German Chancellor on Ukraine War: Friedrich Merz described the war in Ukraine as a “bad dream” and a “daily nightmare” as he addressed the 8th German-Ukrainian Business Forum in Berlin on Monday.

Merz told attendees that the conflict, now approaching four years, affects not only Ukraine but Europe as a whole. He said the ongoing war weighs heavily each day, underscoring the urgency of continued international support for Kyiv.

The chancellor also addressed the European Union’s proposal to use frozen Russian assets to fund a $140 billion reparations-style loan for Ukraine. While some EU countries, notably Belgium where many of the assets are held, have expressed concerns about investor confidence, Merz said Germany supports mobilising the assets to help Ukraine over the next two years.

00:00Sometimes I look up in the morning, and in some moments I think,
00:07maybe it's just a bad son, maybe it's a bad son.
00:12And in the same moment, it's not a bad son.
00:18It's not a bad son.

00:24Every day, every night for this country.
00:33And not only for Ukraine, but for us all.
00:38It's about the war, the attack of Putin's on Ukraine,
00:46which is still in 2022.

01:23which I took on myself,
01:25is to work together with Ukraine
01:28and thank you for joining us today.

02:49during a long period of time, we lost a lot of time.
02:56The thing we did for that, to destroy Europe.
03:06And also I'm talking about sanctions,
03:09which we all of Europe have carried out against Russia.
03:14I'm talking about civil rights programs,
03:20which are already 3,5 years ago,
03:24which, among other people, are also leading the path of Ukraine in European Union.
03:29We won't put our hands on this.
03:33We will do everything,
03:36which we need for our situation and we need for our peace.
03:40This means to pay attention,
03:42but, among other people,
03:44to live this winter,
03:46and also to ensure the country
03:50all the necessary needs for further development.
03:53Ladies and gentlemen,
03:56Germany takes a lot of responsibility in this context.
04:00From July 2022,
04:04we have 40 billion euros
04:08to support military Ukraine.
04:10We also have 36 billion euros
04:16to support civil infrastructure.
04:18And more than 11 billion euros
04:22we have in the 2026 year.
04:25And now,
04:27170 million euros
04:29to protect the energy infrastructure
04:33of Ukraine from the attack of Russia.
04:37Also,
04:39we have to ensure
04:43the energy infrastructure
04:45of hospitals,
04:47hospitals, hospitals,
04:51hospitals, hospitals,
04:53and hospitals,
04:55and the other people,
04:57and the other people,
04:58and the other people,
04:59we have to ensure that
05:00we are also
05:02to ensure that
05:04we can
05:07to ensure that
05:09we can
05:10to ensure that
05:11the United States
05:12of the European Union
05:13should be
05:14to support Ukraine
05:15in the next two years.
05:19And
05:21I want to
05:23say that
05:24we are not
05:25to continue
05:26the war.
05:27We are not
05:29to continue the war.
05:30We are not
05:31to continue the war.
05:33Because
05:34this is a signal
05:35to Moscow,
05:36that
05:37there is no sense
05:39to continue the war.
05:41We are only
05:43to be
05:44stronger.
05:45And
05:46more
05:47to be
05:48more
05:49to keep
05:50this war.
05:52And
05:53I would
05:55be
05:56to add
05:57on this
05:58week.
05:59We
06:00We have to do the effort to create a political unity from one of the main questions of our support in the European Union.
06:16And we have to solve this question, so that all European countries have the same risk.
06:25But please understand me correctly.
06:31If we don't do this, then the support of the European Union will be very severely affected in the future.
06:43And this will be a very dark hour of our history, when we can't stop on our own continent and protect ourselves.
06:56So, for us, this hour is so important.
07:00And I wanted to say that, along with the public capital, we also have a private capital on the development of Ukraine.
07:14And there are already many German companies, who are actively working in Ukraine, and those who are interested in this.
07:23And it is not strange.
07:24You heard the numbers.
07:26Even during the war, the economic activity of this country is growing.
07:32And there are also many potentials of growth in the field of the European Union and the European Union.
07:46And there are also many potentials of growth in the world.
07:51And there are also many potentials of growth in the world.
07:54And we are also interested in supporting Ukraine in this way.
07:58And so, in order for us, we are able to get better private potential,
08:05to create the necessary changes in the future.
08:08And improve them in the future.
08:10And also, we are very happy with this case,
08:20that we are very happy with these different organizations.
08:27So, I'm very happy to be here.
08:30We are very happy with this new funding for our administration.
08:33Also, in many ways, we are tomatoes.
08:36to demonstrate that you are driving to Ukraine, that you are putting contracts and activities.
08:42We also think about the future models of financing.
08:48I also think that we can mobilize, let's say,
08:57to support Ukraine in the next two years.
09:07And I want to emphasize that we do not to continue the war.
09:14We do it for how quickly to finish this war.
09:21And before Riz 2, we can see the ruins of Ukraine.
09:26And we don't need a lot of fantasies to realize how this country is again.
09:33We can see it every day.
09:35It was already said and I repeat how much courage,
09:39how much courage, how much courage, how much courage,
09:43how much creativity there is in this country and this народ.
09:48And this energy energy, when she will be directed not to war,
09:57but to build your own country,
10:00you can imagine how this country is.
10:04And this is one of the key ideas of Europe.
10:07And on the European continent, for the last 10 years,
10:14there have been so many good things.
10:17This is a goodwill for our citizens and countries.
10:22We have to protect it today and in the future.
10:27We have to do it for ourselves.
10:30And we know what it means.
10:32And we know what it means.
10:33And we know what it means.
10:37what it means, and we know that what we have in Europe, in the Western Europe is not understood by ourselves.
10:53We need to fight for this, we need to find a way to protect ourselves.
11:00And Ukraine is for us this is a good example.
11:07I think there is a good example of the one who is concerned about the human being.
11:12We have to fight for this.
11:17We have to fight for this.
11:21We have to fight for this.
11:27We have to fight for this.
