01:54This includes the Kalayaan Island Group and Scarborough Shoal.
02:00These areas are within the country's exclusive economic zone.
02:04The West Philippine Sea is rich in natural resources such as fish, oil, and natural gas.
02:10These resources are vital for Filipinos' livelihood and the country's energy needs.
02:15In 2016, the Philippines won a landmark arbitral ruling in The Hague.
02:21The ruling affirmed the Philippines' sovereign rights while rejecting China's expansive claims.
02:29But despite this, China continues to make incursions threatening Filipino fishermen.
02:34The government says protecting these waters is a matter of national importance, vital for food and economic security.
02:43Joining us as our main guest is Rear Admiral Roy Vincent Trinidad, spokesperson of the Armed Forces of the Philippines for the West Philippine Sea.
02:53He will share his insights on the latest developments, the AFP's role in safeguarding national sovereignty, and the challenges and strategies in protecting our territorial waters.

03:43Kaya nang not many Filipinos are actually aware that the Philippine Navy is the only branch of service that operates on land, air, and sea.
03:55Can you elaborate more on this?
03:58Okay.
03:59The approach, Darwin, of the Armed Forces is that we have three services, the Navy, the Air Force, and the Army.
04:06Ang Philippine Navy ang in charge of our waters.
04:08First, Air Force is the sky above us, and the Army is on land.
04:13But we all have capabilities to operate cross-domain.
04:17We need to say, the Navy also has forces that could operate on land and on air.
04:22The Air Force also has forces that could operate on sea and on land.
04:26And the Army also, they have forces that could operate on air and on water.
04:29But, ang pinaka-primary na nakatask are the services and those domains.
04:37Navy to the water, Air Force to the air, and Army to the ground.
04:41So, now, sir, we're going to zoom into the West Philippine Sea.
04:50So, for the benefit of our viewers, sometimes it's addressed as a cold Philippine Sea, and sometimes it's referred to as West Philippine Sea.
04:58And it can be confusing, especially for ordinary readers or viewers.
05:04Actually, DJ, during my time sa ang among libro kay Social Studies pa, Araling Panlipunan, you cannot find West Philippine Sea, but it's the South China Sea.
05:15Correct.
05:16So, but that property, it has to be cleared whether whatever is the name, it belongs to the Philippines.
05:23Admiral, there's, you know, the West Philippine Sea has been talked about not just in the Philippines, but even overseas, in the global scene.
05:33But there's a lot of Filipinos, especially in Central and Southern Philippines, who, di nila masabot ba, di sila ma-feel na, why is the West Philippine Sea important to us?
05:46Can you kind of elaborate how important is the West Philippine Sea to the Philippines that every Filipino should care?
05:54Yes, Mildred and Darwin, when we speak of the South China Sea, if you look at the map, maunis siya ang tubig west of the Philippines, south of Hainan, China, east of Vietnam, north of Malaysia, and parts of Indonesia.
06:13So, the whole expanse, ang kanantibook na tubig niya, that is called the South China Sea.
06:17The West Philippine Sea is that part of the South China Sea na covered sa atong 200 nautical mile exclusive economic zone, and our extended continental shelf, plus ang atong mga islands sa pag-asa.
06:33So, we say that the West Philippine Sea is a part of the South China Sea.
06:38Our concern is not the entire South China Sea. It is first and foremost the West Philippine Sea.
06:43So, Spratlys, Admiral Baez, has been widely discussed, especially during the 1990s and also 2000, no?
06:57So, what's the situation there right now?
07:02Okay. The Spratlys or the Kalayan Island Group, I have a few slides I'd like to show para masabdala sa tumangkwan.

07:19Okay. This could, this could, this goes, goes back all the way to 1970s, 1960s, but it only starts in 1992.
07:27Pagpunta to the West Basis, there was a power vacuum in the South China Sea.
07:30And then, we noticed that there were markers with foreign engravings.

07:59It is a shallow portion of water.

08:07We were barred and trans by the PLA Navy.
08:09And then, we noticed that they would start constructing fishermen shelters, kanamurag balay sa Badyaw, on stilts.
08:19And then, they concretized this.
08:21First, they said na kinipang fishermen shelter, then for maritime scientific research.
08:27So, we found out that they were developing Mischief Reef.
08:30So, the government decided in 1999 to ground LS 57.
08:33Then, it takes a lot to reclaim out in the open sea.
08:41The steps that we could put up, instead of building a structure, was to ground a ship that served as our outpost.
08:48Muna, siya karoon ng LS 57 sa Ayungin Shoal.
08:52And then, from 2000 to 2010, there was an increased presence of the PLA Navy, People's Liberation Army Navy.
08:58In 2012, baho ni Masinlok happened, na nag-stand off nito, ni Pull Out, tawasan ni Pull Out.
09:06In 2013, 2014, ni Daghan ang ilang reclamation.
09:10And to include Mischief Reef and Subi Reef that are within our EEZ.

09:22And then, their coercive actions, we call them illegal, coercive, aggressive, and deceptive actions and messages.

09:37All of the actions of the People's Liberation Army Navy, the Coast Guard, and the maritime militia,

10:31I refer to CCP, not China.
10:35Because the Chinese people are also oppressed by the Chinese Communist Party.
10:39Akong great-grandmother is a pure Chinese.

10:44So, we're not against the Chinese people.
10:46We are against the Chinese Communist Party.

15:30in its implementation?
