00:59Hello, welcome to From the South. I'm Sophie Fernández from the Telesur Studios in Havana, Cuba. We begin with the news. Stay with us.
01:05Stay with us.
01:18In Venezuela, the head of state Nicolás Maduro pointed out that new goals have been set for 2026,
01:24aimed at consolidating the advances of the Bolivarian Revolution and guaranteeing the well-being of the Venezuelan people.
01:31During the balance sheet of the National System of Popular Government, President Nicolás Maduro mentioned that for the Plan 2026,
01:38it must be ensured that these strategic lines are carried out throughout the national territory,
01:43and that the necessary resources to finance the 5,336 communal circuits.
01:48The first task of the Plan 2026 is to consolidate public works through direct and permanent democracy.
01:56The second line will focus on strengthening the planning and action system of the communes, and the plan for the seven transformations.
02:02In turn, the President shared that the third line has as its central objective the strengthening of the self-government system.
02:10On the other hand, the President Maduro emphasized that the original Bolivarians do not seek to imitate bourgeois democracies,
02:16but rather to build a new communal state based on justice, grassroots democracy, and popular participation.
02:23We are the original Bolivarians, who show solidarity in good times and even more solidarity in bad times,
02:41with the peoples of Latin America and the Caribbean.
02:44We are the Bolivarians who want to build original republics, as Simone Rodriguez said,
02:58and not absurd and decadent imitations or copies of limited, false and rotten bourgeois democracies.
03:03We did not come here to replicate a bourgeois democracy, nor we came to manage a bourgeois state.
03:18The original Bolivarians, inspired by Chávez, are building the new communal state, the state of justice,
03:24the democratic state, the lawful state, the state with the people, the democracy with the people.
03:29The Venezuelan President declared the beginning of a new government phase, which he defines as communal transition to socialism.
03:47We could say that today the communal government of transition to socialism is born in Venezuela,
03:52and I declare that our Bolivarian government, starting today, declares itself the communal government of transition to socialism,
03:58with the 5,0336 self-government rooms,
04:01with the 5,0336 territorial governments, that have neighbors, families, communities, and concrete force that debates, participates, acts, builds, and makes their territories visible for the new society.
04:25Moving on to Honduras, the National Emergency System delivers to the public persecutor's office conclusive evidence,
04:32denouncing an intimidation campaign against free voting with the involvement of organized crime.
04:41On Monday, the National Emergency System 9-1-1 formalized the delivery of a package of certified evidence to the country's persecutor's office,
04:51documenting the intimidation and coercion by criminal groups during the elections on November 30th.
04:57The evidence is based on almost 900 calls made by citizens to the emergency hotline before and during election day.
05:03Among the crimes reported, more than 630 cases of disturbance of the peace at polling stations stand out.
05:10In addition, 37 direct complaints were filed for intimidation by criminal groups and 44 for both buying and selling.
05:18The material delivered to the public persecutor's office includes audio recordings and documentation of each call.
05:25With this evidence, authorities could carry out the necessary investigations to issue persecutions against those who attempted to undermine the electoral process
05:33and bring to justice those responsible for violating the will of the people.
05:38There are 892 audio recordings of calls received by the National Emergency System 9-1-1,
05:53reporting intimidation, coercion by organized crime, vote buying and selling,
05:58alteration of the electoral process, kidnapping of electoral material,
06:02confiscation of voter identification documents for voting,
06:05that did not only threaten people, they were not only at the polling stations,
06:09they also went to areas where they knew they were not going to be politically favored
06:13and took away people's identity documents so they could not vote.
06:17This happened in this process.
06:19It was an unprecedented, dirty, fraudulent process and we cannot remain silent.
06:26In other news on Sunday, Dominican Republic President Luis Abinader enacted Law 9725,
06:33which reforms the Code of Criminal Procedure.
06:37The text was published in the official Gazette and will enter into force nationwide on Wednesday.
06:42The law expands conflict resolution mechanisms such as restorative justice,
06:47discretionary prosecution, agreements, conciliations, expedite procedures and conditional suspension of proceedings,
06:55applicable to crimes punishable by up to five years in prison.
06:59Antoliano Peralta, legal advisor to the executive branch,
07:03explained that the reforms threatens a significant part of the 28 principles of criminal procedure
07:08and consolidates a model consistent with the social and democratic law.

09:33when Mendoza was the scene of one of the largest demonstrations in its history in defense of law 7.722.
09:41The protesters left from Uppalata and will arrive on Tuesday at the Mendoza legislature,
09:48where the environmental impact statement for the PSJ Cobre Mendocino project will be voted on.
09:55Rejected since 2007, this project does not have the so-called social license and has generated statements against it.
10:03Moving on to Bolivia, the Federation of Neighborhood Consuls Fe Juve of La Paz Social Control and the faction of the city's trade unions marched on Monday against a 40% increase in the price of bread.
10:24Jorge Paredes, president of one of the Rejuves in La Paz, said that the march goes beyond the increase in the price of bread, electricity and water,
10:34as there are thousands of families struggling between poverty and misery.
10:38Rodrigo Paz's government removed the flower subsidy that benefited producers belonging to the National Confederation of Bakers of Bolivia.
10:46For their part, neighborhood associations and other social sectors in La Paz and El Alto reported that their electricity and water bills had increased by up to 150% in recent months.
10:58Staying in Bolivia, in Cochabamba state, a violent police operation to break up a blockade at the Colt Capellura landfill has led to two deaths and at least ten injuries.
11:20The confrontation occurred on Monday when police agents attempted to repress a protest held for 12 days by local communities.
11:28Protesters claimed the landfill is a serious source of infection and deemed authorities defined its territorial borders.
11:35Witnesses say police used tear gas to disperse the residents' blockade.
11:39However, health authorities stated the deaths resulted from gunshot wounds.
11:45While dialogue closed, the city streets filled with rubbish exacerbated the health crisis and concern among residents.
11:52Social organizations demand justice and a definitive solution to the environmental conflict.
11:58In other news, in the United States on Monday, Mayor-elect of New York, Zora Mandami, posted a video online promising to protect the immigrants and tell them their rights if immigration and customs enforcement comes rioting.
12:21Last weekend, ICE attempted to detain immigrants in a raid on Canal Street, as Mayor Mandami promised to protect the rights of every New Yorker, including the more than 3 million immigrants living in the city.
12:34He also retaliated citizens' rights when standing up to ICE, such as the fact that ICE cannot enter private spaces without judicial warrants signed by a judge, and the fact that they are legally permitted to lie to citizens.
12:48The mayor-elect of New York also said the residents may record ICE agents, provided that doing so does not interfere with an arrest.
13:17In New Delhi, the capital of India, debates began for the 20th session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage of UNESCO.

15:30The decision has been well received by the artistic community and attendees, who value the importance of authentic and real art in contrast to productions generated by machines.

16:13Welcome back. Denmark is considering following Australia's footsteps after securing an agreement to ban social media access for anyone under 15 years old.
16:38Starting Wednesday, December 10th, Australia will enforce a world's first social media ban for children under 16.
16:47While in the Danish Plains, it could become a law by mid-2026, but some school students and experts are worried.
16:54The country's government is planning to ban social media for anyone under 15, increasing pressure on tech platforms as concerns grow about children accessing harmful contact and commercial interests.
17:06The proposals would give some parents the right to let their children access social media from age 13.
17:13Such a measure would be among the most sweeping steps yet by a European Union government to limit the use of social media among teens and younger children.
17:31In other news, the United Nations Children's Fund, UNICEF, warned that the Democratic Republic of Congo is facing the worst cholera outbreak in 25 years, with more than 1,800 deaths since the beginning of 2025.
17:44The organization reported that since the beginning of the year, 64,427 cases have been reported, with 14,818 cases in minors and 340 deaths, noting that the epidemic has affected 17 of the country's 26 provinces.
18:02Unsafe sanitation continues to be the country's main problem, as only 43 percent of the population has access to basic water supply services, which is the lowest rate in Africa, and only 15 percent have access to basic sanitation services.
18:17At the end of last November, the World Health Organization reported that the highest number of cholera cases worldwide were registered in the Eastern Mediterranean region, followed by the regions of Africa, Southeast Asia, America and the Western Pacific.
18:32At least four civilians died, and nine were injured in Cambodia on Monday, during the armed conflict with Thailand.
18:50According to the Cambodian Defense Ministry, Thai troops bombed residential areas in the north of the country, forcing the evacuation of over 1,000 families.
19:00On the other hand, Thailand authorities affirmed that the clashes began in the southeastern province of Ubon Hratchadani, where Cambodian units killed one soldier and injured several others.
19:11On its part, the Thai Air Force reportedly attacked targets in the Shong and Ma Pass, claiming they were military support centers used by Cambodia to attack Thai positions.
19:23The two nations have been involved in a century-old border dispute, which escalated last July 24th.
19:30After a brief ceasefire in October, Thailand suspended the truce after two of its soldiers were injured by a landmine explosion near the border.
19:39On the other hand, Thai authorities called on citizens to help locate Cambodian spies amid a new spiral of tension between the two countries.
19:55Authorities also urge people to be aware of suspicious behavior near government buildings and facilities related to national security, taking photographs of gathering information in closed territories,
20:06as well as intrusion into closed territories without justifiable costs.
20:10According to the Thai Ministry of Defense, Cambodia's actions demonstrated its unwillingness to build peace.
20:16In response to the Thai government's accusations, Cambodia categorically rejected the versions circulated by Bangkok.
20:23The Ministry of Defense described the Thai accusations as false and ensured that its troops have only been the target of attacks after several days of prohibitions,
20:32which in the campaign have not yet been retaliated.
20:36In addition, they reported that Thai forces have repeated the fire on the Tamun Tom Temple, an area adjacent to the Prea Vihira Shrine, a historically sensitive point between the two countries.
20:48Meanwhile, the government of India is closely monitoring relations between Thailand and Cambodia and urges both sides to return to the path of dialogue and peace.
21:08Indian Foreign Ministry spokesman, Harandir Haiswal, said that his country's government hopes that both sides will act with restraint and put an end to the fighting in order to return to the path of dialogue and peace.
21:21It should be noted that the Haiswal statements come after the escalation of hostilities in the border areas between Thailand and Cambodia over the weekend,
21:30when the parties exchanged accusations of violating the ceasefire.
21:42And like this, we have come to the end of this news brief.
