00:00Government must lead wisely, businesses must innovate responsibly.

00:27I also recognize there are many prominent figures
00:33who are with us today in this beautiful building.
00:41Bapak Agus Martowardoyo,
00:44former Minister of Finance and also Governor of Bank Indonesia.
00:50It is good to handle two important elements in our economy,
00:57fiscal and monetary, and you are the men.
01:04I recognize also Minister Rifqi Harsha,
01:10Minister of Creative Economy under President Prabowo Subianto.
01:15I recognize Bapak Edi Baskoro,
01:23Wakil Ketua MPR.
01:25I know well his late mother.
01:31Bapak Anggita Abimanyu, my good friend.
01:34We've been working together in the past
01:40when I was accomplishing my duty in Yogyakarta.
01:46Teman-teman diskusi dulu dengan para aktivis.
01:49And many others prominent figures in the realm of economy.
01:58Distinguished speakers, professors, researchers, practitioners,
02:06students, ladies, and gentlemen.
02:10It is a great pleasure for me to be here at Perbanas Institute.
02:18We know that Perbanas is an institution
02:23that has contributed significantly
02:27to Indonesia's banking, finance, economics,
02:33management, accounting,
02:35and information technology education.
02:39I am also pleased to join
02:43the fourth Perbanas International Conference
02:47on Economics, Business,
02:49Management, Accounting, and IT,
02:53Provision 2026.
02:57The theme of this conference
02:59is timely and important.
03:03Integrity-driven innovations,
03:06Reimagining Business, Finance,
03:11and Digital Transformation
03:13for Sustainable Impact.
03:18This theme speaks directly
03:21to the reality of our time.
03:25We live in an age of extraordinary innovations,
03:30but also an age of deep uncertainty.
03:36That is why today I wish to speak
03:40about sustainable development policy,
03:45practice, and finance.
03:48I will share my reflection
03:51not only as a former president,
03:55but also as someone
03:57who has been involved
03:59in global discussion on development,
04:03including when I had the honor
04:06to serve as one of the co-chairs
04:09of the United Nations
04:11high-level panels
04:13on the post-2015 development agenda
04:17together with President Johnson Sirleaf
04:21of Liberia
04:22and Prime Minister David Cameron
04:25of the United Kingdom.
04:26That process later contributed
04:30to the global conversations
04:33that led to the Sustainable Development Goals,
04:38SDGs.
04:39From that experience,
04:42I learned one important lesson.
04:46Sustainable development is not a slogan.
04:49It is a moral responsibility,
04:53a political choice,
04:56an economic strategy,
04:58and a long-term investment
05:01in the future of humanity.
05:05Let me begin with a simple proposition.
05:12Sustainable development will not happen
05:15merely because we talk about it.
05:20It will happen only
05:22when we are able to connect three things,
05:27good policy,
05:29credible practice,
05:31and responsible finance.
05:36Policy gives directions.
05:39Practice turns intention into reality.
05:43Finance provides the fuel.
05:47If one of these three is weak,
05:51development will not be sustainable.
05:55Therefore,
05:57the real test of sustainable development
06:00is not in the language we use,
06:04but in the discipline we apply.
06:09The world today does not lack ambitions.
06:11We have the SDGs.
06:15We have climate commitments.
06:18We have ESG,
06:20environmental,
06:23social,
06:24governance principle.
06:26We have digital transformation roadmaps.
06:30We have many decorations
06:33from time to time,
06:35from place to place.
06:38What the world urgently needs
06:40is execution
06:41with integrity.
06:46Ladies and gentlemen,
06:48when we speak about
06:50sustainable development,
06:52we must first understand
06:53the global context.
06:57The world is not
06:58in a normal condition.
06:59we know
07:01all about that.
07:03We are living
07:04through overlapping
07:06crisis,
07:07crisis by crisis.
07:10Climate change
07:11is no longer
07:12a distant prediction.
07:15It is now
07:16a daily experience,
07:18flood,
07:19drought,
07:20forest fires,
07:22rising sea levels,
07:24food insecurity,
07:25and natural disaster
07:27that hit the poor
07:29and vulnerable
07:31the hardest.
07:33At the same time,
07:35the global economy
07:36is facing fragmentation.
07:39Trade is no longer
07:40driven
07:41only by efficiency,
07:43but also
07:44by geopolitics.
07:46Technology
07:47is becoming
07:48a source
07:49of productivity,
07:51but also
07:52a field
07:53of rivalry.
07:55We also
07:56see
07:56growing pressure
07:58in public
07:59finance.
08:00Many developing
08:02countries
08:02are spending
08:03more
08:03on debt
08:04service,
08:06while
08:06the financing
08:08need for health,
08:10education,
08:11infrastructure,
08:13energy transition,
08:14and climate
08:15adaptation
08:16continue
08:17to rise.
08:20In this
08:22global situation,
08:24emerging economies
08:25like Indonesia,
08:27like us,
08:27must be
08:28wise.
08:30We cannot
08:31simply
08:32copy
08:32the path
08:34taken
08:34by advanced
08:36economies.
08:37We must
08:38design
08:39our own
08:39development
08:40strategy.
08:43Open to the world,
08:45but rooted
08:46in our
08:47national interests,
08:49market-oriented,
08:50of course,
08:51but socially
08:52responsible,
08:55growth-driven,
08:57but environmentally
08:58sustainable,
09:00and digitally
09:01advanced,
09:03but human
09:04centered.
09:06This is the
09:07essence of
09:08sustainable
09:08development
09:09for Indonesia.
09:10Allow me
09:11now to share
09:12Indonesia's
09:14own
09:14experience.
09:16During my
09:17presidency,
09:18faced several
09:20major
09:21tests.
09:23When the
09:24global
09:24financial crisis
09:26hit in
09:272008,
09:28Indonesia
09:29was not
09:29immune.
09:31But we
09:32survived
09:32because we
09:34maintained
09:35confidence,
09:37fiscal
09:38prudence,
09:40domestic
09:41demand,
09:43and good
09:44policy
09:45coordination.
09:47We learned
09:48that
09:48credibility
09:49matters.
09:51In times
09:52of uncertainty,
09:54market
09:54listened
09:55not only
09:56to numbers,
09:58but also
09:59to the
09:59quality
10:00of
10:00governance.
10:03When we
10:04rebuilt
10:04Aceh
10:05after the
10:06tsunami,
10:07we remember
10:07that long,
10:08long time
10:08ago,
10:09we learned
10:10that
10:10reconstruction
10:11was not
10:12only about
10:13buildings,
10:14roads,
10:15and houses.
10:17It was
10:18about
10:18restoring
10:19dignity,
10:20rebuilding
10:21trust,
10:22and creating
10:23peace.
10:25Development
10:26becomes
10:26sustainable
10:27when people
10:28feel that
10:29they are
10:30part of
10:30the process.
10:32That's
10:32important.
10:34And when
10:35Indonesia
10:35participated
10:36in global
10:37climate
10:38diplomacy,
10:39including
10:39the Bali
10:40Climate
10:41Conference
10:41in 2007,
10:42we learned
10:44that
10:47developing
10:48countries
10:49must be
10:49part of
10:50the solution.
10:53We cannot
10:53say that
10:54climate change
10:55is only
10:56the responsibility
10:58of advanced
10:59economies,
11:01but we
11:02also must
11:03insist
11:03that global
11:04climate
11:09action
11:10must be
11:11fair,
11:13realistic,
11:14and supported
11:15by adequate
11:16finance and
11:18technology.
11:18I often
11:20say
11:20when it
11:22comes to
11:22our
11:23collaboration
11:24in combating
11:25climate change,
11:27rich
11:28country,
11:29developed
11:30country,
11:32must
11:32take the
11:33lead.
11:35But
11:35developing
11:36countries like
11:37many other
11:38countries like
11:39Indonesia must
11:41do more.
11:42It is fair
11:43collaboration
11:43in international
11:45arena.
11:49These lessons
11:50remain relevant
11:52today.
11:54Ladies and
11:55gentlemen,
11:55if sustainable
11:57development is
11:58our destination,
11:59then we must
12:00be clear
12:01about the
12:02foundation
12:03that will
12:04bring us
12:05there.
12:06In my view,
12:07there are
12:08three
12:08essential
12:10pillars that
12:11must work
12:11together.
12:12Policy,
12:15practice,
12:17and
12:17finance.
12:19Now let
12:20me turn to
12:20first pillar,
12:22policy.
12:23Good
12:24policy must
12:24do three
12:25things.
12:26First,
12:27it must
12:28provide
12:28clarity
12:29of direction.
12:31Sustainable
12:32development
12:33requires
12:33long-term
12:34consistency.
12:37Everyone
12:38needs to
12:38know
12:39where
12:40the
12:40country
12:40is
12:41going.
12:45Policy
12:48uncertainty
12:49is
12:49costly.
12:52It
12:52delays
12:52investment,
12:54weakens
12:55trust,
12:56and makes
12:57transformation
12:57harder.
12:59Second,
13:00good
13:01policy must
13:02be
13:02integrated.
13:03we cannot
13:04treat
13:05economic
13:06growth,
13:07financial
13:07stability,
13:09digital
13:09transformation,
13:11climate
13:12action,
13:13and social
13:13inclusion as
13:14separate
13:15agenda.
13:16They are
13:17connected.
13:20Third,
13:22good
13:22policy must
13:23be
13:23credible.
13:26Credibility
13:26comes from
13:27governance,
13:29transparency,
13:30and the
13:31rule of
13:31law.
13:32once again
13:33and the
13:33rule of
13:34law.
13:36In the
13:37digital
13:37economy,
13:38credibility
13:39is even
13:40more
13:40important.
13:41That is
13:42why I
13:43appreciate
13:44the theme
13:44of this
13:45conference,
13:46Bapak
13:46Hermanto,
13:47integrity
13:48driven
13:49innovations.
13:51Innovation
13:52without
13:53integrity
13:53can be
13:54dangerous.
13:55It can
13:56produce
13:57efficiency
13:58without
14:00fairness,
14:01without
14:02fairness.
14:03It can
14:04produce
14:04profit
14:05without
14:05responsibility.
14:07It can
14:08produce
14:08disruption
14:09without
14:10social
14:11protection.
14:13But
14:14innovation
14:15with
14:15integrity
14:16can
14:17become
14:17a
14:18powerful
14:19force
14:20for
14:21human
14:21progress.
14:24That's the
14:25first
14:25pillar.
14:26The second
14:26pillar of
14:27sustainable
14:27development
14:28is
14:28practice.
14:30We must
14:31be honest.
14:33The world
14:34has many
14:35good policies,
14:37but
14:37implementation
14:38often
14:40fails.
14:42The question
14:43is
14:43why?
14:44because
14:46practice
14:47is
14:48where
14:49interests
14:50collide,
14:51where
14:52bureaucracy
14:53is tested,
14:55where
14:56politics
14:57meets
14:57bureaucracy,
14:59where
14:59regulation
15:00meets
15:01vested
15:01interests,
15:02and where
15:03ideals
15:04meet
15:05operational
15:06realities.
15:07This
15:08is
15:09why
15:09leadership
15:10matters
15:11greatly.
15:14In
15:15many
15:15countries,
15:16sustainable
15:17development
15:17program
15:18fails not
15:19because of
15:20lack of
15:20ideas,
15:21but because
15:22a weak
15:24institution,
15:25fragmented
15:26coordination,
15:27corruption,
15:29short-term
15:30political
15:31thinking,
15:32and
15:33lack of
15:34execution
15:35capacity.
15:37implementation
15:38requires
15:39leaders who
15:39are willing
15:40to think
15:41beyond
15:42electoral
15:43cycles
15:44and
15:46quarterly
15:47reports
15:48beyond
15:49that.
15:51Itulah
15:52bedanya
15:52politisi
15:53dengan
15:53negarawan.
15:59Today,
16:01government
16:02are expected
16:03to move
16:03faster
16:04than
16:05ever
16:05before.
16:06citizen
16:07demands
16:08quick
16:09results.
16:11Market
16:11reacts
16:12instantly.
16:14Social
16:14media
16:15amplifies
16:17pressure,
16:18put more
16:19pressure.
16:21Yet,
16:21sustainable
16:22development
16:23by its
16:24nature
16:24is a
16:25long-term
16:26endeavor.
16:27This is
16:27our great
16:28challenge.
16:30Therefore,
16:31leaders today
16:32must have
16:32the courage
16:33to combine
16:34urgency
16:35with
16:36patience.
16:40Sabar,
16:41tapi dengan
16:41purpose,
16:43dengan direction,
16:44dan dengan
16:44determination.
16:48I would
16:49like to
16:50remind
16:50you
16:52that
16:53the
16:53private
16:54sector
16:54also
16:55has
16:55a
16:56decisive
16:57role.
16:58In
16:58the
16:5821st
16:59century,
17:01corporations
17:02are no
17:02longer
17:02judged
17:03solely
17:04by
17:05how
17:05much
17:06profit
17:06they
17:07generate.
17:08Once
17:09again,
17:09how much
17:10profit
17:11they
17:11generate.
17:12Not
17:12only
17:12that
17:12question,
17:13increasingly
17:15they
17:15are
17:16judged
17:16by
17:16how
17:17they
17:18generate
17:19that
17:19profit.
17:22This
17:23is a
17:24fundamental
17:24shift.
17:26Companies
17:26that
17:27ignore
17:27environmental
17:28risk,
17:29social
17:30legitimacy,
17:31or
17:32governance
17:32quality
17:33may still
17:34survive
17:35temporarily.
17:36But
17:37in the
17:37long run,
17:38trust me,
17:39they will
17:39face
17:40growing
17:41pressure
17:41from
17:42regulators,
17:43investors,
17:45consumers,
17:46and society
17:47itself.
17:48On
17:49the other
17:49hand,
17:50companies
17:50that embrace
17:51sustainability
17:52strategically
17:53often
17:55become
17:56stronger,
17:57more
17:57adaptive,
17:58and more
17:59trusted.
18:00Ladies
18:01and
18:02gentlemen,
18:02the third
18:03pillar is
18:04finance.
18:07Let me
18:07say
18:08clearly,
18:09sustainable
18:10development
18:10will not
18:11succeed
18:12without
18:13sustainable
18:14finance.
18:16Good
18:17intention
18:17alone
18:18are not
18:19enough.
18:20Every
18:21nation today
18:21faces
18:22a difficult
18:23reality.
18:25Development
18:25requires
18:26enormous
18:26investment.
18:28We all
18:29know
18:29infrastructure,
18:31energy
18:32transition,
18:33food
18:34security,
18:35healthcare,
18:36education,
18:37digital
18:38connectivity,
18:39climate
18:40adaptation,
18:41and poverty
18:42reduction
18:43all require
18:45capital.
18:47At the
18:47same time,
18:48fiscal prices
18:50are increasing
18:51globally.
18:53This is why
18:54financial innovation
18:56becomes
18:57critically important.
18:58But again,
19:01innovation must be
19:02guided by
19:03integrity.
19:05The financial
19:07sector must
19:08become
19:08an enabler
19:09of sustainable
19:10transformation,
19:11not merely
19:12a passive
19:13observer.
19:15Remember,
19:16banks must
19:17support
19:18productive
19:18sectors.
19:20Must.
19:21It is
19:22imperative.
19:23Capital
19:24market must
19:25encourage
19:26long-term
19:27investment.
19:29Financial
19:30regulator
19:31must
19:32maintain
19:32stability
19:33while
19:34encouraging
19:35innovations.
19:36And
19:37global
19:38financial
19:39architecture
19:40must
19:41become
19:42fairer
19:43and more
19:44inclusive
19:44in developing
19:46countries.
19:47Every time
19:48when I was
19:49in office
19:50attended
19:51T20
19:53summit,
19:55I
19:56always
19:58reminded
19:58all world
20:00leaders
20:00is not
20:01only
20:01about
20:02global
20:02growth,
20:03not
20:04only
20:04about
20:05balanced
20:05growth,
20:06but
20:06it is
20:07about
20:07inclusiveness.
20:10No
20:10country
20:10should
20:11be left
20:12in
20:13modern
20:14world.
20:18Ladies
20:19and
20:19gentlemen,
20:20allow me
20:21now
20:22to share
20:22one
20:23broader
20:24reflection.
20:25The future
20:26of sustainable
20:27development
20:27will not
20:28be determined
20:29only by
20:31governments,
20:32not only
20:33by
20:33corporations,
20:35not only
20:36by
20:36financial
20:37institutions.
20:38The future
20:39will be
20:40saved by
20:40once again
20:42collaboration.
20:43That's why
20:44multilateralism
20:45is important.
20:47Now,
20:49country is
20:50for itself.
20:52T0.
20:55Multilateralism,
20:56goodbye is
20:58not a good
20:59sign.
20:59We have to
21:00bring back
21:01collaboration,
21:02togetherness,
21:04and spirit
21:05of multilateralism.
21:07Universities,
21:09policymakers,
21:10scientists,
21:11entrepreneurs,
21:12civil society,
21:13technologists,
21:14bankers,
21:15regulators,
21:16and communities
21:17must work
21:19together.
21:19and this
21:21is why
21:22conference
21:23like
21:23Provision
21:242026
21:25are
21:26important.
21:27The world
21:28today needs
21:29more dialogue
21:29between policy
21:30and practice.
21:33Indonesia
21:33needs more
21:34dialogue
21:34and conversation
21:35among us.
21:37Between
21:38academia
21:38and industry,
21:40between
21:40innovation
21:41and ethics,
21:43because one
21:44of the
21:44greatest dangers
21:45in our era
21:45is
21:46fragmentation.
21:47in politics,
21:50not good.
21:51Fragmentation
21:52of economies,
21:54fragmentation
21:55of information,
21:56and even
21:57fragmentation
21:57of truth
21:59itself.
22:00We must
22:01not allow
22:02technology
22:02to disconnect
22:04humanity
22:05from humanity.
22:07Must connect,
22:08must unite.
22:11At this
22:11important gathering,
22:13let me speak
22:13especially to the
22:14younger generation
22:15present here
22:17today.
22:19Younger
22:20generation,
22:21you all
22:22is our
22:24future.
22:25I trust
22:26you.
22:27Someday,
22:28you will be
22:29able to
22:29lead and
22:30govern
22:30this
22:30built-up
22:31country
22:31for the
22:32better.
22:36You are
22:37entering
22:38a world
22:38that is
22:39far more
22:39complex
22:40than the
22:41one my
22:42generation
22:42inherited.
22:43you will
22:44face
22:45technological
22:45disruption,
22:47geopolitical
22:48uncertainty,
22:49climate
22:50risk,
22:51demographic
22:52changes,
22:53and
22:53transformation
22:54in the
22:55nature
22:55of work
22:56itself.
22:57But
22:57alhamdulillah,
22:59you also
23:00possess
23:01extraordinary
23:02opportunities.
23:03You are
23:04equipped well
23:05to face
23:06your challenge
23:07for your
23:08future success.
23:11You are
23:12the first
23:13generation
23:13truly
23:14connected
23:15globally
23:15through
23:16digital
23:17technology.
23:18You have
23:19access to
23:20knowledge
23:21faster
23:21than any
23:23generation
23:23before you.
23:24You can
23:25innovate,
23:26collaborate,
23:28and create
23:29impact
23:29across borders.
23:31However,
23:32once again,
23:34knowledge alone
23:35is not
23:36enough.
23:37intelligent
23:38alone
23:39is not
23:40enough.
23:41Innovation
23:42alone
23:43is also
23:43not
23:44enough.
23:45Character
23:46matters.
23:48Integrity
23:49matters.
23:50Empathy
23:51matters.
23:53Wisdom
23:53matters.
23:56Because
23:57ultimately,
23:58the future
23:59will not
23:59be determined
24:00only by
24:01how advanced
24:03our technology
24:04becomes.
24:05but by
24:08whether
24:08humanity
24:09is safe
24:09becomes
24:11more
24:11ethical,
24:13more
24:13compassionate,
24:15and more
24:16responsible.
24:20Finally,
24:22let me
24:22conclude
24:23with this
24:25thought.
24:27The 21st
24:28century
24:28will not
24:29only test
24:30the strength
24:32of economies.
24:33it will
24:35test
24:35the strength
24:36of values.
24:38I keep
24:39saying
24:39the importance
24:41of values,
24:42of principles,
24:43of ethics,
24:44of moral
24:44foundation,
24:47and running
24:49the government,
24:52and leading
24:53the world.
24:59will test
25:00whether
25:00humanity
25:01can manage
25:02innovation
25:03wisely,
25:04whether
25:05politics
25:05can think
25:07long-term,
25:08not only
25:08short-term,
25:10whether
25:10finance
25:11can serve
25:11society,
25:13whether
25:14technology
25:15can strengthen
25:16civilization
25:16rather than
25:18divide it.
25:19but
25:20I
25:22remain
25:23optimistic.
25:25I am
25:26an
25:27cautious
25:27optimist.
25:30I believe
25:31humanity
25:32still has
25:32the capacity
25:33to choose
25:34cooperation
25:35over
25:36conflicts,
25:37sustainability
25:38over
25:39destructions,
25:40integrity
25:41over
25:41corruptions,
25:42and wisdom
25:43over
25:44short-termism.
25:46if I
25:47could
25:47add
25:49country
25:50over
25:50party,
25:52that's
25:53important.
25:55Loyalty
25:55to
25:58there
25:59are
25:59many
25:59politicians
26:00here.
26:01Loyalty
26:02to
26:02my
26:03party
26:03ends
26:04when
26:05loyalty
26:05to
26:05my
26:06country
26:06begins.
26:07Remember
26:07that.
26:11But
26:12optimism
26:12alone
26:14is not
26:14enough.
26:15Optimism
26:16must
26:17be
26:17accompanied
26:18by
26:18action.
26:20Sustainable
26:21development
26:21is not
26:22somebody
26:23else's
26:23responsibility.
26:24It is
26:25our
26:25shared
26:26responsibility.
26:28Government
26:29must
26:30lead
26:31wisely.
26:33Businesses
26:34must
26:35innovate
26:35responsibly.
26:37Financial
26:38institutions
26:38must act
26:39prudently.
26:41Universities
26:42must
26:42nurture
26:42ethical
26:43leadership.
26:43and
26:44sedation
26:45must
26:46remain
26:46engaged
26:47and
26:47vigilant.
26:49If
26:50policy
26:50is
26:51guided
26:51by
26:51wisdom,
26:54if
26:54practice
26:55is
26:55guided
26:56by
26:56integrity,
26:58and if
26:59finance
27:00is guided
27:00by
27:01responsibility,
27:01then
27:03sustainable
27:04development
27:05will not
27:05merely remain
27:07an aspiration.
27:09It will
27:10become
27:11reality.
27:14I thank you.
