00:49Hello and welcome to From the South.
00:54I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
00:57We begin with the news.
01:12In the United States authorities registered more than 105 dead in Texas after flash floods
01:17caused by the overflowing of the Guadalupe River.
01:20According to the latest update by Kerr County authorities, 87 bodies have been recovered
01:25in the area alone, including those of 30 children, many of them attending a Christian summer camp.
01:32The figure amounts to over 105 casualties statewide, as many remain missing.
01:38The scenario has prompted a large surge operation, spanning over 96 kilometers, while many have
01:45condemned the slow response from authorities to initial meteorological warnings.
01:51Overnight, on July 4th, torrential rain and catastrophic flooding caused near unprecedented levels of destruction, affecting homes, businesses and vehicles.
02:06A hundred of first responders remain along the Guadalupe River in Kerr County working to reunite families.
02:14The large search and rescue effort, including local, state, federal, and volunteer agencies continue.
02:20As of 8 a.m. Central time, 87 deceased have been recovered in Kerr County, including 56 adults and 30 children.
02:31Identification is pending for 19 adults and seven children, with one additional person still unidentified.
02:38At present, five camp missed the campers and one counselor still remain unaccounted for.
02:45We ask private boats to stay off the Guadalupe River to allow search and rescue teams to operate without any interference.
02:53In this context, a candlelight vigil was held Monday evening at Travis Park in downtown San Antonio to honor the lives lost in the recent flash floods that have devastated communities across Texas.
03:07More than 100 people have died in flooding triggered by unrelenting rain Thursday night into Saturday afternoon.
03:14Hosted by Centro San Antonio, the event aims to bring the city together in solidarity with families and residents affected by the disaster.
03:24So let's continue with that and remember that we are here.
03:29One, I think it's just important to get to be where people are and just see what they're experiencing.
03:34But I think personally, yeah, just having a love for the whole country, but knowing the suffering that people are going through,
03:40it was important to be able to deceptively share in some of that and knowing that I have friends that are connected as well made it all the more important to be here and grateful for the opportunity really.
03:52Thinking about all those families that have been impacted, I don't think there's anybody, at least in this crowd,
03:59that hasn't been impacted in that they know somebody that either was rescued or know of no six degrees of separation, some of us one to two degrees,
04:12somebody that was lost, somebody that was found, somebody that that ultimately is sitting in grief.
04:22In the United States, various sectors have denounced the failures of the administration of President Trump
04:28in dealing with the disaster in Texas. Observers have already pointed out that Trump's cutback,
04:34as well as the lack of specialized systems that may have prevented earlier flood warnings.
04:39In addition, Texas officials pointed to cuts to the National Weather Service as the cause of inaccurate forecasts.
04:47Recently, the Department of Government Efficiency cut some 600 employees from the National Weather Service.
04:54The understaffed agency previously warned that the severe shortage of meteorologists would hurt weather forecasting.
05:09In China, the typhoon Danas made its second landfall in Wenshou City, eastern Shijian Province late on Tuesday after its passage through Taiwan.
05:19According to the Regional Meteorological Observatory, Danas now weakened to a tropical storm,
05:25made landfall at 9.25 pm local time with winds of up to 82 km per hour and a central pressure of at least 990 hectopascals.
05:36The fourth typhoon of the year touched ground in Taiwan, Shijian County earlier on Monday,
05:43leaving two people dead from the Xinjiang and prompting the evacuation of thousands more.
05:48In this context, several provinces in eastern China were on alert for the arrival of the storm,
05:54which is suspected to continue moving westward, bringing heavy winds and rainfall authorities warned,
06:01could reach up to 350 mm.
06:03In Spain, a forest fire has devastated over 1,500 hectares in Tarragona, with strong winds hindering firefighting efforts.
06:16Overnight Monday, the locality's hardest hit were Poles, Alfa de Carles, Xerta, Aldover, Tivenis and Roquette.
06:25Firefighters reported wind guards of up to 90 km per hour.
06:30They also ordered inhabitants to six villages to stay in their homes as the strong winds are expected to fund the flames.
06:37Several highways are caught in sections close to the fire area and the perimeter has grown at several points,
06:45while firefighters are working to prevent flames from crossing the Ebro river and entering the Serra de Cardo.
06:57In France, a fast-moving wildfire has disrupted transportation services in the southern city of Marseille
07:03as hundreds of firefighters continue battling the blaze.
07:06Precisely, the Marseille airport, the country's second largest, was forced to cancel all flights
07:13as the wildfire advance fanned by gale force winds.
07:17In this context, the prefecture of the province Alpes-Côte-de-sur region issued an alert urging inhabitants of the city
07:25to stay indoors to avoid the risk of smoke inhalation.
07:30In addition, authorities have ordered roads should be kept clear for emergency services
07:36as 720 firefighters and 220 emergency vehicles continue tackling the flames
07:42that have consumed about 350 hectares of land.
07:46Local media reported the fire originated after a vehicle exploded on a motorway outside a nearby town.
07:55And now we have a short break coming up, but first remember you can join us on TikTok at Telesur English,

08:05We'll be right back, stay with us.
08:07Welcome back to From the South.
08:19Argentina President Javier Milley is moving forward with dismantling the state by ordering the closure of Health, Road and Technology Institute,
08:27which has led to discontent and trigger demonstrations nationwide.
08:31Precisely, Milley ordered the closure of the National Cancer Institute, the Cardiovascular Diseases Institute and the Industrial Technology Institute.
08:40He also dissolved the National Roads Directorate and the Gas and Electricity Regulatory Agencies.
08:46These measures, which will be formalized on Tuesday, are part of the President's policy of deregulation and reduction of the state he enacted by means of the Decree of Necessity and Urgency.
08:59The order established the National Administration of Health Institutions and prohibited the executive from creating new national hospitals.
09:08The Mexican government announced the arrest of more than 25,000 alleged criminals from October 2024 to July 2025.
09:22The Secretary of Citizenship Security and Protection, Omar Garcia Harfouz, further confirmed the seizure of around 13,275 weapons and near 188 tons of different drugs within the shame-bound term.
09:39The authority indicated that detentions had been held in 21 out of the 32 Mexican states alongside the dismantling of over 1,000 designer drugs.
09:51Likewise, the official detail that labs hit the economy as they had been used to expand criminal operations in the country.
09:58In Chile, people marked the first anniversary of the violent raid against popular organization spaces in the historic Villa Francia in the country's capital.
10:13The events of July 6, 2024 resulted in the arrest of 14 people.
10:18The government raided a community radio station that had been operating for 30 years, a soup kitchen that fed those who had nothing to eat,
10:27and a popular meeting place open for organizations to gather resources for political prisoners.
10:33In this context, relatives and support organizations gathered Monday to condemn the events and to show their support for different political prisoners.
10:46They are spaces of resistance. The dining hall has been working for five years, but before that, this was a takeover.
10:55We took it from institutionality and from then on, we've been working with children, with the population, in general, for their sake.
11:02The Ministry of National Assets has come here many times to try to vacate this space, but we've resisted it.
11:08I mean, it's not a space belonging to institutionality, it's not that, as we took it over for a while.
11:14It's a space that we have maintained its self-management for more than eight years, by arranging different activities and various organizations for the sake of the population.
11:22It also teaches neighbors that they can make it. What was lost, we have been recovering it. Therefore, the state is currently afraid of that. It's afraid that we'll meet again, that we'll hug again, and that we'll fight together.
11:34The 17th BRICS summit closed on Monday in Brazil after two days of talks aimed at strengthening Global South cooperation and amid tariffs threats from US President Donald Trump.
11:58From Rio de Janeiro are corresponding Ignacio Lemus with more.
12:02The BRICS countries are causing discomfort, Lula da Silva said at the closing of the event shared by Brazil in Rio de Janeiro.
12:10Hours earlier, Donald Trump had announced started for countries that adhere to the measures promoted by the BRICS and assured that he is closely monitoring the situation of former Brazilian President Jair Bolsonaro,
12:20whom he considers is being persecuted as he is investigated as one of the architects of an attempted coup in 2023.
12:26I don't think it's very responsible, or serious, for the president of a country the size of the United States
12:38to spend his time threatening the world via the Internet.
12:44It's not right.
12:46He needs to realize that the world has changed.
12:52We don't want an emperor.
12:54We are sovereign countries.
12:56If he thinks he can impose tariffs, other countries have the right to impose tariffs too.
13:04There is such a thing as the law of reciprocity.
13:08The Brazilian Foreign Ministry expressed its gratitude for Russia and China's support for greater participation by Brazil and India in the UN Security Council.
13:18The BRICS members asserted that reformulation of the entity is necessary, as they consider it paralyzed in the face of the proliferation of armed conflicts around the world.
13:28We share positions on key issues on the international agenda and confirm our desire to shape a more just, multipolar world order,
13:39based on the principles of the United Nations, and not separate principles, as our Western partners, when they choose the principles that seem most convenient to them,
13:51in the context of their international adventures, but rather the universal system as it was created, written, and then amended by different countries in its entirety,
14:03and in accordance with the requirements of the United Nations Charter.
14:09The bloc's expansion did not hinder the work at the summit.
14:13When asked about Venezuela's absence and the possibility of other Latin American members joining, Lula da Silva said that the BRICS are a constantly evolving entity,
14:23and that the doors have never closed.
14:25Cuba's entry was considered valuable in the area of health.
14:30The Cuban Minister of Health was in Brazil for the BRICS meeting, and visited the Fiocruz Institute, because there are Fiocruz products developed today,
14:39that are available in Brazil through the unified health system, which is the result of cooperation with Cuba.
14:45These include important medicines for blood diseases, and vaccines.
14:50In everything related to technology in Cuba that is important for Brazil and for the BRICS.
14:55We want to strengthen that cooperation and produce more.
14:58Environment, artificial intelligence, and health were the main themes debated in the search for a more balanced world.
15:04Environmental discussions are not progressing in the direction and at the speed required.
15:11Wealthy societies are reluctant to change their unsustainable patterns of production and consumption.
15:18Solutions are being postponed.
15:21Minimal commitments are being made.
15:24And there is no political will on the part of those who should be contributing most to solving the environmental crisis.
15:31The challenges of global health are no less complex.
15:35The gaps between countries and populations, inequality in access to health services, medical supplies, and technologies, and the imposition of unilateral coercive measures, exclude tens of millions of human beings from the vital right to health.
15:54Brazil promises to continue working on the bloc's activities until the end of the year, when the presidency will be transferred to India.
16:04The Vice President of Venezuela and Minister of Oil and Hydrocarbons, Delcy Rodriguez, arrived in Vienna, Austria, on Tuesday to participate in the 9th International Seminar of the Organization of Petroleum Exporting Countries, OPEC.
16:17The European nation hosts the event, which from July 9th to 10th brings together global leaders to discuss the future of energy.
16:26In this context, the Venezuelan Vice President was received by OPEC, Secretary General Haitham Algeyes, and the seminar is considered the most important in the industry by producers, consumers, executives, and academics at a time when the oil market is facing the challenges of the global economy.
16:45In this regard, Venezuela has reinforced its message to maintain cohesion within OPEC in order to face the challenges of the sector and be able to migrate to more sustainable, equitable, and affordable energies.

17:21Welcome back to From the South.
17:46Israeli far-right wing ministers urged Prime Minister Benjamin Aranyahu to suspend ceasefire talks with Hamas, Palestinian resistance movement.
17:56Far-right Israeli minister Itamar Benvir called on the Prime Minister to immediately withdraw the delegation leading negotiations with Hamas, as he described the talks as a reckless deal.
18:07Likewise, he stresses that there is no need to negotiate with those who killed Israeli soldiers advocating for a military crackdown and eliminating all humanitarian aid in Gaza.
18:18Subsequently, internal growing Israeli political divisions have been hampering international mediation efforts.
18:25Meanwhile, humanitarian agencies continue to urge a ceasefire and humanitarian aid access to the war-torn Gaza Strip.
18:36Early Tuesday morning, Israeli sources announced the deaths of at least five soldiers from the occupying forces amid clashes with Palestinian resistance in northern Gaza.
18:48According to our report, the casualties occurred when a bomb placed on the side of a road in Beit Hanun detonated, which resulted in at least 14 soldiers being injured, some of them suffering even third-degree burns.
19:01Further part, Palestinian media broadcast images of the clashes between the Palestinian resistance and Zionist aircraft attempting to rescue the soldiers trapped in the area.

19:20On Monday, President Donald Trump met with Israeli Prime Minister Benjamin Netanyahu at the White House, where they discussed Trump's controversial proposal to expel and besieged Palestinians to neighboring countries.
19:36In this regard, the Prime Minister confirmed that his government is collaborating with the Trump administration to identify countries willing to accept Palestinians from the Gaza Strip.
19:47Netanyahu's administration described the plan as voluntary migration, receiving backlash from the international community and human rights organizations who have condemned it as a clear example of ethnic cleansing.
20:01Despite Netanyahu declaring that the war will continue until Israel achieves all its quals in the Palestinian enclave, the Zionist regime pointed out that there is still a negotiating team in Qatar's capital, Doha, to advance a ceasefire agreement.
20:171.
20:18Israeli airstrikes and gunfire
20:22Israeli airstrikes and gunfire killed more than 35 Palestinians, including children and women, across the Gaza Strip.
20:29Five people were reportedly killed and others wounded when an Israeli airstrike targeted a group of children laying on a swing and a tent sheltering displaced families in the Al-Rimal neighborhood.
20:42In a separate incident, one person was killed and several others injured when Israeli forces struck a displacement tent west of the Nusayrat refugee camp.
20:51Additionally, in southern Gaza, six Palestinians, including three children, were shot dead by Israeli forces near a humanitarian aid distribution center in northern Rafah.
21:02The Gazan death toll reached 57,575 since the start of the Israeli aggression in October 2023.
21:17Social organizations alert that some 75 percent of the Syrian population needs humanitarian aid in view of the social and economic crisis that batters the country after years of war.
21:28Based on a report published by the United Nations on the situation in Syria, social organizations emphasize that the country is living one of the most complex scenarios due to the 14 years of war that left destruction, economic collapse and death.
21:44Even though war-like violence has declined in most of the territories, the document points out that the nation still faces humanitarian needs that have been growing in the last months following the return of almost 2 million civilians.
21:59The text also highlights that security remains unstable as attacks against civilians persist.
22:05On Tuesday, Malaysia hosts the 58th meeting of the Foreign Ministers of the Association of Southeast Asian Nations, focused on addressing issues of global interest and strengthening cooperation.

22:36China, the United States and Russia participate as external dialogue partners of the bloc.
22:41On this subject, the Malaysian Foreign Minister, Sri Amran Mohamed Singh, pointed out that the participation of third countries reflect the growing international interest in the strategic role of the regional grouping in the global geopolitical scenario.
