"It is governance by vaps!" That's the sentiment of PNM Chairman and former minister of public utilities, Marvin Gonzales as he spoke about the UNC government's handling of the ongoing review of CEPEP. Here's more from Dominic Ramroop.

00:00It is governance by vaps, governance by lies, governance by distraction.
00:08Because no responsible government, as far as I am concerned, would engage the restructuring of any programme
00:16and by so doing putting 11,000 workers on the breadline.
00:21A scathing assessment of the UNC government's time in office so far
00:25and their ongoing review of the CPAP programme by PNM chairman Marvin Gonzalez
00:29as he spoke on TV6's Morning Edition.
00:32Gonzalez says that if there is any real evidence of misconduct or wrongdoing
00:37regarding the awarding of CPAP contracts to particular contractors,
00:41the government should let the relevant authorities handle the case.
00:45The position of the PNM is that if there is evidence of corruption and corrupt activities
00:52in any programme, be it CPAP, be it URP, in any aspect of governance in Trinidad
00:59and Tobago, then you take the evidence, you forward it to the appropriate authorities
01:03and let the chips fall where they may.
01:07The former Minister of Public Utilities also spoke out about the non-payment of wages
01:11to CPAP workers, taking the current Minister and Ministry of Public Utilities to task on the issue.
01:17These payments were promised to, or rather the payment of wages were promised to the CPAP workers last week.
01:2711,000 people expecting to be paid their salaries.
01:32Days passed, no payment.
01:35Not a word from the CPAP company.
01:38Not a word from the Ministry of Public Utilities.
01:40The lives of these innocent citizens, single parents, mothers and fathers, etc.,
01:48now placed in absolute jeopardy.
01:50Promising payment of wages and salaries last week cannot meet the deadline
01:56and it is only when you are called out you are trying to come up with some ridiculous excuse
02:02that you did not get supplementation or you did not get the necessary transfers
02:07and you can't meet the salaries, etc.
02:09Gonzalez confirmed that the team of lawyers assembled by the PNM, made up of PNM officials and others,
02:15filed the first claim in court last week with an injunction hearing set for this Friday.
02:21He also revealed that the opposition are looking at other ways to take legal action against the government
02:26with additional claims to be filed this week.
