00:00Deputy Carolina Garcia, as she was making a call for dialogue,
00:04remarking that this is a historical moment for Venezuela.
00:10Good afternoon to the Venezuelan people.
00:12And mainly, I would like to speak today,
00:15after Tuesday when we were coming to this session,
00:18and received a mobilization of families of imprisoned
00:25and prisoners that were asking to be included
00:30in this amnesty law, I would like to say this word,
00:33remembering that more than four years ago,
00:37when this process began in Mexico,
00:40we dedicate some time to talk to families of political prisoners
00:48or someone who were imprisoned for different kinds of causes.
00:54The real thing is that talking to them,
00:57to spend long hours listening to them,
01:00was generating feelings of pain
01:04in front of the situation that a family goes through
01:07when they are separated.
01:09In many cases, they were denouncing the lack of lawyers
01:15so they cannot visit medical attention,
01:19different things that happened without knowing where they were.
01:23to all those people that precisely may be seen today,
01:28the thing, the cry that they are saying,
01:35of justice and hope they want to have,
01:38to meet their families from today,
01:41it could become a reality.
01:45They remember in this National Assembly to celebrate the initiation
01:50that there is a general amnesty law can make the beginning
01:57of a historical stage in our country,
02:00a stage of a meeting of all Venezuelans,
02:05in which the rotting door is closed,
02:11where people are afraid about saying what things,
02:14with the fear to be imprisoned.
02:17This rescue,
02:20and due to this,
02:23during this meeting,
02:25we can go through the democracy and respect to all the human rights.
02:31We believe that this law must have all the guarantees
02:34and international standards
02:37to be a law for all
02:42so that the one that are detained can go free
02:46and reincorporate it to the life, public life,
02:49so the one that are in the exile can come back.
02:52Also, those that are free can have a normal life
02:57because they have to go to some courts in 15, 20 years
03:03with a right to have a passport or an ID,
03:07and in this way through reparation to get pardon.
03:11It is a big opportunity for the mutual acknowledgement.
03:15It is a big opportunity for Venezuela
03:18to be among Venezuela's solving problems.
03:21We don't have another chance,
03:23such a big chance as the one that we have had at this time.
03:28I want to announce that from the seat from liberty,
03:32we are going to do all our given for this law
03:36to be a motive of proud for all Venezuela
03:40and begins a new stage in the national reconstruction
03:45that we have to make, all of us together.
03:48It looks for us that in this moment it is very important
03:54that all gestures that are being given
03:57we are doing to sit in a game to talk in spite of our differences
04:09can end in a definite undemocratical process for Venezuela.
04:15And we also think that in this moment it is the
04:21of persecution can also change mechanisms in the presence
04:28of persons and checking of the judicial system in Venezuela
04:33so that everyone can have the rights guaranteed.

04:38I think that there are many things that we have to do.
04:43We want this law to be the one that was from the carbons.
