00:00We're now going live to Venezuela as the National Assembly continues the debate
00:04on the Amnesty Law that was first announced by Acting President Desir
00:08Rodriguez. Let's listen as the session continues. First object of the day, the
00:17only point, the continuation of the second discussion of the Amnesty Law for
00:21the democratic coexistence in accordance to what is foreseen in article 106. This
00:29is the only point on the debate, Mr. President. Thank you, Deputy. Before
00:33beginning the debate to the second discussion of the Amnesty Law of the
00:38bill, we greet the members of the programs for peace and democratic
00:44coexistence of Venezuela, Culture Minister Ernesto Villegas, who is the
00:50coordinator of the program, Secretary of the program for peace, and my teacher in
00:57fourth grade, leader of the Great Mission. She had 17 years when she was my
01:06teacher. The year of the Great Mission, John Venezuela, person in charge for the
01:21Central University of Venezuela, businessman and former president of the house,
01:30director of TUNAP National Park, our brother Gustavo, year of coming 23 of January, an
01:43Influencer, we all welcome to this discussion.
02:06Citizen Secretary, please go ahead to provide the information about the ongoing. On the
02:15ordinarization of Thursday, February 12th, points until the 14th were approved, and we are going to begin
02:27on the 15th point on the referred text, this law. Thank you, Secretary. Seeing as we have had an important
02:38consultation, a deep consultation with all sectors of national life, and especially those sectors are
02:45especially motivated to learn, to give their opinion, to intervene in debate about this law. Also knowing that
02:55yesterday, all this day, but today especially, is a day of deep debates, and I will call all deputies to
03:05follow strictly the rules that are established for the debates of the National Assembly, to everything
03:10that is established as well in the legislative techniques on the second discussion of bills,
03:18so that in the second discussion is made based on the report made by the Special Commission, and that we
03:27go over article by article, including different titles and paragraphs. In that sense, I call on all of you
03:35to be broad in regards to the interventions of deputies until we have time.
03:47Citizen Secretary, go ahead to read the report on the second discussion for the bill for co-existence,
03:59go ahead and begin on the 15th point of that report. 15. We suggest to approve with modifications article 7,
04:13which will be written like this. Amnesty object of this law comprises all persons that are found or can be
04:21processed or convicted by crimes or faults committed in the framework of the facts within the amnesty.
04:37Exceptionally, when the person
04:42is not currently within the national territory,
04:44will be able to go before the competent tribunal
04:49tribunal through a power granted to a lawyer of his trust or her trust without it being necessary
04:57any other form. After presenting this request for amnesty, the person cannot be put in prison
05:05for the facts within this law and will have to appear in person before the competent tribunal
05:13for the granting of the amnesty. The amnesty will include people that have stopped in the actions
05:23of incidents that constitute a crime
05:29or stop doing these actions after the putting into effect of this law.
05:38approved by unanimity. Well, no, sorry, Deputy Brach wants to say. Good evening, President,
05:48colleagues, Parliament. This law that we are debating today is not perfect, but without doubt is a great
05:57advance for the reconciliation of Venezuela. Without doubt, it will mitigate the suffering of many Venezuelans,
06:08of many families that despite not being in prison, they are also submitted to suffering of prisons of their loved
06:18ones.
06:20We will vote on this article number seven because we are committed with the freedom of political prisoners
06:30and those persecuted. However, this norm should operate in full right. So those benefited of the amnesty
06:41should not have any restrictive paperwork, but on the contrary to have a preferential treatment,
06:48because the political amnesty is to grant them tranquility in which in many cases are unjust,
06:55unlawfully in prison and today are under the law. Our interests as Venezuelans, Deputy,
07:05with all respect, you are the Vice President of the Commission. I understand that you took part
07:14in this discussion. Could the Vice President, the President, could come, could get close so we can talk?
07:26Well, we're seeing live images coming from the National Assembly of the Bolivar Republic of
07:33Venezuela as the deputies will continue on the second discussion on the bill for the amnesty law for
07:39the democratic coexistence. As we heard the President of the National Assembly, Jorge Rodriguez,
07:47they will continue to discuss the remaining articles within the bill moving forward. We must recall that
07:54last Thursday, February 12th, the first six articles of the bill were approved by unanimity,
08:02by the full vote in favor of the National Assembly. Those first six articles were approved, as we were
08:09saying, last February 12th, last Thursday, and due to the lack of consensus moving forward with the
08:16seventh article, which is the one that began here in this second discussion, the debate on the bill for
08:24the amnesty law was postponed to this Thursday. And as we're saying, it began this Thursday, February 19th, and they
08:33will continue to go over article by article to vote, article by article,
08:41article 7, which was the one that was put on the shelf on the last plenary when the debate began.
08:52Right now, the President of the National Assembly, Jorge Rodriguez, is talking.
08:58I hope we have coffee and snacks, because we're going to have a lot of, we're going to need a
09:04lot of time.
09:05Go ahead, Deputy. To conclude, we wanted to conclude saying that our interest as Venezuelans is not to
09:13privilege some and prejudice others, but so that in the, in our country, political persecution ends.
09:22After a long debate of every points, this article has great achievements, as we allow the legal
09:31representation of the people that are currently abroad, and that this remains in freedom.
09:38So, I believe this point that we had a lot of discussion in the previous session,
09:48for us, is very, is very satisfactory, and that's why we approve it. Thank you, Deputy.
09:56Deputy Jorge Arriaza.
10:00Thank you very much, Mr. President.
10:08Today, we had a very strong day of debate and discussion on a law that was proposed.
10:15It's an initiative of the National Executive of the Acting President, Darcy Rodriguez.
10:31Every single article was broadly discussed, deeply discussed.
10:36There were great consensus, and I believe we must celebrate this and avoid using this session
10:45to give a debate in every article and win with political calculation, followers.
10:53I believe that we must continue with a lot of respect this debate, and also with the same spirit
10:58that we had in the Special Commission during these two weeks. Thank you very much.
11:03Deputy Director, Deputy Deputy Arriaza.
11:08Since there were interventions on this article, I am mandated to put this article on both.
11:14In consideration, those in favor to approve article 7 of the bill
11:23Approved by unanimity, the following, 16th point, we suggest to approve Article 8, which
11:32is written the following way, in consideration, approve, the next, 17th, approve the modification
11:45of Article 8, which is redacted the following, Article 8, we grant amnesty to the crimes false
11:54committed in the context of the following incidents. Second Secretary, to give an explanation
12:03to deputies, as we have seen in this article, as was expressed by the President of the Special
12:10Commission, there was a very broad debate regarding to who should be the benefit of this amnesty
12:18and these created recommendations on behalf of the sectors of opposition to include elements
12:24in this article and they were included, some of them, in the bill. I will, with the due respect
12:31and with the permission of the session, to vote the incidents, one by one, so that we see
12:43what is the opinion of the deputies. The first, coup d'etat of April 11th and 12th year 2002,
12:54including the assaults, attacks against governance, mayorship and public installations and private
13:01installation. Deputies in favor of the first incident of Article 8, approve, following, everything
13:14related with the sabotage against oil industry of December 2002 until February 2003. Deputies to vote in
13:25favor, those in favor, approve, everything that has to do with the violent acts for political
13:45motifs that occur during the calling and following carried out of the presidential referendum of the
13:54year 2004. Deputies in favor, please vote, following, everything related with the protests and
14:09violent actions for political motifs that occurred in May 2007. Deputies that are in favor of
14:30to give the floor to Viz Fariddo. As the president knows and the members of the commission knows,
14:39we agreed to remove the word violent from those facts because these are facts
14:50they can't criminalize. They can be violent or not violent. We cannot criminalize every person
14:57order. I thought we would have patience today. I did some relaxation techniques.
15:05I think it won't work. Let's remain calm, deputies. Let's be able to so that we can hear each other.
15:12Deputy Florido is an elected deputy of this, of our republic, so he has the right to express
15:17itself. Well, I say again, in previous occasion I took part of the debate that of course had the
15:26spirit of coexistence that must exist in such an important law. One of the issues that we talk about
15:33is that the word violence had to be eliminated. It is not necessary to put adjectives because these are
15:41facts and facts can be of different nature. When you put only the violent facts then you are already
15:50qualifying the persons that can be benefited from this. So we propose that the way it is written
15:59when we eliminate this word it doesn't miss the sense of the paragraph and even less of the spirit of
16:06what we are trying to do which are facts. These are facts should not be put with objectives.
16:14I did not take part in the sessions but
16:18that's an important element of the writing. If a person participated in non-violent facts in 2007
16:27it doesn't need to be subject to any amnesty law because it did not commit any crime, did not commit
16:33any
16:33fault. It is to say if one person voting in the elections of 2007 is not beneficiary of the admissive
16:41law but if a person burn a building he has to be, he is the one that is going to
16:48benefit from the law
16:49and this is what we are debating. President, you have the recordings there Deputy.
17:01The recording there, this was not debated, this was not discussed, this was not submitted to
17:06to voting nor was agreed upon. Thank you very much. Well we move forward with the voting.
17:20Deputies in favor of the forfeit of Article 8
17:37Approved by a vast majority.
17:39No, there's no unanimity.
17:51Let's do it again.

20:14and ended on January 4, 2021.
20:18Please correct this.
20:23Everything related, nine, everything related with the violent actions for political motive occur between March and August year 2017.

21:10bill, approved by unanimity.

22:25That's right.
22:3013th, everything related with expressions and violent actions for political motive, that occurred in the framework of the regional elections

22:50Deputies, Pablo Perez.
22:53good evening president colleagues members of the board of directors my
23:02speech goes into sense one in the in the subject on how it is written I express
23:10this in the Commission I made a proposal to remove the everything has to do with
23:16valid facts number one facts that has to do wait let's let's first approve the
23:3013th point and then you can have the floor in consideration with point 13 of
23:37article 8 of of the bill please proceed to vote approved by unanimity now go
23:45ahead Pablo Perez well as I was saying the issue that has about how it is
23:53written I made a proposal that to not put valid acts that's on one side I want to
24:00say that on and on this for a second part we want to add two more facts one referred
24:08to the facts of labor and union actions consistent in actions of recognized
24:16rights of workers national laws and international laws there are workers
24:24different different sectors are currently in prison for demanding their their
24:29labor rights and another that has to do to extend the amnesty to all facts that all
24:38citizens be processed convicted or subject to prison sentence
24:51this is all
24:55thank you deputy Alfonso Campo has the floor
25:07good evening blessings for all president I'm part of the special commission for the amnesty law
25:15in this article in this article to include those isolate cases specific or particular cases that are not included in
25:35the time period
25:36established in this article I say this the satisfaction of Democrat Alliance to
25:44upheld this article the way that is written is that in article 15 we were going to
25:50grant division to the special commission of follow-up so that it can analyze and go
25:58over those cases that are not contemplated within the facts established in article 8 I say this because before article
26:088 is approved because it would have the objection that
26:12in the law that is being read the report I have in my hand that second paragraph is not there
26:20of article 15 that grants the special commission the capacity to evaluate those cases
26:28that are not considered in the facts that are established by article 8
26:37thank you deputy police general commission Stalin Gonzales
26:54please all deputies members of the general commission come close
27:01so we continue to see what is happening right now in the national assembly as the
27:06federal laser palace the deputies of the Bolivar Republic of Venezuela continue the
27:11second discussion of the bill for the amnesty law for democratic coexistence right
27:17now we are seeing everything that has to do with the different facts within article 8
27:23we establishes which are the facts of the people that were involved in those
27:27incidents will be benefited from the amnesty law we saw that all the point different
27:34facts that were described by article 8 were discussed and approved by the national
27:40assembly right now the president of the national assembly Jorge Rodriguez is speaking
27:44with with the members of the general assembly to go over the latest proposal that we
27:49heard that is to add another paragraph to article 15 that has to do with granting the
27:56special powers to the special commission of follow-ups of that will follow up everything
28:00how it's done on this amnesty law everything that has to do with that are not included in that
28:07time periods in the facts and time period are established in article 8 so right now the
28:12president of the national assembly is going over about this second paragraph that is being asked
28:16to add to the 15th article which we have not reached that point yet in the debate in the national
28:21assembly
