03:38Skal vi træffe den her beslutning med kvalificerede flertal om nødvendigt,
03:41altså at køre Belgien over, trods den modstand, vi har,
03:43og trods at pengene er indeført til Belgien?
03:46At træffe den med kvalificerede beslutninger er jo ikke det samme som at køre Belgien over.
03:50Men vi har jo nogle lande, som helt åbenlyst har sagt,
03:53at de ikke vil indgå i de her løsninger.
03:55Det gælder Ungarn, det gælder Slovakiet, og det er vi nødt til at se bort fra.
03:59Så er det klart, at Belgien er i en særlig situation.
04:03Det er jo der, midlerne er indefrosset, og derfor er det selvfølgelig også vigtigt,
04:05at vi strækker os langt i forhold til at give Belgierne den tryghed og den sikkerhed, der skal til.
04:11Det er vi også fuldstændig indstillet på.
04:13Men det siger sig selv, at løsninger, der hviler på enstemmighed,
04:17de lader sig desværre ikke gøre.
04:19Og derfor er det vores vurdering, og som formandskabsland, at den eneste vej frem,
04:24det er at finde en løsning med afsæt i de immobiliserede, altså de frosne russiske aktiver.
04:32Og det kan lade sig gøre.
04:33Og der blev taget et vigtigt skridt før weekenden,
04:36ved at vi nu ikke her fremover ved 6. måned skal tage stilling til,
04:39har vi stadigvæk jurisdiction over de her midler.
04:42Det er blevet mere stabilt, og dermed er der jo en vigtig forudsætning, der er faldet på plads.
04:47Men der udstår den sidste svære beslutning.
04:49Den kan vi jo ikke træffe her i dag.
04:51Den skal træffes på stats- og regeringslederniveau senere på ugen.
04:56Men den skal også træffes der.
04:58Fordi det er forudsætningen for, at vi giver Ukraine styrkeposition.
05:01Det er jo også forudsætningen for, at Europa kan vise omverdenen her under de hvide hus,
05:06at Europa er nogen, man ikke kan komme udenom.
05:09Men hvis det er faktisk under sin modstand, skal den beslutning så stadigvæk træffes?
05:13Jeg har sagt meget klart her, hvordan vi ser på den her sag.
05:17Og det bliver ikke bedre af, at jeg står og repeterer det.
05:20Det er en skæbneslund for Europa, og der skal træffes en beslutning.
05:24Det er i øvrigt også på andre fronter en vigtig uge for Europa.
05:30Vi har en Mercosur-aftale, som er klar.
05:33Som jeg håber, at kommissionens præsident kan tage til Brasilien og underskrive på lørdag.
05:38Og det kræver, at vi også kommer på plads med det.
05:41Der udstår nogle ting i parlamentet.
05:43Det synes jeg tegner fornuftigt.
05:45Vi arbejder benhårdt på at få trilogforhandlinger afsluttet,
05:49sådan at der også her er skabt et fundament for, at Europa kan beslutte sig for den her aftale,
05:54der har været undervejs i 25 år.
05:57Og i en situation, hvor vores venner i USA ikke vil have helt den samme handelsrelation til os,
06:05som de har haft tidligere, så skal vi ud og søge nye markter.
06:09Og her er der et åbent vindue, og sørger vi ikke for at springe ud af det,
06:15så efterlader vi også den del af verden til andre, og i det her tilfælde jo er altså kineserne.
06:19Så også her er der brug for, at Europa træder karakter.
06:22Is det acceptable to you that Ukraine may be pressured to drop its eventual ambitions to join NATO?
06:33And is there any way that European countries can fill that security gap,
06:37can help make Ukraine secure for the long term, without possibly NATO membership?
06:42I think we have to listen to President Zelensky himself.
06:46And if he's ready to compromise on the NATO question, I will not be the one, you know, standing up for that.
06:54But of course it goes without saying that if NATO is not the solution,
06:59then we need other kind of security guarantees, exactly as strong as an Article 5 guarantee.
07:09The most important thing on our agenda today is to ensure that we can finance Ukraine in a midterm perspective.
07:16I think it's crunch time for Europe and Ukraine.
07:20We have been discussing this for quite a while.
07:24In the lead-up to last weekend, we took a very important decision about stabilizing the mobilization of the Russian assets.
07:32It's a precondition for the next step, which is a reparation loan.
07:36And we must take that decision within the end of this week to secure that Ukraine is in a position to continue its freedom fight,
07:46but also to uphold, you know, the whole society, but also in order to show the rest of the world that Europe is a strong player.
07:55Otherwise, we will give in to the impression pictured or painted by the American president that Europe is weak.
08:06What are you expecting from the talks you've heard in today?
08:16I mean, these are the leaders of Europe that are going there.
08:19What are you expecting?
08:21And, I mean, actually, can there be security guarantees from the EU that are equally high as the NATO securities?
08:28Well, from a Danish perspective, we would have preferred, you know, a Ukrainian NATO membership.
08:34But if President Zelensky is ready to give up on that in order to compromise, I think we should accommodate that.
08:41And then we have to ensure, you know, other kind of guarantees exactly as strong as an Article 5.
08:48And I can only talk on behalf of Denmark.
08:51We are ready to participate.
08:53I think on today's agenda, the most important thing is to continue the discussion about how to finance Ukraine in a midterm perspective
09:02in order to give them a position of strength and in order to secure that they can uphold their own society.
09:09We took a very important decision in the lead up to the weekend by stabilizing the immobilization of the Russian asset.
09:16And before the end of this week, we need to take the final step.
09:22I would say it's crunch time for Europe and Ukraine.
09:25We need to take this decision in order to secure the Ukrainian economy,
09:32but also in order to send a signal to the rest of the world, which will include the White House in D.C.,
09:40that Europe is a strong geopolitical player.
09:43If we don't do that, I mean, we will give in on the new picture painted by him that Europe is weak.
