00:00Proposition 44 would require community-based healthcare clinics to spend 90% of their revenues on actual patient care.
00:08Sounds logical, right? Except, how did 90% become the magic minimum number?
00:12How does the government know, or the electorate for that matter, how much of a percentage any business needs to
00:18spend on anything?
00:20And what if costs are different for a community clinic in Beverly Hills versus Barstow?
00:24It turns out the story behind this initiative is rather interesting.
00:28The ballot initiative was the brainchild of Dave Regan, who leads the SEIU United Healthcare Workers West Union,
00:35and he wants to unionize these community clinics.
00:37The community clinics agreed to a certain number of unionized workers, but wouldn't go as far as Regan wanted.
00:42When the negotiations broke down, he pushed ahead with this ballot initiative.
00:47Supporters say it's necessary to make sure that public money that's supposed to go toward healthcare is being spent properly.
00:52But opponents point out that if it's enforced, it could cause the shutdown of community healthcare clinics across the state
00:58of California.
