00:00Earl Richards has been held at Tetran Barracks since August of last year under a preventative
00:06detention order issued under a previous state of emergency. He's already challenging that
00:12detention in the high court. The law firm Quantum Legal is pointing to comments Homeland Security
00:18Minister Roger Alexander made at a media briefing on June 26th, where he described a multi-step
00:25review process from police intelligence through legal vetting to his own desk for signing.
00:31That process, he said, involved intelligence material going for an outside legality check.
00:37Head of Quantum Legal attorney Kristen J. Williams raises a red flag.
00:42Everyone ought to be concerned. Does this outside legality conform to the provisions of the
00:49Intercept of Communications Act? Who authorized intercepting communications? That may somehow
00:57find itself circulating. Who authorizes intercepts to go to outside legality? Because when Mr. Alexander
01:07speaks about outside legality, that actually strips all legal defenses he may have not to tell us
01:17who or what comprises that outside legality. And so, in a letter dated July 23rd, the law firm has
01:27called on Alexander to produce the paperwork proving that a process was actually followed in Richards' case,
01:33including who reviewed a file and what legal standards were used.
02:02Failing which Quantum Legal plans on asking the court to order disclosure. The
02:08attorney says prior to the correspondence sent to Alexander, the law firm wrote to the defense
02:13minister, the justice minister and the speaker of the House of Representatives.
02:16However, should those doors reveal no fruit, our next step is the right of the president,
02:24who is the commander in charge of the armed forces, to inform her that the House of Parliament
02:32may be compromised because of intelligence issues.
02:37Williams calls on House Speaker Jack Day was saying to intervene and review the legal framework
02:41in relation to what is transpiring. TV6 News has reached out to Minister Alexander concerning
