is going to later on help the betting,
01:34:31 whoever betting second.
01:34:32 But, look, you know, there's nothing to be worried about it.
01:34:35 But I still think that we always need to improve.
01:34:38 And that's how we play the wonderful any sport.
01:34:41 So, going forward, I think this is a good thing for us that we got put
01:34:46 in the situation today.
01:34:47 I just think that we just didn't bowl well with the plan.
01:34:51 And that's the only concern, I think, if I look at so far.
01:34:54 But other than that, look, I'm very happy.

01:35:08 - Yeah, I feel a little bit relieved.
01:35:10 I think you always wanted to be in a position where you don't have to play
01:35:14 a do-or-die game, especially the last match of the group stages.
01:35:17 But, alhamdulillah, we believe in ourselves and the team we had.
01:35:20 The losses we had were always very close.
01:35:23 So, what we wanted to address was that if we can control the extras in the game
01:35:26 because that's an extra better batting for the opposition,
01:35:28 if we can control our extras, we should have a good chance in every game we play.
01:35:32 - All right, let's see how the standings stack up.
01:35:35 And the Amazon Warriors, despite the defeat, they still stay at the top
01:35:38 of the standings, playing eight, winning six, and losing that solitary one.
01:35:43 Still stay ahead of the Knight Riders, do a net run rate,
01:35:46 and a big clash this Saturday will be between them.
01:35:49 St. Lucia Kings, well, they've made secure their third place,
01:35:53 but look just below that, Barbados Royals and the Jamaica Talibers
01:35:57 will be battling to see who will be the next team to qualify for the playoffs next week.

01:36:14 - Well, I'm actually in Guyana, but trying to have a little bit of a view,
01:36:20 trying to have your viewers and so on.
01:36:22 I'll be bored by a wall.
01:36:24 I'm actually on the outside.
01:36:26 So it's a little bit of a tropical view from your side.
01:36:29 - I tell you what, we are very visually stimulated,
01:36:31 and we thank you, we thank you for the view this morning, John.
01:36:34 I tell you what wasn't a good view might have been for the home fans last evening
01:36:38 to see the Amazon Warriors previously unbeaten in the competition,
01:36:42 but going down last evening.
01:36:44 - Well, when you listen to Captain Imran Tahir saying it does really affect them so much,
01:36:51 right, because they want to experiment a little bit, it really was that indeed.
01:36:55 They wanted to bat first to see if the bowlers can come out
01:36:59 and defend whatever total the batters put on the board.
01:37:02 It was not to be because the bowlers did not put on a good show,
01:37:05 a show enough to keep them unbeaten.
01:37:08 But the way the batters started were too tentative.
01:37:12 Just one night previous to that, the debutant, Matruh Nandu, 20 years old,
01:37:17 and Sayem Ayub, 21, the Pakistani player, put on 112 in 77 balls.
01:37:23 The day after, quite a different kettle of fish.
01:37:26 They just couldn't buy a run very early on in the ballplay.
01:37:29 They were just 35 runs.
01:37:30 And from there on, it set them up where they had to really play hard
01:37:34 in the back end to get some runs to be competitive.
01:37:36 167 at Providence is not going to be enough.
01:37:40 And strange enough, last night, there was not that due factor as well.
01:37:44 So the St. Lucia Kings looked at the opportunity.
01:37:47 They decided they knew exactly what they had to do, and they did so very well.
01:37:52 By containing the batters, Sayem Ayub, he was the one leading with the bat,
01:37:57 and once they kept him out of the game, the rest of the batters,
01:38:00 now including Shea Hope, who also is in a purple patch,
01:38:04 had to try to play out of their skins to get some runs.
01:38:07 The low order, Azam Khan, Kimo Paul, Shimon Hetmaier,
01:38:10 and we see what Romario Shepard did in the last over.
01:38:14 They tried, but at the halfway stage, I told some guys at Providence
01:38:18 that 167 is not enough, given everything that the St. Lucia Kings were up against,
01:38:24 a game they want to win to get into the playoffs,
01:38:26 the conditions as they were, very good for batting,
01:38:29 and little or no due at Providence.
01:38:32 And I think the St. Lucia Kings, they read the conditions well,
01:38:35 and they played, in my opinion, their perfect game.
01:38:38 Was it the right decision to bat first for the Guyana-Amazon Warriors, you feel?
01:38:43 So what they wanted to do, they wanted to see what's happening at Providence,
01:38:46 whether it's a bat first wicket or a chase wicket.
01:38:50 The night before, they managed to put up some good numbers
01:38:53 against the Jamaica Tallowers, who were very much out of form at this stage,
01:38:57 so they got over the line against the Tallowers.
01:39:00 So they really wanted to give their bowlers the opportunity to defend runs,
01:39:04 and like the captain said, it was just a bad night for the bowlers.
01:39:07 I don't think so. It was an excellent night for Raja Paksa and for Colin Munro.
01:39:12 Actually, after the early loss of Johnson Charles, many felt that that's it,
01:39:16 Johnson Charles being the most successful batter for the St. Lucia Kings at that stage.
01:39:22 But Raja Paksa, playing his second match after coming back from the Asia Cup,
01:39:26 realised what's in front of him.
01:39:28 He knew that it's important that he gets his team over the line with a good score,
01:39:32 and he actually played a wonderful knock, well supported by Colin Munro.
01:39:36 So it's not just about the Amazon Warriors bowling, it was about Kings batting last night.

01:45:05 What is the atmosphere like these days? I'm looking, I'm seeing packed stadiums.
01:45:09 What is the feeling like on the ground in terms of the cricket and the support?
01:45:13 It's overwhelming, James. It's sad that since tickets went on sale,
01:45:18 when people realized that tickets are available to them,
01:45:21 whether it's physical tickets at the box office in Guyana or tickets online.
01:45:25 You see what happened because of the fact that the government of Guyana,
01:45:29 they've twinned two of the C's, two of the C's of the Caribbean, cricket and carnival.
01:45:35 So lots of activities planned around the two weeks of cricket in Guyana.
01:45:40 And as a result of that, courses coming not only for cricket, but for the carnival.
01:45:45 And you see there's a number of events planned around the cricket
01:45:48 that have people not only at Providence, but around the different areas.
01:45:52 They find it's a hive of activities throughout Georgetown,
01:45:56 mainly where Providence is located on the east bank of the Demerara,
01:46:00 as you come into Georgetown on the lower east coast of Demerara.
01:46:03 Busy, busy, busy. So no doubt that Providence, when it's cricket,
01:46:07 those persons here for carnival as well will go to cricket, have some fun,
01:46:12 meet and greet and of course be part of what some people are terming history in the making.
01:46:18 And also getting the experience of experiencing CPL for the first time or again
01:46:23 because many persons left Guyana either before CPL started
01:46:28 or before a great season like this for the Amazon Warriors.
01:46:31 So now trying to really catch up, trying to show support for the Amazon Warriors.
01:46:35 So because of all of that, support is tremendous at Providence.
01:46:39 It is the loudest I've seen, the most colorful I've seen.
01:46:42 And I think this really is a benchmark going forward for Providence,
01:46:46 for cricket at Providence.
01:46:48 And I imagine those two seas will combine when they take on TKR tomorrow,
01:46:52 God's willing. That's a big matchup.
01:46:55 Yeah, despite the Amazon Warriors going down last night,
01:46:59 before long tickets were sold up for that game.
01:47:03 That game usually is the one that CPL look forward to the most,
01:47:07 not only as organizers, but the players as well.
01:47:10 Whether it's in Trinidad and Tobago, whether it's in Guyana,
01:47:12 whenever these two teams play,
01:47:14 it's always a big one to look forward to.
