AccuWeather's Bill Wadell reported live from the scene of flooding and stalled cars in Palm Springs, California, as Tropical Storm Hilary relentlessly drenched the area.

00:00 know the rain has caused
00:02 that is of the greatest concern.
00:04 We also know that so this storm
00:06 has weakened a little bit,
00:07 but of course we've got a lot more to
00:09 cover and we want to check in with Bill
00:12 Waddell who is in Palm Springs Accuweather.
00:14 So while Dell there on the ground for us
00:16 and Bill the city has issued a state
00:18 of emergency due to all this flooding.
00:20 Yeah, and we're definitely seeing
00:23 the wind pick up just within
00:25 the past few minutes.
00:26 Really gusty conditions.
00:27 We've seen tree branches coming down.
00:29 And unfortunately that state of emergency.
00:31 The big issue is all of the street flooding.
00:34 You can see right here on East Ramon Road.
00:36 This is just one of the cars that stalled
00:39 out trying to drive through high water,
00:41 and this is better than what it
00:43 looked like about 20 minutes ago.
00:45 The water has been receding at this spot,
00:47 so those water levels even higher.
00:49 Just a short time ago,
00:50 officials are urging people to stay home.
00:52 If they can,
00:53 they have been struggling to answer
00:55 all of the 911 calls for help.
00:57 Now you could see not just a lot of rain,
01:00 but a lot of gusty wind from Hillary
01:02 in Indian Wells this afternoon.
01:04 Tough conditions for the first responders
01:06 and anybody trying to brave those flooded
01:08 roads. We also saw what looked like
01:10 part of a street that buckle and there
01:12 have been several small sinkholes
01:14 spotted today over in Coachella.
01:16 Several busy intersections
01:17 have been left underwater.
01:18 The drainage system here in the
01:20 desert struggling to keep up with
01:22 a year's worth of rain in just
01:24 a matter of a few hours.
01:26 And there have been good Samaritans
01:27 and drivers and pickup trucks and
01:29 SUVs going bumper to bumper and
01:31 trying to push those lower cars
01:33 that stalled out out of the water.
01:35 And guys,
01:36 we know that there have been a number
01:38 of rescues here, not just for good.
01:41 Samaritans helping out,
01:42 but the first responders,
01:43 police officers and firefighters
01:44 just trying to help these people.
01:46 Again,
01:46 despite all of the warnings
01:48 for people to stay home,
01:49 we're still seeing quite a few
01:51 people on the road.
01:52 And as you said,
01:53 it's going to be getting dark here
01:55 on the West Coast in just a few hours.
01:57 And with how saturated the
01:58 ground here is in the desert,
02:00 it's not going to take much
02:01 from warm trees to come down.
02:03 Alright, some big problems there.
02:04 Aguilasville,
02:04 Waddell and Palm Springs for us with
02:06 the sirens going behind him nonetheless.
02:08 So we do know that those impacts
02:10 are already out there as we continue
02:12 to deal with some of the challenges
02:14 of this storm moving forward.
02:16 LA schools has closed for tomorrow,
02:18 which is some good news,
02:19 but there's a lot more to come with it.
02:22 And Bernie,
02:22 you also have a lot of good news
02:25 for us. You have a lot more on where
02:27 the storm is headed with some experts.
02:29 Yeah, I do it really quickly before I get
02:32 to the Dan and well Dan you can see this
02:34 as well. This is something I I don't
02:37 think I've seen during the month of August.
02:39 When we take a look at the radar right now,
02:42 just the slug of rain and look at all
02:44 of those flash flood warnings which
02:46 cover a huge chunk of Southern California.
