00:00Defence Attorney Kristen Williams said that a statement made by Defence Minister Wayne Sturge in Parliament last Friday
00:06about police knowing about the intended hit on State Prosecutor Dana C. Dall's life was the truth.
00:12Williams, who provided documentation, in which he wrote to former Police Commissioner Earl Christopher in late 2024,
00:18as well as to the DPP Roger Gaspard, also around that time, said the police had known about the threat
00:24on her life.
00:25In the document to the TTPS on page 3, Williams said,
00:28the TTPS, its organs and agents were aware of the threats made to Ms. C. Dall's life
00:32and failed to use the resources available to them.
00:35The Strategic Services Agency, SSA, to prevent the unlawful death of Ms. C. Dall.
00:41The SSA has been in operation for over 20 years before Ms. C. Dall's passing.
00:46Williams added in the document that the failure of the TTPS to protect the life of Ms. C. Dall is
00:50a breach
00:51or omission to perform a duty, a violation of Ms. C. Dall's right to life.
00:55Williams said during Rajai Ali's preliminary hearing,
00:59the prosecution presented the applicant's data,
01:02which was allegedly intercepted as per the Interception of Communications Act, Chapter 1508.
01:07This allows digital evidence against an individual who conspired and or committed a criminal offense.
01:13Williams contended that his client claimed that this evidence metadata is vulnerable to manipulation,
01:19making the authentication of digital evidence a significant challenge.
01:23Williams said the TTPS, its organ, and its agents received advanced warning from the SSA before Ms. C. Dall's death.
01:32Williams said they asked for all and any documents, data, records, etc. related to the aforementioned,
01:38but the TTPS denied their request for disclosure, indicating it could prejudice the court matter.
01:44In a similar document to the DPP, Roger Gaspard,
01:48Williams asked if the DPP had explored other possible theories connected to C. Dall's killing.
01:53Among the theories he posed to the DPP was,
01:55The Drug Enforcement Administration offered assistance in the investigation of this murder
02:00because they believed it was orchestrated by a transitional drug organization.
02:05Former Commissioner of Police Mr. Gary Griffith, on November 14, 2014,
02:10informed the news reporter from the Daily Express that the DEA collaborated with the Trinidad and Tobago Police Service
02:15regarding the investigation of Ms. C. Dall's death.
02:18We ask you to confirm or deny the accuracy of Mr. Griffith's statement, close quote.
02:24Williams asked of the DPP if he accepted or rejected this as being a possible theory.
02:29There were seven other possible theories about why or who could have ordered the hit according to Williams,
02:34which were all posed to the DPP.
02:36But the DPP, he said, never answered on the matter,
02:40which little led Williams to take the DPP to court in an ongoing matter.
