00:00:38 I know that it has been difficult
00:00:41 for some persons to deal with it.
00:00:43 And all I can tell you is if you can,
00:00:46 and you do have your air conditioning unit,
00:00:50 that is going to help you
00:00:51 and try to always keep yourself hydrated, yeah?
00:00:55 Also on the weekend, I saw really the result
00:00:59 of an accident in South Trinidad.
00:01:03 And I want to tell you what I saw on social media there
00:01:07 and what I saw in that video.
00:01:08 It is highly traumatic for anyone seeing it.
00:01:12 It shows, as I said, at the end of an accident
00:01:16 and it shows someone on the side of the roadway
00:01:19 and it also shows a mangled body in a vehicle.
00:01:23 And to me, I mean, I'm speaking about it this morning.
00:01:27 So it has impacted me in a certain way.
00:01:31 And I just want to tell you to be careful out there.
00:01:34 Sometimes you have to leave a little early, leave earlier.
00:01:38 But that's a very serious situation of the speeding
00:01:42 and the accidents on the nation's highways and byways.
00:01:45 It was a weekend of cricket too, yeah?
00:01:48 A number of you went down to South Trinidad
00:01:50 at the Brian Lara Cricket Academy.
00:01:53 It's a great stadium down there
00:01:55 and I hope that you had a good time down there.
00:01:57 Let's check out what's happening
00:01:59 in the Daily Express for today.
00:02:01 On the front page, "Fire Chief, we need to fix system
00:02:06 "and total desecration brought to tears.
00:02:09 "Secretary of the Williamsville Hindu Temple, Vashti Suku,
00:02:12 "looks at damaged tiles on the stage of the temple yesterday
00:02:16 "after an attack by vandals on Saturday afternoon.
00:02:19 "Two ventilation walls were also destroyed
00:02:22 "so vandals could gain entry into the place of worship."
00:02:26 This sort of thing still happening in Trinidad
00:02:28 and to be good has been going on for so long.
00:02:31 Maybe, and I don't know, but I suspect there should be
00:02:35 and there should be laws to deal with situations
00:02:38 such as visa, the desecration of religious facilities.
00:02:42 On eve of cabinet retreat,

00:08:12 So some major developments are still taking place
00:08:14 concerning the just concluded,
00:08:17 when I say just concluded,
00:08:18 a few weeks ago, the local government election, right?
00:08:20 And over the past few weeks,
00:08:23 various chairmen have been taking their oaths of office
00:08:27 and mayors, new mayors and so on.
00:08:29 So we do have on the line this morning,
00:08:31 we are going to Separia this morning,
00:08:33 the Separia Borough Corporation.
00:08:35 And we do have on the line,
00:08:37 newly installed mayor of the Separia Borough Corporation,
00:08:41 Mayor Dudenath Meru.
00:08:43 Mayor, good morning.
00:08:44 And thank you very much for joining us.
00:08:47 - Morning to you and morning to Trinidad and Tobago.
00:08:49 - Yeah, and congratulations all the same, Mayor.
00:08:51 - Thank you very much.
00:08:54 - Yeah, well, Mayor, since taking your oath of office,
00:08:57 since being sworn in,
00:09:00 how has the experience been for you?
00:09:02 - Well, in one week's time,
00:09:06 you know, there's not much to speak about
00:09:08 except the problems that exist within the region.
00:09:12 And upon taking office,
00:09:13 I was immediately faced,
00:09:15 I immediately faced a big problem,
00:09:19 not only in the Separia Borough Corporation,
00:09:22 but a greater part of Central and South Trinidad,
00:09:24 where we are presently experiencing a severe water crisis,
00:09:29 where in some areas of the Separia Regional Corporation,
00:09:32 people have not received the supplies
00:09:34 for more than one month.
00:09:36 And that is the immediate challenge
00:09:38 that I am faced with at this present time.
00:09:41 - Mayor, was that a result of what transpired
00:09:44 at the desalination plant?
00:09:46 - Well, it all started with the Kearney Arena plant
00:09:50 when some electrical problem occurred there.
00:09:53 And upon that being rectified,
00:09:56 then we had the issue at the desalination plant.
00:09:59 And so, WASA claims.
00:10:01 But to say that people did not receive a supply of water
00:10:04 for one month and more,
00:10:07 that is totally unacceptable.
00:10:08 And up to this today,
00:10:10 people still have not received water in some areas
00:10:13 in South Trinidad and Central and so on.
00:10:16 We find it very strange
00:10:18 that an entity like WASA
00:10:21 will suffer such a huge problem
00:10:23 that a large percentage of this country
00:10:26 from Central all the way to South
00:10:28 will suffer for a serious issue like water distribution.
00:10:33 - But that seems to be a very dire situation, Mayor.
00:10:36 And maybe hundreds, thousands of people
00:10:39 have been affected over the past month or so.
00:10:41 What has WASA been doing
00:10:43 to serve those people who are affected?
00:10:46 - Well, it is my honest opinion
00:10:49 that WASA has failed miserably
00:10:51 with respect to trying to provide some form of relief
00:10:55 to the residents in the affected areas.
00:10:58 They have promised a truck-borne supply
00:11:01 to the affected residents.
00:11:03 There's a number that you have to call
00:11:05 and you have to give your account number
00:11:07 and certain basic information,
00:11:09 and then you will get a work request number.
00:11:12 Hundreds of persons have been trying
00:11:14 to get in touch with WASA.
00:11:15 They are waiting online.
00:11:17 And sometimes persons are waiting
00:11:19 up to number 45, 50 in line.
00:11:22 And as soon as, before their turn reach
00:11:24 to lay their complaint or make their request,
00:11:27 the call usually drops.
00:11:28 In some instances, people are unable
00:11:31 to get through to that line in WASA.
00:11:35 And even that, also persons who have made it
00:11:38 to get their work request number,
00:11:40 the WASA trucks are not seen in the area.
00:11:43 And I don't think WASA have the ability
00:11:46 with their own trucks to meet the demand
00:11:49 for water in the area.
00:11:51 I think WASA should have brought in some contracted trucks
00:11:54 and I think they should have gone into the areas
00:11:56 where nobody has water and they could have gone house
00:11:58 to house and at least provided some form of relief,
00:12:01 a relief and not ask people to call in
00:12:04 to give information and request water
00:12:07 when you know that the entire area
00:12:08 haven't had water for more than a month.
00:12:11 - So, yeah.
00:12:12 - This morning, there's a part of the Block Road area
00:12:17 that has not received a supply.
00:12:19 And I was told that there are two leaks
00:12:20 at the Santa Cecilia Junction in Block Road.
00:12:23 And that has made it impossible for certain areas
00:12:27 in the Block Road area and the Ramshore and Trace
00:12:29 and Tenant Trace area not to receive a supply
00:12:31 also, San Francisco.
00:12:34 And you know what is hurtful now, Alan?
00:12:36 You are on a schedule and your schedule lasts for two days,
00:12:41 from the 7th to the 9th.
00:12:42 And whether the entire area get or do not get,
00:12:45 when that date reach for your,
00:12:47 to bring your supply to an end,
00:12:49 it is shifted to another area.
00:12:51 I was told yesterday by a WASA official
00:12:54 that those person who did not get a truck born
00:12:57 will be made available to them.
00:12:58 But at the end of the day, they took it to another area
00:13:03 and they have to wait until the 17th now
00:13:06 to get another supply.
00:13:07 And if they miss that for some reason again,
00:13:10 then they will have to go to a further nine days.
00:13:12 So the supplies only come into the area after nine days.
00:13:16 And if there's a breakdown anywhere,
00:13:18 then your schedule is shifted to the next time.
00:13:23 - But Mayor, surely this is having a serious impact
00:13:27 on households, on businesses, on schools?
00:13:30 - Well, schools and businesses have to close.
00:13:34 There are a number of businesses in the area
00:13:35 that depend on water to conduct their day-to-day activities.
00:13:39 And they are unable to do so because of the lack of water.
00:13:42 In some instances, people have to purchase water.
00:13:46 $400, $300 for a truckload.
00:13:48 Now, I don't know if they're paying for the water.
00:13:50 In some instances, they say it is the transport
00:13:53 that they are paying for the water.
00:13:54 It's free.
00:13:55 But at the end of the day, when you have a WASA bill to pay
00:13:57 and WASA have to provide something that is basic as water,
00:14:02 where water is life and they cannot do that,
00:14:05 then it tells me that WASA has collapsed
00:14:08 because from Central to all the way to South Trinidad,
00:14:11 there's a water crisis.
00:14:13 And that has been happening over the last month and more.
00:14:15 - Yeah.
00:14:16 Mayor, unless you have anything additionally to speak about
00:14:20 on this water issue,
00:14:22 but what are some of the other challenges
00:14:25 facing your borough?
00:14:27 - Well, I want to close off with this water issue
00:14:29 by pointing that when the People's Partnership
00:14:31 were in government between 2010 and 2015,
00:14:35 we never had this kind of problems.
00:14:37 And it's only over the last eight years
00:14:40 that we are seeing this severe water problem
00:14:43 throughout the affected areas.
00:14:44 And WASA need to do something and we ask the question, why?
00:14:48 As they came into office in 2015,
00:14:51 people start suffering for water in Central
00:14:53 and in South Trinidad.
00:14:54 I believe that WASA is trying to make a case
00:14:58 where they can privatize the company.
00:15:00 The workers have to be on the alert
00:15:02 to realize that they are being set up.
00:15:04 And I want to know if this is some form
00:15:06 of political victimization
00:15:08 that as soon as the election was over
00:15:10 and most of the affected areas
00:15:12 are the areas that the PNM lost
00:15:14 in the local government elections.
00:15:16 And we are asking if it is some kind of political ploy
00:15:19 or political victimization to the areas
00:15:22 that they lost in the local government elections.
00:15:25 - Yeah, Mayor, let's deal with some of the other challenges
00:15:28 in your region.
00:15:29 - Yes, well, with respect to the Siparia Borough Corporation,
00:15:34 well, I went in there and there are severe challenges,
00:15:37 not only in Siparia, but likewise in all other corporation.
00:15:41 One of the major issues is the funding to these corporations,
00:15:45 especially my corporation.
00:15:47 We have a transport department that is severely affected.
00:15:51 That department is almost flat.
00:15:54 We have six vehicles, all six vehicles are down
00:15:56 and number of trucks are down.
00:15:58 It has crippled the entire corporation.
00:16:01 Our work cannot be done.
00:16:02 We cannot meet the demands of the burgesses in the region.
00:16:05 And this is something I intend to deal with
00:16:08 in the coming year.
00:16:08 I am eagerly awaiting to see what our allocation looks like
00:16:13 at the end of the budget,
00:16:14 because you know, the PNM was,
00:16:17 the government was eagerly awaiting to take Siparia
00:16:20 from regional corporation to borough status.
00:16:24 Now that has been achieved,
00:16:25 I am hoping that they will give the respect
00:16:27 that we so deserve as a borough,
00:16:30 and they will give us some extra funding this year
00:16:33 to meet the challenges of the Siparia region.
00:16:37 - But Mayor, what is responsible for the breakdown
00:16:39 of all of these pieces of machinery at your corporation?
00:16:44 And what is responsible for,
00:16:48 let's say the poor funding allocated to your corporation?
00:16:54 - Well, with the number of vehicles we have
00:16:56 in the borough corporation,
00:16:57 the kind of funding that we get
00:16:59 for the maintenance of vehicles and so on
00:17:00 is not adequate deal with vehicles,
00:17:03 especially those vehicles that are overworked.
00:17:05 We have six vehicles and five truck
00:17:07 to serve from sign village straight to a carcass
00:17:10 until the cremation site.
00:17:12 And you will find that the work for those vehicles
00:17:15 are in great demand.
00:17:17 And the funding is just not adequate
00:17:20 to handle the maintenance of those equipment
00:17:23 in the corporation.
00:17:24 And I think the minister need to take a closer look.
00:17:27 Not only in my corporation,
00:17:28 I have my colleagues in all the other corporations
00:17:31 in Hoover, Tabaki, Chagwanas, Princess Town,
00:17:34 Myarrow, Pinaldivi and so on.
00:17:36 And they all share the same view
00:17:38 that the funding is just not adequate
00:17:40 to take the responsibility of maintaining your units
00:17:43 to have it roadworthy at all times.
00:17:46 - Mayor, now that your corporation
00:17:48 has moved to borough status,
00:17:52 what does that mean for your corporation?
00:17:55 - Well, between me and you,
00:17:56 it's just a name change as far as I see it
00:17:59 because nothing has changed from then to now.
00:18:02 And I don't see anything changing in the near future
00:18:04 if we go down this same road
00:18:07 as we have been going over the last 10 or 15, 20 years or so.
00:18:11 And if you take into consideration
00:18:13 that the PNM has promised local government reform
00:18:15 and talk about property tax and all these kinds of things,
00:18:18 property tax won't make a difference
00:18:20 to the allocation that we are given
00:18:21 because if the corporation collects $10 million
00:18:26 in property tax and we ask for $100 million
00:18:29 and we are allocated 80 million,
00:18:31 that 10 million will be taken out of that 80 million
00:18:34 and we will only get the 70 million
00:18:35 that's subvention from government to make up the 80 million.
00:18:38 So when they tell you about property tax
00:18:40 and the corporation and the borough corporation
00:18:43 will benefit, that is further summed it through.
00:18:45 Government need to know that local government
00:18:49 is the most important entity
00:18:51 because it deals directly with people at the ground level.
00:18:55 We are in constant contact with persons at the ground.
00:18:58 We deal with issues that affect the normal day lives,
00:19:02 normal day living of everybody just in the region
00:19:05 and we need to be treated with some form of respect
00:19:08 by way of giving us the proper funding
00:19:10 that can meet the needs of the persons in the region.
00:19:13 - How much funding would be adequate?
00:19:15 - Well, when we ask for $110 million,
00:19:19 sometimes you get $80 million,
00:19:21 a little over $80 million.
00:19:23 When we submit for budgetary allocation
00:19:27 and we send in our draft estimates,
00:19:30 the ministry will look at it
00:19:31 and they will make the necessary cuts
00:19:33 where they feel they should.
00:19:35 Sometime in some votes you do not get money and so on.
00:19:37 Like this year, I have some serious issues affecting me
00:19:41 at the cremation site, you know, the show of peace.
00:19:43 That is an active area that is utilized every single day.
00:19:48 And for this year, we have not received any funding
00:19:51 for the upgrade of that facility,
00:19:53 which I was very disappointed.
00:19:54 Today is what?
00:19:55 The 11th and we haven't received anything
00:19:57 on the cemeteries and cremation sites.
00:20:00 There are other areas where that is affected
00:20:02 where I am waiting on releases.
00:20:05 We did development program to do works in certain areas
00:20:09 where we have landslips and so on.
00:20:10 And those monies are not forthcoming at this point in time.
00:20:14 And these are some of the setbacks we face
00:20:16 as a corporation where they allocate the money,
00:20:21 but the timely releases of that money is also an issue.
00:20:25 Imagine we are at the almost at the end of the financial year
00:20:29 you will recall under the past, the Panda administration,
00:20:31 we changed the timing of the budget,
00:20:34 the reading of the budget and so on to accommodate
00:20:36 the dry season, was ready to accommodate the dry season
00:20:39 where the work can be done.
00:20:40 So when your budget is read by end of September
00:20:44 and pass in October, you would expect
00:20:46 that your development program money
00:20:48 would come by January, February,
00:20:50 so that it will take care of the work in the area
00:20:53 during the dry season where you can perform better
00:20:56 and you get a better quality of work.
00:20:58 That has not been happening.
00:20:59 We are at the end of the financial year
00:21:01 and we still have development program money
00:21:04 that is outstanding.
00:21:04 When that money comes now, if it do come
00:21:07 before the end of this month,
00:21:08 we have to conduct that work in the rainy season.
00:21:11 - Yeah, Mia, judging from what you were telling us
00:21:13 this morning, it would seem that your corporation
00:21:18 is crippled somewhat by the funding
00:21:23 that has been allocated to your borough corporation.
00:21:28 - Yes, we are.
00:21:30 We are really crippled.
00:21:32 Only on my assumption of office, almost two weeks ago,
00:21:36 last week we had to do a viament
00:21:38 where we had to move money from certain votes
00:21:40 to facilitate other votes and that should not be.
00:21:44 When money is allocated in one vote
00:21:47 and you remove money from that vote,
00:21:49 when you send in for your allocation
00:21:52 for the new financial year and the minister of finance
00:21:55 see that you have moved money from one vote to another vote,
00:21:59 he believe that you did not have use of money in that vote
00:22:02 and then you may suffer a cut in that vote
00:22:04 in the upcoming budgetary allocation.
00:22:07 - Yeah.
00:22:08 What are some of your other priorities, Mia?
00:22:12 We have spoken about cemeteries.
00:22:13 We have spoken about the cremation site.
00:22:16 We have spoken about land slips.
00:22:18 What are some of your main priorities?
00:22:20 - One of the other major concern is that water.
00:22:25 Also, in the rainy season,
00:22:27 we have water all in your bedroom, on the roads are filled
00:22:31 and flooding has become a major problem
00:22:33 in parts of the region
00:22:35 and we are calling on the ministry of works
00:22:37 and transport minister, CNN,
00:22:38 to do some work in the block road area.
00:22:41 They had some flooding that takes place
00:22:43 in quarry and Erin and so on in other parts of the region
00:22:46 and the damage and that people suffer during those times
00:22:50 and that little change that they get
00:22:53 from ministry of social development
00:22:55 really cannot compensate them for the emotional stress
00:22:59 and the pain they go through
00:23:01 and the damage that is done to livestock
00:23:03 and property and so on.
00:23:04 So, flooding is an issue connected to water
00:23:08 and then water is an issue in the taps, as we say.
00:23:11 In the rainy season, it's too much water
00:23:13 and then when the water that is required
00:23:16 for to maintain a good healthy lifestyle
00:23:19 is not available to us.
00:23:21 - The last time that we would have spoken
00:23:23 and it was during the run up to the local government election
00:23:26 we did speak about the issue of flooding
00:23:28 and we did speak about the issue of the embankment
00:23:32 that collapsed in certain areas.
00:23:36 We know that the ministry of works and transport,
00:23:38 they had promised to do work
00:23:40 and they had dispatched teams to the site.
00:23:44 How has that work been going?
00:23:46 - Well, as I said on the last occasion,
00:23:48 they chose the wrong time to do that work.
00:23:50 You don't conduct that type of work
00:23:52 during the rainy season.
00:23:53 A part of the embankment broke
00:23:55 and they had to come back and do it all over again.
00:23:58 That work should have been conducted,
00:23:59 as I said on the last occasion, in the dry season,
00:24:02 early in the dry season, where it will give it time
00:24:05 to settle and so on and be compacted.
00:24:08 But when you come in the wet season
00:24:10 and you put fill that is wet
00:24:13 and the river comes down with pressure,
00:24:15 it washed away the embankment again and it broke again.
00:24:18 So they had to come back and do some remedial work
00:24:20 in that area with respect to the embankment.
00:24:23 As we speak now, I am receiving information two days ago
00:24:26 that there is a contractor that came in
00:24:28 to do some embankment work.
00:24:29 And there's a conflict that is presently taking place
00:24:32 at the Rahama trees and where the farmers
00:24:35 usually make their garden and so on.
00:24:38 And there's a contractor that has blocked the passageway,
00:24:43 not allowing the other contractor to get into that area.
00:24:46 I am calling on Minister Rohan Sinhanan this morning
00:24:49 to intervene in that matter and have that contractor
00:24:52 remove that excavator from blocking the passageway
00:24:55 so that the other contractor can get in
00:24:58 and to do the works that is necessary in that area.
00:25:01 - Yeah, Mayor, let's speak about some of your plans
00:25:06 that you hope to achieve under your stewardship as mayor.
00:25:14 What is, while we would have spoken about
00:25:18 some of the challenges of your corporation
00:25:20 and of your borough, and we have spoken about
00:25:24 some of the niggling other issues facing your borough
00:25:29 but what do you hope to achieve as mayor?
00:25:33 - Well, Malan, in my inaugural speech,
00:25:36 I made some promises that has to do with two major projects
00:25:41 in the Separia region itself on the main street of Separia
00:25:46 that has to do with the Irwin Park, Savannah.
00:25:49 That facility was built by the People's Partnership,
00:25:54 a beautiful facility,
00:25:57 that was left to fall into decay
00:25:59 and the Burgesses of Separia do not have use
00:26:03 of that facility.
00:26:04 I intend to pursue that with the Ministry of Sports
00:26:07 to see how best we can do the refurbishment work
00:26:10 in that facility to make that facility playable
00:26:13 and allow people to have full use of that facility.
00:26:16 We also have a market that was built
00:26:18 by the People's Partnership in their term of office
00:26:21 at a cost of $52 million.
00:26:23 That market is not yet fully used
00:26:26 and that market needs some serious work
00:26:28 and serious upgrade.
00:26:29 I intend to approach that and make sure
00:26:32 that that happens my first year in office.
00:26:34 There are some beautification work that I have in mind
00:26:37 for the entrance to the Separia borough
00:26:40 at the cremation site.
00:26:41 I want to place two beautiful signs at the entry
00:26:44 of the region there to welcome people
00:26:46 to the Separia borough corporation.
00:26:50 I know that there's a contractor
00:26:51 who was given the authorization
00:26:54 to maintain the roundabout on that intersection there
00:26:57 to the cremation site.
00:26:59 I will be calling in that contractor
00:27:01 and I'm having some discussion with him
00:27:03 with respect to beautifying that area.
00:27:05 And so when you enter Separia from that area,
00:27:08 you must see something with a difference,
00:27:09 something that will encourage you
00:27:11 and want you to come to the Separia region
00:27:14 and taking into consideration that the show of peace lies
00:27:16 adjacent to the roundabout there.
00:27:19 We want that area to be beautiful.
00:27:20 We want it to be a scenic.
00:27:22 We want it to be in a way that when people go there
00:27:26 to cremate their loved one and take them to the last place
00:27:29 for their rites and so on, that they will be encouraged
00:27:31 and they will feel a sense of pride and joy
00:27:34 when they take their loved ones there.
00:27:35 - For people who may be unfamiliar with Separia,
00:27:40 what does Separia offer to members of the public,
00:27:45 to all of Trinidad and Tobago visitors?
00:27:48 - Well, apart from what we offer as a regional corporation,
00:27:52 like all other corporation, the services,
00:27:54 we have an event that dates back to more than 100 years old
00:27:58 that we're talking about the Separi Maya and the Separia Fete.
00:28:02 And I don't know if you, at my age,
00:28:05 you would realize that about 30, 40 years ago,
00:28:09 Separia Fete was something similar to Borough Weekend .14,
00:28:13 where the entire Trinidad and Tobago converged
00:28:16 on Separia for that weekend.
00:28:19 I intend to revive that.
00:28:20 And I am in discussion with persons
00:28:23 who should have shown an interest to assist the corporation
00:28:25 by developing a plan to bring back
00:28:28 that beautiful celebration to Separia.
00:28:31 We will call it Separia Borough Week.
00:28:34 We want to bring people like how people go down
00:28:37 to point 14 for that big celebration.
00:28:40 We want to do the same in that region and revive Separia.
00:28:43 You know, we have the RSC Church West Separia,
00:28:45 it takes place there on Good Friday
00:28:50 and people converge from all parts of Trinidad there.
00:28:54 And we want to bring them back about 40 days after
00:28:57 to take part in that big massive celebration
00:29:00 that we plan for next year, Borough Week.

00:29:12 and make sure that those persons

00:29:17 to make sure and bring it to some contracted trucks
00:29:19 because apparently, WASA do not have the capacity
00:29:23 to handle the affected areas
00:29:25 and make sure we are doing our part on our end.
00:29:27 We have two water trucks.
00:29:29 We had them service the quarry area on Saturday.
00:29:33 We had one in Seadress, one in San Francisco yesterday.
00:29:36 And I want to thank the point 14 Borough Corporation
00:29:39 for assisting the Deputy Mayor, Councillor Shankar Tilak Singh
00:29:43 in the Seadress area where he's crippled for water as well.

00:33:05 We do have on the line at this time,
00:33:07 the president of the National Parent Teachers Association,
00:33:09 Mr. Kevin David.

00:33:15 Good morning, Chair and Tobago.
00:33:17 - Yeah, Mr. David, always good to speak to you.
00:33:19 Yeah, let's look at how things have gone,
00:33:23 re the opening of the new school term
00:33:25 over the past few days.
00:33:28 What are some of the reports that you have been getting?
00:33:31 - Marlon, at this point in time,
00:33:35 a lot of our parents are angry and upset.
00:33:39 Much more than last year, I would say.
00:33:42 I think the idea, the common thread throughout
00:33:47 is that we had two months vacation.
00:33:50 And within those two months,
00:33:52 it was expected that whatever work
00:33:56 that was either planned or forecasted to be completed
00:34:01 would have been done within those two months.
00:34:04 And at this point in time, we have a lot of our schools,
00:34:06 we were noted that there were at least six schools
00:34:08 that were out at the beginning of the term itself,
00:34:13 actually last week.
00:34:14 And at this point in time, we have other issues as well.
00:34:17 So a lot of our parents are much upset
00:34:20 at this point in time.
00:34:22 - What about the accommodation for students and teachers
00:34:26 who have been affected because certain schools
00:34:29 just could not be opened?
00:34:30 - Well, that is our ongoing situation
00:34:35 at this point in time.
00:34:36 At least one of our schools in Polar, Spain,
00:34:38 I said, "Rose, these girls, I think they were supposed,
00:34:41 "they're supposed to have a meeting this morning."
00:34:43 So to sort of work that out.
00:34:45 Their situation would have occurred
00:34:48 from since February of this year,
00:34:52 whereby they would have,
00:34:54 part of the building would have been condemned.
00:34:56 So they would have been sharing the resources
00:34:59 of the boys school, as well as other schools nearby.
00:35:04 We would have had a situation
00:35:05 where some parents were fortunate enough
00:35:07 to have their children transferred
00:35:09 out of the school itself.
00:35:10 So I've...
00:35:11 - All right, I think that we have lost Mr. David.

00:35:26 Of course, we're having a discussion
00:35:28 about the opening of the new school.

00:35:46 we had the resources being borrowed
00:35:49 from the brother's school.
00:35:51 So at this junction right now,
00:35:55 we would have thought that some plan
00:35:57 would have been either worked out
00:35:59 or the situation of the school would have been resolved.
00:36:03 Our information at this point in time
00:36:04 is that part of the school will have to be demolished.
00:36:07 So that means that our students will have to be relocated.
00:36:11 So I think discussions are on this morning on that matter.
00:36:15 - But Mr. David, surely all of these problems
00:36:19 that we have been seeing concerning schools,
00:36:23 that cannot be satisfactory.
00:36:26 - Well, Marlon, I don't want to sound upset or annoyed
00:36:33 because I did with a conversation last year,
00:36:36 I remembered that hopefully one day
00:36:40 we will open our schools
00:36:42 with all the rhetoric questions being asked,
00:36:47 with all the same questions, with all the same situations.
00:36:50 I think that change needs to come about
00:36:54 and we need to, something needs to happen.
00:36:57 Something different needs to happen, right?
00:36:59 I am not saying that the (indistinct)
00:37:04 is wholly or solely responsible, right?
00:37:07 Because I look at the money that was given.
00:37:12 And a lot of the money was spent in investment
00:37:16 within the school itself, repairs as well,
00:37:18 to a lot of repairs were done.
00:37:20 But I think a more serious approach
00:37:23 and dedicated approach from all stakeholders
00:37:26 in terms of a serious maintenance plan.
00:37:31 A maintenance plan that will include forecasting,
00:37:34 not just planning if we're recording the issues,
00:37:37 but also forecasting.
00:37:39 Forecasting in terms of in a couple of years,
00:37:42 you're gonna have a failure.
00:37:44 At this point in time,
00:37:45 we will have to do some repairs and those sort of things.
00:37:48 Another thing that is somewhat,
00:37:51 which can somewhat affect that though, Marlon,
00:37:55 and it's something that we have noted many times away,
00:37:59 is the shabby work that is being produced
00:38:02 by our contractors, right?
00:38:05 There's no other way to put it, but shabby, right?
00:38:08 Currently, we are Madagascar secondary school.
00:38:12 We have noted, our peers have noted
00:38:14 that work has been done, right?
00:38:16 New fillings have been placed on the rusting iron.
00:38:20 This is something that will affect the quality
00:38:22 of work down the road.
00:38:23 At the end of the day, yes, the ministry inspects the work,
00:38:26 but I don't think the ministry will be sitting on there
00:38:28 whole day ensuring that these contractors
00:38:31 get certain things done or is done within a proper manner.
00:38:34 So what happens now at the end of the day,
00:38:37 the ministry is recorded on paper
00:38:40 that work has been done, has been completed,
00:38:42 and this work could probably last for the next 10 years,
00:38:45 not realized in the shortcomings of the work,
00:38:48 and it resulted in that, is five years down the road,
00:38:51 we will have to do necessary repairs.
00:38:53 So all these sort of things is what is affecting us
00:38:56 and will continue to affect us if we do not do
00:38:59 what we're supposed to do as a people.
00:39:01 - Let's remain on the issue of the Gasparillo School,
00:39:06 because I know that last week,
00:39:07 parents had embarked on protest.
00:39:11 In fact, we did an interview with one of the parents
00:39:14 of one of the students attending the school,
00:39:18 and she spoke about a really dire situation
00:39:21 at the Gasparillo School.
00:39:23 Can you give us an update today as to what is happening?
00:39:26 - All right, the information that we received
00:39:30 up to this weekend was that work was still being done,
00:39:33 a lot of work has been done.
00:39:35 All right, for example, the ceiling,
00:39:39 the ceiling which was rotten, we had seen pictures on that.
00:39:44 That has been replaced, redone.
00:39:47 Most of the banisters has been worked on.
00:39:51 There's still inner work with any school ceiling
00:39:56 to be done, repairs to the roof itself.
00:39:57 So the work is ongoing.
00:39:59 It is a lot of work, and we agree that it cannot be done
00:40:02 within the two months time.
00:40:04 And as another issue that we may be having as well
00:40:06 to our mallet, the lack of proper project management.
00:40:10 So that is something that we may have to look at.
00:40:12 - All right, so we're speaking with the president
00:40:20 of the National Parent Teachers Association,
00:40:22 Mr. Kevin David.
00:40:23 We're speaking about the opening of the new school term
00:40:27 and some of the issues that have been affecting schools
00:40:31 in Trinidad and Tobago and also education.
00:40:33 Mr. David is back with us.
00:40:35 - Yes, yes.
00:40:36 So all these sort of things is what would affect
00:40:39 the completion of work and time for school,
00:40:44 for the opening of school.
00:40:46 The procurement act, which is something that just came about
00:40:49 that would have created problems.
00:40:51 In discussions in the past, Marlon,
00:40:53 we would have had discussions with our contractors
00:40:55 in terms of getting to know them and also to get
00:40:59 a better understanding from their perspective as well
00:41:02 as what are some of the issues that they may face.
00:41:05 And some of the issues that they would have indicated
00:41:07 was lack of labor at that point in time, material.
00:41:11 All right, so all these sort of things is what come together
00:41:13 to create these problems that we have.
00:41:17 But most certainly, Marlon, we must and we have to begin
00:41:20 to focus effectively on a better project management
00:41:28 as well as maintenance plan for our schools itself.
00:41:33 And there are a lot of schools, I agree,
00:41:34 there are a lot of issues that keep popping up.
00:41:36 As stakeholders with any educational system,
00:41:39 we continue to do our part as well too.
00:41:42 Minor repairs, we will take part in that as well too.
00:41:46 So it's not to say that we are here just to complain
00:41:49 or just to indicate or to highlight the problems as well.
00:41:53 We ourselves on the ground are also making a contribution
00:41:56 to that as well too, Marlon.
00:41:57 So I think that our proper maintenance plan
00:42:00 is what is really needed at this point in time, Marlon.
00:42:03 - Yeah, because you know, last week, Mr. David,
00:42:06 we were having a discussion with the representatives
00:42:09 of TUTOR, including the president of TUTOR.
00:42:12 And I said to him at that time, it would seem that
00:42:14 we're discussing the same things over and over and over.
00:42:18 And as you're saying, Mr. David, something has to be done
00:42:23 because you have a situation at the beginning
00:42:25 of the new school term every year.
00:42:29 It's like we're discussing the same things over and over.
00:42:33 - Marlon, last year, when I was recently elected,
00:42:39 your predecessor asked a question.
00:42:44 Do I think that these matters will be resolved?
00:42:49 And I did say, I have hope, and I still have hope
00:42:52 that these things will be done, right?
00:42:55 We as stakeholders, we will be sitting down
00:42:58 and we will be discussing the issues,
00:43:00 not just the structural issues, but education on the whole.
00:43:04 Our business, our interests, our concerns
00:43:07 lies with education itself.
00:43:09 That is where our concerns lies.
00:43:12 So we are going to come forward and we're gonna sit down,
00:43:16 put aside whatever differences we may have,
00:43:18 whatever they may be, whatever they came up from history,
00:43:21 whatever, we are gonna sit down and we're gonna discuss
00:43:24 and we're gonna make strategic suggestions moving forward.
00:43:29 Because the aim of the game, Marlon,
00:43:33 is not just to have an educational system
00:43:35 or rather a good educational system,
00:43:38 but an educational system that is evolving
00:43:41 and that continue to meet the demands and needs
00:43:43 of our society, Marlon.
00:43:45 - Last term, we had a very long conversation, Mr. David,
00:43:48 about the issue of safety and security
00:43:50 of the nation's schools.
00:43:52 Of course, as we said earlier,
00:43:55 last week you had the beginning of the new school term
00:43:58 and we're seeing incidents of violence again,
00:44:02 we're seeing fights among students.
00:44:04 Is it your view that that issue is being handled
00:44:08 in the best way that it should?
00:44:10 - I think much more needs to be done, Marlon.
00:44:14 We need to become a little more investigative
00:44:17 and really find out what is really the problem.
00:44:19 We need to stop making assumptions
00:44:21 and broad-brushing these things as boys will be boys
00:44:25 or it was just a normal argument.
00:44:27 We need to really get down to the roots
00:44:29 and the crux of the matter itself.
00:44:32 We need to identify with each child
00:44:33 what is really affecting them.
00:44:36 Is it that the resources that we have in place,
00:44:39 such as guidance counselors and those sort of things,
00:44:42 is it that these students have...
00:44:47 - Okay, we seem to have a disconnection again.
00:44:50 Again, we're speaking with the president
00:44:52 of the National Parent Teachers Association
00:44:54 about the beginning of the new school term
00:44:56 and some of the challenges being faced.
00:44:58 Mr. David, talking about challenges,
00:45:00 we're having internet challenges this morning,
00:45:02 but go ahead.
00:45:03 - This is the first time I've seen something like this.
00:45:06 I don't know, let's go ahead.
00:45:07 - Go ahead, go ahead.
00:45:09 - So we need to really look at it.
00:45:12 We need to really look at...
00:45:14 I mean, Marlon, at the end of the day,
00:45:17 I will say to you, and I'm not that old,
00:45:19 it's just that I'm very early,
00:45:21 but I have to say, though,
00:45:22 that the amount of resources our students
00:45:25 have in front of them,
00:45:26 it is far and beyond what we had in our time.
00:45:30 There are a lot of opportunities,
00:45:33 everything that is well laid out there.
00:45:35 I only think that the challenges is probably
00:45:38 that there's so much is a level of confusion.
00:45:41 So that is where we will put mechanisms in place
00:45:44 whereby discussions can be have with our students
00:45:48 or parents whereby we can identify and streamline
00:45:52 our parents within a particular direction.
00:45:55 So we need to sit back at times and do some tests.
00:45:59 Are these resources working?
00:46:01 Are they being accessed?
00:46:03 Those are the questions that we need to ask.
00:46:05 And then after that, we need to find out why.
00:46:07 Why is it that we have all these resources
00:46:10 and people are not accessing it?
00:46:11 Is it that we are naturally lacking ambition?
00:46:15 These are the sort of things that we need to begin
00:46:17 to ask and look at.
00:46:18 That is the only way we'll be able to begin
00:46:20 to resolve some of the issues.
00:46:22 And while I speak to you,
00:46:23 these are some of the things that we have in the pipeline
00:46:26 actually beginning to become on stream a lot.
00:46:29 So these are some of the things that we need to look at.
00:46:32 - Yeah.
00:46:33 Also, we had discussed the issue of,
00:46:37 there was a situation in Belmont concerning security,
00:46:42 again, safety and security,
00:46:44 and the correct infrastructure not being put in place
00:46:49 to protect students and teachers.
00:46:54 Can you give an update on that?
00:46:55 - All right.
00:46:58 Work was continued.
00:46:59 I can't give a finite update,
00:47:01 but I know work was continued
00:47:02 and the implementation of the fence
00:47:04 and everything like that.
00:47:05 I would have identified certain issues, right?
00:47:08 I just have to confirm that those issues were corrected
00:47:11 because those things needed to be corrected
00:47:12 after the implementation of the fence in itself.
00:47:15 So those are things that we need to follow up on.
00:47:18 - Yeah.
00:47:19 - And I just want to stick up in there too,
00:47:20 and it matters that I also want to indicate
00:47:23 to our PTAs itself that their responsibilities,
00:47:26 our PTA units, their responsibilities
00:47:28 is to reach out as well as to report any necessary faults
00:47:35 or issues that not just exist in,
00:47:38 but they foresee coming up to report it
00:47:41 to the national itself,
00:47:42 because that is the only way that we can provide
00:47:44 our assistance to our children,
00:47:48 our nation's children and our parents.
00:47:50 - Mr. David, I also know that in the past,
00:47:52 there was a concern even by
00:47:54 the National Parent Teachers Association
00:47:57 about the lack of input by parents,
00:48:01 and specifically when the NPTA or PTA,
00:48:05 when they're having meetings,
00:48:07 not enough parents are showing up and giving their input
00:48:12 as it relates to the education of their students.
00:48:15 Has that situation improved?
00:48:18 - No, but that is something that has come on
00:48:20 across the board, Marlon,
00:48:22 and not just our PTA meetings,
00:48:23 but also we would have held meetings
00:48:27 to provide information to our parents online,
00:48:31 so they will have it in the comfort of their own home.
00:48:34 And it was not taken up as we would have expected, Marlon.
00:48:39 So the drive is still on to continue to encourage,
00:48:44 to continue to encourage,
00:48:46 and also to find out what are the needs,
00:48:49 what our parents really do want.
00:48:51 Is it just pure frustration?
00:48:54 Because I mean, a lot of parents at this point in time,
00:48:56 they're really frustrated, right?
00:48:59 And this is one of the things that would add
00:49:01 to the frustration of our parents,
00:49:03 the fact that you have new intakes of students
00:49:07 coming into the school, uniform being purchased,
00:49:09 and those sort of things.
00:49:10 And there's a lot of question in terms of where do we go?
00:49:13 Are we gonna be having?
00:49:14 - All right.
00:49:18 I suspect we are going to rejoin Mr. David
00:49:21 in the next few seconds,
00:49:23 as has been happening during our interview.

00:49:30 that we need to continue to ask
00:49:33 and to investigate on, Marlon.
00:49:35 And to create a sort of history
00:49:38 in terms of if these situations should reoccur,
00:49:42 what do we do?
00:49:43 That is the only way that we make the necessary improvements.

00:50:11 being transferred to the child.
00:50:14 So how do you get more and more children involved?
00:50:16 - Right.
00:50:18 So our approach has continued to be
00:50:22 doing work focused on the child,
00:50:25 first and foremost, identifying the issues,
00:50:27 working with the school itself,
00:50:29 trying to make the necessary improvements
00:50:31 with any school.
00:50:32 So you put in making improvements
00:50:33 with any school environment itself.
00:50:35 We are seeing some changes taking place in that.
00:50:37 In addition to that too,
00:50:39 one of the most important and critical thing, Marlon,
00:50:42 is ensuring that our officers are fit for the job.
00:50:47 That is one of the major issues that we are faced with.
00:50:50 We don't have that, or rather we lack
00:50:53 that number of parents who are well-dedicated, trained,
00:50:57 who can provide that necessary support
00:51:00 and go that extra mile.
00:51:01 So that is something that we are also looking at
00:51:04 and will also come out of the training
00:51:06 that we will also provide for our members itself.
00:51:09 I mean, my time was just a year, right?
00:51:14 12 months, my election is supposed to be in November, right?
00:51:18 So at least we would have tried
00:51:21 to put certain things in place
00:51:23 and to start that train and get that train moving.
00:51:26 But these are the things that we need to look at,
00:51:28 getting the right person
00:51:30 so that persons with experience,
00:51:32 experience in certain fields,
00:51:33 they could provide that knowledge
00:51:35 and support mechanisms for our parents
00:51:37 and students at the same time.

01:00:28 is hosting the LAMP Caribbean Conference on September 20th.
01:00:33 With us live on set to tell us more are Winston Williams,
01:00:36 PR and Education Director, Gamma TT,
01:00:39 and Amory Rousio, President of Gamma TT,
01:00:43 Vice President Gamma Caribbean.
01:00:45 Good morning, gentlemen, and welcome.
01:00:47 - Good morning.
01:00:48 - Yeah, Mr. Rousio, let's get right into the meat
01:00:51 of the matter, tell us about the conference.
01:00:53 - So let me start with Gamma.
01:00:54 Gamma is a 87-year-old organization.
01:00:58 It started many, many years ago
01:01:00 when a bunch of managers and leaders got together
01:01:03 and decided to form an organization specifically designed
01:01:08 for the development,
01:01:09 a professional development of managers.
01:01:11 We are right now about 22 chapters worldwide
01:01:14 in territories like USA, Canada, the Middle East, Asia,
01:01:19 and the recent formed chapter, Caribbean chapter,
01:01:22 and Gamma TT.
01:01:23 This is a 30-year venture for Trinidad and Tobago.
01:01:28 In 1984, some managers, local managers,
01:01:31 attended our conference and saw the benefits
01:01:34 of the organization, tried to bring it back to Trinidad.
01:01:37 They hosted an event in Den Hilton
01:01:41 with our sister organization, TIFA.
01:01:44 At that time, it was LUAT.
01:01:45 And then our second attempt was made in '20,
01:01:49 '13 with the company Pan American Life.
01:01:52 And the president at that time for Gamma Global was Chiapi.
01:01:56 I was able to deliver a presentation
01:01:58 on the benefits of Gamma.
01:02:00 But things wasn't lined up at that point in time.
01:02:03 In 2021, I visited, did a LAM conference in Las Vegas,
01:02:08 then met with Bonnie Goodsbun,
01:02:12 who is the current global president.
01:02:13 She was our master of expansion drive.
01:02:16 And that allowed us to jump on board.
01:02:18 We formed a task force in the Caribbean,
01:02:20 and then Gamma TT was launched in March of this year.
01:02:23 And here we are today.
01:02:25 - Mr. Williams, let me bring you into the conversation.
01:02:30 Who is Gamma TT for?
01:02:33 And, well, let me stop there.
01:02:37 Who is Gamma TT for?
01:02:38 - Gamma TT, well, as the name Gamma suggests,
01:02:41 is the General Agents and Managers Association.
01:02:43 So the primary audience would be agency managers
01:02:47 in the insurance industry and other managers.
01:02:50 For example, the banks right now, as you know,
01:02:52 are involved in insurance and so on.
01:02:54 So anyone who is involved in the administration
01:02:56 of sales and financial services,
01:02:58 that will be our captive market.
01:03:01 Because as you can see,
01:03:03 there's no longer these lines of demarcation
01:03:05 between banks and insurance companies
01:03:07 and investment companies.
01:03:08 The client in Trinidad and Tobago
01:03:11 expects their financial advisor to bring services to them,
01:03:13 all of financial nature.
01:03:15 The insurance agent to help them with a mortgage,
01:03:17 the banker to help them choose the right type of insurance
01:03:20 to satisfy the mortgage or collateral requirements.
01:03:23 So that would be our audience.
01:03:25 Anybody who's managing the people
01:03:27 who would serve to give this financial advice
01:03:30 or the distribution of financial services.
01:03:32 - Yeah, and those issues that you touched on
01:03:36 are some of the benefits why a person
01:03:40 should get themselves involved in Gamma.
01:03:44 - Correct.
01:03:44 - Let's talk about the LAM Conference.
01:03:46 - The LAM Conference this year
01:03:48 is the second conference held in the Caribbean.
01:03:50 The first was in Bahamas last year.
01:03:52 It's at the Hyatt on the 21st and 22nd.
01:03:57 We're expecting a number of persons
01:03:59 throughout the region, throughout the world,
01:04:01 to attend the conference.
01:04:03 We have a number of things in store.
01:04:05 Again, the conference is focused this year
01:04:08 on bringing all the financial institutions together.
01:04:11 So we'll have banks here, we'll have the credit unions
01:04:13 and obviously the insurance companies.
01:04:15 The program is set up in a way where
01:04:18 a number of major focuses came out
01:04:20 of our last study that we had.
01:04:22 One was succession planning.
01:04:24 Succession planning, you have a workshop
01:04:28 and myself and Winston are direct result
01:04:31 of the succession plan.
01:04:32 My dad was in the business.
01:04:33 I have about three generations
01:04:37 around who was in the business.
01:04:38 At one point in time, Winston,
01:04:41 we used to report to Winston.
01:04:42 Winston used to report to my dad.
01:04:44 I came down and we saw a definite need
01:04:46 for that transfer of information.
01:04:48 'Cause my dad don't pass, had he not instilled
01:04:52 in us some of the values that we now have,
01:04:53 we probably wouldn't be in the business
01:04:54 and that's a major focus.
01:04:56 Another thing is, Winston kind of alluded to it,
01:04:59 things change.
01:05:02 One change that you see in the industry
01:05:04 is through technology, through AI.
01:05:08 We have a workshop with an expert
01:05:10 on how to build a distribution system
01:05:12 using technology.
01:05:13 Not to fear it, but use it to adapt
01:05:17 to help in the financial services sector
01:05:20 to better promote financial products
01:05:21 for the protection of the future family members.
01:05:24 - Yeah, so at the LAMP Conference,
01:05:27 you mentioned two issues, AI, technology,
01:05:30 and you also mentioned the issue
01:05:32 of succession planning.
01:05:34 What are some of the other components
01:05:36 of the conference?
01:05:37 - Well, we'll talk about the real benefits
01:05:40 of GAMA, it's not merely just about succession,
01:05:43 it's about mentorship, it's about
01:05:45 corporate social responsibility.
01:05:47 It's about creating a platform for training
01:05:49 and development of people within the financial services.
01:05:52 So when we go to the conference,
01:05:54 we're gonna let people know about all the benefits
01:05:57 and sell it as an idea that we need
01:05:59 to come together for the greater good of society.
01:06:03 And that platform that we are creating
01:06:07 for training and development is gonna be lifelong
01:06:09 because we have to keep developing our skills
01:06:12 as we go along, and if we can have
01:06:14 a common platform that we all go to,
01:06:16 we can tend to levelize to some extent
01:06:19 the dissemination of information,
01:06:22 no matter the source from which it comes.
01:06:24 - Yeah, let's get back to the conference.
01:06:27 How is this going to play out on September 20th?
01:06:30 - Well, day one will be main platform,
01:06:33 have some main platform motivations because,
01:06:36 and then the latter part, we're gonna have some workshops.
01:06:39 And day two, we'll have an award ceremony
01:06:43 to recognize those persons who pioneered this thing
01:06:45 many, many years ago, and then we'll also have
01:06:48 awards based on performance of all the institutions.
01:06:52 All between, they say, there's a saying,
01:06:54 a network is a netwood, and a real benefit
01:06:59 of attending the conference is to be able to mingle
01:07:01 some of the experts in the industry from recruiting,
01:07:04 development, training, supervision, at any managerial level.
01:07:08 You get to meet them and have that one-on-one
01:07:11 exchange and ideas, networking.
01:07:13 That, I think, is one of the major benefits
01:07:14 of attending this conference.
01:07:15 - Yeah, but not only networking, but it also,
01:07:20 Mr. Williams, doesn't it give also an opportunity
01:07:24 for the stakeholders who are there,
01:07:27 not only to network, but to also prepare themselves
01:07:33 for what is to come in the future,
01:07:36 locally and more so internationally?
01:07:38 - Absolutely, and because GAMA is an international
01:07:41 organization, and as Amy mentioned earlier,
01:07:44 involved in many parts of the world,
01:07:46 the financial trends, so it kind of,
01:07:50 they will present what's happening in Australia,
01:07:52 what's happening in New Zealand,
01:07:53 what's happening in the UK, et cetera.
01:07:56 So when they bring that information to us,
01:07:58 it kind of sets up the stage to say,
01:08:00 hey, listen, if it's there, it's coming here.
01:08:03 The whole idea of financial contagion,
01:08:05 we have seen the good side and the bad side
01:08:07 of financial contagion, you know?
01:08:09 So when we have these conferences,
01:08:11 it puts all the decision makers together
01:08:14 and said, hey, how is this likely to impact us?
01:08:17 The whole idea of AI, we talked about it,
01:08:19 cryptocurrency, the whole platform,
01:08:25 in terms of cryptocurrency and the management of data,
01:08:28 how is that going to impact the insurance industry,
01:08:30 both on a distribution side and both from
01:08:32 the manufacturer of financial products and services,
01:08:35 and delivery, you know?
01:08:36 So it's an excellent idea for us
01:08:39 to get together more often.
01:08:41 We travel every year to the US destination normally
01:08:45 for the annual LAMP meeting there,
01:08:47 and now we're bringing it home also.
01:08:49 - Yeah.
01:08:50 This is not the first time that the LAMP conference
01:08:53 is being held, as you alluded to the fact earlier, right?
01:08:55 - This is the second conference in the Caribbean,
01:08:58 first time for China and Tobago.
01:09:00 It is also interesting to note that the LAMP conference
01:09:04 is designed and has one of the mandates
01:09:06 or the objective of Gama TTS,
01:09:07 to really bring the financial services together,
01:09:10 the banks, the credit unions, and the insurance companies.
01:09:14 It benefits on a holistic stage,
01:09:16 it benefits the country as a whole.
01:09:18 For instance, the financial services sector
01:09:21 being exposed through the in-depth research
01:09:25 from Gama Global, creating a platform
01:09:29 that all leaders have access to,
01:09:31 through the different trends, the different technologies,
01:09:35 that could be used at any given point in time.
01:09:37 For all the stakeholders from the employees,
01:09:41 the salespeople, and the general population,
01:09:45 that information be transcended down
01:09:48 to ensure persons are given proper financial advice
01:09:53 to help protect their families.
01:09:56 In addition, the exchange of foreign currency,
01:09:59 a benefit for China that, by hosting the conference,
01:10:02 here you're exposing 22,000 members worldwide
01:10:07 to China and Tobago culture.
01:10:09 The airlines will benefit, the hotels will benefit,
01:10:12 small business, the food industry will benefit,
01:10:14 tourism in itself will benefit.
01:10:17 And there's a major push on our Gama TT board
01:10:21 to expose our talent, our culture,
01:10:24 but our talent on the international stage,
01:10:27 and demonstrate the ability.
01:10:30 We too have gems like my good friend Winston Williams,
01:10:35 to be able to expose them on the international stage.
01:10:37 Here's what, let's take a look at China.
01:10:39 Last year we were able to have three Caribbean persons,
01:10:42 one Trinidadian, a Jamaican, I think a Bijan,
01:10:45 for the first time on the international forum,
01:10:47 and we tend to be pushing the agenda.
01:10:49 - Yeah, so Mr. Williams,
01:10:51 it's really an opportunity to connect.
01:10:52 Is there still time to register?
01:10:55 - Yeah, we allow register up until next week.
01:10:58 The conference, as you know, is the 21st to 22nd,
01:11:01 we're allowing registration until the 16th, I believe.
01:11:05 We're trying to get as many people to come, you know,
01:11:07 so even though we have a hard set,
01:11:09 so to speak, on the 15th or 16th,
01:11:11 we will welcome people who really want to make,
01:11:14 to attend the conference, some leeway to get on board.

01:11:20 Also, anything else you'd like to add

01:11:24 - I want to say to the viewers,
01:11:27 there is a real, real opportunity for not only leaders,
01:11:30 and most people identify this with the insurance business,
01:11:33 but the financial services sector.
01:11:34 We have a responsibility.
01:11:35 The distribution system of financial services
01:11:39 is changing, it's changing rapidly.
01:11:41 And there's a forum we can get together,
01:11:43 learn new ideas, learn new techniques
01:11:45 to continue the good work our industry
01:11:48 has been performing for over the years.
01:11:50 - Mr. Williams, there's a cost to this?
01:11:52 - It costs us about 950 TT.
01:11:54 It's, well, if you're staying in,
01:11:56 because we encourage people to stay at the higher,
01:11:58 because the function is going to be hosted there,
01:12:00 it's about 200 US dollars more.
01:12:02 So it's, I mean, 1350, I think, is the staying cost, right?
01:12:06 1350 US, which is a small investment for any person,
01:12:11 even as an individual level, but also for companies,
01:12:14 I would expect that they would lend support to their staff,
01:12:18 who they believe can benefit from understanding
01:12:20 the market in a general sense.

01:31:11 after a bountiful weekend,
01:31:14 they're back to the top of the standings,
01:31:15 13 points above everybody else.
01:31:18 It is quite interesting to note as well
01:31:20 that the Barbados Royals and the Syndicates
01:31:23 and the Nevis Patriots are the only teams
01:31:25 that have played more matches
01:31:27 than the Trinbago Knight Riders.
01:31:28 However, they virtually secured themselves a playoff spot.
01:31:33 Ghana Amazon Warriors still with many matches to come
01:31:36 in their home country will remain in second
01:31:39 while the St. Lucia Kings who lost last evening are in third.
01:31:42 That's how they line up at the moment.
01:31:45 Jamaica Tala has lots of work for them to do.
01:31:47 And well, they're still shooting in the dark,
01:31:49 trying to get to the top of the standings.
01:31:52 I've got a good friend of mine, Barry Wilkinson,
01:31:54 one of the top voices coming out of Barbados.
01:31:58 Barry, we've got so much to talk about.
01:32:00 We did a commentary of course last evening
01:32:02 for the match against the St. Lucia Kings
01:32:04 and on Saturday as well.
01:32:06 Firstly, how good was this weekend
01:32:08 for the home team Trinbago Knight Riders?
01:32:10 - Well, hello to you James and to your many viewers.
01:32:14 I think it was good all round from the crowd
01:32:17 down to the support, down to the high level of cricket.
01:32:21 When you look first of all at the crowd support
01:32:23 at the Brantley Arc Cricket Academy, it was A-class.
01:32:26 The crowd came out in their red
01:32:29 and I must think that the Trinidad and Tobago team
01:32:31 felt that there was a 12th man there,
01:32:33 giving them that much needed assistance.
01:32:36 Now you look at the cricket,
01:32:37 the TKR showed that their experience counts for a lot.
01:32:41 We've been saying all the time that it's gonna be hard
01:32:44 to beat a team that hasn't Nicholas Perrin,
01:32:46 hasn't Andre Russell, hasn't Captain Kieron Pollard.
01:32:50 And also you have the massive advantage of Dwayne Bravo
01:32:53 on the sidelines, still marshalling things.
01:32:57 You can't really beat that experience,
01:32:58 you can't buy that experience.
01:33:00 But what was good is that it was blended with players
01:33:03 like Mark Dale last night, who came good.
01:33:06 So if you're gonna have players who are fringe players,
01:33:09 who are being part of that youth and experience doing well,
01:33:12 it all goes so good for TKR.
01:33:14 And I think that if going forward, they continue this vein,
01:33:17 they're gonna be really hard to beat,
01:33:19 even if they gan Amazon Awards
01:33:21 or still play as the best team in the tournament.
01:33:23 So all around the cricket was very good,
01:33:24 the support, the experience at the Bernal Air Stadium.
01:33:28 All round, it was excellent things for the TKR
01:33:30 and for Trinidad and Tobago's environment altogether.
01:33:34 - Of course, we had the fans coming out in large numbers,
01:33:36 as you mentioned, had multiple players
01:33:39 doing good performances.
01:33:41 What do you think was the top thing
01:33:43 about this Knight Riders team this weekend
01:33:45 that you noticed playing at home?
01:33:48 - That they are finishing.
01:33:49 They're finishing clinically.
01:33:52 Andrew Russell comes in at,
01:33:54 he came in at the right time in both matches
01:33:57 on Saturday and Sunday.
01:33:59 And even though there seemed to be a little bit of a panic,
01:34:02 he finished the game.
01:34:03 And if you're gonna have Andrew Russell,
01:34:05 someone like him coming at six, sometimes seven,
01:34:09 finish it for you, then you can create,
01:34:12 you can get over a bit of a wobble that you might have
01:34:15 in the middle of the innings,
01:34:17 which does not tend to be a major problem.
01:34:19 Nicholas Puran, like we saw at the Queen's Park Oval,
01:34:22 is a class act, but he's not gonna come good every time.
01:34:26 You're gonna need sometimes to have someone to back him up.
01:34:28 And I thought that Mark Dial last night showed
01:34:31 that, look, even if Nicholas doesn't come good,
01:34:34 I'm a left-hander that's suitably able to pick up the slack.
01:34:38 So this is why I'm saying that the youth and the experience,
01:34:41 along with the French players, are all bubbling.
01:34:44 And once they continue to put something
01:34:46 and put their numbers, make them match them,
01:34:48 then I think TKR will be hard to beat.
01:34:49 So for me, the finishing of Andrew Russell
01:34:52 was one of the things that was standing out.
01:34:54 Mark Dial coming good.
01:34:56 And even if you saw the captaincy of Kieron Pollard,
01:35:00 his experience there still counts for a hell of a lot.
01:35:03 So I think those are the three things
01:35:04 that would stand out where TKR are concerned.
01:35:06 - Well, besides jumping fans and balls disappearing
01:35:09 into the pavilion, we also noticed that some teams
01:35:12 are falling afoul of the new rules in terms of time.
01:35:16 That is something that we've seen more than ever.
01:35:18 Of course, Kieron Pollard getting the first red card
01:35:20 in the competition.
01:35:21 We saw Pollard again and TKR being penalized on Saturday.
01:35:25 We saw Teams Jamaica as well falling afoul of the laws.
01:35:29 Is this something that we've got to get accustomed to
01:35:32 in cricket?
01:35:33 What are your views in terms of how has it affected the games?
01:35:36 - I'm not quite clear that all the rules
01:35:40 are well-identified.
01:35:42 Yes, it all redounds to the fielding team
01:35:46 and they take a massive bit of the penalization.
01:35:49 But however, you must, and umpires,
01:35:51 must look at the amount of time that batters take
01:35:54 to come to the crease.
01:35:55 Sometimes when they're not ready,
01:35:57 when a player's out, and also when there's reviews.
01:36:01 There was a review last night that took eight minutes
01:36:04 to finalize.
01:36:06 These things have to come into account.
01:36:09 That review where the catch on the boundary was concerned
01:36:12 it took eight minutes.

01:42:33 was wrapped up this weekend with Hailey Matthews
01:42:36 and the Barbados Royals women taking a dramatic eight-run win
01:42:41 over the Ghana Amazon Warriors in Sunday's match.
01:42:44 We take a look back at that, hear from Hailey Matthews,
01:42:46 and come back and discuss all of the possibilities.
01:42:49 - There is that short ball.
01:42:54 Now, Matthews and Lewis with three foursies.
01:42:58 - Matthews, that should be a 50,
01:43:02 and is caressed backward a point.
01:43:05 Into the pits, and she will get a wicket possibly.

01:43:18 opens her account in the Warriors.

01:44:19 Apart from the fact, Barry,
01:44:20 that they totally wasted good champion,
01:44:22 what a match, it turned out to be more nail-biting
01:44:25 than we expected.
01:44:26 - Yeah, well, that champion wasting happens
01:44:29 at every level of every sport, so you gotta appreciate it.
01:44:32 Look, the Barbados Royals women from the very first match
01:44:35 showed that they were going to be a massive force
01:44:37 to be reckoned with.
01:44:39 In the game when you had the Royals play against the Warriors
01:44:43 which was a repeated a final,
01:44:44 you had a situation where Irvine scored 100 and still lost.
01:44:49 And I think that was because you look at the Barbados team
01:44:51 and they're a very good all-around team with some depth.
01:44:55 And that showed throughout all of the matches,
01:44:57 they lost one game in between,
01:44:59 but I'm not surprised that they were able
01:45:00 to hold their nerve and win yesterday,
01:45:02 even if I thought that Hailey Matthews made a couple
01:45:05 of technical errors that could have gone against them
01:45:08 in the dying stages of the match.
01:45:10 It was a fantastic final.
01:45:12 Ghana also have lots of depth in their side.
01:45:14 Natasha McLean showed that she should perhaps
01:45:17 have been batting a bit earlier in the lineup.
01:45:19 And I think Hailey Matthews continues to show
01:45:22 why she's improving as a captain.
01:45:24 Like I said, she made one error
01:45:25 which could have been critical in the last over
01:45:27 where the long off should have been implemented
01:45:30 and not the mid off.
01:45:31 But generally speaking, it was a good performance from her.
01:45:34 She led her troops from the front.
01:45:35 She's to me the best Caribbean regional woman's batter
01:45:40 at this stage and her consistency underlines that
01:45:43 and shows that.
01:45:44 If I was concerned about anything, it's the continuation
01:45:47 of the declining form of the former captain
01:45:50 who I believe, Stephanie Taylor, who I believe
01:45:53 needs to have a careful look at why she's not as dominant
01:45:56 as she used to be back in 2015, '16
01:45:59 when she'd led the team to the World Cup.
01:46:01 These are things I think that are concerning for her
01:46:04 and was concerning for the Ghana-Amazon Warriors.
01:46:06 They depended too much on their overseas talent
01:46:09 and Campbell came good in the final,
01:46:11 but overall the consistency of the local players
01:46:14 in the tournament was not good enough
01:46:16 or where it should be.
01:46:17 But I think that the Royals are deserving winners.
01:46:19 They showed that from the very first game.
01:46:20 And once Hayley Matthews is gonna come good
01:46:22 with bat and ball, they're always gonna be hard to beat.
01:46:25 - Now you're looking at this game,
01:46:26 lots of exciting things happen.
01:46:27 First off, of course, Matthews getting to 82,
01:46:30 which is a significant score on a big stage
01:46:32 in the final.
01:46:34 Royals getting to 169, a good score
01:46:37 and a large crowd, perhaps one of the largest
01:46:39 that we've seen for a women's game happening in the region.
01:46:42 What was the most impressive part about the win yesterday
01:46:45 and the entire experience, you would say?
01:46:47 - I would say that the fact that the game
01:46:51 was a doubleheader and twinned and tied
01:46:54 with the fact that you had the game
01:46:57 that was after that was going to be the big one.
01:47:00 So you got two for the price of one
01:47:02 and that was a very smart marketing ploy
01:47:05 by the CPL to have that women's encounter come before
01:47:11 the men's and you're almost guaranteed a big crowd
01:47:16 and the finish was such that it was so captivating
01:47:20 that it led to that atmosphere being so well exemplified
01:47:24 as it was.
01:47:25 So kudos to the marketing team, kudos to all concerned
01:47:30 and I think that when I look back at what would have happened
01:47:34 for women's cricket previously, we're now beginning
01:47:37 to see the fruits of some labor and some hard work
01:47:40 being shown why women's cricket is indeed on the rise.
01:47:43 If we can market these women a bit more,
01:47:45 you are going to get them having a bigger fan base
01:47:48 and soon from now, you will not have to depend
01:47:51 having a men's class for them to come and wait
01:47:55 till the game is over for a man's class to be taken part.
01:47:58 So these are all things that I think are all part and parcel
01:48:02 of why it was such a success over the weekend.
01:48:05 - Well, we've seen the end of another Massey Women's CPL,
01:48:08 good success in terms of many stuff happening
01:48:10 as we just mentioned.
01:48:12 What lessons have we learned and moving forward,
01:48:15 what can still be done to help improve this game?
01:48:17 You spoke about marketing, but what lessons have we learned
01:48:20 from this tournament?
01:48:21 - The lessons that we've learned is that women's cricket
01:48:24 in the region needs serious development, serious development
01:48:29 and I say that with every respect because again,
01:48:32 I turn back to the fact that the overseas players dominated,
01:48:36 Ismael, Irvine, yes, Matthews, she did quite well,
01:48:40 but she's a known entity, she's not new.
01:48:43 McLean, she's not new.
01:48:47 Campbell, she's not new.
01:48:48 Where were the new players in women's cricket
01:48:51 who showed that they can put their hands up and say,
01:48:54 we are ready for the regional or international stage?
01:48:57 I didn't see that and that is a major concern.
01:49:00 I was looking at least at having three or four
01:49:04 young cricketers put their hands up and look like
01:49:07 if they are ready to take their cricket to another level.
01:49:10 That I did not see.
01:49:12 We saw the little 15 year old,
01:49:13 but she needs so much work and development.
01:49:15 Good to have her come out on this stage,
01:49:18 but I don't think she's ready yet for playing
01:49:20 at a higher level or international level.
01:49:23 I expected a bit more from Zeta James,
01:49:26 who I think showed last season that she can play
01:49:29 with the big girls, but did we get that performance
01:49:32 from Zeta James that said, I am ready for this level
01:49:36 of cricket to perform at high level?
01:49:39 No, we didn't.
01:49:40 So the same names came back
01:49:42 and that was a bit of a disappointment.
01:49:44 The international players, I thought, shone and helped
01:49:47 the cricket and the standard of cricket look much better.
01:49:49 We need development for women's cricket in the Caribbean.
01:49:52 Somebody needs to have a chat with Cricket West Indies
01:49:55 and say, we need to invest some serious money
01:49:58 getting these girls developed so they can stand
01:50:00 on their own two feet.
01:50:01 At the moment, had it not been
01:50:03 for the international talent,
01:50:04 they would not have been able to stand on their own two feet
01:50:06 and have such a competitive tournament.
01:50:08 - Yeah, Barry Wilkinson, of course,
01:50:09 providing us with valuable insight.
01:50:11 Now Barry, we've got 20 seconds.
01:50:12 Let's rate that catch from Hatsa Glue to take Mark Dial.
01:50:16 What a catch.
01:50:17 I say hands down, it's one of the best catches
01:50:19 I've ever seen.
01:50:20 - Hands down, literally, because I thought
01:50:23 his hands were down.
01:50:26 I thought that it was a very unfair decision in the end.
01:50:31 And I say that with every great respect to the catch.
01:50:33 It was a very good catch, but I don't think
01:50:36 that the umpire was convinced.
01:50:38 That was one of the longest replays I've ever seen.
01:50:43 And I believe that TV umpires also now need
01:50:46 to have a timer on how long they take
01:50:49 to also make decisions.
01:50:50 You can't tell me that after eight minutes
01:50:54 of checking every angle, that he was no conclusive
01:50:59 that it was out.
01:51:00 I think the reason he made so many checks
01:51:02 is because he was not sure.
01:51:03 And I left not being sure myself
01:51:05 after seeing it so many times.
01:51:07 Look, it was very smart.
01:51:10 It was very smart by Hatsa Glue to do what he did,
01:51:14 but I'm not so sure that it was indeed a clean catch.
01:51:17 And I don't think the TV umpire himself
01:51:19 might've been as sure, and that's why it took so long.
01:51:21 So we need to also have a look at how long TV umpires
01:51:25 are taking to make decisions.
01:51:28 We had a situation last night where one of the batsmen
01:51:31 in Martin Guttel was actually walking off of the field
01:51:35 because he thought he was out plump,
01:51:36 only to show after about 10 times that it was missing.
01:51:40 And then he ran back onto the field.
01:51:42 It looked silly.
01:51:43 So TV umpires with all the technology,
01:51:46 they need to get it right sharper.
01:51:47 And if they don't have it right sharper,
01:51:50 then they cannot give the batsman out.
01:51:53 And I'm a little disappointed by that aspect, if anything.
