The Housing Development Corporation says it has not awarded any contract to China Harbour Engineering Company T&T Limited.


The HDC further states that procurement procedures have been strictly followed.

00:00According to the Housing Development Corporation, an open bidding process has
00:03been used for the Santa Rosa housing project, for which no contract has been
00:08awarded at this time, including to China Harbor Engineering Company TNT Limited.
00:12The HCC says the procurement process has been rigorous and in line with the
00:16Office of Procurement Regulations. The HCC further adds that all participating
00:21companies are registered under that office. The corporation is refuting
00:25claims made by former Housing Minister Dr. Rudal Munilao that the process was
00:30clandestine and the $475.8 million contract was awarded to a
00:35tainted Chinese company. The HCC calls such statements inflammatory, inaccurate
00:40and designed to bring the HCC into odium and public ridicule. The HCC says package
00:46one for the design-build contract for the Santa Rosa development was advertised
00:51in the newspaper, following which the request for proposal was posted to the
00:56HCC's e-tender platform. According to the HCC, it contains specific
01:00information including the deadline for submissions. The corporation says the
01:05tender was then evaluated by an independent evaluation committee
01:09comprising two technical subject matter experts, one financial officer and a
01:15procurement officer and a recommendation was then made by that committee. The
01:20recommendation then went to the named procurement officer and the Procurement
01:24Disposal and Advisory Committee before it was sent to the accounting officer
01:28for approval. The HCC says, once approved, the intention to award
01:33initiated the standstill period which commenced on July 31st 2024. It must be
01:40noted that the intention to award is still currently in a standstill period
01:44and no contract has been awarded. In this regard, the HCC outlines that
01:50there was no involvement in the process from the HCC's Board of Directors, the
01:54Minister of Housing and the Minister in the Ministry. The HCC is expressing
01:59confidence in the procurement process that was used.
