00:41So generally though I do think they're good, they manage traffic better because before when it's not the ones that
00:48are kind of enforced nobody really followed them.
00:51So I think that's a definite benefit to them.
00:55I do sometimes think a lot of money has been spent on them maybe to maybe not enough benefit.
