European leaders have signed a landmark convention in The Hague to establish an International Claims Commission for Ukraine, aimed at securing compensation for the massive damage caused by Russia’s invasion.
Ukraine’s President Volodymyr Zelenskiy said Russia must face consequences for war crimes, occupation, and the abduction of Ukrainian children, stressing that sanctions and pressure must remain until justice is delivered. Dutch Prime Minister Dick Schoof underlined that there can be “no just and lasting peace without justice,” declaring that there must be no impunity for the destruction inflicted on Ukraine.
The commission will build on the existing Register of Damage, which has already received more than 80,000 claims, and is designed to pave the way for actual compensation payments. European and regional leaders said the move sends a clear message that aggression in Europe will carry long-term legal and financial consequences.
The signing comes as international diplomacy intensifies around ending the war, while Ukraine and its allies insist accountability must be at the core of any peace settlement.

02:51international support so that people can truly feel that any kind of damage caused by the war
02:58can be compensated. This war and Russia's responsibility for it must become a clear
03:08example so that others learn not to choose aggression.
03:32Today is all about justice because without it there can be no just and lasting peace.
03:37But justice doesn't just follow automatically. We need to lay the groundwork and prepare as
03:45carefully as possible. Today we are taking the next step. We have launched the International
03:52Claims Commission for Ukraine which will deal with compensation for damage inflicted during the war.
03:58Every day in Ukraine Russia is deliberately bombarding homes, destroying businesses
04:04and damaging infrastructure. And there must be no impunity.
04:15The Council of Europe has no drones, no missiles, but it has the force of the law. International law that
04:26applies to all. No exceptions. No double standards. And our task is clear to record the truth,
04:38to provide redress, and to hold those responsible to account. Justice takes time, but it must happen. And the
04:49International Claims Commission for Ukraine leads the way.
05:00The front line is not only in Ukraine. It is wherever Europeans expect safety, stability,
05:08and normalcy and normalcy, and begin to lose them. This moment is about Ukraine. But it is also about
05:16whether free and sovereign nations in Europe can protect their people from evil and harm. Whether we,
05:24Europeans, can hold together in solidarity to defend our way of life, our democracies, and our peace.
05:32This is why the convention we signed today, establishing the International Claims Commission for Ukraine, matters.
