00:00Venezuela has a history of implementing amnesties. These legal instruments have
00:04been part of dialogue processes in recent decades as a path towards social
00:08peace and political coexistence. In 2000 a general political amnesty was
00:13implemented for various crimes considered to be related. Seven years
00:17later in 2007 a new decree covered those involved in the April 2002 coup and the
00:23oil strike that affected the country between 2002 and 2003. More
00:28recently dialogue between Venezuelan political sectors has facilitated
00:32similar processes. Then in 2020 President Nicolás Maduro extended a pardon that
00:37benefited 110 citizens from the extremist sector of the opposition. The latest
00:42precedent occurred between 2023 and 2024 after a new round of national dialogue
00:47where revisions of judicial measures and releases from prison were finalized
00:51consolidating this approach as a mechanism for conflict resolution in the
00:55country. Currently the general amnesty law promoted by the acting
00:58president José Rodríguez will cover the entire period of political violence from
01:021999 to the present.
