06:53That night, that Friday night, I got a phone call, and it was from her, one of her friends.

07:11And she was telling me that she had got a phone call from Destiny and some gunshots was out in the background.

07:20I woke up to her calling me, um, to let me know that she had just been robbed.
07:26And then she was like, well, matter of fact, here they go right here.

07:30And then, I hear gunshots on the phone.
07:34And the phone dropped.
07:35And I just kept calling her name, like, as you'd answer me.
07:42And then the phone turned off, and I just kept calling her back, like, what happened?
07:48I'm gonna have to tape off over some train and saw the tire tracks that run right up over the curb, right over there.

08:12While on scene, detectives started arriving.
08:16Upon my arrival, the car was sitting basically in the middle of 36th Street.
08:23One of the doors, if not both of the doors, were open at the time.
08:27And there were bullet holes throughout the car.
08:30We're a small town with bigger city problems.
08:32In this case, it was surprising to me, the amount of gunshots.
08:40Destiny's phone was located in the vehicle.
08:46So, we were able to get that phone, get it to the forensic unit, and start getting the information that we needed.
08:53That takes time.
08:55Every time we walk onto a scene, it's quite a mystery.
08:59So, we take photos throughout the scene.
09:03We collected all the casings, and we processed that vehicle.
09:07There were obviously bullet holes throughout the car.
09:10There was a shattered window.
09:12You're trying to figure out why somebody would do this, and especially in this incident, where it was, you know, a female victim, and trying to figure out the who, what, where, when, and why.
09:25So, a lot of that's interviewing people, canvassing, trying to get surveillance video.
09:31So, another key aspect investigation would be checking our exterior cameras.
09:47So, we came across a residence that had cameras.
09:50The residents let us into the residence to check them.
09:57We had a shooting tonight, and we believe the suspect vehicle went down the street.
10:02And we're trying to get a good picture of the suspect vehicle, so that we can solve this.

11:37So, in reviewing the video, several cameras revealed the sound of one gunshot, followed by several other gunshots in rapid succession.
11:53And the video was timestamped at approximately 12.31 a.m. right before we get the 911 call.

12:56Any time a homicide is on camera, to locate that is such an exciting moment.

13:07In this circumstance, it shows a black SUV.
13:11Now we at least had an idea of what we were looking for.

13:24Once we see this vehicle on the video and we're back on scene,
13:30we were informed that Destiny succumbed to her injuries and it was a homicide.

13:51And I said yes.
13:52And then that's when he asked me, can I meet him up at the hospital?

16:48During this time, Destiny's ex-boyfriend, Cameron, was stopped by police officers in the vicinity of the emergency room.
17:09And Cameron's causing some type of disturbance.
17:13So at that point, officers apprehend him.
17:39Cameron was visibly upset and struggling with the situation.
18:01The emotions were what I call true emotions, but then again we have to rule out and do
18:08our investigation properly.
18:10Cameron was to some extent involved with the victim, so that is another red flag.
18:15So we start putting the pieces together.

18:40He is her ex-boyfriend, and he shows up to the hospital with a gun.

19:30At that point, we're able to bring him down to the station.
19:31At this point, we're working on Cameron.

19:54So, Cameron mentioned that he was at a house party.
19:57He passes out, falls asleep on the couch, and wakes up to his phone, blowing up as he
20:02called it, and answers the phone and responds to the hospital where Destiny's family's at
20:08and gets later arrested by Davenport Police.
20:16Cameron provided the information that he was at a friend's house, and that's where we would
20:23be able to put him on the night of homicide.
20:25That was followed up on.
20:29The next morning, we locate and we speak with the owner of the residence.

20:35So, on May 3rd, we're doing follow-up.
20:41Basically, to kind of give you a little background, he's not in any trouble.
20:45We're doing follow-up reference to Destiny or Clark homicide.
20:49And her ex-boyfriend, Cam, said that he was around this area on that day.

21:06They were over here drinking.
21:08It's probably a good thing that he made himself memorable, and she was able to corroborate
21:21where he was at the time of the homicide.
21:23We also get information, references, pistol that he had on him.
21:28That the caliber doesn't match.
21:30The gunshots on the vehicle.
21:32It was not the same caliber as the casings that were on the scene.
21:36And then he was taken off the table as a potential suspect.
21:40When we work in these cases, we're trying to get some closure for the family.
21:49That's the most important thing, to get these people into custody.
21:53So, what it does get frustrating, striking out.

22:01One of the most important pieces of evidence was the victim's phone.
22:05The phone was on the scene, located in the vehicle.
22:09The analysis of Destiny's phone came back, and it showed some interesting interactions.
22:14We located a Facebook conversation that she had with Keith Smith.
22:20So, Destiny was arranging to meet Keith Smith for a drug deal in the area of the homicide,
22:28just prior to the homicide.
22:30Keith Smith's profile didn't have a lot of information,
22:33but it did have a photograph of two individuals standing next to each other.
22:38We put the photograph out to law enforcement, and one of the suspects has been involved with law enforcement before,
22:47and we were able to identify him as a person named Javonte.
22:50That social media profile picture was shown to Terrence Murphy, the driver.

23:00Terrence then points at Javonte and advises that he believes that is Keith Smith and involved in the robbery.
23:08That obviously piques our interest, and we try to focus on him and what he was doing, where he's at, and what exactly happened.
23:17At that point, we believe we have a suspect.
23:21We needed to speak with Javonte because he is definitely a person of interest in this homicide.
23:33So, we formulate a plan to attempt to locate him.
23:37We set up surveillance on an address that we believe that he would be associated with,
23:42and observe him going to a local store.
23:49At that point, we enter that store.

28:40Art Lobley, who had recently been released from prison, was currently on probation and
28:48had a warrant for his arrest.
28:53In this circumstance, since the Keith Smith social media profile had two different people
29:00in the profile picture, Javonte eventually confirms to us that the Keith Smith profile page
29:09is a fake profile page.
29:12And it was established by the other subject in that photograph, was Art Lobley.
29:18And another law enforcement officer was able to identify him.
29:22So at that point, we're looking for Art Lobley.
29:28We couldn't find Art and we reach out to the news media to request their assistance and
29:32help locating him.
29:34Crime Stoppers is offering a $1,000 reward for the arrest of a Rock Island man, Arthur Lobley.
29:40Wanted for escape and robbery, he's considered armed and dangerous.
29:43The news media had a $1,000 cash reward for any information in regards to his whereabouts.

32:49but provided the names of Art and Craig Coleman as two of his associates,
32:54and basically stated that they had been at her house planning this robbery.
33:01So we have to start doing some background investigation on Craig Coleman.
33:08Craig Coleman did have criminal history, but as a juvenile,
33:11he was on probation for a stolen vehicle.
33:17At this point in time, it was still possible that Craig was the shooter in this incident,
33:22but we were still unable to determine that.
33:28Craig was staying with his mother in Rock Island.
33:32We made an approach to apprehend Craig.
33:35When we are going to apprehend a suspect involved in a homicide,
33:44we have to take into consideration the level of violence that could occur.

36:55of that suspect vehicle with Art Lobley.

37:12And that's when some dude got in the back.
37:13And now I know his name is Terrence.
37:14He got in the back.
37:15Craig's easy to talk to.
37:28He's cooperative in that aspect.
37:32He states that he witnesses Art rob Terrence
37:35from the vehicle get out and then rob Destiny
37:38at her own vehicle.
37:40And then they flee the scene.
37:42He got gas.
37:44And then from there, he drove back towards, like,
37:47behind Chuck E. G.
37:48And we passed him up.
37:49When we passed him up, I looked at my little side mirror
37:54because I was in front passenger now.
37:56And I told Art.
37:57I'm like, bro, he's going to shoot you.
37:58Boy, he's going to shoot at you, basically.
38:00Art did it.
38:01He believes Terrence has a firearm.
38:18Art then swings the vehicle around
38:21and proceeds to drive towards the vehicle while shooting.
38:28Craig was more forthcoming than Art
38:30which makes us extremely confident
38:33that Art Lobley is our shooter.
38:35I would qualify this homicide as a targeted homicide
38:55that occurred for no reason outside of gun violence.
39:03A weapon was never recovered from the victim vehicle.
39:08The homicide is just useless violence.
39:16Art Lobley was charged with murder.
39:18The charges were later reduced to voluntary manslaughter
39:22and robbery first.
39:25He's currently serving 60 years in prison.
39:31Craig Coleman was arrested for murder first.
39:37He eventually pled guilty to theft first
39:40and was sentenced to 10 years.
39:42Once this case concluded, it was very nice to call Destiny's mom
39:52and let her know that the two people that we believed
39:55were responsible for her daughter's death
39:57were arrested and charged and sentenced in this case.
40:01Accepting that she's gone.
40:10That's the hardest thing to get past.
40:16Accepting that she's truly, really gone.
40:20I felt like when they were sentenced, it wasn't enough time.
40:32It's only because you took her life.
40:35So the time you're getting is not going to bring her back.

40:40I still have my moments when I break down.

40:51Or I can feel her behind me.
40:54Or if I think she's in the house with us.
40:58I believe in that.
41:01I believe her spirit be in the house.
41:04Or in the car with me.
41:06Desi's with us no matter what.
41:14I want to just give her a big hug.
