00:00Proposition 41 is one of two propositions on the November ballot that were placed there
00:04to cancel out Proposition 40, which is the billionaire tax.
00:08Under Proposition 41, any state agency or program that would benefit from the billionaire tax
00:13would have to go through an audit first, and would have to be audited into the future.
00:17In addition, any new money that came in through special taxes like the billionaire tax
00:22would be subject to the GAN limit.
00:24That's a special provision in California law that requires the state to return money to taxpayers
00:29once the state raises above a certain level per capita.
00:34Finally, Proposition 41 would automatically cancel Proposition 40 even if Proposition 40 passes
00:40as long as 41 gets more votes.
00:42This ballot initiative was placed there by an organization called Building a Better California,
00:47which was founded by Google co-founder Sergey Brin as a way to fight the billionaire tax
00:51and save what he and others feel is a deeply vulnerable investment climate in California.
