00:32Pero inabot ng apat na oras bago opisyal na binuksan ang deliberasyon.
00:37Bago mag-Bicam, nag-uusap-usap lang ang mga mambabatas.
00:42Nagkaroon pa nga ng magkabukod na caucus o closed door na usapan ang Senate Panel at House Contingent.
00:49Sabi ni Sen. Kiko Panghilina na ang pinag-usapan tungkol sa budget ng DPWH.
00:55Nagkaroon nga kasi ng issue dahil sa request ng ahensya na maibalik ang tinapyas na budget sa kanila mula sa pagbaba ng presyo ng construction materials.
01:05Itong sinabi ni Secpins, D-Zone, ire-recompute nila yung kanilang cost of materials.
01:17So, we're waiting for that because that will now give us an idea ano yung magiging actual na cost.
01:24Instead of a full restoration ng budget na hinihinga,
01:30e yung restoration based on kung ano yung overpriced.
01:35Pero kinalaunan, napagkasunduan ng Kamara at Senado,
01:39imbes na talakayin ang pondo ng DPWH,
01:43ibang ahensya na lang muna ang pag-usapan sa bayka.

01:49to do the other departments first.
