00:00Proposition 39 is the voter ID initiative.
00:03If passed, it would require voters in California to show photo identification when showing
00:07up at the polls, or to use a special government-provided four-digit PIN when voting by mail.
00:12Voter ID tends to be popular in opinion polls, including in minority communities.
00:17And that may be why California's Attorney General, Democrat Rob Bonta, changed the title
00:22of this voter initiative to emphasize that it would prohibit voters from participating
00:27in the election if they didn't provide ID.
00:29That has supporters of the voter ID initiative very angry.
00:33They say it's the same trick that then Attorney General Javier Becerra pulled in 2018 when
00:38they tried to pass a repeal of the gas tax.
00:41When the title of the ballot initiative suggested that the only effect would be to take away
00:46funding from transportation, the repeal of the gas tax hike failed, and therefore Californians
00:51pay higher gas tax today.
00:52The hope is that if voter ID passes, California elections will set the tone for the rest of
00:57the country and voter ID will become more broadly accepted as the law of the land.
