00:00Proposition 5 would change the way California voters replace elected officials in recall elections.
00:05Right now, the way a recall works is there are two parts.
00:08The first is a yes-no vote on whether to recall the official at all,
00:11and the second is a list of candidates to replace the ousted official.
00:15Proposition 5 would do away with the second part, and it would allow the governor to appoint a replacement for
00:20the ousted official.
00:21If the governor is recalled, Proposition 5 would make the lieutenant governor the new governor,
00:26and would allow a new election to take place for governor if it was early enough in the first governor's
00:31term.
00:32It's all very complicated, and it's the brainchild of Democrat Josh Newman,
00:35a former state senator who was recalled himself in 2018 after he voted to raise the gas tax,
00:40and his constituents were angry about that.
00:42They replaced him with a Republican, but he complained that the Republican actually received fewer votes than he had on
00:47the yes-no portion.
00:48Newman was later elected to a different state Senate seat, and he lost to a Republican the old-fashioned way
00:53in 2024,
00:54but not before proposing this constitutional amendment that will be up before voters in November.
00:59You can call Proposition 5, Newman's Revenge.
