Minister in the Ministry of National Security, Keith Scotland says the State of Emergency was no failure.

In fact he says the government is even more resourced now, to tackle crime.

00:00There were no infringements in person's constitutional rights, there was freedom of speech, every party was able to conduct their meetings during the state of emergency, and it was targeted relative to something that was happening in the country that had potential to spiral.
00:17I think, and this is my thesis on this, that the country may want to consider, given the government, a passing grade for the state of emergency.
00:30Minister Scotland's Senior Counsel notes that there was a 30% reduction in murders during the state of emergency.
00:39He adds that crime is an ongoing challenge that the government is ready and equipped to handle.
00:46The crime situation did not start nine years ago.
00:49Well, we know that.
00:50And I think, with the greatest of respect, the first port of call for a government dealing with something is resources.
00:58Now there is a concerted effort to maximize and optimize those resources.
01:04The minister says there will be a concentrated effort of the state apparatus in all areas of the country now that the SOE has ended.
