European Union foreign policy chief Kaja Kallas said Russia’s war aims go beyond Ukraine’s Donbas region, warning that Moscow’s ambitions should not be underestimated. Speaking amid intensified diplomatic efforts, Kallas described the coming days as a “break or take week” for Ukraine.

She said a reparations-backed loan for Kyiv is the most credible financial option, while arguing that Russia does not need security guarantees. Her remarks come after Ukrainian President Volodymyr Zelensky stepped back from pursuing NATO membership as part of peace discussions.

00:00What we have to keep in mind is that why countries want to be in NATO is because they don't want
00:14Russia to invade them, to attack them. And that's why Sweden and Finland joined NATO. That's why
00:22the Baltic States joined NATO to have this defense umbrella ring.
00:34We have to understand that Donbass is not Putin's endgame. If it gets Donbass, then the fortress
00:41is down and then they definitely move on with taking the whole of Ukraine. And if Ukraine
00:49goes, then other regions are also in danger. We know this from the history and we should
00:57learn from history.
00:58Yes, like I said, this is really a very important week for financing questions. We have different
01:15options on the table and they will be discussed in the leaders' meeting on Thursday. What
01:23President Kostas said, we will not leave the meeting before we get the result, before we
01:30get the decision on the funding for Ukraine. The most credible option is the reparations loan,
01:37that this is what we are working on. We are not there yet, and it is increasingly difficult,
01:42but we're doing the work. We still have some days.
01:47This FAC meeting is really important for Lithuania. We expect that colleagues ministers will agree
02:06and the Council will pass the additional criteria for the Belarusian sanctions regime. We are adding
02:15three points additionally to the current sanctions regime related to the hybrid activities against
02:21the European Union.
02:23I am really looking forward to expanding the sanctions regime on Belarus if those hybrid activities continue
02:36against us. So politically united and also fast in the decisions, this is the recipe for the future
02:44and prevention for the future and prevention from the activities against the EU as we were suffering
02:49already. Only when we are united, dictators step back.
