Former Head of the Police Service Commission Professor Ramesh Deosaran is urging the new government to review the 2010 - 2015 report his team submitted under the then UNC administration to reform the Commission.
He says it may avoid situations similar to what is now being experienced within the TTPS.

00:53If you're asking me what could have been prevented, well, at that stage, something could have been done a little more effectively and with everybody's rights to natural justice contained.

01:10In 2010 to 2015, a report was produced by a committee chaired by himself and former Attorney General Anand Ramlogan upon the request of the then UNC government.
01:22Professor Diyosaran explains that similar to now, there was need for a reform of the Police Service Commission and the process for appointing a police commissioner.
01:32We produced a report to cabinet, it was produced to cabinet, cabinet considered it, but I think what happened, time came, I think maybe the election around 2015 and so on.
01:46So the matter wasn't pursued, but I would emphasize again in the current circumstances that this report should be looked at in whatever way the new government thinks because it was that government that initiated the process.
